IRCC’s immigration plan IRCC is estimating between 310,000 and 360,000 immigrants will arrive in 2020, with a target of 340,000. The largest numbers will be in the various economic streams, with the remainder in family class, refugees and protected persons or humanitarian and compassionate categories. An increasing number of spaces will be devoted to provincial nominees. The immigration target continues to rise each year to counteract an ageing population and shrinking labour force.
IRCC says, in its Departmental Plan, that it “continues to manage permanent resident selection, attracting the best and the brightest to Canada, through its Express Entry application management system and its collaboration with provinces and territories that nominate permanent resident candidates.”
One of its goals is to eliminate the backlog of privately sponsored refugee applications and reduce processing times to an average of 12 months for most applications.
IRCC’s current priorities are to grow immigration; streamline economic immigration program requirements; improve settlement outcomes; improve client experience; provide international leadership on refugee and migration issues; introduce a more inclusive citizenship study guide; and work with Canada Border Services Agency, Royal Canadian Mounted Police and the provinces to address increases in irregular migration to Canada.
In addition to a target of 340,000 immigrants in 2020, the number of temporary residents arriving will be in the millions. In 2016-17 there were almost four million visas and electronic travel authorizations issued to visitors, international students and temporary workers.
Another IRCC goal is to focus on improvements to program delivery through the more than 500 service provider organizations it funds across Canada. It especially wants to see improvements in language training, employment services and support to vulnerable newcomers, including visible minority women. 
It also wants to work with the service provider organizations to ensure that services pertaining to culture, history, sports and recreation are available. Cross-cultural activities and one-on-one exchanges will be encouraged to build language skills. It will continue to work with the more than 60 Local Immigration Partnerships across the country to encourage welcoming communities for newcomers. 
IRCC’s budget for 2019-20 is almost $2.4 billion and approximately $1.4 billion is allocated to settlement support services.  It has a total workforce of more than 7,000. A little more than 1,000 people work in the area of visitors, international students and temporary workers; almost 3,000 work in immigrant and refugee selection and integration; approximately 1,600 work in citizenship and passports; and almost 1.600 in internal services. The thousands of people across Canada working for service provider organizations are employees of non-profit organizations, not IRCC.

Despite new measures relaxing visa rules, months-long wait remains for Ukrainian war refugees

Amid reports of months-long waits for Canadian embassy appointments in eastern Europe, measures announced this week to cut red tape for those fleeing war in Ukraine are coming under fire.
On Monday, Immigration Minister Sean Fraser unveiled plans allowing certain low-risk groups to apply for a Canadian visitor’s visa without the need to submit biometrics — currently required for anybody seeking to get a visa to visit this country.
But the new rules only apply to children under the age of 18, seniors aged 60 and up, and previous Canadian visas holders with clean immigration records and with proper supporting documents — a situation Immigration critic Jasraj Singh Hallan describes as unfair.
“Even with this new easement of restrictions, a five-year-old child can be exempt from doing the biometrics, but their mother can’t,” the Conservative MP told the National Post.
During Tuesday’s Question Period, Hallan shared with the House the story of a Ukrainian woman who worked as an interpreter for the Canadian military who, upon applying for the program at Canada’s embassy in Poland on March 21, was told the earliest-available biometrics appointments were mid-July.
“The minister has to put his ego aside and listen to what Ukrainians want,” Hallan said.
“They’re saying they’re expediting, but that’s practically not happening right now.”
Pre-visa collection of biometrics — biological identifiers such as fingerprints and photographs — aren’t required for applicants under 14.
Hallan has been a leading voice calling on the Trudeau Liberals to include Ukraine in the list of 60 nations that don’t require its citizens to get visas before entering Canada.
Earlier this week, the Calgary-Forest Lawn MP tabled a non-binding motion in the House urging the government to lift visa requirements for Ukraine.
That motion — adopted the previous week by the House immigration committee despite a lack of support from Liberal committee members — passed in the House of Commons 175 to 154, with Conservative, Bloc and NDP MPs all voting in favour.
Earlier this month the government unveiled its Canada-Ukraine Authorization for Emergency Travel (CUAET) program , waiving fees and launching sped up immigration streams for those fleeing Russian invaders to stay and work in Canada for up to three years.
But the process hinges on approving an applicant’s ability to apply and a Canadian visitor visa, which requires applicants to visit consular offices outside of Ukraine to submit biometric data and submit supporting paperwork.
Additional supports announced Thursday include language training, job placement and other settlement programs provided through third-party service agencies normally only available to newcomers with permanent resident status.
Also starting this month, arrival services for Ukrainians are available at Toronto, Edmonton and Vancouver airports, courtesy of the Canadian Red Cross.
Family members of those stuck in Ukraine say the biometrics requirement presents an unreasonable and dangerous hardship.
As Canada currently has no diplomatic presence in Ukraine , those hoping to take advantage of Canada’s programs assisting war refugees must first travel to collection centres in Poland or Romania.
Scrumming with reporters before Question Period on Thursday, Fraser said his government is taking action to cut chronic processing backlogs in Immigration, Refugees and Citizenship Canada (IRCC) — a problem plaguing the department for years.
“We’ve added over 500 staff, we’ve invested — in the economic update — $85 million towards five different temporary lines of business, and we’ve seen new functionalities come online for the new modern and digital platform,” he said.
“The collection of biometrics is an essential component of the security screening process to protect the safety and security of Canadians and Ukrainian nationals when they arrive on Canadian soil.”
A question to Fraser’s office requesting the rationale behind the additional measures went unacknowledged.
