Doge staffers enter Noaa headquarters and incite reports of cuts and threats
Staffers with Elon Musk’s “department of government efficiency” (Doge) reportedly entered the headquarters of the National Oceanic and Atmospheric Administration (Noaa) in Silver Spring, Maryland, and the Department of Commerce in Washington DC today, inciting concerns of downsizing at the agency. “They apparently just sort of walked past security and said: ‘Get out of my way,’ and they’re looking for access for the IT systems, as they have in other agencies,” said Andrew Rosenberg, a former Noaa official who is now a fellow at the University of New Hampshire. “They will have access to the entire computer system, a lot of which is confidential information.” Project 2025, written by several former Trump staffers, has called for the agency to be “broken up and downsized”, claiming the agency is “harmful to US prosperity” for its role in climate science. Rosenberg also argued there was no legal authority to abolish Noaa or reduce its budget, outside of reducing it through Congress. “There’s no real transparency. They just show up wherever they want, do whatever they want. They’re following through on major budget cuts and major staffing cuts,” Rosenberg added. “I think the strategy here is: ‘Well, we’re just going to do it and dare somebody to stop us, and by the time they stop us, we’ll have destroyed it.’”

DUBAI, United Arab Emirates (AP) — Moscow freed a Russian American convicted of treason in exchange for a Russian German man jailed on smuggling charges in the U.S., a prisoner swap that was completed Thursday as the two countries met to repair ties.
Ksenia Karelina is “on a plane back home to the United States,” U.S. Secretary of State Marco Rubio said in a post on social media platform X. She was arrested in the Ural Mountains city of Yekaterinburg in February 2024 and convicted of treason on charges stemming from a donation of about $52 to a charity aiding Ukraine. U.S. authorities have called the case “absolutely ludicrous.”
Arthur Petrov was released as part of a swap in Abu Dhabi, United Arab Emirates, according to the Federal Security Service, or FSB, Russia’s main security and counterintelligence agency. Petrov was arrested in Cyprus in August 2023 at the request of the U.S. on charges of smuggling sensitive microelectronics to Russia and extradited to the U.S. a year later.
Karelina was among a growing number of Americans arrested in Russia in recent years as tensions between Moscow and Washington spiked over the war in Ukraine. Her release is the latest in a series of high-profile prisoner exchanges Russia and the U.S. carried out in the last three years — and the second since President Donald Trump took office and reversed Washington’s policy of isolating Russia in an effort to end the war in Ukraine.
CIA director John Ratcliffe hailed “the CIA officers who worked tirelessly to support this effort.” The CIA also emphasized that “the exchange shows the importance of keeping lines of communication open with Russia, despite the deep challenges in our bilateral relationship.”
Meanwhile, Russian and U.S. diplomats met in Istanbul for a second round of talks on normalizing embassies’ work following the first such meeting in February. The State Department said the delegations “exchanged notes to finalize an understanding to ensure the stability of diplomatic banking for Russian and U.S. bilateral missions.”
It said the U.S. reiterated its concerns about the Russian ban on hiring of local staff, “the key impediment to maintaining for stable and sustainable staffing levels at the U.S. Embassy in Moscow.”
Alexander Darchiyev, Russia’s ambassador to Washington who led Moscow’s delegation in the talks, praised their “positive atmosphere” and noted the parties agreed to continue discussions to facilitate diplomats’ travel. He added that the Russian side also pushed for a quick return of its diplomatic property seized by U.S. authorities.
In February, Russia released American teacher Marc Fogel, imprisoned on drug charges, in a swap that the White House described as part of a diplomatic thaw that could advance peace negotiations. That same month, Russia released another American just days after arresting him on drug smuggling charges.
Karelina, a former ballet dancer also identified in some media as Ksenia Khavana, lived in Maryland before moving to Los Angeles. She was arrested when she returned to Russia to visit her family last year.
The FSB accused her of “proactively” collecting money for a Ukrainian organization that was supplying gear to Kyiv’s forces. The First Department, a Russian rights group, said the charges stemmed from a $51.80 donation to a U.S. charity aiding Ukraine.
Karelina’s lawyer, Mikhail Mushailov, said on Instagram that she had been in touch with her family since her release.
“I am overjoyed to hear that the love of my life, Ksenia Karelina is on her way home from wrongful detention in Russia,” Karelina’s fiancé, Chris van Heerden, said in a statement. “She has endured a nightmare for 15 months and I cannot wait to hold her. Our dog, Boots, is also eagerly awaiting her return.”
He thanked Trump and his envoys, as well as prominent public figures who had championed her case.
White House national security adviser Mike Waltz said on X that “President Trump and his administration continue to work around the clock to ensure Americans detained abroad are returned home to their families.”

Karelina was headed to Joint Base Andrews in Maryland, according to a person familiar with the situation who insisted on anonymity to discuss her case.
The United Arab Emirates’ state-run WAM news agency released photos of Karelina boarding a plane and one of her standing next to Yousef al-Otaiba, the UAE’s ambassador to the U.S.
The FSB, which said President Vladimir Putin had pardoned Karelina before the swap, released a video showing her being escorted to a plane somewhere in Russia. The footage then featured of what appeared to be the scene of exchange at the Abu Dhabi airport, with Petrov walking off a plane and shaking hands with Russian officials on the tarmac.
The same video showed Petrov undergoing medical checkups on a flight to Russia. “I have no particular complaints, just a bit tired,” he said.
Petrov was accused by the U.S. Justice Department of involvement in a scheme to procure microelectronics subject to U.S. export controls on behalf of a Russia-based supplier of critical components for the country’s weapons industries. He was facing a 20-year prison term in the U.S.
Abu Dhabi was the scene of another high-profile prisoner swap between Russia and the United States. In December 2022, American basketball star Brittney Griner was traded for the notorious Russian arms dealer Viktor Bout.
The UAE has been a mediator in prisoner swaps between Russia and Ukraine, while the skyscraper-studded city of Dubai has become home to many Russians and Ukrainian who fled there after the start of Moscow’s 2022 full-scale invasion of Ukraine.

"A group of labor unions are asking a federal court for an emergency order to stop Elon Musk ‘s Department of Government Efficiency from accessing the sensitive Social Security data of millions of Americans.
The motion for emergency relief was filed late Friday in federal court in Maryland by the legal services group Democracy Forward against the Social Security Administration and its acting commissioner, Leland Dudek. The unions want the court to block DOGE’s access to the vast troves of personal data held by the agency.
Included in the filing is an affidavit from Tiffany Flick, a former senior official at the agency who says career civil servants are trying to protect the data from DOGE. 'A disregard for our careful privacy systems and processes now threatens the security the data SSA houses about millions of Americans,' Flick wrote in court documents.
Karianne Jones, a lawyer for the unions and a retiree group behind the lawsuit, said it is not fully clear what kind of access that DOGE might have to personal data about taxpayers. But she said the apparent scope and the lack of information about what DOGE is looking for mean the potential impact is 'huge.'
'Essentially what you have is DOGE just swooping in and bullying their way into access to millions of Americans private data. They cannot explain why they want this data. They can’t really tell you what data they want. They just want everything. They want the source code, and they want to do it without any restrictions,' she said.
The Social Security Administration did not immediately respond to a request Saturday for comment on the lawsuit, which was originally filed last month.
DOGE’s work during the early stages of the Trump administration has drawn nearly two dozen lawsuits. Judges have raised questions in several cases about DOGE’s sweeping cost-cutting efforts, conducted with little public information about its staffing and operations. But judges have not always agreed that the risks are imminent enough to block DOGE from government systems.
Across-the-board cuts at the Social Security Administration are prompting questions about the possible effects on benefits for tens of millions of recipients.
Among the potential changes at the agency are layoffs for more than 10% of the workforce and the closure of dozens of offices throughout the country. It’s all part of the Trump administration’s efforts to shrink the size of the federal workforce.
DOGE has accessed other government databases, including at the Treasury and IRS. The Trump administration has said generally that the efforts are aimed at eliminating what it claims is waste and fraud in government.
On Friday, a federal judge in Washington refused to block DOGE employees from accessing Treasury systems containing sensitive personal data for millions of people. U.S. District Judge Colleen Kollar-Kotelly did acknowledge privacy concerns about that work. DOGE is still limited by a different court order in New York.
In addition, a February agreement between the Office of Personnel Management and the IRS states that a DOGE employee, Gavin Kliger, would be allowed to have access to IRS systems, but not the personal information of taxpayers."

A sense of chaos has gripped the National Oceanic and Atmospheric Administration (Noaa), one of the world’s premier research agencies, with key staff hastily fired and then rehired, cuts to vital weather forecasting operations and even a new, unsecured server that led to staff being deluged by obscene spam emails. Noaa is currently being upended by Donald Trump’s desire to slash the federal government workforce, with more than 1,000 people already fired or resigning from the agency and 1,000 more staffers are expected to be removed as the purge continues. In total, this represents around 20% of the Noaa’s workforce. Along with leading climate and marine research, Noaa also houses the National Weather Service, which provides bedrock weather forecasts to private providers and the public. There are concerns that the Trump administration’s cuts, spearheaded by Elon Musk’s so-called “department of government efficiency” (Doge), could imperil public safety by hindering timely warnings of tornadoes and hurricanes. Doge has already had to reverse some of its initial firings after removing staff including those who help track hurricanes. Five people involved in the “hurricane hunter” flights were fired, only for three of them to be told their jobs will be reinstated. Other staff within the National Weather Service have also been asked to disregard their terminations. Noaa’s data collection activity is still being affected, though, with the agency reducing the number of weather balloons it releases in six locations across the US. The balloons, fitted with weather instruments, are crucial in providing the information for weather forecasts. This tumultuous era for Noaa was for some staff crystallized by Doge’s decision to use a new email server to send missives from the federal government’s office of personnel management to the agency. The email server was not secure, meaning that staff got dozens of spam-like emails in January, one of them with a lewd title about the president and another stating: “the next 4 years has an [sic] 99% chance of shit showers.” While Noaa has since resolved the lack of email server security, staff said that it was emblematic of growing turmoil within the agency.
“The feeling has been ‘you’ve got to be kidding me,’” said one staffer, who was fired but is now on administrative leave pending potential reinstatement. “These people at Doge think they are the best at what they do but they can’t even protect an email list. They fired people and then had to hire them back, they are cutting contracts without learning what they are. I mean good lord take a minute before doing this. It’s an absolute joke.” Some former Noaa staff and elected Democrats have held recent protests outside the agency’s headquarters in Silver Spring, Maryland, warning that the cuts risk hampering the flow of crucial weather and climate information, as well as regulatory work around fisheries that prevent the over-exploitation of the oceans.
The cuts to NOAA and NWS by the Trump/Musk Regime are nothing but a disaster for weather forecasting.
