the objective answer in my opinion to this question is, no—c!tommy did not betray c!techno at the festival. from tommy's perspective, siding with l'manberg did not necessarily mean siding against technoblade, nor did he do it to side against technoblade. betrayal, in my opinion, requires malicious intent. tommy did not have that. he didn't even know about technoblade's execution, if i remember correctly.

however! i do understand why technoblade viewed it as a betrayal. new l'manberg had exiled tommy, tried to kill techno out of (in his perspective) nowhere, and were still largely under dream's control. when tommy showed up, tubbo instantly branded him a traitor and fought with him, which was... Not the best move, considering he was literally the one who exiled tommy. technoblade, whether we like that as a writing decision or not, did not know about the extent of exile and had every reason to believe l'manberg was malicious and would continue to be so, and so could not believe it when tommy sided with them.

i think it was an issue of communication, and that it was largely techno's fault. tommy was VERY vocal about his support for l'manberg and his desire to go back to them, and techno, well... straight up lied. if not directly, then by omission—he fully planned to fight and take down l'manberg again and didn't mention that to tommy at all. he fully believed tubbo and co. were bad for tommy and didn't bring that up until after tommy sided with tubbo. he 'would have fought all thirty players' for tommy, sure, but tommy didn't know that, because—again!—he literally didn't mention that until tommy had made up his mind! he was kind to tommy in his last few days at techno's house, sure (turtle shell helmet my beloved when will you come back from the war), but tommy had literally no reason to think their arrangement was permanent, because, again, techno didn't ever say that. also he literally planned to blow l'manberg up at some point so, yknow. techno and tommy were destined to fall out from the very start of their post-exile arc—had techno maybe brought up his thoughts on l'manberg and made them clear, that fallout would have been no one's fault. but his choice to keep everything to himself—his care for tommy, his disdain for l'manberg, his history with them—means that tommy never could have known how much it would hurt techno, and never could have avoided it.

even in a scenario where tommy stays with techno, techno still presumably blows l'manberg up, and we all know that'd tear tommy apart. only thing that changes is that technoblade isn't hurt anymore. in every scenario where technoblade doesn't share the truth, tommy is the one who loses, and technoblade carries the blame.
