The HR Managers Guide to Best of Luanda, Angola—Best Government, Companies and Finance and Investment Management Employers
Introduction
Luanda, the capital city of Angola, is a bustling metropolis located along the Atlantic coast. Known for its vibrant culture and rich history, Luanda has transformed significantly since the end of the civil war in 2002, evolving into a dynamic economic center in Southern Africa. The city features a mix of modern skyscrapers, colonial architecture, and lively markets, making it a unique destination for both business and leisure. As the largest city in Angola, Luanda plays a crucial role in the country’s governance and economic activities.
Angola operates under a presidential republic system, where the President serves as both the head of state and government. This governance structure allows for centralized decision-making while promoting stability and national development. The National Assembly consists of elected representatives who contribute to legislative processes. Portuguese is the official language spoken in Luanda, while several local languages are also prevalent due to the country’s ethnic diversity. The literacy rate in Angola has been improving but still faces challenges, particularly in rural areas.
Luanda boasts a growing higher education system that provides quality academic and vocational training opportunities. The business environment is favorable for foreign investment, particularly in sectors such as oil and gas, telecommunications, construction, and agriculture. Additionally, Angola has made strides in improving its healthcare system; however, access to quality medical services remains a challenge for many residents.
With its unique blend of cultural richness and economic potential, Luanda offers an ideal environment for both professional development and personal enrichment. The city's entrepreneurial spirit makes it an attractive destination for professionals seeking career advancement.

The UK Takes a Stand Against Corruption: Travel Ban and Asset Freeze on Isabel dos Santos
The UK government has imposed a travel ban and asset freeze on Isabel dos Santos, an Angolan billionaire and Africa’s first female billionaire, under its global anti-corruption sanctions regime. This decisive action follows allegations of misappropriating significant funds during her tenure at Angola’s state oil company, Sonangol, and telecoms giant Unitel. Dos Santos is accused of embezzling over £50 million from Sonangol and more than £300 million from Unitel.
The accusations against dos Santos are tied to Angola’s broader corruption concerns, particularly under the rule of her father, José Eduardo dos Santos, who led the country for 38 years until 2017. Dos Santos has consistently denied these allegations, claiming they are politically motivated efforts to damage her reputation.
This move by the UK is part of a larger strategy to tackle global corruption, targeting leaders who misuse public funds for personal gain. Similar sanctions have been applied to corrupt officials in other nations, such as Uganda, highlighting a growing commitment by Western nations to hold such individuals accountable.
Advocates for broader anti-corruption measures argue that freezing assets and imposing travel bans can be powerful tools to deter misgovernance, promote accountability, and support governance reforms in Africa and beyond. The UK’s actions against dos Santos could mark the beginning of more widespread efforts to curb corruption on the continent and globally.

Total’s 'Disappointment' with Angola LNG adds to output gap
Angola LNG, a $10 billion LNG plant halted in April due to a leak, has proved to be a disappointment for Total. “The real concern is that we are at least one year late and even much more than that in terms of start of production,” Yves-Louis Darricarrere, head of upstream, said in an interview. Angola LNG, which produces the super-chilled fuel for spot deliveries to destinations from South Korea to Brazil, is expected to restart in the middle of next year. The plant has experienced halts since production started last June after an 18 month delay caused by several fires and accidents. Total, with a 13.6% stake, is “missing” about 25,000 boepd in natural gas due to the halt, Darricarrere said. “It’s a disappointment, but at the same time for us it’s marginal.” The French company has sent experts to the site, he said. The halt adds to output gaps this year for Total at Kashagan in Kazakhstan, where leaky pipelines must be replaced, and the loss of a concession in Abu Dhabi. The company targets increased production over the coming years, a goal that will be helped by the start of production at the Clov field off Angola in June, 2014. Angola LNG was running at about 50% of planned capacity before the latest incident because the composition of the plant’s associated gas supply required additional equipment, Chevron, the operator and largest shareholder, has said. The April incident took place during the commissioning and testing phase as part of a ramp up to full LNG production. Chevron holds 36.4% of the project, with Sonangol EP owning 22.8%. Total, BP and Eni each hold 13.6%, according to Angola LNG’s website. Providing useful resources, articles and writings on crude oil, other petroleum products, energy and gas.
