Preparations and impact
As the storm approached the east coast of India, India's meteorological department issued a red alert for the region. In Tamil Nadu, over 500 personnel of National Disaster Response Force (NDRF) and Tamil Nadu Disaster Response Force (TNDRF) was deployed.[12][13] 121 multi-purpose centers and 4,967 relief centers were set-up in the eight coastal districts of Tamil Nadu to help in the aftermath of the cyclone.[14] In Andhra Pradesh, 181 relief camps were set up across the eight districts, with the National Disaster Response Force (NDRF) and AP State Disaster Response Force (APSDRF) deploying five teams each to assist in the affected areas.[15][16] Southern districts of Odisha were also to receive heavy rainfall due to the cyclone, and the Odisha Disaster Rapid Action Force were deployed to assist local authorities.[17]
Heavy rain and strong winds battered the coastal areas.[18] Persistent rains caused widespread flooding and inundation in Chennai, the capital of Tamil Nadu.[19] Rivers including Cooum and major lakes overflowed in Chennai causing further water logging in the low lying areas along the banks.[20] At least 17 people were killed, and more than 41,000 people were evacuated and temporarily relocated, including 32,158 in Tamil Nadu and 9,500 in Andhra Pradesh.[21][22] Power supply was cut off by the government in flooded areas in Chennai as a preventive measure to avert electrocution.[23]
Chennai International Airport closed its operations on December 4 due to flooding in the apron and runways, with flights being diverted or cancelled and operations resuming the next day.[24] Schools and offices were closed due to heavy rains and flooding.[25] Southern Railways and East Coast Railways re-directed and cancelled several trains.[26] Several businesses and industries in Chennai were impacted adversely as operations were ceased due to power shortages, flooding and damage to equipment.[27] In Andhra Pradesh, crop damage and losses were reported due to the flooding of fields.[28] There was also a shortage of essential commodities including milk which was exacerbated by panic buying.[29]

Heavy Rainfall Alert for Tamil Nadu and Coastal Regions by IMD
The India Meteorological Department (IMD) has forecast heavy rainfall in Tamil Nadu until December 4, particularly in coastal areas. The state has been grappling with waterlogging and flood-like situations due to recent heavy downpours, with the situation anticipated to worsen further.
Chennai and five other districts in Tamil Nadu are expected to experience rain, thunderstorms, and lightning on Friday, according to the Met Department. Areas likely to be affected include Chengalpattu, Thiruvallur, Nagapattinam, Ramanathapuram, and Kanchipuram.
An orange alert has been issued by the IMD for Coastal Tamil Nadu, Puducherry, and Karaikal due to the anticipated heavy rainfall in these regions. Similarly, coastal Andhra Pradesh and Yanam have also been put on an orange alert for heavy rainfall in the upcoming days.
The IMD has highlighted a low-pressure area over the Southeast Bay of Bengal and adjoining South Andaman Sea, expected to intensify into a cyclonic storm over the Southwest Bay of Bengal by around December 3. This cyclonic storm is predicted to hit the coasts of North Tamil Nadu and South Andhra Pradesh on the morning of December 4.
Furthermore, from December 1 to 4, light to moderate rainfall is anticipated in the Andaman and Nicobar Islands, as well as in north Coastal Tamil Nadu and Puducherry, with isolated instances of very heavy rainfall during December 2 to 4. Meanwhile, Andhra Pradesh may experience light to moderate rainfall, with heavy to very heavy rainfall likely over south Coastal Andhra Pradesh and Rayalaseema.
The intermittent heavy rains in Tamil Nadu have resulted in inundation in various parts of Chennai, leading to significant traffic congestion. Districts severely affected include Tiruvallur, Kancheepuram, Peerkankaranai, Perungalathur, and Chengelpet.

Farming system approaches for Climate resilience in Coastal agriculture
Global warming directly reflects on rising sea levels due to melting of ice caps and natural expansion of sea water as it becomes warmer. Consequently, areas adjoining the coast and wetlands could be frequently flooded and the distribution pattern of monsoon rains may alter, through more intense downpours, storms and hurricanes. The meteorological data available at the Annamalai University, for the tail end of the Cauvery river delta region of Tamil Nadu State, India, shows that the average annual rainfall during the last 10 years segment has increased by 233 mm compared to the average of the previous 10 years segment (1588 mm and 1355 mm, respectively). In contrast, annual evaporation has reduced by 453 mm (2153 mm and 1700mm, respectively) (Kathiresan, 2011). The year 1990 was the hottest year in the last century with all other five of the warmest years in the century falling within the last 22 years. This trend indicates that flash floods in wetlands and droughts in uplands have become more frequent. Such a changing climate warrants reinforcement of climate resilience in farming to protect the livelihoods of farmers and the biodiversity. The sub-project of the National Agricultural Innovation Project implemented by Annamalai University in Tamilnadu, sponsored by ICAR has identified three types of clusters in each of the four disadvantaged districts, based on the prevailing agro-ecology viz. wetland clusters, rainfed upland clusters and coastal shore farming clusters.
The constraints for farming and livelihoods in these clusters are identified as frequent floods, inundation, drought, weed problems, crop failure, and lack of diversification (Kathiresan, 2009a and Kathiresan, 2010). Farming systems that would be resilient to such climatic and farming constraints designed through rigorous institutional and on-farm experiments (Kathiresan, 2007; Kathiresan, 2009b and Kathiresan, 2012) were disseminated for adoption by the farmers in these clusters. materials and methods Four of the twenty nine districts of Tamil Nadu are identified by the Planning Commission of India as to have been disadvantaged considering the socioeconomic, agro-ecological and bio-climatic indicators. Three of them viz., Villupuram, Cuddalore and Nagapattinam lie on the coast. These districts are disadvantaged in terms of socio-economic conditions such as lower literacy (61 per cent as against the state average of 73.5 per cent), higher population of SC and ST population (28.09 per cent as against the states’ figure of 20 percent) and a vast majority of the farming community in these tracts are small and marginal farmers (72 per cent) with less than 2 hectare land holdings. In these districts wetlands characterised by monsoon dependant rice farming, with standing water and transplanted mode are predominant. However, interior parts that face scanty rainfall, offer scope for upland farming and coastal regions with fishing as main occupation are also prevalent. Accordingly three different agro-ecological clusters viz. wetland, upland and coastal clusters each with three villages were selected for the research. Cyclone claims 8 lives, inoculation drive suspended in coastal areas
The anti-Covid inoculation drive in most parts of Gujarat, Maharashtra, Goa, Kerala, Karnataka, and Tamil Nadu was affected on Sunday due to the cyclonic storm ‘Tauktae’ that displaced thousands of people and claimed eight lives so far.
Keeping in view of India Meteorological Department’s warning, most of the coastal regions in these States suspended the drive for two days-Sunday and Monday.
The inoculation was suspended for two days — Sunday and Monday in Mumbai, Palghar, north Konkan, Thane, Ratnagiri districts in Maharashtra. Gujarat has also suspended the drive for two days. The drive was also affected in Kerala, Goa, Tamil nadu, Gujarat and Karnataka.
Heavy to heavy rainfall, gusty winds with 145 to 175 kmph, disruption in power supplies, floods in low lying areas, water logging and blockage of roads due to fallen trees impacted the inoculation drive.
As per preliminary reports, the cyclone has claimed lives of eight people (two in Kerala, two in Goa and four in Karnataka), uprooted a large number of trees, electricity poles and damaged a large number properties so far.
According to the India Meteorological Department (IMD), Tauktae which has taken the form of a “very severe cyclonic storm” is likely to intensify further during the next 24 hours and reach the Gujarat coast on Monday evening.
The IMD said Tauktae would cross Gujarat’s coast between Porbandar and Mahuva in Bhavnagar district by early Tuesday morning and tidal waves are likely to inundate several coastal districts during the landfall.
The cyclone has damaged thousands of properties and displaced over 3 lakh people in six states. Cyclone Tauktae is very likely to cross Gujarat coast between Porbandar & Mahuva (Bhavnagar district) around 18 May afternoon or evening.
The Brihanmumbai Municipal Corporation (BMC) had announced that there would be no inoculation on May 16-17 considering the IMD’s cyclone warning. The vaccination programme will now be implemented on Tuesday, Wednesday and Thursday, the BMC said.
Considering the warning, the Brihanmumbai Municipal Corporation (BMC) has shifted more than 500 Covid-19 patients to state and civic-run hospitals in Mumbai. The IMD has issued an orange alert for Mumbai and heavy to heavy rain is expected. Inoculation drive also impacted north Konkan, Thane, Ratnagiri, Palghar and several other districts in Maharashtra due to gusty winds and heavy rainfall.
Inoculation remained affected in Gujarat due to bad weather on Sunday. The Vijay Rupani government on Sunday has suspended the vaccination on Monday and Tuesday as the health staff will be kept on standby for the next two days to meet any emergency arising out of the cyclonic storm. The government has asked hospitals treating COVID-19 patients to ensure a power backup and arrangements are also being made to ensure uninterrupted generation of medical oxygen in the eight manufacturing units and its supply.
The drive was also affected in Goa. Water entered the Goa medical college, (where 82 patients died of shortage of oxygen or logistic issues in the last one week). Power supply in most parts of Goa was disrupted as hundreds of electric poles were uprooted due to the high-speed winds.
Goa chief minister Pramod Sawant said that it will take two days to restore power supply across the state. Due to heavy rain and strong winds, water entered through windows in Goa Medical College’s Super Speciality Block which was inaugurated two days back for Covid-19 patients. As a precautionary measure, the patients were shifted to a safer place. Covid-19 patients undergoing treatment at hospitals and requiring oxygen cylinders need un-interrupted supply of oxygen. All air operations were suspended for a day at Goa International Airport on Sunday
In Kerala, inoculation drives remained affected Mankombu, Thekkekara, Vejpara and Poovam, Thiruvananthapuram, Ernakulam, Thrissur and Malappuram on Sunday. According to preliminary reports, two people died in Kerala on Sunday as a result of heavy rains accompanying the storm. The two deaths were reported from Ernakulam and Kozhikode districts.
Waterlogging in several parts of Alappuzha and water enters houses in low-lying areas of Mankombu, Thekkekara, Vejpara and Poovam. In Karnataka, vaccination was suspended in over 70 villages in seven districts including Dakshina Kannada, Kodagu and Hassan.
In Karnataka, inoculation drives were cancelled in Udupi, Dakshina Kannada, Uttara Kannada, Shivamogga, Kodagu and Chikkamagaluru districts due to heavy rainfall, waterlogging, disruption in power supplies.

CHENNAI: A well marked low pressure area lay over Bay of Bengal and it is very likely to concentrate into a depression and bring rains in Tamil Nadu, Puducherry, Kerala and south coastal Andhra Pradesh till December 3, the India Meteorological Department said on Sunday. The low pressure area on Saturday over south Andaman sea and adjoining areas of southeast Bay of Bengal has organised into a well marked low pressure area, the Regional Meteorological Centre here said in a bulletin. “It is very likely to concentrate into a depression during next 36 hours and likely to intensify further thereafter. It is likely to move west-northwestwards and reach near south Tamil Nadu coast around December 2.” Under the influence of the system, light to moderate rainfall or thundershower is likely over Tamil Nadu, Puducherry and Karaikal till December 3. The showers, in such regions, starting with isolated places, could extend to many areas and then spread to most places during the next four days, the bulletin said. The IMD tweeted, “Scattered to widespread rainfall activity very likely over Tamil Nadu, Puducherry & Karaikal, Kerala & Mahe, Lakshadweep, south coastal Andhra Pradesh and south Rayalaseema during 01st-03rd December, 2020.” Also, the department said, “Isolated heavy to very heavy rainfall with moderate thunderstorm & lightning very likely over Tamil Nadu, Puducherry & Karaikal during December 1-3 and isolated extremely rainfall likely over south Tamil Nadu and south Kerala on 02nd December 2020.” The expected rainfall is due to the well marked low pressure area, it said. In Kerala, a red alert has been sounded for Idukki district on Wednesday and fishermen restrained from putting out to sea from the midnight of November 30. An Orange alert has been issued for Thiruvananthapuram, Kollam and Pathanamthitta districts on December 2 anda yellow alert for Alappuzha, Kottayam and Ernakulam districts on the same day. Red alert indicates heavy to very heavy rainfall of over 20 cm in 24 hours, an Orange alert (6 cm to 20 cm) and yellow alert (6-11 cm).
