How was Saver summonable in EXTRA considering FGO established that Sanzang can’t normally be summoned since they’re a Buddha?
I think we're working here with two misunderstandings, one on Sanzang's side and one on Shakyamuni's.
FGO established that in attaining buddhahood, Sanzang understands that Buddhas are not concerned with the downfall of humanity and that humanity's demise is just part of the universe's cycles. She doesn't approve of meddling with that and would never answer anyone's summons, except that she answered Fujimaru's summons because she found Goetia's feats so uniquely messed up that she couldn't force her human memories and mental consciousness to ignore it. It's curious that Sanzang didn't appear at all in Part 2, because that carries the perhaps accidental implication that she personally takes much less issue with what CHALDEAS is doing.
As for Shakyamuni's case, EXTRA's drama CD Q&A establishes that strictly speaking, he wasn't directly summoned by Twice. The Mooncell replicated the Buddha because it replicates everything and both sides were fine with that because they figured he would never fight in a Grail War. However, he caught a glimpse of Twice's agony and, of his own accord, without anyone's permission, dropped to the Mooncell's "physical" plane.
In both cases, the Buddha's descent is a matter of personality, rather than any limitation of category. We got a lot more incarnated Buddhas in Tamamo, Asvatthaman, Raikou, etc. and none of them get any talk about summon restrictions. The closest we get is Sanzang and Suzuka having an NP where they access their Buddha powers but that destroys their Saint Graph because it's power beyond the Heroic Spirit container's capacities.

The Buddha in different religions/beliefs.
Firstly, who is the Buddha?:
The historical Buddha was a prince named Siddhartha Gautama who lived 2500 years ago in what is today northern India/Nepal. He was born into a warrior clan known as the Shakya, which is why he is often called Shakyamuni, “Sage of the Shakyas.” He is the one to later abandon worldly attachments, become enlightened, and found Buddhism.
The Buddha in Hinduism.
Some Hindus consider the Buddha as the 9th avatar of Vishnu/Dashavatara, The Buddha was integrated into Vaishnavism, it was also believed the Buddha’s wife, Yasodhara, was the avatar of the wealth Goddess Lakshmi, though Buddhists deny this, so as other Hindus who identify the 9th avatar of Vishnu to another being who was also called “buddha”.
The Buddha in Christianity.
Called St. Josaphat (Budhasaf) of India, The story of St. Josaphat tells of a prince in India who is converted to Christianity by a monk, despite his father's attempts to prevent it. The monk and prince are later honored as saints in Christendom. The Buddha was honored as a Christian saint for about a thousand years, but this wasn't recognized until the mid 19th century.
The Buddha in Hellenism.
Buddhism had a big influence on ancient Greeks, in which they would identify Buddhist beings with Greek beings, the Greeks were also the first ones to make Buddhist statues. Heracules (or Zeus) was identified with The bodhisattva Vajrapani, whom was seen as Buddha’s protector. There also was a Syncretism between The Buddhist Goddess Hariti & Greek goddess tykhe.
The Buddha in Taoism.
Some Taoist believe that the Buddha was a reincarnation of Laozi, the founder of Taoism. Some also believe he was either on the same power-level as the Jade emperor, the Taoist king of heaven, or stronger than him. 'Buddha' is absorbed wholly into the Taoist cosmology, becoming another term used to describe the generative tissue at the source of all things in both the mental and physical realms.
The Buddha in Shinto.
Buddhism & Shinto are mostly seen highly entwined in Japan. The buddha is called Shaka in Japanese & was transformed into a powerful Japanese deity, whom coexisted with the Shinto gods. Buddhist temples were often attached to Shinto shrines. A Shinto temple would sometimes have a priest of that shrine read a Buddhist sutra in which Shinto events took place.

This is a very special time of the month for many Buddhist traditions. Just a few days ago, on May 8th, the Japanese traditions were celebrating Hanamatsuri. Today, May 15th, the Chinese traditions like the one I took refuge and precepts under are celebrating Fódàn. On May 23rd the Theravada traditions are celebrating Vesak. And on May 26th the Tibetan traditions are celebrating Saga Dawa.
All these various holidays and festivals celebrate the birth, enlightenment, and/or passing into parinirvana of Shakyamuni Buddha, the buddha of our current age and founder of all of our traditions. I hope all buddhists, whatever date they celebrate, can take this timeto reflect on Shakyamuni's story and draw from it inspiration to continue their practice.
Like all buddhas and bodhisattvas Shakyamuni was an ordinary being once, that through continous effort across countless lifetimes achieved the greatest accomplishment. The ultimate promise of his message is that if we follow the path prescribed by him we too can achieve it.

A peculiar kimono find by Becky Mitsui related on her blog Silk&Bones. And I say peculiar as in “who, why, and WHERE DID THEY WEAR THAT???”.
(go read article, have a laugh because Becky is a gem, and then come back)
I can’t see any setting where butsunehan (death of Buddha) would be appropriated as a kimono pattern... Maybe it’s something about butsunehan services (15th of 2nd month, now 15th of 3rd month), more probably as Becky supposes something related to a Buddhist sect (and they are many so its totally on the table).
Or, past owner was simply a fantastic individual not giving a single fuck (because, yes this kimono was worn as Becky found traces of ohashori folds).
If you know anything, please share your thoughts as we are all super puzzled about this piece!
(But tbh, passive-agrressive mother/mother-in-law does sound the most hilarious option xD + plus bonus dramaphant™, such a mood)

Thoughts on how Buddha is done in Fate?
Brishsan is a character who never spoke one line of direct dialogue, but I'm heavily invested in them. Implied characterization has the potential to be as compelling as what's directly shown. But Brishsan's, Yumina's, or even Odin's cases work because they feel like they're building up for future content where they can have a real presence.
But that's not the case here. That's the opposite of the case here. Savior is not a silent character because his moment is yet to come. He's a silent character because Nasu doesn't want to take risks when depicting Our Worship The Enlightened Buddha Shakyamuni The Lone Honored On Heaven And Earth. His characterization is mostly implied because he can't get more than what he got. And unfortunately, what he got is being the weapon of EXTRA's incredibly lame epilogue-only rando antagonist.
