Reuters: Interpol issues arrest warrant for Angola's Isabel dos Santos, Lusa reports
LISBON, Nov 18 (Reuters) - Global police agency Interpol has issued an international arrest warrant for Angolan billionaire and daughter of the country's former president Isabel dos Santos, Portugal's Lusa news agency reported on Friday.
According to Lusa, citing an official document, the INTERPOL warrant was issued after Angola's public prosecutors requested the agency to "locate, arrest" and extradite dos Santos.
INTERPOL and the public prosecutors did not immediately reply to Reuters' requests for comment.
Lusa, citing the same document, said dos Santos, 49, was wanted for various crimes, including alleged embezzlement, fraud, influence peddling and money laundering.
She has faced corruption accusations for years, including allegations by Angola in 2020 that she and her husband had steered $1 billion in state funds to companies in which they held stakes during her father's presidency, including oil giant Sonangol.
She has repeatedly denied any wrongdoing.

According to Lusa, the arrest warrant mentions the businesswoman is often in Portugal, the United Kingdom and the United Arab Emirates.
Dos Santos' father, Jose Eduardo dos Santos, died in July this year and ruled Angola for almost four decades until 2017.

Total’s 'Disappointment' with Angola LNG adds to output gap
Angola LNG, a $10 billion LNG plant halted in April due to a leak, has proved to be a disappointment for Total. “The real concern is that we are at least one year late and even much more than that in terms of start of production,” Yves-Louis Darricarrere, head of upstream, said in an interview. Angola LNG, which produces the super-chilled fuel for spot deliveries to destinations from South Korea to Brazil, is expected to restart in the middle of next year. The plant has experienced halts since production started last June after an 18 month delay caused by several fires and accidents. Total, with a 13.6% stake, is “missing” about 25,000 boepd in natural gas due to the halt, Darricarrere said. “It’s a disappointment, but at the same time for us it’s marginal.” The French company has sent experts to the site, he said. The halt adds to output gaps this year for Total at Kashagan in Kazakhstan, where leaky pipelines must be replaced, and the loss of a concession in Abu Dhabi. The company targets increased production over the coming years, a goal that will be helped by the start of production at the Clov field off Angola in June, 2014. Angola LNG was running at about 50% of planned capacity before the latest incident because the composition of the plant’s associated gas supply required additional equipment, Chevron, the operator and largest shareholder, has said. The April incident took place during the commissioning and testing phase as part of a ramp up to full LNG production. Chevron holds 36.4% of the project, with Sonangol EP owning 22.8%. ABOUT THE BOOK:
Silvestre Cassa Iombo started working in the Oil Industry in 2001, after completing his training in Petroleum Engineering on December 21, 2001. In 2002, he joined SONANGOL as a trainee production engineer in the SONANGOL Production Department. As a trainee production engineer he developed a production control spreadsheet for the Girassol field. During his time at Total, he learned how to monitor well performance, equipment installation procedures, and project schedule control. After completion of internship, internship in Block 17, wrote an article about Block 17 Operations and challenges of Project Dália. In July 2003, he benefited from a petroleum process course and joined the TOTAL studies department to carry out gas field studies in Qatar using PROII and OLGA2000 software.
Upon completion of the studies he wrote a technical document entitled “High Pressure Studies”. He also carried out studies on the Dalia project using SHG software to perform calculations for lift gas injection. In 2004, he worked on the Rosa project as a Project Engineer whose scope was to coordinate the work between the Engineering and Operations project team. During the Service mission in Paris, he started to develop Subsea and Surface Software. Upon completion of service mission, wrote the technical report to describe the challenges of the Dalia project. In 2006, he was promoted to Project Coordinator Clov and Block 32 in the Installation Department. In 2007, he benefited from a petroleum technology training at GE oil & gas. After completing the training, he wrote a document entitled Evolution of FPSO in the World and made a presentation at SONANGOL. In 2008-2009, he was appointed as coordinator of all SONANGOL P & P projects in the Facilities Department. In 2009-2010, he joined the Kizomba Satellite Project Team as a project engineer.
It created a tool to control the project completion system, it was the first time it was used for the Kizomba satellite project. He completed the oil company integrated system control software. In 2011-2014, started coordinating the team from Block 18 for the Facilities Department. In 2015-2017, he coordinated the Block 16 team at the level of the SONANGOL Production Department and Joint Development of Blocks 16 & 31. During this period, he wrote an article titled by Platinum Project Development Concept.

Total starts production at CLOV, boosts Block 17 output to 700,000 bpd
Total, operator of Block 17 in Angola, has started up CLOV, a major deep offshore development located 140 km offshore Luanda, in line with the initial project schedule. With a production capacity of 160,000 bpd, CLOV will develop proven and probable reserves of over 500 MMbbl. After Girassol, Dalia and Pazflor, CLOV is the fourth FPSO unit on Block 17. "CLOV will contribute to increasing the Block 17 production to 700,000 bpd while also generating significant free cash flow for the Group. Block 17 will therefore become Total’s most prolific production site and bring us a step closer to achieving our production potential of 3 MMbpd by 2017,” commented Arnaud Breuillac, President Exploration & Production at Total. Developing four fields (Cravo, Lirio, Orquidea and Violeta), the project comprises 34 wells and 8 manifolds connected by 180 km of subsea pipelines to an FPSO unit at water depths of 1,100 to 1,400 m. Measuring 305 m long and 61 m wide, the FPSO has a storage capacity of 1.8 MMbbl of oil. The gas produced on CLOV will be exported via a subsea line to the onshore Angola LNG liquefaction plant. Angola A subsea multiphase pump system will be used deep offshore to enable production of two different oil qualities from the oligocene reservoirs and the more viscous miocene reservoirs. A first for Total at this depth, this system will be used to boost the commingled fluid and enhance oil recovery. The FPSO design minimizes its environmental footprint, with zero flaring under normal operating conditions and an “all electric” concept to increase on-site energy efficiency by producing only the quantity of electricity required to operate the facilities. As part of Total’s commitment to increasing local content in its projects, a significant part of the CLOV development work was carried out in Angola. This represents more than 10 million man hours achieved in-country to complete fabrication and assembly on Angolan yards. Total operates the block with a 40% interest, and its partners are Statoil (23.33%), Esso Exploration Angola (Block 17) Limited (20%) and BP (16.67%). Sonangol is the concessionaire for Block 17.
