President Lula signs a Provisional Measure to help Rio Grande do Sul; Families affected by flooding will receive aid of up to US$1,480

On Wednesday (15), President Luis Inácio Lula da Silva signed a Provisional Measure at the University of Vale do Rio dos Sinos, in the city of São Leopoldo, in the state of Rio Grande do Sul, creating the Extraordinary Secretariat of the Presidency of the Republic for the Reconstruction of Rio Grande do Sul. The secretariat, which has the status of ministry, will be headed by Paulo Pimenta, previously in charge of the Secretariat for Social Communication of the Presidency of the Republic of Brazil (also known as SECOM).

During the ceremony, ministers announced a series of measures to support the population of Rio Grande do Sul in the current emergency and rebuild their lives.

Among the highlights is the creation of the Reconstruction Voucher, worth BRL5,100 (US$ 993), to be paid to all families whose homes were affected by the disaster. The amount will be paid by Caixa Econômica Federal through Pix, an instant payment system used in Brazil.

Eduardo Leite, governor of the state of Rio Grande do Sul, announced the payment of BRL2,500 (US$487) to families registered in the Volta Por Cima program, created in 2023 to help victims of atypical weather events.

Sleep is a crue kindness; a false friend. It draws you in with the promise a rest, comfort and safety. The belief that when you close your eyes and secome to sleep, that all is well. It's not.

Your mind has full control. That mixed with past traumas and emotions create what we know as 'nightmares’: those horrid dreams that have kids screaming for their parents and adults jolting awake, often with their heart pounding out of their chest. They feel real, they create terror and they tarnish people's view on sleep. No longer is the prospect of going to bed inwiting and comforting, but no it's terrifying and off -putting.

That was the position Tatum found herself in. Wide awake, staring holes into the ceiling. In these moments, she envied her girifriend's ability to fall into the grasp of sleep so effortlessly. For the last 2 hours and 26 minutes - not that Tatum had been counting. She had tried her best to close her eyes and sleep, yet whenever she saw the inside of her eyelids; her mind filled with the images plaguing her sleep.

This was a common occurance: she’d will herself awake for as long as possible until she physically couldn’t hold her eyes open. Then she'd wake not even an hour later, sweat covering her body and heart beating a mile a minute. But there, after every nightmare, waiting for Tatum to crawl into and hide, was her girlfriend's safe arms. That was where she felt the safest: in Leighton's arms , no horrific dreams - no matter how bad - could reach her.
