NMRF Internal Incident Report
Date: 14/11/2024
Filed by: Cleo Zombey and Etho Slab and annotated by Dr. Gemini Tay
Nature of incident: Violence between residents.
Summary: Incident occurred between residents Grian and Scar, with staff E. Slab and C. Zombey present. Grian bit Scar on the left pectoral hard enough to draw blood. Per foundation protocol, both residents were immediately relocated to separate isolated pools for medical attention and testing. No other residents were quarantined, as risk of infection was deemed negligible.

Background:
Grian is a recent arrival. Due to the circumstances of his discovery (see I-313, 30/10/2024) and an unwillingness to speak to staff, very little is known about his history. Following standard 14-day quarantine !!! Grian was deemed in good enough health to transfer to the complex, with safety barriers in place for the first few days to allow him to get used to the environment before meeting other residents up close.
Scar is a long-term resident. Reduced mobility makes reintroduction to the wild nonviable, so he instead works as an ambassador and consultant regarding remodelling of pool interiors. Has a history of disobeying authority.
Per Scar's own testimony, Scar bypassed the security barriers multiple times before this incident. Staff was unaware of these prior incidents, as well as the means by which Scar achieved this. Scar claims these were merely visits to show Grian around, as Scar was involved with the construction of Grian's pool, and that Grian never exited the area. Grian refuses to say anything on the matter, beyond confirming that he had met Scar before the incident on November 14th.
Full incident report:
Sometime between 12:00 and 14:45, Scar bypassed one of the safety barriers by unknown means. At approximately 14:45, Slab and Zombey passed the door to Grian's quarters. Hearing an unusual sound, they entered the room and found both Grian and Scar, Grian having pinned Scar down in one of the shallow portions of the pool.
Grian responded to the staff's arrival with a threat display. Scar took advantage of this distraction to escape Grian's hold. A brief scuffle followed. Splashing made it difficult for staff to follow, but the dispute ended in Scar's favour, with Scar trapping Grian in a hold wherein Grian's face was pressed against Scar's chest. Scar remained unconcerned !!!! as he greeted Slab and Zombey, in spite of Grian's tail remaining free and thrashing wildly. Despite staff recommendation, Scar kept Grian in this hold until 14:48, when Grian bit him. I'd bite him too.
Scar released Grian at this point, allowing Grian to retreat !!!!! into the pool's underwater structures. Recognizing that the bite had drawn blood, Zombey sent Slab to retrieve medical supplies. Scar initially attempted to follow Grian, but was reminded of foundation protocol and convinced to wait on the poolside and receive medical attention.
Once Slab returned with first aid equipment, Zombey entered the pool to retrieve Grian. Grian did not resist relocation !!!!!! once found, apart from a brief attempt to swim towards Scar upon entering line of sight. Grian was removed from the room at 15:01, while Scar's relocation was delayed until his injury was fully bandaged at 15:15.
Once both residents were safely relocated, staff spoke with residents to confirm whether anyone else had any contact with Grian. Only Mumbo Jumbo had spoken with Grian. As that communication was through ultrasonic frequencies and did not involve either resident approaching the security barriers, it was not deemed necessary to quarantine him as well. Contact with Scar was not deemed a risk factor, as Scar did not have any recent injuries apart from the bite.

Date: 18/11/2024
Physical: Scales continue to brighten, more red than pink this time. None missing. Fins show minor damage around edges, no worse than previously observed. Full range of motion. Capable of strong, fast movement both in and out of water. NEGATIVE
Mental: No observed difficulty communicating or performing actions of his own accord, but refuses to cooperate with testing. INCONCLUSIVE
Behavior: Irritable. Splashes staff at all opportunities. In context with past behavior, this is unremarkable. Responds to Scar's ultrasonic calls from the adjacent room. When left alone, alternately swims laps and plays with supplied toys, with occasional naps on the edge of the pool. NEGATIVE
Conclusion: The patient shows zero symptoms. Even if an infection had slipped past the generous initial quarantine period, physical deterioration takes less than a day to set in after the behavioral shift. Said shift is characterized by UNPROVOKED violence, fearlessness, and attempting to maul ANYTHING that comes within arm's reach. That includes you, Cleo. Grian's behavior has been consistent through his entire residency thus far and he is only getting healthier. As such, I can confidently say that there is no chance that Grian has Zombie Fish Syndrome, and both he and Scar can safely be returned to the complex at any time.
That protocol is in place for a reason, but it's pretty obvious by now that they were just roughhousing, like Scar said. Have we all forgotten how much personal experience he has with that disease? Am I the only person who actually listens to him?
I get it, it's super infectious, we're here to keep these mermaids alive. But there's keeping an endangered species safe, and there's keeping people locked up just because it kinda looked like they might be sick. I like this place a lot better when it's a sanctuary, not a gilded cage.

America’s first large-scale offshore wind farms began sending power to the Northeast in early 2024, but a wave of wind farm project cancellations and rising costs have left many people with doubts about the industry’s future in the US.
Several big hitters, including Ørsted, Equinor, BP, and Avangrid, have canceled contracts or sought to renegotiate them in recent months. Pulling out meant the companies faced cancellation penalties ranging from $16 million to several hundred million dollars per project. It also resulted in Siemens Energy, the world’s largest maker of offshore wind turbines, anticipating financial losses in 2024 of around $2.2 billion.
Altogether, projects that had been canceled by the end of 2023 were expected to total more than 12 gigawatts of power, representing more than half of the capacity in the project pipeline.
So, what happened, and can the US offshore wind industry recover?
I lead the University of Massachusetts Lowell’s Center for Wind-Energy Science, Technology, and Research (WindSTAR) and Center for Energy Innovation, and follow the industry closely. The offshore wind industry’s troubles are complicated, but it’s far from dead in the US, and some policy changes may help it find firmer footing.
A Cascade of Approval Challenges
Getting offshore wind projects permitted and approved in the US takes years and is fraught with uncertainty for developers, more so than in Europe or Asia.
Before a company bids on a US project, the developer must plan the procurement of the entire wind farm, including making reservations to purchase components such as turbines and cables, construction equipment, and ships. The bid must also be cost-competitive, so companies have a tendency to bid low and not anticipate unexpected costs, which adds to financial uncertainty and risk.
The winning US bidder then purchases an expensive ocean lease, costing in the hundreds of millions of dollars. But it has no right to build a wind project yet.
Before starting to build, the developer must conduct site assessments to determine what kind of foundations are possible and identify the scale of the project. The developer must consummate an agreement to sell the power it produces, identify a point of interconnection to the power grid, and then prepare a construction and operation plan, which is subject to further environmental review. All of that takes about five years, and it’s only the beginning.
For a project to move forward, developers may need to secure dozens of permits from local, tribal, state, regional, and federal agencies. The federal Bureau of Ocean Energy Management, which has jurisdiction over leasing and management of the seabed, must consult with agencies that have regulatory responsibilities over different aspects in the ocean, such as the armed forces, Environmental Protection Agency, and National Marine Fisheries Service, as well as groups including commercial and recreational fishing, Indigenous groups, shipping, harbor managers, and property owners.

In December 2023, the majority of offshore wind power capacity was in China and Europe. The United States had just 42 megawatts, but it was about to launch two new wind farms. (Data source: WFO Global Wind Offshore Wind Report 2023.)
For Vineyard Wind I—which began sending power from five of its 62 planned wind turbines off Martha’s Vineyard in early 2024—the time from BOEM’s lease auction to getting its first electricity to the grid was about nine years.
Costs Balloon During Regulatory Delays
Until recently, these contracts didn’t include any mechanisms to adjust for rising supply costs during the long approval time, adding to the risk for developers.
From the time today’s projects were bid to the time they were approved for construction, the world dealt with the Covid-19 pandemic, inflation, global supply chain problems, increased financing costs, and the war in Ukraine. Steep increases in commodity prices, including for steel and copper as well as in construction and operating costs, made many contracts signed years earlier no longer financially viable.

New and rebid contracts are now allowing for price adjustments after the environmental approvals have been given, which is making projects more attractive to developers in the US. Many of the companies that canceled projects are now rebidding.
The regulatory process is becoming more streamlined, but it still takes about six years, while other countries are building projects at a faster pace and larger scale.
Shipping Rules, Power Connections
Another significant hurdle for offshore wind development in the US involves a century-old law known as the Jones Act.
The Jones Act requires vessels carrying cargo between US points to be US-built, US-operated, and US-owned. It was written to boost the shipping industry after World War I. However, there are only three offshore wind turbine installation vessels in the world that are large enough for the turbines proposed for US projects, and none are compliant with the Jones Act.
That means wind turbine components must be transported by smaller barges from US ports and then installed by a foreign installation vessel waiting offshore, which raises the cost and likelihood of delays.
Dominion Energy is building a new ship, the Charybdis, that will comply with the Jones Act. But a typical offshore wind farm needs more than 25 different types of vessels—for crew transfers, surveying, environmental monitoring, cable-laying, heavy lifting, and many other roles.
The nation also lacks a well-trained workforce for manufacturing, construction, and operation of offshore wind farms.
For power to flow from offshore wind farms, the electricity grid also requires significant upgrades. The Department of Energy is working on regional transmission plans, but permitting will undoubtedly be slow.
Lawsuits and Disinfo
Numerous lawsuits from advocacy groups that oppose offshore wind projects have further slowed development.
Wealthy homeowners have tried to stop wind farms that might appear in their ocean view. Astroturfing groups that claim to be advocates of the environment, but are actually supported by fossil fuel industry interests, have launched disinformation campaigns.
In 2023, many Republican politicians and conservative groups immediately cast blame for whale deaths off the coast of New York and New Jersey on the offshore wind developers, but the evidence points instead to increased ship traffic collisions and entanglements with fishing gear.
Such disinformation can reduce public support and slow projects’ progress.
Just Keep Spinnin’
The Biden administration set a goal to install 30 gigawatts of offshore wind capacity by 2030, but recent estimates indicate that the actual number will be closer to half that.
Despite the challenges, developers have reason to move ahead.
The Inflation Reduction Act provides incentives, including federal tax credits for the development of clean energy projects and for developers that build port facilities in locations that previously relied on fossil fuel industries. Most coastal state governments are also facilitating projects by allowing for a price readjustment after environmental approvals have been given. They view offshore wind as an opportunity for economic growth.

Me, trying to finish a story while dealing with bureaucracy: arrgh. But also, a) we are once again in wrap-up, b) yes, it's fifteen chapters again, then break, then new story.
What is this consistency, I have never had that in my life and I am not even trying!

Chapter 14: Progress
Things developed pretty quickly from that point. We had to disappoint a bunch of humans that we were no longer doing Horrible Movie Night. (A few tried to voice their disappointment, because it was almost their turn and they had the worst media, but they wilted pretty quickly when Dandelion shushed them. She was pretty tired of awful media too.)
There were several more trial jumps with Dandelion in the lead. From the third jump on, the ships began doing cargo runs for Preservation, because Dandelion volunteered them to do actual work if they were jumping anyway. Which is how she found out that basically all of the security humans in Preservation space had heard about the terrorist spaceship and greeted her accordingly.
(ART saved the first three conversations to its databanks, because they got progressively funnier.)
ART was pretty happy to get at least part of its function back. Cargo runs with humans on board weren't exactly what it did, but it found the job itself to be relaxing. In the meantime, it worked on refining its new navigational subroutines. It absolutely hated the random reconnections that happened when the new subroutines engaged with the jump medium, same as they did for Dandelion, but so far it hadn't been able to mitigate them fully. ART did manage to narrow the time frames in which they happened and make them more predictable, both for itself and for Dandelion, giving them more downtime in the wormhole.
(Seth said that if ART managed to actually remove the uncertainty, he would make sure it gets a proper doctorate, secrecy be damned. ART said that it was more than good enough for a doctorate already, which all the humans agreed was true, and that it could just apply under a fake name as always, which ART's crew said was not the point.)
(Dandelion said having a doctorate was pretty pointless in general and not really what it was made out to be, but she got drowned out by basically all of the humans, especially Iris, who said Dandelion just had one for too long to remember how big of a deal it was. At which point she did the bot equivalent of a shrug and went back to preparing ART for its first jump in the lead.)
And a few weeks later, we were ready.
The night before the test jump, Dandelion tapped my feed. I let her in, and she said, A question about tomorrow, SecUnit. Would you be willing to come watch over Perihelion together with me?
Is that even possible?
We've never tried before, so it would be a risk. But a manageable one. The idea is for me to act as a firewall between the two of you when necessary.
By then, I knew how her risk assessments functioned well enough, so I said,
You take stupid odds, but you don't take unnecessary risks. (Ok, yeah, Dandelion's definition of "necessary" was also pretty far from optimal, but that was most humans. And human-based constructs, I guess.) What's going on?
She gave me a long look.
Let's just say that I do not think Perihelion's security consultant will always have the luxury of going into a jump with full safety procedures in place. We've been working on a solution. Come take a look.
She invited me into a workspace she'd apparently had going for the last couple of weeks to show me code for a firewall. It wasn't just her own code: I could see that Iceblink and some more people whose names weren't familiar had also written parts of it, and Dandelion was also introducing some code changes as we spoke--in the weirdest way I've ever seen. She was scanning code printed on paper with her cameras.
I flagged those changes and said, What the actual fuck is wrong with your humans? Who writes code on paper?
People work in ways convenient for them to work in, security consultant, and more newsbursts at ten. Dandelion said with one of her audible eyerolls. Please focus.
I sent her the same eyeroll ping back and focused.
It was pretty good code. A lot of gaps, some obviously left by design, but it was pretty good code. Having it was like getting shot in armor as opposed to without armor: you'd probably lose performance reliability anyway, but, you know, not have to have your entire insides replaced if things went badly enough. Which was the assessment I sent to Dandelion, who returned a grateful ping.
That's what we were going for. Now, we'd like to see how exactly Perihelion reacts to the jump before finalizing the defense algorithms. Will you help?
I thought about ART having to sit there in the maelstrom alone, looking at the worst shit it ever saw in its life, and then I said...
No, that was wrong.
I said, Of course I'll help much faster than I had time to think about that.

I wasn't the only one the idea had to be cleared with before the test, so in the morning we showed what we had to ART, Seth and Iris.
"This code will let us watch media together during the jump." ART said after it perused the data.
For 0,00001 seconds, Dandelion glared at it with all of her processing power. Then she said, very very slowly by research transport standards, "Perihelion. If you use my code to watch media during the jump, then I will write malware to make sure you will never be capable of perceiving a movie ever again, visually or otherwise. I may not have been Tal's best student, but for you, personally, I will manage."
"You are welcome to try," ART said, imitating her tone exactly.
"And if Perihelion actually pulls a stunt like that, then you have my full permission, Dandelion Tenacious." Seth said, but he was smirking. "I'm no stranger to taking screens away from students, as Iris will tell you."
"Yes, dad, you weren't. And then I got my data jack," Iris said, laughing. For the first time in months, the dark circles under her eyes looked like they were fading.
Good to have Peri back, huh? She said to me on a private channel.
Yeah. Yeah, it was really good to have ART back.

Reforming the Federal Hiring Process and Restoring Merit to Government Service
Issued January 20, 2025.
By the authority vested in me as President by the Constitution and the laws of the United States of America, including sections 3301, 3302, and 7511 of title 5, United States Code, it is hereby ordered:
Section 1. Policy. American citizens deserve an excellent and efficient Federal workforce that attracts the highest caliber of civil servants committed to achieving the freedom, prosperity, and democratic rule that our Constitution promotes. But current Federal hiring practices are broken, insular, and outdated. They no longer focus on merit, practical skill, and dedication to our Constitution. Federal hiring should not be based on impermissible factors, such as one's commitment to illegal racial discrimination under the guise of "equity," or one's commitment to the invented concept of "gender identity" over sex. Inserting such factors into the hiring process subverts the will of the People, puts critical government functions at risk, and risks losing the best-qualified candidates.
By making our recruitment and hiring processes more efficient and focused on serving the Nation, we will ensure that the Federal workforce is prepared to help achieve American greatness, and attracts the talent necessary to serve our citizens effectively. By significantly improving hiring principles and practices, Americans will receive the Federal resources and services they deserve from the highest-skilled Federal workforce in the world.
Sec. 2. Federal Hiring Plan. (a) Within 120 days of the date of this order, the Assistant to the President for Domestic Policy, in consultation with the Director of the Office of Management and Budget, the Director of the Office of Personnel Management, and the Administrator of the Department of Government Efficiency (DOGE), shall develop and send to agency heads a Federal Hiring Plan that brings to the Federal workforce only highly skilled Americans dedicated to the furtherance of American ideals, values, and interests.
(b) This Federal Hiring Plan shall:
(i) prioritize recruitment of individuals committed to improving the efficiency of the Federal government, passionate about the ideals of our American republic, and committed to upholding the rule of law and the United States Constitution;
(ii) prevent the hiring of individuals based on their race, sex, or religion, and prevent the hiring of individuals who are unwilling to defend the Constitution or to faithfully serve the Executive Branch;
(iii) implement, to the greatest extent possible, technical and alternative assessments as required by the Chance to Compete Act of 2024;
(iv) decrease government-wide time-to-hire to under 80 days;
(v) improve communication with candidates to provide greater clarity regarding application status, timelines, and feedback, including regular updates on the progress of applications and explanations of hiring decisions where appropriate;
(vi) integrate modern technology to support the recruitment and selection process, including the use of data analytics to identify trends, gaps, and opportunities in hiring, as well as leveraging digital platforms to improve candidate engagement; and
(vii) ensure Department and Agency leadership, or their designees, are active participants in implementing the new processes and throughout the full hiring process.
(c) This Federal Hiring Plan shall include specific agency plans to improve the allocation of Senior Executive Service positions in the Cabinet agencies, the Environmental Protection Agency, the Office of Management and Budget, the Small Business Administration, the Social Security Administration, the National Science Foundation, the Office of Personnel Management, and the General Services Administration, to best facilitate democratic leadership, as required by law, within each agency.
(d) The Federal Hiring Plan shall provide specific best practices for the human resources function in each agency, which each agency head shall implement, with advice and recommendations as appropriate from DOGE.
Sec. 3. Accountability and Reporting. (a) The Director of the Office of Personnel Management shall establish clear performance metrics to evaluate the success of these reforms, and request agency analysis on a regular basis.
(b) The Office of Personnel Management shall consult with Federal agencies, labor organizations, and other stakeholders to monitor progress and ensure that the reforms are meeting the needs of both candidates and agencies.
Sec. 4. General Provisions. (a) Nothing in this order shall be construed to impair or otherwise affect:
(i) the authority granted by law to an executive department or agency, or the head thereof; or
(ii) the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.
(b) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.
(c) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.
