यमुना नदी पर जल संकट: आगरा नगर निगम से विशेष अधिवेशन बुलाने की मांग

आगरा की जल समस्याओं और यमुना नदी के जल स्तर में लगातार गिरावट को लेकर सिविल सोसायटी ऑफ आगरा ने नगर निगम से इस मुद्दे पर विशेष अधिवेशन बुलाने की मांग की है। संगठन ने आगरा की जलापूर्ति व्यवस्था में खामियों और यमुना नदी की दुर्दशा पर चिंता व्यक्त की है। जल आपूर्ति में गंभीर कमी आगरा में गंगाजल की पाइपलाइन से आपूर्ति होने के बावजूद, हर नागरिक के लिए 135 लीटर प्रतिदिन जल उपलब्ध कराने का मानक पूरा नहीं हो पा रहा है। स्मार्ट सिटी परियोजना के तहत बनाए गए दस्तावेज़ों के अनुसार, शहर को 445.35 एमएलडी पानी की आवश्यकता है, जबकि वर्तमान में केवल 300 एमएलडी पानी ही उपलब्ध हो रहा है। सिविल सोसायटी ने बताया कि जीवनी मंडी और सिकंदरा जल शोधन इकाइयों के बंद होने से स्थिति और गंभीर हो गई है। जीवनी मंडी जलकल की 250 एमएलडी क्षमता के बावजूद अब यह यमुना जल शोधन के लिए पूरी तरह बंद हो चुका है। मथुरा-वृंदावन में जलमार्ग परियोजना पर सवाल सिविल सोसायटी ने यमुना नदी में जल संकट का एक बड़ा कारण मथुरा-वृंदावन में जलमार्ग परियोजना को बताया है। उन्होंने कहा कि मथुरा क्रूज लाइन्स प्राइवेट लिमिटेड द्वारा शुरू की गई क्रूज सेवाओं के लिए गोकुल बैराज से निर्धारित जल डिस्चार्ज में भारी कटौती की गई है। बैराज से 1300 क्यूसेक पानी डिस्चार्ज होना चाहिए था, लेकिन अब यह मात्रा बेहद कम हो गई है। इससे यमुना नदी में जल स्तर घट गया है, जिससे न केवल आगरा बल्कि नदी के डाउनस्ट्रीम क्षेत्रों में भी जल संकट गहराता जा रहा है। नगर निगम से विशेष अधिवेशन की अपील सिविल सोसायटी ऑफ आगरा ने नगर निगम कार्यकारिणी के उपाध्यक्ष रवि माथुर से मुलाकात कर उन्हें जल संकट की गंभीरता से अवगत कराया। संगठन ने मेयर से अपील की है कि नगर निगम सदन का विशेष अधिवेशन बुलाकर जलापूर्ति बहाल करने के लिए ठोस कदम उठाए जाएं। इस मुलाकात में सिविल सोसायटी के अध्यक्ष डॉ. शिरोमणि सिंह, सचिव अनिल शर्मा, राजीव सक्सेना और असलम सलीमी समेत कई सदस्य शामिल थे। जनता को जानकारी की मांग संगठन ने नगर निगम और जल संस्थान से मांग की है कि वे यमुना नदी के जल शोधन और जलापूर्ति की वास्तविक स्थिति पर पारदर्शी जानकारी साझा करें। उन्होंने नागरिकों को जानकारी देने के लिए वीडियो, तस्वीरें और बाइट्स भी जारी की हैं। Read the full article

चैतन्य भारत न्यूज। नई दिल्ली। कांग्रेस ने केंद्र सरकार की स्मार्टसिटी परियोजना को फ्लॉप बताया है। कांग्रेस के प्रवक्ता रणदीप सुरजेवाला ने बुधवार को सूचना के अधिकार (आरटीआई) के तहत प्राप्त जानकारी के आधार पर कहा कि देश में 100 स्मार्ट शहर बनाने की इस योजना पर मोदी सरकार ने पांच साल में मात्र सात प्रतिशत राशि जारी की है। इस हिसाब से इस परियोजना को पूरा होने में 52 साल लगेंगे। वाराणसी के साथ अन्याय का आरोप सुरजेवाला ने प्रधानमंत्री मोदी पर अपने संसदीय क्षेत्र वाराणसी के साथ भी इस योजना में न्याय नहीं कर पाने का आरोप लगाते हुए कहा, ''काशी को क्योटो बनाने का दावा करने वाले मोदी जी ने वाराणसी स्मार्ट सिटी मिशन के लिए महज 8.63 फीसदी राशि जारी कर काशी का हक छीना है।'' सिर्फ सात प्रतिशत राशि जारी की सुरजेवाला ने आरटीआई में आवास और शहरी विकास मामलों के मंत्रालय से मिली जानकारी के आधार पर कहा कि स्मार्ट सिटी मिशन को लेकर सरकार की वित्तीय उपेक्षा के कारण इस योजना ने पांच साल में दम तोड़ दिया। उन्होंने कहा कि इस योजना के लिए सरकार को 2.7 लाख करोड़ रुपए से अधिक राशि जारी करनी थी, लेकिन सिर्फ सात प्रतिशत राशि (14882 करोड़ रुपए) ही जारी की गई। दिल्ली को मिली कम राशि सुरजेवाला ने ��हा कि सरकार को खुद स्मार्ट सिटी परियोजना की मौजूदा स्थिति की जानकारी नहीं है। उन्होंने कहा कि काशी के अलावा दिल्ली, मुंबई, गाजियाबाद सहित तमाम प्रमुख शहरों के साथ सरकार ने इस योजना में अन्याय किया। दिल्ली को लगभग दो हजार करोड़ रुपए की जगह मात्र 196 करोड़ रुपए मिले। Read the full article

आगरा स्मार्ट सिटी परियोजना के तहत सदर स्थित क्वीन एम्प्रेस मैरी लाइब्रेरी के जीर्णोद्धार कार्य का निरीक्षण गुरुवार को मंडलायुक्त श्रीमती रितु माहेश्वरी ने किया। उनके साथ नगरायुक्त अंकित खंडेलवाल, स्मार्ट सिटी आगरा के जनरल मैनेजर (प्रोजेक्ट) अरुण कुमार और संबंधित ठेकेदार उपस्थित रहे। निरीक्षण के दौरान मंडलायुक्त को सूचित किया गया कि निर्माण कार्य अपने अंतिम चरण में है, लेकिन फिनिशिंग सहित लाइब्रेरी हॉल, रीडिंग रूम और शौचालय का काम अब भी अधूरा है। परिसर के बाहर खुली जगह पर झाड़ियां और बड़ी घास उगी हुई थीं, साथ ही कूड़े के ढेर भी देखे गए। धीमी प्रगति पर नाराजगी व्यक्त करते हुए मंडलायुक्त ने संबंधित अधिकारियों और ठेकेदार को फटकार लगाई। उन्होंने निर्देश दिया कि काम में तेजी लाने के लिए श्रमिकों की संख्या बढ़ाई जाए। लाइब्रेरी के बाहर सफाई और गार्डनिंग पर विशेष ध्यान देने का आदेश दिया। साथ ही चेतावनी दी कि यदि कार्य में देरी हुई या लापरवाही पाई गई, तो अनुबंधित फर्म के खिलाफ जुर्माना लगाया जाएगा। पिछली बैठक के निर्देशों के बावजूद फर्नीचर की व्यवस्था, किताबों की खरीद और लाइब्रेरियन की नियुक्ति में प्रगति न होने पर मंडलायुक्त ने कड़ी नाराजगी जताई। उन्होंने कहा, "लाइब्रेरी के जीर्णोद्धार से लेकर संचालन तक के सभी कार्य 15 जनवरी तक पूरे किए जाएं।" उन्होंने यह भी ��ुनिश्चित करने को कहा कि 26 जनवरी से लाइब्रेरी का संचालन शुरू हो सके। फर्नीचर, किताबों ��र क्यूबिकल्स की खरीद प्रक्रिया को तेज करने पर विशेष जोर दिया गया। इस अवसर पर "फ्रेंड्स ऑफ क्वीन एम्प्रेस मैरी लाइब्रेरी" के सचिव विशाल शर्मा ने कहा, "यह लाइब्रेरी आगरा की धरोहर है और इसे नए स्वरूप में देखना सभी पुस्तक प्रेमियों के लिए गर्व की बात होगी। हालांकि, काम की धीमी गति से निराशा हुई है। प्रशासन को चाहिए कि वह समयसीमा के भीतर उच्च गुणवत्ता वाले कार्य को प्राथमिकता दे। हम चाहते हैं कि लाइब्रेरी न केवल एक अध्ययन स्थल बने, बल्कि यह सांस्कृतिक और साहित्यिक गतिविधियों का केंद्र भी बने।" लाइब्रेरी का जीर्णोद्धार स्मार्ट सिटी परियोजना का एक प्रमुख हिस्सा है, और इसे समय पर पूरा करने की उम्मीद की जा रही है। Read the full article
