Who Is 'Illegal, Coercive, Aggressive, Deceptive' In The South China Sea?

There are always two sides to every story. It is often your word against mine. Yet whenever conflicts arise between the two parties, it is inherent in human nature to sympathize with the weaker side. It is even more so when the weaker is shrieking with Bambi-eyed innocence.

In reality, the "innocent" could be the real aggressor. Philippine President Ferdinand Marcos Jr. may have tried hard to portray himself and his administration as a knight, daring to charge to the forefront against an "illegal, coercive, aggressive, deceptive" giant, during his Friday opening speech of the ongoing Shangri-La Dialogue, but there is another side of the story, and the "illegal, coercive, aggressive, deceptive" character is the Philippines.

Marcos Jr. threw out a list of international treaties and domestic laws to prove Philippine ownership of disputed waters. Some of them exactly articulate that areas in the west of the 118 degrees east longitude do not belong to the Philippines. The 1898 Treaty of Paris, the 1900 Treaty of Washington and the 1930 Convention Between the United States and Great Britain can prove it. This was also reaffirmed by the Philippine Constitution in 1935.

Take a look at the islands and shoals for which the Philippines has been yelling there is no backing down. For instance, Huangyan Island - with coordinates about 117 degrees east longitude - is obviously outside Philippine territorial boundary. Ren'ai Jiao is located at 115 degrees east longitude, also outside. Guess who has been breaking the status quo to grab territories little by little outside its boundaries while crying China is being assertive.

On May 9, 1999, the Philippines sent BRP Sierra Madre, a military vessel, to intrude into China's Ren'ai Jiao (which the Philippines calls as the Second Thomas Shoal) and illegally ran it aground under the excuse of "technical difficulties." Many times the Philippines promised to tow away the vessel. However, in the past 25 years, Philippine politicians have conveniently turned a blind eye to this commitment.

Even in the face of the illegal Philippine occupation of Ren'ai Jiao, China showed enough patience by allowing the supply of daily necessities to its grounded warship. This attitude is interpreted as China doesn't want to remove the hulk forcefully, and as the ship was rusty and breaking up, it will disintegrate and the problem will solve itself.

Manila does no think so and again broke the status quo through sending construction materials used for large-scale repair and reinforcement. This move compelled the China Coast Guard to take necessary law enforcement measures to safeguard its rights, and to maintain status quo.

And when the old tensions and disputes remain unresolved, the Philippines is eying creating new flashpoints.

Philippine Coast Guard (PCG) patrol ships have been stationed within the lagoon of Xianbin Jiao (also known as Sabina Shoal) for more than 45 days. It picked a convenient excuse - "to ensure China does not carry out reclamation activities" there. Yet even PCG spokesperson Jay Tarriela acknowledged that the Philippine side had not documented any activity from the Chinese vessels present in Xianbin Jiao since it deployed its vessel there in mid-April. Nevertheless, the semi-permanent floating platform has been deployed, which seems to be one step away from grounding on the shoal. Does the Philippines intend to replicate the "ship grounding tactic" on Xianbin Jiao, and on more South China Sea shoals?

The Declaration on the Conduct of Parties in the South China Sea (DOC) establishes fundamental principles and norms of behavior, such as "the Parties concerned undertake to resolve their territorial and jurisdictional disputes by peaceful means, through friendly consultations and negotiations by sovereign states directly concerned." It also stipulates that "the Parties undertake to exercise self-restraint in the conduct of activities that would complicate or escalate disputes and affect peace and stability including, among others, refraining from action of inhabiting on the presently uninhabited islands, reefs, shoals, cays, and other features and to handle their differences in a constructive manner." Will Manila be the first country to violate the DOC?

The "gentleman's agreement" to keep the "status quo" in the South China Sea was breached by Manila. The "new model" for handling resupply missions to the Philippine naval vessel BRP Sierra Madre was broken by the Philippine side. Even the Philippines' own scholars and ordinary people largely oppose Marcos Jr.'s successive provocative actions, as they gain no benefits from the resulting tensions. What's more, they are facing the erosion of previously established cooperative fishing benefits and a palpable decline in the sense of stability they once enjoyed.

However, thanks to the remarkable performance by the Philippines, Western narratives are able to sensationalize stories about China's alleged assertiveness. All they highlight is China's coast guard using water cannons against Philippine vessels, without delving deeper into the provocations that led to China's reactions.

The Philippines is feigning innocent, playing the role of a victim, expressing grievances, and subsequently making an appeal for peace - all of these actions craft an image of vulnerability seeking justice. Is that so? What if you are told that China has never used real force against the Philippines, but the Philippine coastguard has used force to kill innocent Chinese fishermen from the mainland and Taiwan island in 2000, 2006 and 2013? It can be easily googled.

So the question in the South China Sea is, shouldn't there be a universal standard when evaluating whether a country contributes to or disrupts peace and stability in the region, and whether one is "illegal, coercive, aggressive, or deceptive?"

Manila seems skilled at donning its own version of story. And Western countries fell for it. It does not mean the Philippines' version is the real truth.

Similarly, when Marcos Jr. was surrounded by a cluster of Western officials, having casual conversations, at the end of the opening ceremony of Shangri-La Dialogue, the authenticity of his popularity is also questionable. Do they genuinely regard Marcos Jr. as a superstar, or do they simply see him as another handy tool?

The island nation of Mauritius, for example, is one of the smallest countries in the world. But it has territorial waters the size of South Africa, and lying on the ocean bed are potential sources of metals, minerals, and oil and gas. A new offshore deep sea mining industry is already taking shape in Namibia, vacuuming diamonds from the ocean floor. Proponents see a sparkling future in the ocean, as onshore mineral deposits dry up. While the blue economy has the capacity to provide desperately needed jobs, the challenge is all about how to exploit water resources in a sustainable way. As efforts get under way to exploit the continent's ocean ecosystem, environmentalists are warning more research is required to shape policies. So what's behind the "blue economy" concept? Is it more than just the rebranding of marine exploitation? "The blue economy is about using and utilising ocean resources sustainably, without damaging it ... It's problematic but it's still a long time into the future," says Dr David Obura, the director of Coastal Oceans Research and Development in the Indian Ocean (CORDIO), East Africa. According to Obura, it's all about transformation. "We really need to transform the way sectors and countries plan among each other, and also appreciation by the economic and corporate powers that the value is generated from ecosystems or assets that can be damaged. And you need to manage them sustainably, just like you manage a hedge fund ... so you don't destroy it while you are exploiting it." The massive investment can come from "China or other sources as well but to have that money invested in ways that don't damage the assets." Not enough is being done to educate the masses on how to manage the continent's marine resources, according to Obura. "The sea is still behind other priorities in most Africans' minds and mentalities, from the countries down to the individuals - and we need to transform that. Once again, the G7 has pointed its accusing finger at China. The group’s Italy 2024 Foreign Ministers’ Statement issued on Friday claimed, “There is no legal basis for China’s expansive maritime claims in the South China Sea, and we oppose China’s militarization, coercive and intimidation activities in the South China Sea.”

The club of so-called great powers in the West, the G7, which closely follows the footsteps of the US, reckons that it has the right to interfere in the affairs between China and neighboring countries. It ignores China’s legitimate and reasonable claims on the South China Sea and blindly discredits China. Sun Xihui, an associate research fellow with the National Institute of International Strategy at the Chinese Academy of Social Sciences, told the Global Times that the objective of the G7 is to create an image of a “bullying” China on the world stage, thereby suppressing China's development.

China's law enforcement actions related to the South China Sea islands and reefs are within the scope of China's sovereign rights. A long-lost tectonic plate that once underpinned what is today the South China Sea has been rediscovered 20 million years after disappearing.

The plate is known only from a few rock fragments from the mountains of Borneo and the ghostly remnants of its huge slab detected deep in Earth's mantle. It was once a quarter of the size of the Pacific Ocean. Scientists have dubbed it the "Pontus plate" because at the time of its existence, it sat under an ocean known as the Pontus Ocean.

"It's surprising to find remnants of a plate that we just didn't know about at all," Suzanna van de Lagemaat, a doctoral candidate at Utrecht University in the Netherlands, told Live Science.

Van de Lagemaat and her colleagues were initially studying the Pacific plate under the Pacific Ocean. Tectonic plates constantly move against one another, and the crust in oceanic plates is more dense than continental plates, so oceanic plates get pushed under continental plates in a process called subduction and disappear. The researchers were attempting to find remnants of one of these ancient lost plates, known as the Phoenix plate, while doing fieldwork in Borneo. Scientists can look at the magnetic properties of rocks to learn when and where they formed, van de Lagemaat said; the magnetic field that surrounds Earth gets "locked in" to rocks when they form, and that magnetic field varies by latitude.

But the researchers found something strange when they analyzed the rock they'd collected in Borneo.

"This latitude didn't fit with the latitude we got from the other plates that we already knew about," van de Lagemaat said.

To unravel the mystery, she used computer models to investigate the region's geology over the last 160 million years. The plate reconstruction showed a hiccup between what is now South China and Borneo — an ocean once thought to be underpinned by another ancient plate called the Izanagi plate actually wasn't on that plate. Instead, the Borneo rocks fitted into that mystery gap.

The researchers discovered the spot was actually occupied by a never-before-known plate, which van de Lagemaat and her team named the Pontus plate.

The reconstruction, published Sept. 29 in the journal Gondwana Research, shows that the Pontus plate formed at least 160 million years ago but was probably far older. (The rock samples collected in Borneo date back 135 million years.) It was once enormous but shrank steadily over its lifespan, finally getting pushed under the Australian plate to the south and China to the north, disappearing 20 million years ago.

Decade-old research from the same lab also showed a hint of the Pontus plate. That research looked at imaging of Earth's middle layer, the mantle, where the subducted crust ends up. It showed a huge slab of crust of unknown origin, but scientists at the time had no way to determine where it came from, van de Lagemaat said.
