It looks like I will be taking my Medical Alert Dog on her first plane trip very soon, and I had to look up what needs to happen to get her on the plane.
Apparently I have to fill out a form and present it at the customer service desk, where they will ask me the three questions, and verify that she has "Out in Public" manners and her rabies/license tags.
This is all fine and very good, as she is highly trained and very good at "out in public" manners, so not much of a concern, except the fact that I also have mobility issues and will need to be at the airport at the ass crack of the dawn of time to get through the whole rigmarole.
But it occurred to me that this form may be of use to others, so I thought I would drop a link for my tumblr besties and whatnot to bookmark if needed. It is important to remember that you should not date it until after you purchase your ticket, but you can download it and fill it out and save it for printing when needed, and then sign and date it when you are ready to travel.

i meessed up and created something hrrible sorry. the premise was that all u.s. cabinet positions allow the holder to undergo a specific tehmatic magical girl transfomration. anyway this is bad and my sin is endless. i hope you will forgive me for my crimes as i know god wont. kachow.
Secretary of Agriculture: All planty, nature queen themed. The type to attack with vines appearing from the ground. Some animal control because agriculture includes livestock. Empowers others through growing magic food with healing or buffing properties.
Secretary of Defense: Soldier costume. Summons weaponry, as in literal cannons and robot troops which obvious have to be in stereotypical soldier uniform for no real reason. Power can work like a technological mainframe, hologram display that shows abilities available.
Secretary of Education: education theme; schoolgirl uniform, graduation cap, teacher’s pointing stick, glasses. Knowledge powers. Grants knowledge or does calculations to find information. Often this power interacts with books, analyzing info from books, making the subject of text appear in reality at least as illusion. Use of powers causes letters to float through air.
Secretary of Energy: Electricity/light themed uniform with a big energy core on chest but lightning blasts are most basic and restrained use of its power, as full use can be nuclear blasts. projecting electric/explosive energy even at most powerful requires no skill, while more experienced secretaries can control energy at long range, with ability such as far-away electricity control, pyrokinesis, and with more skill, even crude telekinesis through kinetic energy manipulation though it is easier to simply redirect kinetic energy, i.e. make a projectile reverse its path. Given the department’s connection with scientific research, the most skilled application is slow and very close range reality bending of any form of physical property, matter, and energy but such requires good knowledge of physics/chemistry and concentration or the results can be black holes or rippling space-time anomalies.
Secretary of Health and Human Services: Nurse uniform, light green glow of healing energy. Generally heals and emotionally invigorates. Also reads emotions and sees life signs, damage, and sources of harm.
Secretary of Homeland Security: MIB/Spy like uniform such as tux and black sunglasses. Creates forcefields and other such clear energy-shields. Shadowy spy powers- teleports through darkness, become a shadow, invisibility, disguise or just pure dark energy smokescreen. Can sense lies and violence before it happens and track down criminals. Wipes memory and forces others to tell truth(as sample abilities, different people manifest different powers but you can get the theme).
Secretary of Housing and Urban Development: Some sort of obvious architecture theme on costume; triangular rooftops, concrete with glass windows like skyscrapers, even older marble pillar designs etc. Creates architecture including everything from simple temporary structures for shielding/stairs in combat to permanent buildings, even opens up pocket dimensions of architecture from existing buildings. Innate sense of building layout.
Secretary of Interior: Geographic or geologic themed costume, map or rock styled. Terrakinesis or geokinesis- whatever you call rock control and terraforming. Creates natural formations that aren’t limited to rocky minerals but also rivers, swamp, woodland but less control of actual living nature than Agriculture’s. Can open portals to nature-filled pocket dimensions or across America.
Secretary of Labor: Manual Labor themed, dirty work clothes like a mechanic or plumber’s overalls and hard hat, usually has a big workman’s tool like a hammer or pickaxe. Granted skills in many manual labor tasks, more experienced secretaries can use more educated non-manual labor skills like coding and paperwork. Hyper efficient in non-offensive tasks such as quickly repairing tech during battle, literally super speed becoming a blur while constantly working. Can summon some sort of worker minion such as shadows of workers or robotic ant people that are also hyper efficient in doing utility work and sometimes combat. Brings out skills in others or steals skills.
Secretary of State: Fem-Uncle Sam or Lady Liberty. Red-white-blue very America themed costume. Represents national spirit, power of patriotism and projection of nation’s power. Basically becomes the incarnation of America with a number of weird applications but most often just patriotically themed offensive powers like firework blasts and summoning spirit bald eagles.
Secretary of Transportation: Primarily controls or fuses with a big vehicle of some type that varies by the person in the role: An Airforce One plane, Immense train, Just a fucking america themed monster-truck with metal jaws, who fucking cares, etc. This immensely powerful vehicle serves as the Cabinets base of operations and has tons of unique tools and weapons but this secretary can also mess with and control other vehicles as a minor ability. Costume themed as individual’s vehicle.
Secretary of Treasury: Gold and money themed costume. Wealth based powers from paper cash and coins to jewels and gold manipulated for combat applications. General economic expertise that is less flashy. Awareness of any transfer of wealth and other economic activity. All secretaries in this position will for some reason or another say “cash money” during their life, a rule of divine law.
Secretary of Veteran Affairs: These powers don’t necessarily directly correspond to legal duties and sometimes touch on more fundamental things. The VA secretary embodies war, sorrow, and death. Grim reaper, angel of death, moirai or similar dark theme. Create areas of phantom “No Man’s Land” with dry dirt and barbed wire, smoky air and stray bullets flying through the air, the sound of cannons and shouting. Also can bring about death on those it deems worthy but this results in the secretary feeling a hyper-empathy for the one killed so if misused on a moral person can cripple the secretary. Definitely not evil though some less knowledgeable may assume that from the aesthetics. This role actually has abilities that bias it to a purely good role, almost opposite to Commerce in the regard of bias, being more a psychopomp and source of relief from tragedy, absorbing trauma from the afflicted being one of its main roles.
Attorney General: Lady Justice, always blindfolded. Sees the universe’s balance and order, karma and such. Can enforce balance often in subtle ways but if experienced can cause almost limitless changes as long as it fits with some re-balancing of the universe’s “natural harmony”. If acting righteously, the role possesses holy light themed powers but must state some moral goal for any use of these more direct abilities. Ability to make rules for an area that are physically hard to break or rules that cause punishment if violated though the latter requires that anyone in the field becomes knowledgeable of the rule automatically upon entering the field or that the effect does not apply without knowledge.
Secretary of Commerce: Projects green lightningish energy from the role’s sigil to use powers and can use up money or physical resources to charge up. This often involves the creation of machinery, due to the department’s industrial affiliations but these machines are often crude and unstable, made of exposed gears and pipes, leaking oil and smog because corporate corruption and such. They also make deals and trades with extra-dimensional beings or deities, often demons. Power over perception of worth and greed manipulation. This role is seen as one of the “edgier” ones due to its corruptive influence even as a necessary evil, though that isn’t entirely true: The role can be lawful good if used with extreme caution and balance but it’s darker aspects show up easier than most other roles. also, they’re fem-onceler themed. Fuck you.

In 1977 it was revealed that random American citizens were abducted & tortured for research by the CIA. Project MK Ultra was the code name for a series of covert activities beginning in the early 1950’s, similarly to those that occurred in Jonestown.
Following the defeat of Germany in 1945, the predecessor to the CIA, the OSS: Office of Strategic Services recruited Nazi doctores and scientists for employment by the United States under the directions and supervision of the Joint Chiefs of Staff.
The operation was called Paperclip. Operation Paperclip was the recruitment of German doctors and scientists who were experts in a wide array of sciences, ranging from rocketry to torture.
Contrary to false history and propaganda, Josef Mengele was indeed among one of the doctors recruited under Paperclip.
Several programs were started which focused on the effects of drugs for interrogation purposes. The United States Navy started Project Chatter in 1947 and focused on identifying and testing the use of drugs on human and animal subjects.
Under control of the intelligence divisions of the Army, Air Force, Navy, and FBI was another operation called Project Artichoke. Project Artichoke focused on the use of hypnosis, forced morphine addiction, and the use of other chemicals and methods.
Project Artichoke was renamed MK-Ultra which initially began human experimentation on CIA employees and military personnel, but soon began to include prostitutes, the mentally ill and abducted American & Canadian citizens.
Operation Midnight Climax was a project operating under the banner of MK-Ultra, which consisted of a web of CIA-run safe houses in San Francisco, Marin, and New York.
Prostitutes on the CIA payroll were paid to lure clients to these safe houses, where the men would be drugged and monitored behind one way glass. This method of human experimentation was desired because the victims, when released, would be too embarrassed to disclose the events.
In 1973, CIA director Richard Helms ordered the destruction of all documents pertaining to MK-Ultra. Due to the destruction of these records, it is difficult or impossible to perform additional research into MK-Ultra or the 150 individually funded sub-projects that operated under the MK-Ultra banner.
In 1974 The New York Times reported the CIA conducted illegal domestic activities, including experiments on U.S. citizens, which prompted Congress to intervene and conduct investigations.
The Church Committee and Rockefeller Commission both released reports in 1975 that revealed that the CIA and Department of Defense conducted experiments on citizens without their consent.
The Church Committee concluded that “prior consent was obviously not obtained from any of the subjects. How could MK ULTRA mind control not have not even been considered in the case of Jonestown since cults are breeding grounds for brainwashing and the fact thatJones used CIA MK ULTRA torture techniques to the letter.
Did Jim Jones have the manual? Or was he himself an operative?
All indications identify Jim Jones as both a programmer and an MK ULTRA Manchurian candidate. The controlled mass media have created a myth, the legend of Jonestown.
Carved out of the jungles of Guyana on the northeast coast of South America, a fanatical group of followers of the Rev. Jim Jones, were led to the jungles of South America to get away from the oppression of life in America.
Reports that Jones’ followers willingly followed their leader in a revolutionary mass suicide by sipping purple Kool-Aid laced cyanide cocktails. Another myth that has become a part of pop-cult-ure: Drink the cool-aid. Jonestown has been inexorably linked to that infamous false phrase.
The Kool Aid pop-cult-ural application is actually a huge deception. It is time to smash the myth and expose the immutable facts of a Black Op cover-up at Jonestown.
U.S. Army spokesmen quickly announced no autopsies were needed stating that the cause of death was not an issue in the case.
Despite the Black-Op coverup, Dr. C. Leslie Mootoo, the top Guyanese pathologist, who examined the bodies found fresh needle marks at the back of the left shoulder blades on 80 to 90 percent of the victims. Others were strangled or shot. Of course, this fact did not make the evening news.
A surviving witness stated that resisters were forced by armed guards to comply. Many were shot. Dr. Mootoo’s opinion, and that of the Guyanese grand jury investigating Jonestown, was that all but three were murdered by “persons unknown.” Of these three, only two of which were suicides.
There is more. Much more.
On November 18 1978, it was reported that 913 people committed suicide in Jonestown. The suicide hoax is merely the beginning of the deception to cover up the MK ULTRA mind control black operation.
The original death count was 408. Initial reports noted that an additional 700 fled into the jungle. Soon after, the final death toll was changed to 913, noting the large error was due to bodies being stacked on top of one another.
Of the 150 photos taken of the massacre, not one shows any body lying under any others. Those who first worked on the bodies, to release the gasses of decay, had to puncture the dead, making it unlikely that they missed anyone.
How could 408 bodies, 82 of them children cover 505 others? With little exception, pictures show the dead in neat rows, face down. The pictures also expose drag marks leading to the bodies, indicating that victims were murdered elsewhere and placed there after death.
These facts have lead to a more likely conclusion: 408 was indeed the correct original body count. The other 505 were hunted down and slaughtered, then dragged back. But by who?
And why were American officials giving such deceptive answers about Jonestown? Because Jim Jones, an enigmatic Bible-thumping charlatan faith healer who according to his landlady, “used the Bible instead of a gun” had deep ties to the CIA. The evidence of this is overwhelming.
The CIA connection begins with Jones’ childhood friend Dan Mitrione who was the local police chief in the early days of Jones’s “ministry” in Indianapolis, Indiana.
Mitrione later entered the International Police Academy, a CIA front for training in torture and counterinsurgency techniques that were later used at Jonestown.
In 1961, depite being broke, Jones somehow found the funds to travel to Brazil. Wouldn’t you know that Dan Mitrione was there as well, practicing his CIA torture and assassination training on kidnapped beggars.
(Mitrione was himself later kidnapped and murdered by guerrillas in Uruguay.)
Jim Jones went to live in Brazil with his wife and made several visits to the City of Belo Horizonte where the CIA’s Brazilian headquarters was located and where Dan Mitrione resided.
During this time Jim Jones adopted as many as 150 foster children. Most were actually sent to the People’s Temple by court order. Many of these children were horribly abused and traumatized in sadistic CIA mind control experiments.
As mentioned, the Temple had a strong associations with World Vision and a mercenary rebel army backed by the CIA called UNITA.
If you haven’t connected all the dots yet, don’t worry there are many more links exposing the truth about Jim Jones. He was involved in the U.S. Office of Naval Intelligence. The U.S. embassy even provided him with transportation, groceries, and a large home. He was an asset. An operative.
His close friendship with Mitrione and the CIA’s funding of “ministries” in Latin America amplifies the fact that Jim Jones was an obvious U.S. intelligence asset as early as 1961.
According to a neighbor at that time, Jones, had no money but “lived like a rich man.” Soon after the JFK assassination, Jones returned to the states with $10,000.
Where did Jones, a broke pastor get these funds? Evidence leads to the CIA Skull and Bones Brotherhood. The Brotherhood of Death.
Despite his ultra right-wing background, Jones suddenly declared himself a liberal socialist — and called himself a reincarnation of both Jesus Christ and Lenin. For people to follow this man shows how easily they can be manipulated.
Sadly, much social control has been applied to Our world in both politics and pop-culture. The insanity is, that the Reverend Jim Jones would be considered a hero today by most liberals for his New Age Utopian philosophies and desire to homogenize society, erasing the barriers of race and sexual orientation. He would be seen as a hero, if not for the dark truth behind the lie.
Utopia is hell. Enslavement. Suffering. Torment.
Like with all liberal issues, the veneer is quite different than the results. The devil is in the details.
Jim Jones took everything he could from his liberal multi-racial followers. He fleeced them good. From their welfare and social security checks to properties and bank accounts. Using extortion, blackmail, torture and psychological warfare to shear his flock of their assets and worldly possessions for the perceived betterment of all in the collectivist Utopian society created by Jones.
By 1965, Jones had formed the first People’s Temple in Ukiah, California. He also set up Happy Havens Rest Home, which was a front for MK ULTRA experiments.
His totalitarian socialism was eagerly endorsed by the elite, but a cloud of suspicion began to gather around the People’s Temple. A church that was staffed by jack-booted Nazi-esque armed thugs dressed in black SS styled uniforms started raising some eyebrows.
Without proper licensing or trained personnel, Jones drew in prisoners, the elderly, people from mental institutions. Of course, he was not arrested, rather he himself was fostered. . . by the CIA.
Among those who contacted Jones were “missionaries” from World Vision, an international evangelical order that was a front group for the CIA.
Jones’ advisors included a mercenary from UNITA, the CIA-backed Angola army.
Family of U.C. Berkeley chemist Dr. Laurence Laird Layton were also involved. Dr. Layton had worked on the Manhattan Project. Dr. Layton was also chief of the Army’s Chemical Warfare Division in the early 1950’s, where the seeds of Project Artichoke and MK ULTRA were sown.

Fewer Pets Qualify To Fly With Passengers On U.S. Planes, According To New Ruling

There is no doubt that furry friends can be highly therapeutic, but not all are eligible as service dogs—a distinction that will become painfully clear when the flying public begins to travel routinely again post-pandemic. In a change of policy, the Department of Transportation (DOT) announced that only designated service dogs will be allowed to accompany passengers on flights starting next month. The federal ruling reclassifying emotional support animals (ESA’s) as pets (now, not allowed on flights) won’t be a surprise. The DOT reports receiving 15,000 opinions during the period open for public comment.
But during a pandemic in which health mandates are openly flouted and Americans, unable to connect with family and friends, have found deep comfort in pets, the implications of the ruling are huge.
The problem is that if you aren’t steeped in the finer points of distinguishing a psychiatric service dog from an ESA, the distinction may either be lost on you—or infuriate you. And if you are a disabled person who counts on a service animal for safety and independence, the nuances of the new law will also need review. There is some language about breeds and respectful questioning of passengers to protect disabled travelers from being interrogated or turned away.
The ADA defines a service animal as a dog that is “individually trained” to “perform tasks for the benefit of an individual with a disability.” Tasks must be a clear service. “A seizure dog is a dog that has been trained (or has learned) to respond to a seizure in someone who has epilepsy,” according to the Epilepsy Foundation.
A service dog may also provide emotional support. Paws For a Cause, for example, trains dogs to be constant companions to autistic children.
A doctor’s note, no matter how official it seems, will not qualify an ESA as a service dog. ESA’s are essential to the people who use them and it will be a while before the full effect of this ruling affects their travel plans.
What some flight attendants called a “Noah’s Ark” in the air, where all types of creatures big and small— birds, pigs, miniature horses and rabbits—boarded with their owners, are over.
Defining Need Gets Blurred
Claims of pets being trained medical companions got out of hand several years ago, undermining the trust of the airline industry and putting people with a true medical need to have a pet as an aide in a precarious position. In 2018, airlines reported that requests for emotional support pets on airlines rose more than 75%, and not coincidentally, reports of bad pet behavior on planes also rose. According to a corporate statement that year, “Delta’s updated policy follows an 84% increase in reported incidents involving service and support animals (2016-2017), including urination/defecation, biting and even a widely reported attack by a 50-pound dog.” United Airlines reported carrying 76,000 emotional support animals in 2017, a steep increase from years past.
The New Normal for Flyers
Just two years later, we are living in a completely new normal, one in which a limit on any type of emotional support may seem like yet another highly unwelcome change. “I feel for dog owners who do not want to put their dogs into the cargo hold of an airplane, it’s not safe for the dogs and feels cruel given the freezing temperatures and total darkness,” said Brian Kelly, CEO and founder of the travel advice site, The Points Guy. But Kelly said, “too many people abused the existing rules for traveling with animals, leading even to passengers and crew members getting hurt. This made things harder for those who were traveling with a legitimate service animal for legitimate reasons.”
John Morris, blogger, disability advocate and founder of Wheelchairtravel.org said that “despite the fact that there was abuse, with some nondisabled people falsely representing their pets as emotional support animals, new restrictions on the carriage of those animals are likely to cause problems for those who have a legitimate need for the companionship of an emotional support animal.
Accepting That Rules Change
The history of pets on flights may surprise you. In the past, it’s true that dogs, cats and, yes, miniature horses were given top priority as service animals. Now, the current rule reserves these spots for dogs only.
Morris is hopeful that the new documentation requirements for traditional service dogs will not be too significant a barrier to disabled people who must travel with a service animal. The Department of Transportation, he says, seems to have struck a reasonable balance after consultation with the disability community and industry stakeholders.
Kelly is also hopeful that the new rules from the DOT will still allow those with true physical or mental health needs to travel with their service animals and hope the industry will change. “There’s no doubt that the vast majority of pet owners would pay a premium to keep their pets safe while traveling, and I’d love to see airlines come up with innovative methods and guidelines safely allow people to travel with their furry friends,” says Kelly.
To reduce the stress of traveling as much as possible, educate yourself on the specifics of the airline you are flying. There are still some foggy areas. Delta, Southwest and others are still reviewing their policies, but by law, they are not required to accommodate nonservice animals. According to New Mobility magazine, people with disabilities plan on traveling, even through the pandemic, although probably staying closer to home and using a wide array of customizable vehicles.
Finding Comfort in Clarity
The updated service animal rules will require airlines to treat psychiatric service animals the same as other service animals. In exchange, the owner must provide documentation created by the Transportation Department. The forms are meant to ensure that owners are bringing pets that are healthy and well trained. If you are traveling over the holidays, check the current rules including a video with closed captioning.
Passengers with emotional support pets I spoke with were understanding. One snowbird in route to Florida will be sitting with their dog on their lap on a long drive down the East coast. Others said frankly it’s not an issue for them. Their family and beloved pet are staying put for the holidays, out of a fear of Covid-19, lack of funds or both.
Saving Your Mental Energy
Of course, if you are dead set on finding a shortcut or workaround, you will likely find yourself typing in ‘service dog certification’ in your browser’s search area. Don’t, say experts. Your best bet is to know the current rules and follow them using the DOT guidelines. Your first red flag should be that most of these sites make no reference to the updated rules. The logos are also strikingly similar to the official ADA service dog certification, which can be confusing. Avoid the rabbit hole. By falling into what may be a fraudulent scheme, you are making it more difficult for people with qualified service animals to travel without disruption and repeated questioning.

Canines in the Service of Maritime Security

The United States Coast Guard has a long history of military working animals. During the early years of World War II, German spies landed on East Coast beaches and enemy subs were sighted on East and West coasts. These incidents led to the establishment of Coast Guard beach patrols and, by August 1942, the first Coast Guard dog was on patrol. During the war, 2,000 dogs participated in beach patrols alongside their Coast Guard handlers.

Coast Guard canines conduct beach patrols during World War II
In the 1990s, there were several Coast Guard canine teams in service. These teams were located at Station Sandy Hook, New Jersey, and Station South Padre Island, Texas, and used mainly for narcotics detection. In addition, there was a narcotic detection canine stationed at the Law Enforcement Detachment (LEDET) in Miami, Florida. Over the years, the Coast Guard’s narcotics detection canine program has remained relatively small. Normally, Coast Guard units find narcotics on the order of hundreds of pounds. With drug quantities of this scale, there’s no need for a dog, because humans can visually locate the drugs.

As new mission threats have evolved, the Coast Guard’s canine team capability has also evolved. The modern Coast Guard Canine Explosive Detection Program was initiated as a result of the September 11th terrorist attacks. The Coast Guard was tasked with a variety of Maritime Homeland Security missions, which included high-capacity vessel safety and security for cruise ships and ferries and the best tool for this job is an explosive detection canine team. Due to the canine’s unique ability to detect even the smallest amount of explosives, Coast Guard units could effectively screen vessels before and after they left port. Thus, the modern Coast Guard Canine Program was born.
The service’s preference of dog breed for law enforcement and substance detection mission has changed through the years. During World War II, the Coast Guard used mostly Doberman Pinschers; however, like other military branches, the Coast Guard often received dogs from civilians who gave up pets for the war effort. Therefore, the service used a variety of breeds for its beach patrol in the early days of the program. The breeds first used in the modern Coast Guard Canine Program were Labrador Retrievers; however, as the science of canine capabilities has progressed, the service has added specific breeds, such as German Shepherds, Belgian Malinois, German Short Haired Pointers and Vizslas.
Coast Guard canine handlers are also a special breed. Candidates must be Maritime Enforcement Specialists of the highest caliber with an enlisted rank of at least a second-class petty officer. Members that apply must receive a positive endorsement from their commanding officer and a thorough screening by headquarters. In 2003, the Coast Guard initiated the modern Canine Program with 12 teams at Auburn University, in Alabama. In 2005, the program began training alongside its Department of Homeland Security partners at the Customs and Border Protection school in Front Royal, Virginia. In 2011, Coast Guard canine teams began receiving their initial training through the Transportation and Security Administration’s National Explosive Detection Canine Program, at Lackland Air Force Base in San Antonio.
For a canine team, the program begins with a 12-week course that instructs handlers on caring for and training their canine partners. Handlers and their dogs are trained to detect explosive odors on vessels, aircraft, railroad cars, automobiles, luggage, packages, and airline terminals. To graduate, the teams must achieve a 100 percent odor detection rating during a final evaluation in all search areas. After graduation, the teams return to their units where they develop specialized skills required by their respective ports. Handlers are also required to obtain qualifications in Emergency Vehicle Operations, Boarding Officer Certified Ashore, Canine Tactical Combat Casualty Care, and other certifications required by the Maritime Enforcement Specialist rating.

Coast Guard canine teams maintain specialized skills to do their part in the Maritime Homeland Security mission set. In addition to deploying in austere environments far offshore, the canines must perform searches in tight spaces and, sometimes, loud engine rooms. In addition to these shipboard challenges, the canines must ascend and descend ladders to gain access to compartments deep inside vessels. Assuring that canines can search effectively in these environments takes months of training for the dogs and handlers.

Vertical Delivery (VDEL) is the capability to deploy Canine Explosive Detection Teams (CEDTs) to vessels offshore via helicopter. This capability sets them apart from their Department of Homeland Security counterparts by enabling the Coast Guard teams to quickly and safely interdict vessels at sea. This capability also allows Coast Guard operational commanders to ensure the safety of U.S. ports by extending their reach hundreds of miles offshore from American ports.
VDEL from a helicopter requires complete trust between the handler and his canine partner. This trust is built over years. During these years, the canine learns that the handler will not endanger them unless absolutely necessary to preserve human life. Before a canine team can be deployed from a helicopter, the handler has to acclimate his canine partner to the sights, sounds and smells of a loud airborne asset. Additionally, after qualifying, the teams must train regularly for operational readiness and deployment at any time.
In addition to their helicopter delivery capability, the teams perform Vessel-to-Vessel Hoisting. Coast Guard canine handlers become subject matter experts in the practice of hoisting their canine partners from one vessel to another while underway. Again, the teams conduct rigorous training under dangerous conditions, including night-time and inclement weather deployments to ensure readiness for this vital mission.

CEDTs also support local, state and federal agencies during National Special Security Events, large public events, and as VIP protective services. Coast Guard CEDTs have ensured the security of thousands of people through explosives detection at such events as the Super Bowl, Rose Bowl Game and Parade, and Navy Fleet Week events. Working alongside their U.S. Secret Service partners, Coast Guard canine teams have also ensured the safety of diplomats, kings, first ladies and presidents, at such events as the State of the Union Address, United Nations General Assembly, and Democratic and Republican National Conventions.
One hallmark of the Coast Guard Canine Program is the policy allowing handlers to take their canine partners home with them. Other military services’ canine teams require their dogs to live in kennels for the duration of their service. The fact that Coast Guard canines live with their handlers greatly strengthens the trust vital to the success of the team when conducting high-risk missions.
Today’s Coast Guard has 18 globally deployable CEDTs. They are assigned to the service’s Maritime Safety and Security Teams (MSSTs) and Maritime Security and Response Teams (MSRTs) strategically positioned throughout the United States. These highly-trained canine teams are capable of deploying from helicopters and watercraft to meet a variety of onshore and offshore threats.

Throughout its history, the Coast Guard Canine Program has adapted and evolved to the changing times much like the Coast Guard. The canines and handlers remain just as critical to our national security today as they did when the first dogs went into service in World War II.

Why leave your dog at home when you can take him with you? From car rides to air travel, here’s how to keep your pet safe and happy when you’re on the go.
Car Rides

I’ve driven all over the United States with my dogs, and they have come to accept the car as an extension of our house. All of my dogs always hop into the car and relax immediately. However, it’s important to take steps to make sure your dog is comfortable during car rides:
As always, safety first. Never let your dog sit in the passenger seat—if the airbag goes off, it can kill him. Instead, use a crate in the back of the car, which is the safest way to transport your pet. Just make sure you’ve introduced the crate properly and that your dog is comfortable with it before you head out on a long car trip. Another option: a special doggy booster seat or harness that attaches to the seat belt in the back of the car. You can find these at pet supply stores and through online retailers.
Just like humans, dogs can get carsick—especially puppies or young dogs, because their inner ears haven’t fully developed yet. Also, adult dogs who haven’t traveled much in a car might get nauseous because of motion sickness or anxiety about the ride. Take precautions such as not feeding your dog a big meal right before getting in the car and making sure you bring towels or an old blanket so that if he does get sick, cleanup will be a lot easier.
Your dog is more likely to relax during a three-hour car ride if he’s already been acclimated to the car for ten to twenty minutes at a time. Gradually increase the time so that he’ll more easily adjust to a long car ride. Also, if you take him in the car only when he’s going to the vet or the groomer, he may have a negative association with it. The more experiences your dog has with going to a happy place, like the park or a pet supply store, the more eagerly he’ll get in the car.
During your road trip, plan on stopping at least every three to four hours (more often if your dog is young or very small). Let your dog play some fetch or take an extended walk. You need to stretch your legs and use the bathroom—and so does your dog.
Never leave your dog unattended in a car. Because temperatures in a closed car can quickly soar in warm months and can plummet in cold ones, many dogs have died when left even for just a few minutes. Also, I wouldn’t risk it—lots of dogs are snatched when left unattended.
As tempting as it is, don’t let your dog stick his entire head out the window while you’re driving. He can get hit with foreign objects, flying debris, and dust particles. Also, his ears can suffer damage from flopping in the wind, his eyes can suffer abrasions, or he could fall out of the car altogether. Instead, crack the window open a bit so he can enjoy all the fascinating and different smells during the journey. Hey, for them that’s half the fun!
Air Travel

Small dogs are allowed to fly in the cabin on many commercial airlines if they can fit in a travel case and under the seat in front of you. However, if you’re planning a trip, make sure you call ahead of time—most flights can accommodate only a limited number of pets, and some airlines won’t allow animals when going to certain destinations. You may have to pay an extra fee, which can be around $100 or more (twice that, if you’re flying roundtrip). Confirm the dimensions of the pet carrier the airplane can accommodate, and know that your pet and the carrier often count as your carry-on. Also, check what kind of paperwork you have to bring. For instance, some airlines require proof of recent vaccinations or a health certificate. Lastly, keep in mind that some dogs are less suitable for flying than others, especially ones who are older or brachycephalic (dogs with pushed-in faces such as Pugs). Talk to your vet about whether or not your dog can handle flying. Other things you can do to help the trip go smoothly:
Exercise your dog before the flight to make sure he’s tired so that he may sleep during the flight or at least not have so much nervous energy. Also, make sure he relieves himself before you get on board.
You should carry or walk your pet through security while the carrier goes through the X-ray machine. However, at any other time, you will have to keep your dog in the carrier.
Once onboard, give your dog a favorite toy that will keep him occupied during the flight. Talk to him in a calm voice and let him know he’s safe. If he starts to cry, he may be anxious, so sneak him a treat or two to communicate that you’re there for him and that this isn’t so bad. Just never open the carrier enough that he can get out!
Bring a leash and a bowl so you can give your dog some water and take him for a well-deserved walk the second you’re able.
While a small dog can usually travel on board with you, larger dogs cannot. So if you have, say, a forty-pound dog and want to fly with him, you’ll have to either check him as baggage on your flight (on which he’ll fly in the cargo hold) or have him fly as cargo on a separate flight, depending on the airline. Are these options safe? To be honest, they may not be. Major organizations such as the Humane Society of the United States strongly recommend that people avoid taking their dogs on planes, particularly if that means the dog has to travel in the cargo hold. Also, according to the United States Department of Transportation, each year many animals who travel in cargo die; others are injured or lost. However, I understand that sometimes you have no choice. I once flew with Venus to appear on Late Night with David Letterman years ago. She is about thirty-five pounds, so I couldn’t bring her on board, driving would have taken too much time since it was last minute, and I obviously couldn’t leave her home! This was very early on in my career, and to be honest it stressed me out. Fortunately, Venus was fine; however, ever since then I have insisted on driving my dogs everywhere. Once I even drove with Venus from Atlanta to Los Angeles to do a five-minute appearance for the Television Critics Association. A few weeks later, I drove round-trip from Atlanta to New York twice in two weeks to appear on The Rachael Ray Show and Late Night with Jimmy Fallon to avoid flying. If you have to fly with your dog and check him as baggage or have him fly alone as cargo, definitely contact the airlines to learn of any restrictions. For instance, the federal Animal Welfare Act enforced by the U.S. Department of Agriculture (USDA) won’t allow pets to fly unless they are at least eight weeks old and weaned. The animals also must be protected from direct sunlight, and they must not be exposed to temperatures above 85°F and below 45°F for more than forty-five minutes when being moved to and from the airplane to the terminal (though, in the case of the latter, a vet could sign a certificate stating that the dog is acclimated to cold climates). Also, talk to your vet to make sure your dog’s fit for traveling— some airlines don’t allow brachycephalic breeds to fly in the cargo hold at all. Most airlines have a special department or call center that will thoroughly brief you on what to expect, so contact them as well. Here’s what else you can do to help make your dog’s experience as pleasant as possible:
Find a secure, well-constructed pet transport kennel to transport your dog. According to the USDA, no particular kennels have been preapproved by the airlines, the airline associations, or the USDA themselves, so any such claims are false advertising. Instead, find a well-constructed, secure kennel and get your dog accustomed to it well before he’s scheduled to fly.
Book direct nonstop flights only. Avoid very busy travel days and peak hours. The less chaos and fewer changes, the safer and less hectic it will be for your dog.
Make sure your dog is microchipped and that all of his identification tags are secure. The kennel he’s traveling in should also have all of your contact information.
The International Air Transport Association recommends avoiding the use of tranquilizers or other forms of sedation to calm a dog during a flight. If you think your dog needs this, talk to your vet.
Pet-Friendly Accommodations
When you travel with your pet, you may need to find overnight accommodations that will accept him. Luckily, it’s not that difficult—so many hotels and motels are pet-friendly nowadays. Many popular hotel chains accommodate pets. Also, websites such as www. brin gfido. com can help you find dog-friendly hotels in your area. However, if you’re considering a particular hotel, call ahead of time to find out about any restrictions. Some hotels allow only dogs up to a certain size or require that you stay on the lowest floor. Many charge a pet fee. Ask about perks, too— some hotels offer treats, special bedding, bowls, and even pet-sitting or pet walking services for their furry guests. Another option: Consider renting. Through sites such as www. vrbo. com, www. homeaway. com, and www. Airbnb. com, you can rent anything from a tiny studio apartment to a multimillion-dollar estate. Some places require that you stay for a week or longer, but many allow you to rent for just a night or two. Rates run the gamut, but you can likely find a place that fits your budget. A little secret: A lot of rentals say they won’t allow pets, but if you fall in love with a particular place it’s worth a call; many owners will make exceptions, especially if you have a small, well-behaved dog.

Science Will Find a Way to Zero-Carbon Transportation
The concept of zero-carbon transportation may sound like the lunatic ravings of a bearded Vermonter in a Rabbit diesel trailing French-fry fumes, but it’s a long-term planetary imperative that wise and wealthy visionary venture capitalists are investing heavily in right now.
Light/Personal Vehicles
Battery-electric drive will handle the lightest-duty ground-vehicle and short-distance air-taxi service. Engineering advances underway will greatly increase the volumetric and gravimetric energy density and the inherent safety of the batteries themselves, while reducing the time required to recharge them until users find them as convenient to live with as today’s combustion powertrains. IBM has very recently announced the discovery of a battery that uses a nickle- and cobalt-free cathode and a high-flash-point liquid electrolyte that helps resist formation of the lithium dendrites (spikes) that can form on the cathode during fast charging and cause a short circuit. The three promising new undisclosed materials it uses can reportedly be extracted from seawater. Research is also ongoing into solid-state batteries, and companies like GBattery are developing ways to reduce charging times for all batteries, like pulse-charging.
Larger Ground Transit/Hauling
Carrying heavy loads over long distances presents significant challenges to battery power, so fuel cells will take on these tasks. We’ve covered Nikola’s ambitious plans to sell fuel-cell-powered semis and to build a network of 700 nationwide refueling stations by 2028. The Toyota Project Portal and Hyundai HDC-6 Neptune are both fuel-cell semis, and all are counting on economies of scale to bring down the cost of manufacturing the fuel-cells and building out of the infrastructure, but for now Nikola is planning to ask $375,000 for its tractor—roughly triple the cost of a comparable diesel rig. All such plans rely on implementation of the H70HF (70 MPa/10,000-psi high-flow) refueling standard due for release this year. Such pumps will dispense fuel at a rate of 100km range/minute (roughly 300 miles in 5 minutes).
Ships and Planes
Electric power just doesn’t make sense for long-distance shipping and air travel, so biofueled combustion will be the best carbon-neutral option, and that means biodiesel and derivatives like bio jet-A. Currently the U.S. leads the world in biodiesel production, at 1.8 billion gallons, most of which comes from chemically reacting a lipid (vegetable oil or animal fat) with an alcohol. Its well-to-wheels (or wings) carbon content does not currently net to zero, however, and even devoting 100 percent of our arable land to its production wouldn’t replace our current petro-demand. But using algal biodiesel cultivated in tubes might reduce the required land use to the size of Maryland, according to estimates by the Department of Energy. Sadly, the energy required to separate the fatty lipids from these algal cells today can be greater than the energy they contain. But researchers at the University of Utah recently demonstrated a “mixing extractor” that shoots a jet of reusable solvent at a jet of algae sludge causing the lipids to attach to the solvent, from which they can be easily and quickly be separated. Much algae research is ongoing, so these hurdles will surely prove surmountable.
Carbon-Neutral Energy
For those fretting about where the carbon-free energy will come from to make any of this possible (in a post-Fukushima nuclear-averse world), hydrogen boosters advocate utilizing surplus wind and solar power to electrically hydrolyze water into oxygen and hydrogen (after vastly ramping up the capacity of each). Meanwhile, the Bill Gates-backed Heliogen startup has just set up a solar mirror farm in California’s Mojave desert featuring computer-aligned movable mirrors it says can concentrate enough solar energy to generate temperatures of up to 2,700 degrees (water dissociates into hydrogen and oxygen without electricity at 2,500 degrees). That’s well above the 1,000-degree temperatures generated by typical solar mirror farms and it’s hot enough to produce steel and Portland cement for concrete.
Where there’s a will there’s a way. Let’s hope the first half of that proves as achievable as the second.

If you read the article the ruling states that all “Service Animals” must be “a dog that is trained to specifically to help with its handlers disabilities”. They will allow “Psychiatric Service Dogs that help with mental disabilities”. However, emotional support dogs/animals will have to stay at home according to the article. They have also given airlines the right to question handlers on the service, training, and temperament of the dogs. And if any dog shows aggressive behavior airlines have the right to ban you from the flight. The last and most questionable thing the ruling allows is that airlines have the right to request “paperwork” on your service dog with 48 hours notice. ____________________________________ I consider this ruling a massive win for the community. There are some flaws as with anything. However, when people get hurt drastic measures have to be made. I am very sorry for the people who do need their ESA’s to function, however you can pay to keep cats/small dogs in a carrier with you. Or if you truly need a psychiatric SD and your dog is very well trained, talk to your doctor and consider task training. As for airlines requiring paperwork, getting a letter from doctors stating the need for an SD should be well enough. I already have one for my landlord and the airlines shouldn’t require anything else except for vaccines I would think. What is your opinion? Please keep comments nice. Lastly, and perhaps most problematic, “most of the world’s ocean area lies outside of legal jurisdiction of any country” making it for the most part a free for all, similar to the concept of the “Tragedy of the Commons” which describes how, when land is common, people will tend to deplete it by overconsumption; however, when land becomes privatized, land owners will tend to take better care it since it is their land” (Miller 2012, 260).
Another way to move away from the tragedy of the commons outcome and encourage people to protect aquatic biodiversity is through economic incentive. Miller describes a case study a 2004 study conducted by the World Wildlife Fund that found that “sea turtles are worth more to local communities alive than dead” due to the revenue that sea turtle tourism creates that is “three times more than the sale of turtle products such as meat, leather, and eggs” (261). Thus, informing and educating people about the economic benefits of protecting their native wildlife and essentially feeding into the anthropocentric ideology could actually prove beneficial.
That said, in response to Miller’s Critical Thinking Question #9 of this chapter, the first important point of my policy that I would use to protect the world’s aquatic biodiversity is that we serve to benefit more in the long run by preserving animals than killing and selling them for profit (Miller 2012, 276). Secondly, because it has proven so difficult to divide and establish authority over international waters, I would create an entire department of defense geared towards biodiversity preservation and a sub-branch that is entirely assigned to water bodies to carry out the laws and exercise authority that forms the basis of my third policy implementation which would be to ban all hunting, poaching, and trading of marine species as a fully encompassing way of protecting them that resolves any confusion about who has right to which part of the ocean in that no one would under my authority. I don’t think scientists have a good enough reason to want to explore the oceans, unless of course it is for the purpose of protecting marine species. We have already degraded enough of the planet and there are few reasons compelling enough to cause any more harm.
Miller’s Chapter 12: Food, Soil, and Pest Management addresses the issue of food security and why, despite the fact that we have more than enough food, people are still going hungry (Miller 2012, 278). This divide can only grow with increasing global temperature rise and its impacts such as drought leading to more frequent and intense periods of food shortages i.e. famine (Miller 2012, 279). This in turn will displace more people thus exacerbating the issue of congestion and overcrowding as people are forced to immigrate. Another issue posed to the food supply is the consequences of specialization that “puts us in a vulnerable position should any number of the small number of crop strains, livestock breeds, and fish and shellfish species we depend on disappear as a result of factors such as disease, environmental degradation, and climate change” (Miller 2012, 281). Miller furthers that this violates the principle of sustainability that addresses biodiversity in that we have no “ecological insurance policy for dealing with changes in environmental conditions” given our limited food source variety (281).
There are two major types of agriculture, industrialized and subsistence. The former uses heavy equipment and lots of resources such as capital, water, fossil fuels, and commercial fertilizers/pesticides to produce monocultures which are single crop types grown for the purpose of bolstering yield (281). This form of agriculture uses 25% of global cropland and occurs largely in developed countries, producing roughly 80% of the global food supply (Miller 2012, 281). Subsistence agriculture on the other hand is done by individuals producing only what they need to support themselves or their community. Another types of agriculture is slash-and-burn which involves the burning of tropical forests for the purpose of clearing land away in order to use it intensely until the soil is becomes infertile and the land is left to restore itself, which can take decades (283). This process, as well as agriculture in general is incredibly detrimental to soil, especially topsoil, which takes centuries to regenerate (284). Topsoil erosion can have two results, the first being fertility loss “through depletion of plant nutrients in topsoil” and water pollution “in nearby surface waters, where eroded topsoil ends up as sediment,” which kills animals and clogs water bodies (Miller 290). Soil can also erode naturally by wind and water, especially in regions with high rainfall, which explains why rainforests have very infertile soil, despite sustaining such high biodiversity (289).
The Green Revolution began in the 1950’s with the rapid increase in global food production due to high-input industrialized agriculture to bolster crop yields (Miller 2012, 283). The Green Revolution is also marked by an increase in efficiency and crop yield without the need for more land, which has been beneficial in keeping large forest land in the U.S. from being cultivated for agriculture (285). The major downfall, however, is the massive amount of fossil fuel combustion both during the production and transportation of goods (288). The Green Revolution is also responsible for a large amount of waste, pollution, environmental hazards, and public health problems (Prof’s PowerPoint).
A pest, according to Miller, “is any species that interferes with human welfare by competing with us for food, invading lawns and gardens, destroying building materials, spreading disease, invading ecosystems, or simply being a nuisance” (297). There are many natural pest controls such as spiders that kill more insects than humans; however, deforestation and agriculture that uses chemicals to clear land upsets this natural balance, forcing us to create artificial and less effective pest control methods (Miller 2012, 297). This is just one more example of how we simply cannot replicate natural ecosystem processes. Other disadvantages of synthetic pesticides include the acceleration of genetic resistance to pesticides by pests that breed at rapid rates and can develop and inherit immunity through natural selection. Moreover, because of this genetic resistance, farmers will have to spend more money on new forms of pesticides (299). Lastly, synthetic pesticides are not sedentary and can pollute surrounding land by spreading through the air, water, or even unintentionally to wildlife and humans. On the other hand, the advantages are that pesticides can save lives, help increase food supply, increase profits, etc. (Miller 2012, 299).
An Environmental News Network article titled “Using the Sun and Agricultural Waste to Control Pests” discusses an alternative to synthetic pesticides using ‘bio solarization,’ a process that combines solar energy with soil amendments to manage weeds and other soil-borne pests” (ENN 2019). This is a zero-waste process that takes “low-value byproducts of crop production,” i.e. food waste such as skins and hulls and adding it to the soil to promote good bacterial growth which in turn increases soil acidity making it inhospitable to many weeds and pests. This is in addition to regular solarization which involves laying a clear plastic tarp over soil to trap radiation (pictured below) and heat the soil effective killing weeds and pests. This process takes several weeks, so by adding the food waste, farmers can reduce soil treatment time to just a few days. This pest management method eliminates the need for synthetic pesticides and produces no waste in that, besides the plastic tarp, it uses recycled materials that would have otherwise gone to waste. Moreover, it’s an excellent example of how industrial agriculture can reduce its environmental impact and integrate sustainability into its operation (ENN 2019).

After more than a year of lobbying by US airlines, Emotional Support Animals (ESA) may be departing the passenger cabin. On December 2, the US Department of Transportation announced that it is revising the Air Carrier Access Act on the transportation of service animals by air “to ensure a safe and accessible air transportation system.”
Trained service animals like guide dogs for the blind will be permitted; ESA animals will not. Instead, they will be treated as pets, and their owners will need to pay pet travel fees. The new rule will go into effect early next year.
But will the new rules let down travelers with mental or emotional illness that can be helped by emotional support animals, particularly during the stressful COVID-19 pandemic? “Unfortunately, the DOT has chosen to take the easy way out and ban [emotional support animals] altogether,” says Prairie Conlon, LPC, NCC.
Conlon is clinical manager for CertaPet, which connects clients with mental health professionals familiar with emotional support animals. She says, “How can they say that someone with a physical disability, or certain mental disabilities like PTSD, can have a service dog when they have a legitimate need for them, but someone who has been diagnosed by a clinician with a mental health disorder and has a legitimate need for them can’t have their animal with them anymore? That is textbook discrimination.”
The rule change follows a blizzard of unfavorable publicity about Emotional Support Animals (and by extension, their owners), the butt of many “jokes” about emotional support snakes, ferrets, hamsters, and monkeys. American Airlines banished an 80-pound support pig after it squealed and defecated in the aisles. Dexter the emotional support peacock was turned away from a United flight and subsequently died.
Perhaps most significantly, in July of 2019, an emotional support dog bit a flight attendant. The bite required five stitches and galvanized the airline industry to ‘take back the cabin.
Airline lobbying group Airlines For America (A4A) says “the number of passengers on U.S. airlines traveling with ESAs in the cabin has skyrocketed, causing a sharp increase in incidents caused by ESAs. The misbehavior of some ESAs has ranged from mauling and biting to urinating and defecating.” A4A, whose members include Alaska, American, Delta, Hawaiian, JetBlue, Southwest, and United Airlines, added, “This misbehavior not only threatens the health and safety of passengers and crew, but also passengers with disabilities traveling with trained service animals.”

Airlines for America put together a coalition of more than 80 organizations, including dozens of disability and service animal groups, to “show support for updated guidance issued by the Department of Transportation” regarding ESAs on commercial flights.”
The guidance the airlines sought, and have now received, was to restrict the definition of a service animal to “a dog that is individually trained to do work or perform tasks for the benefit of a qualified individual with a disability, including a physical, sensory, psychiatric, intellectual, or other mental disability.” It also “allows airlines to recognize emotional support animals as pets, rather than service animals.”
To many, particularly the airlines which lobbied for the rule change for more than a year, the new regulations will clarify what is or is not a trained service animal The rule change will also allow the airlines to require passengers with a disability traveling with a service animal to submit a form “attesting to the animal’s training and good behavior, and certifying the animal’s good health.”
“This news will be celebrated by every traveler or airline crew member that has witnessed a bad-behaving animal on an aircraft that clearly hasn’t been trained as a service animal but is masquerading as one at the behest of its owner,” said The Points Guy. An earlier story noted, “Everyone is sick and tired of seeing pets masquerading as emotional support animals on a plane. Who can forget the dog that stole a seat in first class or the woman who tried to bring her emotional support squirrel on a plane? “
The airlines, of course, are delighted. “Airlines are committed to promoting accessibility for passengers with disabilities and ensuring their safe travel,” said Airlines for America President and CEO Nicholas E. Calio. “The Department of Transportation’s final rule will protect the traveling public and airline crewmembers from untrained animals in the cabin, as well as improve air travel accessibility for passengers with disabilities that travel with trained service dogs.”
Airlines believed that some of these jacketed ‘support animals’ were merely pets, whose owners were evading paying fess. Delta charges $125 one-way for pets traveling in the cabin domestically, $200 internationally. The DOT document on the new rules includes a comment from Paralyzed Veterans for America noting that even if a passenger’s emotional support animal is able to travel as a pet, fees can cost upwards of $175 each way. The DOT report,states that increased fees paid by passengers travelling with ESAs will be between $54 to $59.6 million per year.
Conlon has no patience for abuses that have led some to call the ESA certifying process a sham. “Online companies trying to mimic telehealth and CertaPet need to be vetted for their process and regulated so we don’t have things like beer, beehives, and peacocks being ‘certified’ as emotional support animals. These fraudulent companies need to be regulated, not the people. The DOT is completely misdirected in their effort to reduce the fraud they are encountering.”
What the airlines and their allies don’t mention is that the accommodations offered previously under the Air Carrier Access Act to ESA owners are similar to the Fair Housing Act.
“The Fair Housing Act recognizes emotional support animals as an integral part of a treatment plan for individuals dealing with mental health disabilities,” says Conlon. “Because this is something they need to help manage their symptoms, no pet fees are charged, and their emotional support animals are allowed in ‘no pet’ housing.” The law also has protections for landlords, with stipulations like “no aggressive behaviors, general good behavior, no disruption (noise complaints, not picking up after your animal).” If the animal damages the property is caused by the animal, its owner is responsible for repairs.

Despite the rule change, the emotional support animal issue may continue. Conlon said, “We are considering all legal options to help protect the rights of people dealing with mental health issues.”

Canines in the Service of Maritime Security

The United States Coast Guard has a long history of military working animals. During the early years of World War II, German spies landed on East Coast beaches and enemy subs were sighted on East and West coasts. These incidents led to the establishment of Coast Guard beach patrols and, by August 1942, the first Coast Guard dog was on patrol. During the war, 2,000 dogs participated in beach patrols alongside their Coast Guard handlers.

In the 1990s, there were several Coast Guard canine teams in service. These teams were located at Station Sandy Hook, New Jersey, and Station South Padre Island, Texas, and used mainly for narcotics detection. In addition, there was a narcotic detection canine stationed at the Law Enforcement Detachment (LEDET) in Miami, Florida. Over the years, the Coast Guard’s narcotics detection canine program has remained relatively small. Normally, Coast Guard units find narcotics on the order of hundreds of pounds. With drug quantities of this scale, there’s no need for a dog, because humans can visually locate the drugs.

As new mission threats have evolved, the Coast Guard’s canine team capability has also evolved. The modern Coast Guard Canine Explosive Detection Program was initiated as a result of the September 11th terrorist attacks. The Coast Guard was tasked with a variety of Maritime Homeland Security missions, which included high-capacity vessel safety and security for cruise ships and ferries and the best tool for this job is an explosive detection canine team. Due to the canine’s unique ability to detect even the smallest amount of explosives, Coast Guard units could effectively screen vessels before and after they left port. Thus, the modern Coast Guard Canine Program was born.
The service’s preference of dog breed for law enforcement and substance detection mission has changed through the years. During World War II, the Coast Guard used mostly Doberman Pinschers; however, like other military branches, the Coast Guard often received dogs from civilians who gave up pets for the war effort. Therefore, the service used a variety of breeds for its beach patrol in the early days of the program. The breeds first used in the modern Coast Guard Canine Program were Labrador Retrievers; however, as the science of canine capabilities has progressed, the service has added specific breeds, such as German Shepherds, Belgian Malinois, German Short Haired Pointers and Vizslas.
Coast Guard canine handlers are also a special breed. Candidates must be Maritime Enforcement Specialists of the highest caliber with an enlisted rank of at least a second-class petty officer. Members that apply must receive a positive endorsement from their commanding officer and a thorough screening by headquarters. Selectees must also dedicate six years to the service to ensure they are committed to the demands of this highly sought after position.

In 2003, the Coast Guard initiated the modern Canine Program with 12 teams at Auburn University, in Alabama. In 2005, the program began training alongside its Department of Homeland Security partners at the Customs and Border Protection school in Front Royal, Virginia. In 2011, Coast Guard canine teams began receiving their initial training through the Transportation and Security Administration’s National Explosive Detection Canine Program, at Lackland Air Force Base in San Antonio.
For a canine team, the program begins with a 12-week course that instructs handlers on caring for and training their canine partners. Handlers and their dogs are trained to detect explosive odors on vessels, aircraft, railroad cars, automobiles, luggage, packages, and airline terminals. To graduate, the teams must achieve a 100 percent odor detection rating during a final evaluation in all search areas. After graduation, the teams return to their units where they develop specialized skills required by their respective ports. Handlers are also required to obtain qualifications in Emergency Vehicle Operations, Boarding Officer Certified Ashore, Canine Tactical Combat Casualty Care, and other certifications required by the Maritime Enforcement Specialist rating.

Coast Guard canine teams maintain specialized skills to do their part in the Maritime Homeland Security mission set. In addition to deploying in austere environments far offshore, the canines must perform searches in tight spaces and, sometimes, loud engine rooms. In addition to these shipboard challenges, the canines must ascend and descend ladders to gain access to compartments deep inside vessels. Assuring that canines can search effectively in these environments takes months of training for the dogs and handlers.

Vertical Delivery (VDEL) is the capability to deploy Canine Explosive Detection Teams (CEDTs) to vessels offshore via helicopter. This capability sets them apart from their Department of Homeland Security counterparts by enabling the Coast Guard teams to quickly and safely interdict vessels at sea. This capability also allows Coast Guard operational commanders to ensure the safety of U.S. ports by extending their reach hundreds of miles offshore from American ports.
VDEL from a helicopter requires complete trust between the handler and his canine partner. This trust is built over years. During these years, the canine learns that the handler will not endanger them unless absolutely necessary to preserve human life. Before a canine team can be deployed from a helicopter, the handler has to acclimate his canine partner to the sights, sounds and smells of a loud airborne asset. Additionally, after qualifying, the teams must train regularly for operational readiness and deployment at any time.
In addition to their helicopter delivery capability, the teams perform Vessel-to-Vessel Hoisting. Coast Guard canine handlers become subject matter experts in the practice of hoisting their canine partners from one vessel to another while underway. Again, the teams conduct rigorous training under dangerous conditions, including night-time and inclement weather deployments to ensure readiness for this vital mission.

CEDTs also support local, state and federal agencies during National Special Security Events, large public events, and as VIP protective services. Coast Guard CEDTs have ensured the security of thousands of people through explosives detection at such events as the Super Bowl, Rose Bowl Game and Parade, and Navy Fleet Week events. Working alongside their U.S. Secret Service partners, Coast Guard canine teams have also ensured the safety of diplomats, kings, first ladies and presidents, at such events as the State of the Union Address, United Nations General Assembly, and Democratic and Republican National Conventions.
One hallmark of the Coast Guard Canine Program is the policy allowing handlers to take their canine partners home with them. Other military services’ canine teams require their dogs to live in kennels for the duration of their service. The fact that Coast Guard canines live with their handlers greatly strengthens the trust vital to the success of the team when conducting high-risk missions.
Today’s Coast Guard has 18 globally deployable CEDTs. They are assigned to the service’s Maritime Safety and Security Teams (MSSTs) and Maritime Security and Response Teams (MSRTs) strategically positioned throughout the United States. These highly-trained canine teams are capable of deploying from helicopters and watercraft to meet a variety of onshore and offshore threats.

Throughout its history, the Coast Guard Canine Program has adapted and evolved to the changing times much like the Coast Guard. The canines and handlers remain just as critical to our national security today as they did when the first dogs went into service in World War II.

Delta Air Lines Inc. said Friday it will more thoroughly vet passengers’ efforts to fly with all manner of unusual animals, which often board U.S. airlines under the guise of psychological or medical support.
“Customers have attempted to fly with comfort turkeys, gliding possums known as sugar gliders, snakes, spiders and more,” the airline said Friday in a news release. “Ignoring the true intent of existing rules governing the transport of service and support animals can be a disservice to customers who have real and documented needs.”
As of March 1, Delta customers traveling with a service or support animal must show proof of the animal’s health or vaccinations 48 hours before a flight. Besides the current letter signed by a doctor or licensed mental health worker—which can be easily obtained on the Internet—those with psychiatric service or emotional support animals must sign a form to attest that the animal can behave.
“These measures are intended to help ensure that those customers traveling with a trained service or support animal will no longer be at risk of untrained pets attacking their working animal,” Delta said.
Delta flies about 700 service animals per day—a 150 percent increase since 2015. The Atlanta-based company said reported “animal incidents” have increased 84 percent since 2016, including on-board problems with urine, feces and aggressive behavior. In June, an Alabama man was taken to an Atlanta hospital with facial wounds after a dog lunged at him on a California-bound Delta 737. A police report said the dog was issued to a U.S. Marine for support.
The airline considers the matter a safety risk, Delta spokeswoman Ashton Morrow said. “There is a lack of regulation, and what we’re trying to do is put some more arms around the process and ensure we’re keeping safety top of mind,” she said.
For several years, flight attendants have been calling attention to the probable abuse of rules allowing service dogs and emotional support animals in aircraft cabins. In many cases, the animals aren’t confined and may amble about the cabin, creating safety concerns.
The Association of Flight Attendants said it “adamantly supports” Delta’s policy change, President Sara Nelson said, as “it appears there is growing abuse of the system. We are hearing a public outcry to stop the abuse.”
The 1986 Air Carrier Access Act requires airlines to transport disabled passengers’ service and support animals, but the Department of Transportation allows carriers to require documentation from the animals’ owners. Even with the proper verification, airlines may refuse to fly the animal “if the service animal’s behavior in a public setting is inappropriate or disruptive to other passengers or carrier personnel,” the DOT wrote in a 2005 guide for airlines on compliance with the law.
It isn’t clear what has spurred the increase in animals in recent years. In some cases, airlines have banned certain breeds of dog from cargo holds due to the stress those animals experience in flight. There has also been a proliferation of online screening sites to allow passengers to “diagnose” anxiety or other disorders and offer a document designating their pet as a support creature.
Delta’s Morrow said the airline will be interested to see the service animal volume after the new policy is enacted.

Flying with an emotional support animal? This DOT guidance might help you
The U.S. Department of Transportation has issued clarifying guidance to airlines on how to handle service animals and the growing issue of emotional support animals.
The guidance on species limitations, documentation requirements, containment, check-in and advance notice comes just weeks after an American Airlines flight attendant was bitten by an emotional support dog on a flight from Dallas to North Carolina, which prompted union calls to further tighten rules on in-flight animals.
"We need the (U.S.) Department of Transportation to take action now so events like the one that happened yesterday do not continue to occur on our planes,'' the Association of Flight Attendants-CWA said in a July 23 release.
And DOT action has come — at least in the way of clarifying existing rules. Individual airlines will be required to review and adjust their policies in accordance with that guidance.
DOT regulates the transportation of service animals under the Air Carrier Access Act and solicited comments from the public last year after disability advocates and airline industry groups raised concerns about regulations around the handling of service and support animals. The solicitation resulted in nearly 4,500 comments.
The new guidance Thursday seeks to clarify DOT's service animal rules from last year, and the agency intends to open up an additional comment period later this year to determine if the rules should be further modified.
Highlights from DOT's clarifying guidance on emotional support animals
Airlines cannot ban a specific breed or species of support animal, though they have some latitude to deny specific animals if they believe the animal could pose a threat. "Priority will be placed on ensuring that the most commonly recognized service animals (dogs, cats and miniature horses) are accepted for transport."
Airlines can require animal owners to provide documentation related to the animal's vaccination, training or behavior to determine whether an animal poses a threat to the health or safety of others. They can also require documentation for flights over eight hours related to an animal's bathroom habits but cannot have outright bans on animals on long flights.
Airlines can require animals within the cabin to be tethered.
Airlines can't require advance notice for those traveling with traditional service animals.
Airlines can require lobby check-in for emotional support animals.
Airlines can ask questions to determine a passenger's need for the animal, but must accept a medical form or letter that meets DOT's criteria as medical documentation of their need.
Airlines can't restrict passengers from traveling with more than one emotional support animal and also can't limit the total number of animals on any flight.
Airlines can deny animals that are too large or too heavy to be in the cabin and can prohibit animals younger than four months.
