NONTHABURI – Officers from the Crime Suppression Division apprehended the leader of a network that trafficked sperm across Thailand’s border into neighbouring countries. The sperm was utilised to impregnate Laotian and Cambodian women who served as surrogates for Chinese clients.
The suspect, 33-year-old Thiraphong Chaiyasuk, was arrested on February 24, 2024 outside his house in Nonthaburi province. He had been wanted on the basis of an arrest warrant issued by the criminal court in 2022.
The investigation began in 2017 when Nong Khai customs officials intercepted a shipment of liquid nitrogen containing six frozen semen vials intended to be smuggled across the border into Laos. The investigation led to the discovery of a large network of Chinese investors who were hiring people to smuggle sperm into fertility clinics in Laos and Cambodia.
The sperm was used to fertilize eggs from Laotian or Cambodian women who were paid as surrogate mothers. The children resulting from these pregnancies had the nationality of the surrogate mother, which could be used by Chinese criminal groups to launder money.
The investigation revealed that Thiraphong was a member of the network and led the team that smuggled the semen across the border. He had been on the run since 2017 and was hiding in Nonthaburi province when he was arrested.
Thiraphong confessed to being a member of the network and said he was responsible for overseeing the team that transported the semen. He said he had been doing this since 2014 and that he transported about 100 vials of semen per trip. He was paid 10,000-15,000 baht per trip.
Thiraphong said the reason why the network does not work in Thailand is that it is difficult to get approval and the costs are high. In neighboring countries, the laws are more lax and the costs are lower.
Thiraphong was charged with using others to bring or take prohibited goods out of the kingdom without permission” and “using others to illegally import or export sperm, ova or embryos out of the kingdom.

A bill to legalize same-sex marriage could face a vote in Thailand’s parliament as early as Wednesday. If it passes, the country will be the first in Southeast Asia to establish marriage rights for gay and lesbian couples.
The House of Representatives will take up the legislation, technically an amendment to the Civil and Commercial Code, for second and third readings when it meets at 9 a.m. Lawmakers may vote later in the day.
The bill would legalize marriage for same-sex partners aged 18 and above, along with rights to inheritance, tax allowances and child adoption, among others. Prime Minister Srettha Thavisin’s administration has made it a signature issue, and advocates say it would also burnish Thailand’s reputation as an LGBTQ-friendly tourist destination.
Taiwan and Nepal are the only places in Asia that currently recognize same-sex marriage, and recent efforts elsewhere in the region have had mixed results. Hong Kong has yet to comply with a 2023 court order to establish laws recognizing same-sex partnerships, and India’s Supreme Court refused to legalize same-sex marriage, saying it’s an issue for parliament to consider.
The Thai bill would change the composition of a marriage from “a man and a woman” to “two individuals,” and change the official legal status from “husband and wife” to “married couple.”
Thai laws have protected LGBTQ people from most kinds of discrimination since 2015, but attempts to formalize marriage rights have stalled. In 2021, the Constitutional Court upheld the law recognizing marriage as exclusively between a man and a woman. Last year, a bill to recognize same-sex civil partnerships failed to clear parliament ahead of elections.
Rights advocates have higher hopes for the bill pending now, noting that it has broad support from most of the major parties. If it passes, it will need to be approved by the Senate and endorsed by the King. Then it would be published in the Royal Gazette and take effect 120 days later.
Srettha’s government has also promised to work on a bill to recognize gender identity, and the health ministry has also proposed legalizing commercial surrogacy to allow LGBTQ couples to adopt children. Thailand is seeking to host the WorldPride events in Bangkok in 2028.
Legalizing same-sex marriage could have positive effects on tourism, which contributes about 12% to the nation’s $500 billion economy. In 2019, before the pandemic froze international tourism, LGBTQ travel and tourism to Thailand generated about $6.5 billion, or 1.2% of gross domestic product, according to industry consultant LGBT Capital.
Formal recognition could boost the reputation of a place already considered one of Asia’s best for LGBTQ visitors, said Wittaya Luangsasipong, managing director of Siam Pride, an LGBTQ-friendly travel agency in Bangkok.
“It will become a selling point for Thailand and raise our strength in the global stage,” Wittaya said. “It will create a relaxed and safe atmosphere for tourism and help attract more and more LGBTQ visitors. We could also see more weddings by LGBTQ couples, which could generate income across industries and local communities.”

This week, Thailand’s Department of Special Investigation (DSI) raiding three surrogacy clinics and arresting a man suspected of working as an agent for a multinational surrogacy ring.
According to DSI assistant spokesman Atsadawut Sripita and Pol Capt Tinnawut Seelapat, director of the Bureau of Foreign Affairs and Transnational Crime, DSI officers raided three places in Bangkok and one in Nong Khai, a region bordering Laos, yesterday.
This was part of an inquiry into a transnational surrogacy operation that is thought to be linked to a case in Bangkok last February when a one-year-old toddler named Thaenthai went missing from the GS Kik nursery. The DSI became engaged after local police discovered that the baby was most likely the victim of a gang operating in the Central and Northeast regions.
Surrogacy Clinics Paid Surrogates
The DSI raided a nursery in Nong Khai’s Phon Phisai district at the time and discovered two babies suspected to have been delivered to paid surrogate moms. Police also discovered a bank book indicating that an agent had hired roughly 20 surrogate mothers, with the ladies receiving 450,000-500,000 baht for each baby they “delivered” for the group.
Since then, police have broadened their probe. Following the issuance of a search warrant, DSI deputy director-general Pol Capt Piya Raksakul led his officers and officials from the Institute of Forensic Medicine and the Department of Health Service Support to raid three clinics in Bangkok on 23 August.
The first raid took place on Ngam Wong Wan Road in Chatuchak district, at a reproductive clinic. Mr. Atsadawut stated that the DSI identified a fertility specialist to work at the facility. He had given compensated surrogate mothers with fertility diagnosis and therapy.
From 2018 to 2020, the doctor accomplished this. Officers also discovered the medical documents of a group of women who had functioned as illegal surrogates, according to Mr Atsadawut.
The second raid took place at a fertility clinic on Phetchaburi Road in Bang Kapi. The same doctor worked there as a part-time physician providing fertility diagnoses.
The most recent raid took place at a fertility clinic on Pathumwan’s Phloenchit Road. According to investigators, the doctor’s transaction records linked him to the clinic’s operations. Furthermore, according to a DSI assistant spokesman, compensated surrogate moms were examined by this clinic before being flown abroad for intracytoplasmic sperm injections.
Police also discovered the surrogate mothers’ and their children’s passports. Mr Atsadawut stated that the facility does not have authority to use or provide medical reproductive technology.
On August 28, authorities from the DSI and Nong Khai Provincial authorities arrested Sunate Chomsri for his alleged involvement. During a search of his home, authorities discovered a list of surrogate mother names purchased and paid for by Mr Sunate, with the intended purchasers believed to be foreigners.
