Pennsylvania’s first female Muslim state rep charged with stealing from nonprofit founded to serve mentally ill and poor

Prosecutors charged a state House representative from Philadelphia on Wednesday with enriching herself by stealing money from a nonprofit organization she founded to serve the mentally ill and poor who were fighting addiction.
Pennsylvania Attorney General Josh Shapiro’s office accused state Rep. Movita Johnson-Harrell of perjury, tampering with public records, theft and other charges. Shapiro said a plea deal was expected to be worked out.
Court papers said the theft went on for years, as Johnson-Harrell converted the charity’s funds into investment properties, vacations and luxury clothing. Shapiro said Johnson-Harrell personally spent more than $500,000 from Motivations Education & Consultation Associates, diverting Medicaid and Social Security disability funds.
The 53-year-old Democrat won a special election in March for a West Philadelphia district.
Johnson-Harrell is the first female Muslim member of the state House. She turned herself in to police Wednesday in Philadelphia.
Through her lawyers, she released a statement saying she will resign from her $89,000-a-year seat in the state House later in December.
“I am saddened and dismayed by the nature of the allegations brought against me today,” she said. “I vigorously dispute many of these allegations, which generally pertain to before I took office and I intend to accept responsibility for any actions that were inappropriate.”
Her attorney, Jessica Natali, said they were “ïn the early stage of this case” and declined to “address its merits in the media.”
At a Harrisburg news conference, Shapiro said Johnson-Harrell engaged in “significant and systematic corruption” involving the payments intended for the people who came to her charity for help.
“Defrauding a nonprofit or defrauding taxpayers and then systematically over many years lying to cover it up is unjust, it’s unfair and it is a crime,” Shapiro said.
Prosecutors said the nonprofit will be reorganized and that Johnson-Harrell no longer has any control over its finances.
They said the money went to buy designer clothing, multiple fox fur coats, payments on a Porsche, tuition for a relative and travel to Mexico and Florida. They said she also spent $8,000 on criminal restitution from a 2014 conviction for not paying unemployment taxes.
When WHYY went to talk to voters in her district about the indictment, most did not know who Johnson-Harrell was.
Longtime resident Beverly Holmes voted for her and calls the allegations against Johnson-Harrell are troubling. However, she’s willing to reserve judgement…for now. 
“I’m willing to give her a chance to prove that she didn’t do it. I would give anybody a chance. I mean, I would hope they give me a chance,” Homes said.
Johnson-Harrell previously held a $104,000 job with the victim and witness services unit of the Philadelphia district attorney’s office and is active in an anti-gun violence foundation named for her 18-year-old son, who was shot to death in 2011.
Court papers say the thefts continued even after she worked in the district attorney’s office and started serving in the state House.
On a state statement of financial disclosure form due in May, Johnson-Harrell reported owing to the Internal Revenue Service about $50,000.
She told The Associated Press at that time that the debt went back more than a decade, from a business that helped people with special needs. She said an accountant advised her that if she had appealed in time, she would not have owed anything.
Johnson-Harrell quickly made her presence known in the Capitol. After she was sworn in to office, she objected to a colleague’s session-opening prayer that “at the name of Jesus every knee will bow.”
The lawmaker Johnson-Harrell succeeded was also charged while serving. Democrat Vanessa Lowery Brown resigned in December after being sentenced to 23 months of probation for bribery and other offenses.

State Attorney General Josh Shapiro said Johnson-Harrell engaged in “brazen corruption” and systematically tried to cover up her crimes by falsifying records and financial statements.
“Her theft knew no bounds," Shapiro said as he announced that his office had charged the first-term lawmaker with theft, perjury, tampering with public records, and related crimes Wednesday morning.
Shapiro said Johnson-Harrell would plead guilty to charges and faces jail time. “There will be a guilty plea that will be worked out, and you will see the details of that soon," he said.
Funneling thousands
Prosecutors said Johnson-Harrell used Motivations Education & Consultation Associates (MECA) — a nonprofit she established more than a decade ago to assist people struggling with mental illness, addiction, and homelessness — for profligate spending and personal gain.
Over several years, Johnson-Harrell tried to hide her crimes through an elaborate scheme involving multiple properties in Philadelphia, Shapiro said. Among the steps she took were inflating her tax bills, hiding the nonprofit’s money through false record-keeping, not reporting the money she was taking from MECA as income, attempting to transfer real estate, and under-reporting her real salary, prosecutors said. She misrepresented her money and assets in bankruptcy filings, tax returns, and financial disclosure statements, they said.
Many of the purchases investigators tracked were easily traced to MECA funds: Often, Johnson-Harrell spent an amount she had allegedly transferred from the nonprofit to a personal account. She made some purchases directly from MECA accounts, and she repaid herself for fake loans to the organization, according to the criminal complaint.
“MECA’s actual mission was to serve as a cash account for Johnson-Harrell’s own personal use,” Shapiro said.
Among the funds used was $12,500 Johnson-Harrell allegedly transferred from MECA to the Friends of Movita campaign committee during her run for legislature this year. She told the campaign to record the money as a $15,000 personal loan from her, prosecutors said.
Then, toward the end of the campaign, Johnson deposited into the Friends of Movita account a $30,000 check she had saved from a transfer of MECA funds to her own account. She withdrew half in cash and left the rest for the campaign as an unreported loan, according to the complaint.
Johnson-Harrell also funneled $12,000 in MECA funds to Friends of Movita during a previous run for the same seat in 2015 and 2016, authorities said.
Councilwoman Jannie L. Blackwell, who has known Johnson-Harrell for years, said she was surprised by the charges.
“I’ve only seen her doing a great job. I’m sorry to hear it. No win in that, because she loves her community and served it well,” Blackwell said. “Things happen, but I’m hoping for the best, but we’ll just have to see what happens.”
Paying bills and spending lavishly
Johnson-Harrell was spending the organization’s money while a home MECA ran for disadvantaged Philadelphians — partly funded by Medicaid and residents’ Social Security disability checks — was falling into squalor, Shapiro said.
The attorney general’s investigation was sparked by Johnson-Harrell’s closure of the home in 2018 after the Pennsylvania Department of Human Services threatened to shut it down.
Even after it was shuttered, prosecutors say, Johnson-Harrell continued taking monthly rent payments totaling $50,000 from MECA for the property, which she owned.
With MECA funds, Johnson-Harrell allegedly spent $16,000 on vacations in 2017, including a two-week vacation with a relative to a resort in Mexico in April and a second trip to Mexico in November. She dropped $5,500 on four fox fur coats weeks after she filed for bankruptcy, according to prosecutors, and spent $13,000 in total on online shopping, including designer clothing.
In 2017, Johnson-Harrell gave a total of $2,500 to Larry Krasner’s campaign for district attorney, making each donation immediately after transferring money from MECA to her personal account. She also gave $500 to then-candidate Joe Khan, Krasner’s opponent in the Democratic primary.
She would become a supervisor in the Victim/Witness Services Unit of Krasner’s District Attorney’s Office the following year.
Johnson-Harrell also used the money to pay overdue gas bills, back taxes to the IRS, an overdue water bill, tuition for her grandchildren’s private school, and past-due car payments. She paid $7,979 in restitution for a 2014 criminal conviction for not paying unemployment compensation taxes and sent the City of Philadelphia two checks labeled “taxes,” according to the case affidavit.
House Democratic Leader Frank Dermody said the 190th District’s constituent service office would remain open to serve residents until a new representative is elected in 2020.
“These criminal charges are beyond disturbing. Rep. Johnson-Harrell is taking responsibility for what she did, and I expect her to resign very soon. She obviously cannot continue serving in elected office," Dermody said in a statement. “I know her commitment to her constituents — especially to the goal of ending gun violence in Philadelphia — is heartfelt and sincere.... But the fact is, those elected to serve have to follow the law before they can make the law.”

The key objective of this scheme is to boost the employment potential and nurture the life of the unemployed individual. 
Eligibility criteria for the CMRY loan 
The applicant must be a resident of Goa and domiciled in the state for at least 15 years. However, if the applicant does not fulfill the domicile requirements, but is married to a person of Goan origin with residency of at least 15 years will be considered eligible. 
Educated unemployed 18 -45 years of age. Relaxable by 5 years for widows, disabled persons, scheduled castes and schedule tribes and other backward classes.  Additional relaxation of 10 years is possible in select cases approved by the Chairman EDC/ Chairman Task Force Committee. 
Educational qualifications – 8th class passed, relaxable in deserving cases. Persons having technical/ professional qualifications will be given preference. 
The annual income of the beneficiary inclusive of that of the spouse and dependents mut not exceed Rs 10,000,000/-per annum.  
The applicant must not be a defaulter to any bank or financial institution. The CIBIL report of the applicant must be satisfactory. 
The applicant must not be a beneficiary of any other subsidy linked government schemes. 
For the loan purpose all economically viable activities are covered except dealing in tobacco and alcohol.  
Some key features of the CMRY loan
The interest rate is 8% per annum for male and 6% per annum for females for loans availed from EDC Limited. 
The EMI or the equated monthly installment comprising both principal and interest components can be paid in any branch of HDFC bank. 
The loan is secured by hypothecation of fixed assets and working capital and by way of mortgage if the premises/shop is being acquired. 
When applying for the loan, you will need to submit the following documents.

Terms of loan assistance 
For loans up to Rs 2 lakhs ( personal guarantee of the applicant and spouse as a confirming party if married. In case of unmarried, guarantee of parents/ relative to be provided.

Maximum Rs 25 lakhs for an individual with professional degree/ diploma/ I.T.I., including those undergoing special training programmes conducted by authorized Government Departments/ Corporations.

Chief Minister Punjab Sardar Usman Buzdar inaugurated Rs.3.5 billion hamqadam program under Punjab Ehsaas Program for differently-abled persons at his office. He distributed registration certificates among special persons eligible for financial assistance and termed it a historic step. Interest-free loans of Rs. 27 crores were being provided to 63500 special persons and a scheme of providing wheelchairs, hearing aids and the necessary equipment for such people was being started with Rs. 10 crores, he added.
The CM said special people are an important part of society. Due to the apathy of the previous government, special people faced socio-economic problems, he regretted. Inclusion of special people in the national mainstream is very important and it is the priority of PTI-led government to ensure the economic stability of special persons, he said. Concrete steps have been taken to provide equal opportunities for socio-economic development to special persons, he emphasised. It was an honor to attend the hamqadam program as this event was organized for the welfare of special people who are special to all of us. The Punjab government was actively working for the welfare of the poor and deprived sections of the economy, he added. Under the Punjab Ehsaas Program, improvement in the living standards of the poor and provision of basic necessities of life is being ensured, he added.

Section 10(17) – In the case of persons being Member of Parliament or any State Legislature or of any committee thereof any income by way of daily allowance or any allowance shall not be eligible for exemption when such person opts for section 115BAC.
Section 10(32) – In case, the income of minors is clubbed with the income of the parent under section 64(1A), a sum of Rs.1500 is deducted by virtue of section 10(32). This deduction cannot be claimed by the parent who opts for section 115BAC.
The standard deduction applicable for persons in employment against salary income cannot be claimed when the taxpayer who opts for section 115BAC.

GOVERNMENT PREPARES TO MOVE SQUATTERS - Government is moving on its promise made last year to get squatters at Rock Hall, St Philip, off the “dump” there and on to land across three parishes. While not disclosing when the actual relocations would begin, Minister of Housing George Payne told the House of Assembly yesterday provision was being made for those who illegally built houses at Rock Hall to be moved to Carpenter’s Glade in Parish Land, and Fairy Valley Ridge, both in Christ Church; Dodds Plantation in St Philip, and Chance Hall, St Lucy. Payne said the illegal settlement had created security and health issues, because those people had “built their houses on a dump”. Last October, Prime Minister Mia Amor Mottley announced that her Government would solve the squatting problem in a fair, reasonable and humane manner. (MWN)
VALUATION DISPUTES HOLD UP LAND PAYMENTS – Government is committed to a speedy conclusion to land acquisition payments. This assurance has come from Minister of Housing, Lands and Rural Development George Payne, who was leading the debate on the Land Acquisition Act, Cap 228 in connection with land at Harrismith St Philip, in the House of Assembly today. However, the Minister said that both administrations had been tardy in paying landowners. “We are trying with respect to compensation going forward to ensure as soon as possible after an acquisition that the relevant settlement will be made. I say this because over the years successive governments, not just the former administration, but the Barbados Labour Party when we were in Government too we have been somewhat tardy in paying compensation for persons whose lands we have acquired. However, I would say though that in 50 per cent of these cases the delay or failure of Government to pay has not been any negligence or delinquency on the part of Government.” Payne cited one example where the land owner was demanding way more than the original value of the property. “We have had a recent acquisition by Government where the land owner was disputing a valuation of $4 million dollars but when it came time for the acquisition …We have correspondence for five successive years where this land owner sought to have the land taxes reduced to $2 million but lo and behold Government decides that they are going to acquire the property and we got a valuation for $39 million out of the blue….,” the St Andrew MP lamented. The Minister said he knows of cases, including one involving a relative, where landowners were hard done by. However, he said in most cases the dispute arises when landowners refuse to accept what Government offers.“The public out there sometimes believes that Government purposely decides that they are going to, or rather arbitrarily, take away somebody’s land and then they don’t want to pay. “We have situations where if you go to the lower end – although they might be some justification because I know that my family was a victim of this  – lands which were acquired at 17 cents a square foot and then the same land was sold at $20 a square foot. But in most cases the difficulty or failure of Government to pay compensation is because the land owner has refused to accept the sums which Government has advanced…” (BT)
LOW INCOME MORTGAGE SCHEME SUGGESTED – Deputy Speaker of the House Gline Clarke today called on Minister of Housing, Lands and Rural Development George Payne to put a special mortgage facility in place to assist low income Barbadians to own a piece of the rock. He put forward the idea in Parliament as he joined the debate on a resolution for Government to acquire land in Harrismith, St Philip to carry out housing and tourism development. Calling for a “good housing policy” to be developed to help in the country’s development, Clarke said Government should seriously consider offering no or very low interest rate loans to incentivise low income Barbadians to build their own home. “I am saying to you, we need to put in place a rapid response where persons can get loans at no interest and the Government has to do that. The only body can do that is the Government. Investors will not pull their money,” Clarke told his parliamentary colleagues. Declaring that many people were unable to build a home with their current salaries, Clarke said there were too many working for minimum wages and had children to care for. He said while many people were relying on the Urban Development Corporation and the Rural Development Corporation, these government departments “cannot do all”. “Therefore Government need to come up with a programme of fiscal incentives similar to what was done a couple years ago,” Clarke said. “People were allowed to use the General Workers’ [Housing] Loan Fund to borrow up to $100 000 at very low interest rate. “I am not sure what is the status of the General Workers’ [Housing] Loan Fund today, but the average worker today cannot get a loan. “He might go to the credit union and it might take him forever. “The credit unions do not give loans readily to their members without a struggle, and how much do they get, what about the interest they attract? “The banks again, are very reluctant to give mortgages as well, and if they do you have to do all these things to get adequate loans. “I believe the Minister of Housing must put in place facilities for the ordinary Barbadian to acquire a loan at low interest rates.” He also warned that any development policy should address issues of garbage collection, lighting and the provision of recreational spaces. Minister of Maritime Affairs Kirk Humphrey cried shame on the commercial banking system for not doing more to assist Barbadians to own a home. He said despite high liquidity in the banking system “poor people can’t get money to buy a house but they will loan you money to buy a car”. “We have to make sure that we speak to the banking system, because the truth is that at the end of the day the Government would never be in a position to build as many houses as people need,” said Humphrey. Stating that people in his constituency asked primarily for jobs and housing, he said efforts should be made to “empower” the private sector to build houses, and make sure that “poor people and middle income people have access to the financing system so they can build and pay for their own house”. “I believe, given the liquidity in the banking system and given the fact that there are other pressures on people, we have to look at the way we are talking about these mortgages,” he said, as he declared housing is a necessity. In his contribution, Minister of Youth and Community Empowerment Adrian Forde called for future community developments to have certain features that would impact positively “on every aspect of people’s life”. Forde said: “I believe that every single housing project should have a community park, a home for the elderly and a recreational area for the elderly, and you must be able to talk about the disabled community.” He also suggested that every housing development should consist of “an area or nursery for children”. MAINTENANCE FAILURE COSTLY – With some schools now affected by environmental problems, Minister of Education Santia Bradshaw has flogged Barbados’ overall failure to maintain plant and property. The Leader of Government Business in the House of Assembly said the challenge was not restricted to the education sector and noted, for example, that it would “take a lot of money” to maintain housing and amenities in Government estates. Bradshaw was speaking yesterday as the Lower Chamber debated a resolution for the compulsory acquisition of land at Harrismith, St Philip. “We see it again in the schools. Failure to maintain the plant has now resulted in us having all of these environmental issues,” said the St Michael South East representative. “Same thing in housing; we see what the issue of failing to maintain wells has created . . . for this Government, where we find ourselves in a position where it has taken a tragedy to be able to make people aware of how people live on a daily basis. TALKS ONGOING ABOUT BAJANS STUCK IN CHINA – Officials of the Ministry of Foreign Affairs were still locked in discussions with their Chinese counterparts yesterday regarding Barbadian students stuck in the epicentre of the deadly coronavirus. At least three Barbadian students are in Wuhan, China, which has been on a national shutdown in the wake of the virus outbreak last week.  Alexandria Payne and Jevon Hercules, who was visiting from Xiamen University in another region, are stuck in Payne’s apartment in the city; while a teenager is believed to be held up in his dorm at Wuhan University. On Tuesday, relatives of Payne and Hercules pleaded with authorities to assist the Barbadians to either return home to the island or, at the very least, get out of Wuhan. (MWN)
STRONG QUAKES SHAKE CARIBBEAN – Buildings were evacuated in the Cayman Islands as a strong earthquake with a magnitude of 7.3 triggered fears of a tsunami in the British Overseas territory, Cuba and Jamaica. The USGS reported that the quake occurred at 2:10 pm local time (3:10 p.m. Barbados time) at a depth of 10 kilometres (km). It said the epicentre was located latitude / longitude: 19.315°N / 78.814°W of the Cayman Islands. Residents on the Cayman Islands said that buildings were evacuated. Tremors were felt in several parishes in Jamaica, as well as The Bahamas and Haiti. (MWN)
WRITE THE NOTE – President of the Barbados Association of Retired Persons (BARP) Marilyn Rice-Bowen has urged senior citizens to put measures in place for continuing health care when they fall ill. Rice-Bowen suggested that senior citizens write what she described as “the note”, outlining to their relatives what they want as health care conditions, in addition to beginning the discussion on how the care will be financed. She emphasized that “the note” will not replace the will, which is a legal document, drafted with the assistance of an attorney-at-law. Rice-Bowen said: “You say in the note things like if I am disabled and I am unable to care for myself I want to be placed in, let’s say there is a home called Speakers. I want to be placed in Speakers nursing home. “Currently the cost is, and I have made provisions for that. Now if you have not made provisions for that level of care, you need to be up front with your family so that if they have to pick up the slack, they will know.” As she addressed the topic, BARP’s Role In A Changing Demographic, at the Maurice Byer Polyclinic, St Peter where she delivered remarks to the Men’s Health Group, on Monday, the president advised senior citizens that they cannot expect their relatives to automatically pay for their health care. She said because family members may not be able to pay for their loved ones health care, they sometimes have no choice but to place them in a government-run district hospital. Rice-Bowen said: “Now in the note you will also speak to a caregiver. “You will state in the note, that you can cover the cost of a caregiver for a month or whatever. “But you ought to place in that note how you want to be cared for. “The capacity of your family to manage your care, in the event that you don’t have adequate funds is important, and that is why the note would start a conversation with your family. “It is important that you prepare a note when you are in good health and when you are not angry. “Very often so much time is wasted because nobody knows what to do with you and it gets to that stage. “It isn’t because they don’t care for you but because they don’t know what you want, they don’t know what to do. And very often they come to us but regrettably we cannot finance such care.” (BT)
TRIBUNAL RULES IN FAVOUR OF EMPLOYEE – Seven years after parting ways with the state-owned Rural Development Commission (RDC), a former employee was officially informed today that he was unfairly dismissed by that entity. The decision was handed down by a panel of the Employment Rights Tribunal (ERT) chaired by attorney at law Omari Drakes in the conference room of the Ministry of Labour in Warrens, St Michael. In a summary of the judgment, Drakes told former temporary Field Officer Leo Graham – who was accompanied by his attorney Gregory Nicholls – that the RDC’s failure to renew his contract was unfair. Graham was terminated by a letter dated May 30, 2013. The correspondence advised him that his contract could not be renewed after June 30.  He was given a layoff termination certificate saying his contract had come to an end. The state enterprise later claimed Graham was sent home because another Field Officer who was acting in a senior post had come back in the position in which he was acting. However, supervisor of that department Lloyd Bend disputed the RDC’s contentions during testimony before the tribunal. The tribunal chair also said no evidence was found that the claimant was told he was acting for anybody and referred to the testimony of an RDC officer who stated that Graham should not have been acting for anyone in any case. “In the overall circumstances, there was no factual basis on which the tribunal could find that the respondent complied with Section 39 (4) of the Employment Rights Act. The tribunal must therefore [find] that failure of renewal of contract was unfair,” the ERT chair declared. However, Drakes told the small gathering that comprised only fellow commissioners, the RDC team led by attorney Mitch Codrington, the former employee and his counsel Nicholls and Barbados TODAY, that the tribunal will meet again on March 5 to rule on the remedies. In the meantime, the tribunal head has asked the two sides to collaborate and, if possible, agree by February 11 on the nature of the remedy which the claimant would receive. He told them that if a settlement can be reached it would make for a non-contentious outcome and a speedy decision when the tribunal resumes on March 5. (BT)
POLICE AND INSURANCE COMPANIES CALLED ON TO HELP WEED OUT CULPRITS – The Transport Authority is hoping for greater assistance from the courts as it searches desperately for solutions that will see reckless public service vehicle (PSV) drivers removed from the country’s roads. In an interview, Transport Authority Chairman Ian Estwick disclosed that numerous PSV operators continued to evade attempts to crack down on their negative behaviour. He also blamed owners for failing to exercise due diligence when hiring drivers. But President of the Association of Private Transport Operators (APTO) Kenneth Best has come to the defence of PSV drivers arguing that a host of other individuals and organisations have a role to play in stamping out the issue of bad driving. The two were responding to questions from Barbados TODAY hours after minibus driver Dacian Griffith, who has over 90 convictions, was remanded charged in connection with an incident in which a minibus was captured on security cameras almost striking a pedestrian while overtaking a vehicle on the wrong side of the road. According to Estwick, some PSV workers continue to operate with as many as 162 traffic convictions. He revealed that the authority has been suspending the permits of offending drivers. However current legislation does not allow the regulatory body to pursue drivers directly. “We have been having hearings of infractions against PSVs and in some cases we issue formal warnings and in other cases we have suspended permits for as long as a month. But what we find is that when we suspend the permit for the van owner, the driver just leaves him and gets a job with another owner. “And it seems the new owners never ask why a particular driver is no longer driving for his former boss or anything like that and that is what we are finding. In other words, you would suspend the permits for the owners but the people who are causing the problems are still in the system,” explained Estwick. He however suggested that while authorities seek to tighten current legislation, the courts could use its muscle to force repeat offenders out of the system. “We would be very grateful if the courts could take out a few of them. We would be grateful for any support that the courts can give us,” said Estwick. “Recently, we have also been calling the insurance companies to let them know that we do not consider certain drivers to be fit to operate a PSV,” he added. Estwick further revealed the authority is actively working with APTO and the Alliance Owners of Public Transportation (AOPT) to make key legislative changes in the interest of safety but complained that too many PSV owners were continuing to assist deviant drivers by hiring them despite their troubling traffic records. “I have heard about one operator that has as many as 162 traffic convictions and as long as the owners tolerate that sort of nonsense, it is not going to get any better. “There are people out there who are unemployed and have told me they would like to drive a PSV but they want nothing to do with the environment in which they are operating. So there is no shortage, it’s just that some owners are comfortable because these fellows hustle and bring money for the owners so they are quite content with that arrangement,” he said. Meanwhile, APTO president Kenneth Best acknowledged that owners have a major role to play in stamping out deviance throughout the transport sector. He also called for more cooperation from insurance companies and the police. “There are a lot of factors that have to be taken into account. John public also needs to help owners. If a driver is driving badly, you have a right to stop the bus and get out. If they don’t do that, then the drivers will feel they have the right to continue doing these things. Everybody has to play their part in the transportation industry, not only the owners,” he said. With regard to the most recently publicised case, Best argued that it is unclear whether the accused’s 90 offences were traffic cases or criminal cases. “It never said that his convictions were traffic offences… so you can’t just say it’s for traffic convictions. It all boils down to the nature of the convictions because some people who are now drivers would have moved from becoming conductors and their conviction card is still there,” said the PSV official. “The bad driving does not only come from PSVs,” Best added. “It comes from nearly every person who drives on the road and you see it every day, but because PSVs are the hot subject, the media houses want to carry it.” (BT)
GUARD STEALS CELL PHONE – A security guard who stole a cellular phone at a business where he was stationed has been placed on a bond for a year. If Shavon Lamar Welch Chery, of Sugar Hill, St Joseph breaches the order imposed by Magistrate Kristie Cuffy-Sargeant he will have to pay the court $1,500 forthwith or spend three months in prison. The first time offender also has one month to compensate the complainant, Linda Bourne, $800 for stealing her device on January 25. Officer Victoria Taitt who outlined the facts said Bourne entered Sol Service Station located at Collymore Rock around 3 p.m. She put the phone down while shopping in the pastries area and forgot it there when she went to the cash register. At the same time Chery was observing the shopper and watched as she left the establishment leaving the device behind. He then took it up, went into the bathroom on the outside and attempted to unlock it. He was unsuccessful and in an attempt to conceal the phone threw it on the roof. Bourne in realising that the device was missing reported the matter to the police. The CCTV footage at the service station showed Chery taking up the item, placing it in his pants pocket before exiting. The phone was retrieved with the use of a ladder. It was damaged. The prosecutor said when Chery was detained he expressed remorse for his action and apologised to Bourne. In mitigating on his behalf attorney-at-law Kaviar Callendar told the magistrate his client was not known to the court, was remorseful and had made a mistake. However, Cuffy-Sargeant stated that based on the facts the accused’s actions were preconceived. “He did not keep the complainant under observation because he thought she was about to commit a crime, but because he intended to commit an illegal act.” The judicial officer added: “He had an ulterior motive and he is a security guard, so the guard needs watching. He took the complainant’s phone and then threw it on the roof, his intention was clear from the get go. He panicked because he could not get it opened.” She then handed down sentence but said if Chery serves the bond “successfully” his record will be “kept clean”. Chery will reappear in the District ‘A’ Magistrates’ Court on February 28 in relation to the $800 compensation for the phone. If he fails to pay the amount he will spend one month in prison.(BT)
GUYANESE ADMITS TO FRAUD – Moves to obtain a Barbados identification card through fraudulent means landed a Guyanese national before the law court yesterday. Collin Dwayne Mentore, 30, who lives at Belfield Land, Black Rock, St Michael pleaded guilty to trying to dishonestly obtain the ID card from the Barbados Electoral and Boundaries Commission on January 22 in the name of Shawn Alexandra Davis by presenting a Barbados birth certificate in that name and falsely representing that he was Davis. He also admitted to having the birth certificate when he was not at his place of abode on January 24. Mentore visited the commission on January 22 seeking to obtain the ID card by presenting the certificate. But a check of the records by the registering officer showed that the photograph registered in the department’s system was not the same. The officer who became suspicious reported the matter to the deputy chief electoral officer who notified the police. However when lawmen arrived Mentore had already left. However, he returned two days later to pick up the ID and was arrested. The fraudulent certificate was found in his possession, prosecutor Victoria Taitt said in outlining the facts. On being questioned by police Mentore claimed that he received the certificate from a friend by the name of Shawn Davis. He went on to explain that it was his intention to obtain the ID card in order to apply for a Barbados passport so he could travel to Canada for work without having to apply for a Canadian visa. He further claimed it was harder for a Guyanese to get such a visa and hence his reason for attempting the fraudulent act. After his attorney-at-law Samuel Legay mitigated on his behalf, Mentore who is in the country legally, was placed on a bond for a year for attempting to obtain the ID card through fraudulent means. If he breaches the order imposed by Magistrate Kristie Cuffy-Sargeant he will spend three months in prison. For possession of the false birth certificate he was reprimanded and discharged. No conviction will be record against him if he serves the bond successfully. (BT)
HIKE IN DRUG ADDICTS – Drug addiction is on the rise, the chairman of the Substance Abuse Foundation Peter Boos has declared. “While the work we do is powerful, addiction is a growing reality and we are seeing this force manifesting in our children, families, friends and society at large,” he told a fundraiser on Saturday night. “And this force is becoming even more destructive and pervasive through the complexity of substances being sold to vulnerable people. It’s a global nightmare.” The problem is so rampant, the SAF head insisted, that each person can identify with the pain and suffering addiction causes. Boos said: “I am confident that every single person in this room has some connection to an addiction story. “You, therefore, understand how hurtful and destructive substance abuse addiction is to each of us and our communities.” Boos said that the recovery work done at the SAF’s Verdun House and Marina House treatment facilities must be supported by an “on-going recovery process”. He said: “Recovering from addiction is a very difficult proposition and sadly sometimes impossible. “Our view is that every life is worth saving and that no one is beyond help and hope. Our experiences over 20 years prove it. “Recovery which starts at Verdun House and Marina House but is not sustainable outside of those two special facilities if our communities are not part of the on-going recovery process.” The SAF chairman made the remarks at Renew – A Charity Fundraising Concert held on Saturday at the Frank Collymore Hall. He urged all Barbadians to get on board and lend a hand to the cause of battling addiction. Boos said: “I want to appeal to you to continue to support us, not just with your money, but with your compassionate hearts and in all your thinking and communications. Keep informed and engaged with our work.” The function, which was held as part of Verdun House’s 20th-anniversary celebrations, was to honour founding visionaries Desmond Nicholls, Harold Hoyte and Mousa Abraham Moses. FOUNDATION’S DOUBLE STRIKE – The Christ Church Foundation School created volleyball history when the Massy Stores Schools’ League finals climaxed on Monday at the Wildey Gymnasium. Playing in front of a large crowd of supporting students and family, Foundation won their first Under-19 girls’ title and then the boys repeated to give the school their first double crown in that age group. Coach Fernando Skeete said the school’s sixth form status was key in their historic achievement.  “In previous years, we would train volleyballers to a particular skill level, but lose them as they pursued a higher level of education and we would often lose to BCC [Barbados Community College],” he said. “Becoming a sixth form institution helped us to not only keep many of our players but we also attracted players from other schools.” (MWN)

From a street vendor to a multi crore company: Bhavesh Bhatia's story
Bhavesh Bhatia was not born blind, but had little vision while growing up. Born with retina muscular deterioration, he always knew that his sight would only get worse with time. But when, at 23, his eyes finally decided to give up on him, no amount of preparation could have predicted the gloom that was to come.
He was working as a hotel manager and scrambling to save money for his mother’s treatment, who was suffering from cancer. His desperation to save his mother stemmed from more than filial love. She was the backbone of his existence, providing the support he so badly needed to navigate life with his disability.
Bhavesh, 45, recalls, “I used to be badly bullied in school. One day I came home and told her that I wouldn’t go back from the next day. Everyone ganged up to taunt me with chants of ‘Blind boy, blind boy.’ Instead of forcing me, or worse giving in to my demands, she gently stroked my hair and told me that the boys were not cruel. They want to be my friend, but are thrown by how different I am. She told me that bullying was their way of getting my attention. I had a hard time believing her but did as she told me to. Next day instead of treating with them with the hostility they deserved, I approached my bullies with an offer of friendship. We became friends for life.”
He continues, “It is this early life lesson that has been my guiding principle in business as well. My poverty and disability have created insurmountable challenges for me. But her wisdom has lead me to make the right decisions.”
So, when faced with losing his mother, losing his eyesight too was a devastating blow. He was fired from his job. His father had already extinguished all their savings on his mother’s treatment. Without a job, and no employment prospects to boot, they couldn’t afford to give her the care she needed. She passed away soon after.
“I was bereft without her,” says Bhavesh. “She was not very educated herself, but worked tirelessly to make sure that I was. I could not read the blackboard. She would pore over my lessons with me for hours- a practice she continued till my post-graduation.” Bhavesh wanted to make something worthwhile of himself for her. That she would pass away when he was just getting started felt like the world’s greatest injustice.
Though the loss of his mother, his eyesight and his job wracked him with grief, he found solace in what Bhavesh says is, ‘The best advice I’ve ever received,’ given, unsurprisingly, by his mother. “She told me ‘So what if you cannot see the world? Do something so that the World will see you.’ ”Instead of wallowing in self-pity, Bhavesh set off in search of that elusive ‘something’ which would make the world see him.
That thing was not hard to find. “Since childhood I was interested in creating things with my hands. I used to make kites, experiment with clay, shape toys and figurines, etc. I decided to dabble with candle making because it allowed me to harness my sense of shape and smell. But mostly because I am, and always have been, attracted towards Light,” says Bhavesh.
With no resources, except for a burning passion, Bhavesh had little idea on how to get started. “I took training from National Association for the Blind (Mumbai) in 1999. Over there they taught me how to make plain candle,” he recounts. “I wanted to play around with colours, scents and shapes, but dyes and scents were beyond my budget.” So he would make candles all night long and sell them from a cart, standing at a corner of his local market in Mahabaleshwar. “The cart belonged to a friend and he let me use it for rupees fifty a day. Every day I would set aside twenty five rupees to buy my supplies for the next haul.” It was a lonely and backbreaking mode of survival. “But at least I was doing what I loved,” says Bhavesh, firmly repudiating any expressions of sympathy
Then one day, out of the blue, things started looking up. It began when a lady came by his cart to purchase candles. He was struck by her gentle manner and lively laughter .They struck up a friendship on the spot, conversing for hours. I would say it was love at first sight. But, sans the sight, the description doesn't hold water. It was a more a connection between kindred souls.
Her name was Neeta and Bhavesh became determined to marry her. She felt the same way, returning to his cart every day to talk and reminisce about their life together. Neeta faced backlash from her home for her decision to marry a penniless, blind candle maker. But she was firm and the two soon embarked on a shared life, living in his small home in the beautiful hill station town of Mahabaleshwar.
Neeta was a relentless optimist. Since he could not afford to buy new containers, Bhavesh used to melt the wax in the same utensils that he cooked food in. He worried that this would offend his wife. But she laughed his concerns off, procured a two wheeler so she could ferry her husband around town selling his candles and later, as their circumstances improved, even learnt how to drive a van so she could accommodate the larger quantities of candles that they were now dealing with. “She is the light of my life,” smiles Bhavesh.
That is not to say that his struggles became any easier once Neeta came into his life. But now that he had a comrade to share the burden with, the load did not seem quite as heavy. “Sighted people were not ready to accept that a blind person could stand on his own feet. One time some miscreants pulled all my candles from the cart and threw it in the gutter. Whenever I used to go around asking for help, I was told to my face, ‘You are blind. What good can you do?’ I tried to get guidance from professional candle manufacturers and other institutes. But no one helped me.” While loan requests earned him outright rejections, even simple non-monetary requests were met with hostile reactions. He wanted to know from experts advice on candle manufacturing, but received derision and scorn.
“So I would go with my wife to malls and tried to touch and feel the different varieties of the overpriced candles displayed there,” recalls Bhavesh. Based on what his senses could accrue, and basing the rest on his talents of hustling and creativity, he tried for a greater variety in his creations. The turning point came when he was granted a loan of fifteen thousand rupees from Satara Bank, where NAB had a special scheme for blind people. “With this we purchased fifteen kilos of wax, two dyes and a hand cart for fifty rupees,” says Bhavesh on what would go on to become a multi crore business, with prestigious corporate clients from all over the country and the world and a dedicated team of two hundred employees-all of whom are visually impaired.
Bhavesh shares, “Now that I look back, I realize that the reason so many people turned me away when I asked for a loan was because the way the world does business is ruthless. Everyone thinks with their mind and not their heart. I have come to realize that the only way to run a successful business is to think with your heart in the equation. It will take time. A lot of time. Untold sacrifice and hard work. But if you are doing what your heart tells you to do, you will achieve what you set out to achieve.”
Once upon a time Bhavesh used to painstakingly set aside twenty five rupees a day to purchase wax for the next day’s candle stock. Today Sunrise Candles uses twenty five tonnes of wax a day to manufacture their 9000 designs of plain, scented and aromatherapy candles. They purchase their wax from UK. Their clientsare Reliance Industries, Ranbaxy, Big Bazar, Naroda Industries and Rotary Club, to name a few.
On his decision to employ the visually challenged to run Sunrise Candles, Bhavesh says, “We train blind people so that they can understand the work and not just help us at our unit, but some day go back home to set up their own business.” While he likes to concentrate on the creative aspects of the firm, Neeta takes care of the administrative duties of the enterprise. She also imparts vocational training to blind girls, aiding them into becoming self-sufficient.

Unity, Resilience, Solidarity Budget 2020: Here's how much S'pore households will be getting (and when) to help tide through the Covid-19 crisis

Three days after Prime Minister Lee Hsien Loong announced elevated “circuit breaker” measures to contain the Covid-19 spread in Singapore, Deputy Prime Minister and Finance Minister Heng Swee Keat unveiled yet another supplementary budget today (April 6, 2020) to help Singapore families and companies deal with what he described as an unprecedented, generational crisis.
Dubbed the Solidarity Budget, these additional measures will cost $5.1 billion, and expands on measures already introduced in the Unity Budget ($6.4 billion) and Resilience Budget ($48.4 billion).
To help you make sense of all the announcements made within a short span of 7 week, here’s a consolidated look at all the various forms of support Singaporeans can look forward to as they deal with the ongoing financial impact of Covid-19 on the economy and their livelihoods.
#1 Care and support – Cash, Passion Card Top-up, Solidarity payment
To give Singaporeans assurance and support on their household expenses during this time of extraordinary economic uncertainty, the government announced and enhanced cash payouts during each of the Budgets.
The Care and Support – Cash provides between $300 to $900 to all Singaporeans aged 21 and above, depending on their annual income, with payments to be made by June 2020.
To help Singaporeans cope with the “Circuit Breaker”, a cash payout of $600 will be made by April 14, 2020, if your bank account details were provided to the government. This consists of the first $300 payout from the Care and Support – Cash and an additional $300 one-off Solidarity Payment.
In addition, each Singaporean parent with at least one Singaporean child aged 20 and below will receive Additional Enhanced Care and Support – Cash of $300.
Finally, with the conversion of the Passion Card Top-up to a cash payment, Singaporeans aged 50 and above in 2020 will receive an additional $100.
In total, Singaporeans will receive between $600 to $1,600 from these cash payments. This table summarises the quantum and timeline of these cash payments.
#2 Workfare Special Payment
Workfare is an important scheme that provides income supplements to lower-earning Singaporean workers or self-employed persons above the age of 35 as well as persons with disabilities who meet the Workfare criteria.
For those who are receiving Workfare in 2019, Budget 2020 provides for a Workfare Special Payment of $3,000, paid over two equal payments in July and Oct 2020.
#3 Grocery Vouchers
To help the needy with their daily necessities, Singaporeans aged 21 years and above who live in 1-room and 2-room HDB flats and don’t own more than one property will receive $300 in Grocery Vouchers in 2020 and an additional $100 in 2021.
These vouchers can be spent at participating supermarkets, which to-date includes NTUC FairPrice, Giant and Sheng Siong. Vouchers for 2020 will be given out in Oct and Dec 2020, with more details being announced at a later date.
#4 GST Voucher – U-Save Special Payment
The GST Voucher is a permanent scheme to help Singaporeans living in HDB flats cope with the rising cost of living. It consists of a three components: A Cash payout, U-Save rebates (to offset utility bills), and MediSave top-ups.
For FY2020 (covering April 2020 to March 2021), all eligible HDB households will receive double what they usually receive from GST Voucher – U-Save, in the form of a one-off GST Voucher – U-Save Special Payment.
Larger households with 5 or more members will receive additional rebate of 0.5 times their regular GST Voucher – U-Save rebate.
In total, each Singaporean household will be receiving between $480 to $1,000 worth of GST Voucher – U-Save rebates, which will be credited in April 2020, July 2020, Oct 2020 and Jan 2021.
Additional amounts from GST Voucher – U-Save Special Payment will credited in April and July 2020, while larger households will receive their additional rebates in Oct 2020 and Jan 2021.
#5 Service and Conservancy Charges Rebate
Singaporean households living in HDB flats, and do not have any family members owning private property, and have not rented out their entire flats, will receive Service and Conservancy Charges (S&CC) Rebates in FY2020 (covering April 2020 to March 2021).
These rebates will range between 1.5 months to 3.5 months worth of S&CC charges and be made over 4 quarters, which also correspond to the GSV Voucher – U-Save crediting months of April 2020, July 2020, October 2020 and January 2021.
#6 Self-Employed Person Income Relief Scheme (SIRS)
Self-employed persons and freelancers were particularly hard-hit by the Covid-19 crisis, which includes among their ranks taxi driver, hawkers, freelance creatives, property agents and tuition teachers.
This includes Singaporeans who derive a small income from employment, but whose loss of side hustle had a big impact on their earnings.
To help them cushion the blow, the Self-Employed Person Income Relief Scheme (SIRS) was introduced to provide cash payouts of $9,000 over 9 months.

After expansion of criteria, some 100,000 self-employed persons will automatically be eligible for SIRS, and will receive 3 payments of $3,000 in May 2020, July 2020, and Oct 2020.
#7 Temporary Relief Fund, Covid-19 Support Grant, Financial Assistance
The government recognises that some Singaporeans may need immediate support, before the comprehensive set of cash payments, rebates and vouchers kick-in.
Towards this end, a Temporary Relief Fund was set-up to provide a one-off $500 cash financial support to lower- to middle-income Singaporeans who faced job loss or income loss of at least 30 per cent during the Covid-19 crisis. Applications can be made online between 9am to 6pm daily from now till April 30, 2020.
Further, a Covid-19 Support Grant will be set-up to provide financial support while those who lost their jobs as a result of Covid-19 find new work or attend training.
Applications for the grant can be made at the nearest Social Service Office between May 2020 and Sept 2020, with successful applicants receiving $800 in cash over 3 months.
Lastly, for those who still require further assistance on top of what is already highlighted, can approach community Self-Help Groups (SHG) and Community Development Councils (CDC), who have been provided with additional funding from the government to scale up their assistance to vulnerable Singaporeans.
Unprecedented Budget(s) for an extraordinary challenge
The above measures are direct financial support provided to individual Singaporean and PRs, and their households.
The government has also provided extensive support to help companies retain and retrain their staff, including an unprecedented subsidy of 75 per cent of the first $4,600 of wages of all 1.9 million Singaporean and PR workers in April, and further wage subsidies in the months to come.
There has also been other relief measures for SMEs to help manage their cashflow and provide additional financing.
From a legislation perspective, the Ministry of Law has also loosened the contractual obligations of companies affected by Covid-19, and the Monetary Authority of Singapore has introduced flexibility in loan and insurance premium payments.
The government has stated that it will continue to monitor the situation closely, and be ready to provide further support, should it be necessary.

DIGITAL SOLUTION FOR THE ELIMINATION OF
PATWAR CULTURE HAS BEEN DEVISED- USMAN BUZDAR
LAHORE, December 02:        
                 PTI’s ticket-holder and assembly members held meetings with Chief Minister Punjab Sardar Usman Buzdar at his office here on Monday and discussed matters of mutual interest. Talking on this occasion, the chief minister reiterated that the promise of changing archaic patwar culture will be fulfilled through Punjab Land Record Authority. Punjab government has devised the digital solution of patwar culture and the service-level agreement between Punjab Land Record Authority and banks is an important milestone in this regard. He said that banks and other development finance institutions have been given a secure link of central database of digital land record. Now, the farmers and other traders would easily get loans after banks’ verification. The banks would complete loan process after necessary verification of relevant documents and facility of providing print of ownership deed would be available at authorized branches of banks, he added. He said that digitalization of centuries’ old revenue system will leave lasting impact. One crore pages of revenue record of 55 lac land owners have been secured through digitalization and the record of 23 thousand revenue status can be checked online any moment. He said that digitalization of revenue record will also help to ease burden on courts along with decreasing disputes.
                 Usman Buzdar said that overseas Pakistanis would also be able to benefit from land record services from abroad. He added that special counters will be set up at Pakistani embassies in USA, UK, UAE and Saudi Arabia. He said that record of owners of commercial and residential flats in multi-storey buildings will also be compiled. 115 land record centers and 20 mobile van projects are being completed soon with an amount of Rs.2 billion in the province, he added. Usman Buzdar maintained that change is being brought in the province speedily adding that slogans of changing patwar culture were heard in the past but it was not improved. With the grace of Allah Almighty, PTI government will change patwar culture, he added. Those who called on the chief minister included Aamir Dogar MNA, MPAs Ghazanfar Abbas, Khan Sher Akbar Khan, Kh. Muhammad Daud Sulemani, Showana Bashir, Sabeen Gul Khan and PTI ticket-holder Abrar-ul-Haq. Chief Whip Syed Abbas Ali Shah and others were also present on this occasion.

MURAD RAAS CALLS ON CM PUNJAB
LAHORE, December 02:        
                  Provincial Minister Schools Education Murad Raas called on Chief Minister Punjab Sardar Usman Buzdar at his office here on Monday. Talking on this occasion, the chief minister regretted that education sector was not given importance during the last seven decades adding that new generation will be given a secure future through educational investment. He added that primary level education will be imparted in Urdu language through ‘the new deal’ adding that far-reaching educational reforms are being introduced through this policy. The government is giving full attention to plug in educational drawbacks. Insaf Afternoon School programme is an innovative scheme to educate out-of-school children, he added. He said that 100 more schools are being established for such children and further said that Insaf Afternoon School programme will prove harbinger of real change. Every possible effort will be made for the promotion of education as educating the children is the responsibility of the government. The revolutionary steps taken in education sector will lay the foundation of a new Pakistan. Meanwhile, the educational syllabus is being synchronized with the new requirements, he added.
CM takes notice of balloon cylinder blast: Chief Minister Usman Buzdar has sought a report from district administration Lahore about blast of balloon cylinder in Liaqatabad area. He extended sympathies to the bereaved heirs and directed to provide best healthcare facilities to the injured.
CM condoles of Pakistanis in Jordan: Chief Minister Usman Buzdar has condoled the death of Pakistani citizens due to fire in Jordan and extended sympathies to the bereaved heirs. He also prayed for early recovery of the injured.
CM message on International Day of Persons with Disabilities: Chief Minister Usman Buzdar has said that protection of rights of persons with disabilities is a collective responsibility adding that every segment of the society should play its role in this regard. In his message, the chief minister said that special persons are also filled with the passion of serving the nation and they have proved their mettle in every field by exhibiting their abilities and talents. The persons with disabilities can be made a useful organ of the society through the provision of best possible facilities of education and training. Punjab government has provided 14 new buses for the education of special children with an amount of Rs.9 crore. Four new special education centers have been established while eight others have been upgraded, he added. He said that standard of educational and training facilities in special education centers is improved and implementation on job quota of special persons is also being ensured. Provision of equal opportunities to the special persons show a healthy side of the society and purpose of celebrating this day is to create awareness about the rights of persons with disabilities, the chief minister concluded.

CM CONDOLES DEATH OF MOTHER OF SARFRAZ KHOKHAR

Chief Minister Punjab Sardar Usman Buzdar went to the residence of Sarfraz Khokhar MPA at Shahpur and expressed deep sense of sorrow and grief over the sad demise of his mother. He extended heartfelt sympathies and condolences to the bereaved family and offered Fateha for the departed soul.
