Over nearly a decade, the hacker group within Russia's GRU military intelligence agency known as Sandworm has launched some of the most disruptive cyberattacks in history against Ukraine's power grids, financial system, media, and government agencies. Signs now point to that same usual suspect being responsible for sabotaging a major mobile provider for the country, cutting off communications for millions and even temporarily sabotaging the air raid warning system in the capital of Kyiv.
On Tuesday, a cyberattack hit Kyivstar, one of Ukraine's largest mobile and internet providers. The details of how that attack was carried out remain far from clear. But it “resulted in essential services of the company’s technology network being blocked,” according to a statement posted by Ukraine’s Computer Emergency Response Team, or CERT-UA.
Kyivstar's CEO, Oleksandr Komarov, told Ukrainian national television on Tuesday, according to Reuters, that the hacking incident “significantly damaged [Kyivstar's] infrastructure [and] limited access.”
“We could not counter it at the virtual level, so we shut down Kyivstar physically to limit the enemy's access,” he continued. “War is also happening in cyberspace. Unfortunately, we have been hit as a result of this war.”
The Ukrainian government hasn't yet publicly attributed the cyberattack to any known hacker group—nor have any cybersecurity companies or researchers. But on Tuesday, a Ukrainian official within its SSSCIP computer security agency, which oversees CERT-UA, pointed out in a message to reporters that a group known as Solntsepek had claimed credit for the attack in a Telegram post, and noted that the group has been linked to the notorious Sandworm unit of Russia's GRU.
“We, the Solntsepek hackers, take full responsibility for the cyber attack on Kyivstar. We destroyed 10 computers, more than 4 thousand servers, all cloud storage and backup systems,” reads the message in Russian, addressed to Ukrainian president Volodymyr Zelenskyy and posted to the group's Telegram account. The message also includes screenshots that appear to show access to Kyivstar's network, though this could not be verified. “We attacked Kyivstar because the company provides communications to the Ukrainian Armed Forces, as well as government agencies and law enforcement agencies of Ukraine. The rest of the offices helping the Armed Forces of Ukraine, get ready!”
Solntsepek has previously been used as a front for the hacker group Sandworm, the Moscow-based Unit 74455 of Russia's GRU, says John Hultquist, the head of threat intelligence at Google-owned cybersecurity firm Mandiant and a longtime tracker of the group. He declined, however, to say which of Solntsepek’s network intrusions have been linked to Sandworm in the past, suggesting that some of those intrusions may not yet be public. “It's a group that has claimed credit for incidents we know were carried out by Sandworm,” Hultquist says, adding that Solntsepek's Telegram post bolsters his previous suspicions that Sandworm was responsible. "Given their consistent focus on this type of activity, it's hard to be surprised that another major disruption is linked to them.”
If Solntsepek is a front for Sandworm, it would be far from the first. Over its years of targeting Ukrainian infrastructure, the GRU unit has used a wide variety of covers, hiding behind false flags such as independent hacktivist groups and cybercriminal ransomware gangs. It even attempted to frame North Korea for its attack on the 2018 Winter Olympics.
Today, Kyivstar countered some of Solntsepek's claims in a post on X, writing that “we assure you that the rumors about the destruction of our ‘computers and servers’ are simply fake.” The company had also written on the platform that it hoped to restore its network's operations by Wednesday, adding that it's working with the Ukrainian government and law enforcement agencies to investigate the attack. Kyivstar's parent company, Veon, headquartered in Amsterdam, didn't respond to WIRED's request for more information.
While the fog of war continues to obscure the exact scale of the Kyivstar incident, it already appears to be one of the most disruptive cyberattacks to have hit Ukraine since Russia's full-scale invasion began in February 2022. In the year that followed, Russia launched more data-destroying wiper attacks on Ukrainian networks than have been seen anywhere else in the world in the history of computing, though most have had far smaller effects than the Kyivstar intrusion. Other major Russian cyberattacks to hit Ukraine over the past 20 months include a cyberattack that crippled thousands of Viasat satellite modems across the country and other parts of Europe, now believed to have been carried out by the GRU. Another incident of cybersabotage, which Mandiant attributes to Sandworm specifically, caused a blackout in a Ukrainian city just as it was being hit by missile strikes, potentially hampering defensive efforts.
It's not yet clear if the Kyivstar attack—if it was indeed carried out by a Russian state-sponsored hacker group—was merely intended to sow chaos and confusion among the company's customers, or if it had a more specific tactical intention, such as disguising intelligence-gathering within Kyivstar's network, hampering Ukrainian military communications, or silencing its alerts to civilians about air raids.
“Telecoms offer intelligence opportunities, but they're also very effective targets for disruption," says Mandiant's Hultquist. “You can cause significant disruption to people's lives. And you can even have military impacts.”

So Valve (Steam) is currently facing an anti-trust lawsuit regarding their position as a monopoly in the PC gaming market, and there was recently an update in the case which has spurred me to share my thoughts because I think it bears a more nuanced discussion than I've seen in most places.

The core of the lawsuit comes down to two issues that are being framed as only possible because of Steams position as a monopoly:
Steam takes a 30% cut of sales on the platform. This is, allegedly, too much and an extortionate rate.
Steam has a policy that says that you can't sell your game for a cheaper price than what it's listed for on Steam on any other storefront. This applies regardless of whether you are selling steam keys, or selling the game in any other form. This is allegedly a way to quash competition and protect their status as a monopoly.
Regarding point one, nah. Steam taking 30% isn't unreasonable. A big reason to publish on Steam is that your game gets access to so many features via the Steam infrastructure, like achievements, rebindable controls (outside of your game via the Steam client), online connectivity/hosting/matchmaking through the Steam network, remote play, cloud storage for saves, etc. Those 30% pay for a lot of extra value for both developer and consumer. This is not an issue.
Point two is where things get a little wonky. Specifically because their policy applies to both steam keys and any other forms the game can be sold in.
With all the additional value having your game on the Steam platform provides, it makes perfect sense that you can't sell Steam keys cheaper elsewhere because that means Steam would be paying for all those features (as well as hosting, bandwidth for downloads, etc) without making any money. That's not reasonable to expect.
But, if a developer wants to make a version of their game that has none of those features, that does not connect to any of Valves services or servers, that is a "stripped down" version of their game without all these extras - why shouldn't they be able to sell that cheaper elsewhere? It's kind of like selling a premium and a budget version of the same product, and if Steam/Valve doesn't incur any costs from people buying and using the budget version, why should they have a say?
That's where I think the issue with Steams policy lies, and that's where a lawsuit like this could bring positive change for the market.

Discord and the Online Ecosystem
Discord is an awesome service to use. Overall, it's user friendly to do "basic" stuff, like instantly updating, global text, image, and video posts with a near-infinite level of storage for those things. For 95% of people that use Discord, it's an incredibly convenient, functional service almost all the time. But Discord in fundamentally making the Internet - not the people interacting with each other, but the actual infrastructure and ethos of the Internet - worse.
I'm saying this not only as an "Internet person" - after all, I'm here with the rest of you, but as someone who is only now realizing that I am an expert on the function, technical details, and history of the Internet compared to most users of this place. I get paid to do it. I get paid to learn about how everything on it works, not as a researcher, but as someone that makes important parts of it work, at least to a certain scale.
Discord is a parasite on the internet, just like Reddit being a self-hosting image and text repository. The centralization of the Internet, I believe, is essentially toxic to how the Internet was built and used for it's most formative times, and losing that essence makes the Internet a worse place.
Here's the technical reasons it's starving out the Internet. Essentially, the Internet was built as a network of first a few, then dozens, then hundreds, etc. of small servers, each hosting data and sharing almost exclusively text communications and records. Usually, these were hosted on Universities and other technical institutions. As those developed, thanks to the nerds that were core to actually making the systems talk and work, those nerds started hosting little servers of their own, sometimes on the same machines as those big systems, sometimes just using the same infrastructure like power and networking. Then personal computers and home servers started to develop.
This entire time, if those big organizational servers were the Bones of the Internet, the flesh were those little sites that held the little services. Niche forums, mostly, where people could communicate their own small passions and hobbies. It was the beginning of the Internet being a global cultural hub, and caused the development of those niches into communities with their own histories and knowledge troves.
Then the Internet started making money. And technical changes made economies of scale more feasible. There was a transitional period where a lot of people didn't see what was coming. I was too young and wouldn't have predicted it even if I was the me of today. After that transition, consolidation of the Internet started intensifying. The Internet was no longer a facilitator to commerce, it could be commerce all on its own.
So sites like Reddit, Facebook Groups, Discord, even to an extent Github, and Tumblr and fanfiction.net, though lesser because Tumblr is more of a social media site related to random fandoms and FF.net is so public and archived, show up and gather the niche communities, which is great because they are providing a really good service to use. Until they decide to delete a niche because it hasn't had activity in a few years, or because they decided that it's a banned topic, and that trove of information about those people and their passion is gone forever.
This is part of "digital archaeology". Of keeping that knowledge around so we can look back at the world of today and know the cultural context of who we were. This is anthropology of the digital age.
Now on to the technical reasons Discord, in specific, is such a parasite on the internet. That's not a term of disgust, I literally mean that it's kinda latched onto the Internet as a whole and stealing it's nutrients from within. Discord especially is a problem because it's so good to use. It offers up instantaneous creation and use of a moderated chat space that can be shared easily, doesn't require any technical knowledge, and immediately does it's job unlike any previous niche gathering tool.
Those technical people developed how the internet worked using those niche communities. They shared technical ideas and designs and talked about how to do more with the technical resources they had. They built the internet protocol by protocol, bugfix by bugfix, and their knowledge, even after they stopped talking on those forums, was picked over by new people who had new ideas but also has problems that that niche could now solve.
And now those niches are put into walled gardens on Discord, privately managed, unsearchable from the wider internet, and where a year or two after nobody touching the chat, the history is deleted for the sake of ruthless business resource efficiency.
It takes the knowledge, extracts the value from the people who may or may not produce something with that community with that niche area, and then leaves no record of it for people outside that community to learn from.
Think video game developer communities. There's technical knowledge of how to get a game to run that is answered on those discords. FAQs and mods are hosted there. Lore is dropped. Depending on the scale of the game, patches might even be released. No one can try to start up a copy of that game in the future and have access to that knowledge once Discord, the business, decides to close it down.
This isn't a new problem. Servers, neglect, or even upset owners of the gathering places took their toll and got rid of a lot of knowledge over time. Historical Anthropology, History, Cultural Anthropology - all of those expect a certain level of information decay and loss. But this is a lot more.
And the worst part is I don't know what can be done about it. Discord is in a fundamental technical way, better at doing what it does than any other system we have. No other system could semi-publicly, instantly, in a structured manner and across the entire Internet landscape, share voice chat, text, photos, and even some videos natively to the service. Traditional web pages fail at the instantly part. Most services fail at the picture and video part. Practically none succeed at the voice part. It's just better.

these two quotes do a great job of illustrating just how much of a pain in the ass it was to run any sort of website that got even a little popular back in 1998. 2100 visitors and 370 megabytes transferred? yeah you're pulling something like $175 in monthly costs to service that.
this guy's paying normal commercial hosting rates. a person on a free host would have been having their site constantly blocked off due to too much bandwidth usage and waiting for those blocks to time out. if someone was lucky enough to be getting hosting under university or corporate auspices they might either be able to just absorb this with no issue, or the high traffic might cause the relevant administrators to finally notice your account needed to be restricted.
these are the kinds of things I think of when people try to claim the 90s internet experience wasn't "corporate". it's not just that most places people actually went back then were corporate, it's also that non-corporate sites quickly ran into trouble with their corporate hosts if they got popular and the site runner wasn't able to fork out quite a lot of money.
you know what you can get for $175 a month in hosting today? essentially everything short of serving millions of people a day. you can already get a simple mostly static site of the kind people were running in 1998 for something down around $13 a month now with effectively unlimited storage and bandwidth usage, on shared servers with minimal cgi-bin/php sorta interactivity. paying as much as this guy apparently did would be bringing you up to a full private server colocation set up where you're providing your own server and getting served with guaranteed minimums like dedicated multi-gigabit bandwidth and as much storage as can be shoved in the server's case.
and well that's $175 in October 1998 dollars, it's more like $330 now. And at that scale you're starting to get co-location services like 30 rack units of space for your internal network devices and multiple servers, the power to run them all, and a multi-gigabit dedicated bandwidth to your designated network cabinet in the data center. The scale of what your dollar gets you has increased massively, and the scale of what a dollar gets you adjusted by inflation has increased even more.

Google has released a new Titanium ML network adapter to address these demands, which incorporates and expands upon NVIDIA ConnectX-7 NICs to provide further support for virtualization, traffic encryption, and VPCs. The system offers best-in-class security and infrastructure management along with non-blocking 3.2 Tbps of GPU-to-GPU traffic across RoCE when combined with its data center’s 4-way rail-aligned network.
Google’s Jupiter optical circuit switching network fabric and its updated data center network significantly expand Titanium’s capabilities. With native 400 Gb/s link rates and a total bisection bandwidth of 13.1 Pb/s (a practical bandwidth metric that reflects how one half of the network can connect to the other), Jupiter could handle a video conversation for every person on Earth at the same time. In order to meet the increasing demands of AI computation, this enormous scale is essential.
Hyperdisk ML is widely accessible
For computing resources to continue to be effectively utilized, system-level performance maximized, and economical, high-performance storage is essential. For my American Friends
I feel now is a good time to spread this news. Much like how the internet came together to help share information with the Ukrainians for resisting Russia, I’m here delivering help of a similar nature to those that could be impacted by this latest election in the US. There are ways to communicate relatively securely, outside of Big Brother's social media. I bring this up so that we can minimize the amount of gatherable information that could be used to hurt you, or others you know, in the coming years as changes are made. I'm not going to tell you how or why to use them, I'm just going to provide you with the information.
WhatsApp – While not my personal favorite, since Facebook/Meta is the parent company, WhatsApp is free, globally popular, and widely-used, featuring the ability to lock chats with passwords, disappearing messages, photos and videos that are deleted after being opened, profile photo privacy, the ability to lock the app itself so that only your biometrics can unlock it, encrypted backups, the ability to set custom permissions for who can see you online or when you last used the app, and of course End-to-End Encryption for all conversations EXCEPT those with business accounts. WhatsApp is a good option for those who are not really technically savvy, but still value privacy – if one trusts Facebook/Meta to adequately protect their privacy. It does require a phone number to sign up, however.
Signal - Signal is an end-to-end encrypted messaging software. meaning that the contents of your conversation is secure. The protocol they use (which they created) is seen as the best known protocol for asynchronous messaging by cybersecurity researchers. It's so good that it has been implemented in WhatsApp and in Messenger's secret chats. This app has even been mentioned in the Right-wing author Jack Carr's Political Thriller about a Navy SEAL named James Reece, as being a preferred method of secure communication on the civilian side for operators. (Jack Carr is a former US Navy SEAL.) It's run by a Non-Profit organization called Signal Foundation, and it's mission is to "protect free expression and enable secure global communication through open source privacy technology." It allows secure messaging, voice calls, and video calls. The only downside is that app links to your phone number, so while your conversations and content are secure, who you are talking to is not. Signal is available on Windows, Mac, Andriod, Linus, and iOS.
Session - Session is an end-to-end encrypted messenger that minimises sensitive metadata, designed and built for people who want absolute privacy and freedom from any form of surveillance. Session is an open-source, public-key-based secure messaging application which uses a set of decentralized storage servers and an onion routing protocol to send end-to-end encrypted messages with minimal exposure of user metadata. This means no phone numbers, no metadata for digital footprints, and censorship resistance. It features group chats, the ability to send documents, files, and images securely, and has added voice messages, though these can be spotty. It’s slow, but effective, and be downloaded on Android, F-Droid, iPhone, Mac, Windows, and Linux.
Briar - If you have an Android phone, Briar is another option you have. It features a decentralized network (it’s peer-to-peer encrypted, rather than relying on a central server), meaning messages are synced directly between user devices. It also means that even if the internet is down, it can sync via Bluetooth, Wi-Fi, or even memory cards, meaning information can continue to flow even during a crisis. In the event the internet is functioning, it can sync via the Tor network, protecting users and their relationships from surveillance. Other features: - Screenshots and screen recording are disabled by default - Each user’s contact list is encrypted and stored on her own device. - Briar’s end-to-end encryption prevents keyword filtering, and because of its decentralized design there are no servers to block. - Every user who subscribes to a forum keeps a copy of its content, so there’s no single point where a post can be deleted. - Briar’s forums have no central server to attack, and every subscriber has access to the content even if they’re offline. - Doesn’t require any user data like name and phone number. The downside is that it is text-only and limited to Android Devices, but they do offer Briar Mailbox to deliver messages securely to those who are online at different times. Briar’s goal is “to enable people in any country to create safe spaces where they can debate any topic, plan events, and organize social movements”
Protonmail - A free end-to-end encrypted AND zero-access encryption email service based out of Switzerland, you can safely email with peace of mind that your content is secure. Unlike Google, Outlook, Yahoo, and others, Proton's zero-access encryption means they can't even view the contents of your emails or attachments. As a Swiss-owned company they are not allowed to share information with foreign law enforcement under criminal penalty and they are politically neutral, meaning they won't be pressured by foreign governments. Furthermore, Switzerland has a constitutional right to privacy and strict data protection laws. Unlike companies in other countries, Proton cannot be compelled by foreign or Swiss authorities to engage in bulk surveillance.
Additional Information, from Proton’s Website: Switzerland has strong legal protections for individual rights, and in fact the Swiss Federal Constitution(new window) explicitly establishes a constitutional right to privacy. (In the US, this right is merely implied.) Specifically, Article 13 safeguards privacy in personal or family life and within one’s home, and the Swiss Civil Code(new window) translates this right into statutory law in Article 28.
In the US and EU, authorities can issue gag orders to prevent an individual from knowing they are being investigated or under surveillance. While this type of order also exists in Switzerland, the prosecutors have an obligation to notify the target of surveillance, and the target has an opportunity to appeal in court. In Switzerland, there are no such things as national security letters(new window), and all surveillance requests must go through the courts. Warrantless surveillance, like that practiced in the US where the FBI conducts 3.4 million searches per year(new window) with little oversight, is illegal and not permitted in Switzerland.
Switzerland also benefits from a unique legal provision with Article 271 of the Swiss Criminal Code(new window), which forbids any Swiss company from assisting foreign law enforcement, under threat of criminal penalty. While Switzerland is party to certain international legal assistance agreements, all requests under such agreements must hold up under Swiss law, which has much stricter privacy provisions. All foreign requests are assessed by the Swiss government, which generally does not assist requests from countries with poor rule of law or lack an independent judiciary.
Swiss law has several more unique points. First, it preserves end-to-end encryption, and unlike in the US, UK, or EU, there is no legislation that has been introduced or considered to limit the right to encryption. Second, Swiss law protects no-logs VPN(new window) meaning that Proton VPN does not have logging obligations. While numerous VPNs claim no-logs, these claims generally do not stand up legally because in most jurisdictions, governments can request that the VPN in question starts logging. So the VPN is only no-logs until the government asks. However, in Switzerland, the law does not allow the government to compel Proton VPN to start logging.
We’ve also fought to ensure that Switzerland remains a legal jurisdiction that respects and protects privacy.
Nearly every country in the world has laws governing lawful interception of electronic communications for law enforcement purposes. In Switzerland, these regulations are set out in the Swiss Federal Act on the Surveillance of Post and Telecommunications (SPTA), which was last revised on March 18, 2018. In May 2020, we challenged a decision of the Swiss government over what we believed was an improper attempt to use telecommunications laws to undermine privacy.
In October 2021, The Swiss Federal Administrative Court ultimately agreed with us and ruled that email companies cannot be considered telecommunication providers. This means Proton isn’t required to follow any of the SPTA’s mandatory data retention rules, nor are we bound by a full obligation to identify Proton Mail users.
