Railway and infrastructure projects are currently underway in East China, and limits on the manpower of private enterprises have been lifted on the condition of "worker ownership". In a unsuprising turn of events, the Conservatives have also supported the sale of State-owned Enterprises to these private enterprises, a stark show of decentralisation. Education and regular audit programmes are also underway, which the people cheer and support.

Is India Heading towards economic slowdown ?
The Question everybody is asking in hush -hush manner.Markets are down 10% ,Auto Sales are down 20%,Nifty FIfty Companies Agregate Results are down by 6%.But ,Hey India is till the fastest Growing Major Economy .We still have the Govenrment Blowing the trumphets !! Well, thats Bane of Weaker Opposition and Boon of Noisy Democracy where the structural debates are lost in cacophany.
The World's Global GDP has Grown by only 2% on an average in 3rd Decade of 21st Century.World has just moved on from Pandemic into 2 Regional Wars.Protectionism and Rise of of demagogic leaders is getting normal.Maybe it has to do with Other Side of Capitalism which has led to number of issues such as growing divide of rich and poor,Abuse of Resources by handful of people and countries and lack of any specific Idealogy on which capitalism germinates on .
China's remarkable growth from the 1980s to 2000s was fueled by Deng Xiaoping's visionary structural reforms, which laid the groundwork for the country's rapid expansion in the 21st century, driven by globalization.China is not democracy ,reforms can be propelled from Up to bottom whereas India is Democratic Elephant where generations pass on between reforms are thought and put to practise.
India did the very first economic reforms in 1992-93 which paved the growth prospects for next 20 years.The next set of Reforms were done between 2016-2018 which has kept the Indian economy in steady state.However this reforms came late and were far and few.As Freeman Dyson suggested that World will change faster at an accerlerating Spead in 21st Century which means governance model and economic structures will have to be evaluted and rejiged at regular intervals .
Indian Economy in 2nd Quarter has slowed down due to number of reasons .However one the major structural long term reason which needs to form part of public discourse is Lack of Capital Formation and Lack of Private Investments.Govenement in last decade has carried the burden of Investments through Public spending on Infrastructure .Short Term reaons for current phase are as follows .
1.Government Spending has been low this year on account of Elections.
2.Election handouts such as populist programmes of Direct transfer of Money has made a dent on Govenement spending of various states.
3. The GECL loans, which were interest-free for the first year during the COVID-19 pandemic, have now completed their tenure, and this has significantly impacted MSMEs, eating away at their working capital.
4.Increased Rate of Interest for new loans and Increase in Taxes and compliances were major factors that has starting shown impact on demand side .
A decent Monsoon has not "rocked the boat" which means that there has been not a major lull in Rural demand which can be seen from Volume Growth in FMCG Results.
Short Term, We need Rate cuts and make sure demand is not stiflled .Monetary as well as Fiscal Intervention at this time is very apt to avoid playing catching up game later and falling into middle income group country.Govenment should look at non-revenue sources such as disvestment ,leasing land parcels to ease fiscal burden on citizens .
Long Term We need like Niti Aayog to have Accountability Aayog which every year along with Budget provides public documents on Major Spending of the Govenement .CAG works like Internal Auditor of the Governement .We need Statutory Auditor for the Govenement in True Sense whose details are Publicly Available .
Also,Long Term We need to establish new Institutions and strenthen existing ones.We are Creating lot of Public Infrastructure ,we need seperate Institutions to overlook its maintenance,making sure they remain economically viable and avoid white elephants like Jaipur Metro.
To Conclude ,Growth after World War II were far easier for Countries who adopted the countours of capitalism like Free economy ,international Trade,Law and order and Political Stability .Growth in 21st Century will be less easier due to Faster Technological Advancements,Increased Compeition among countries for Capital and Role of Social Media for Populist Propagandas.
India has Vision however it needs to make effective use of demographic dividend and avoid wasteful expenditures.

Co-operative credit societies are credit institutions characterized by member ownership and control. (1) In the case of cash credit, the amount of the loan shall not exceed such a multiple of the owned funds of the borrowing society as may be laid down by the registrar with the approval of the concerned financing agency from time to time. (2) It shall be lawful for a society to grant loans without taking security of moveable or immovable property if the purpose for which the loan is given is considered production-worthy or creditworthy and it is reasonably expected that the loans will be repaid by the loanee. The Registrar may, with the approval of the Apex Bank, issue directions to societies to ensure that creditworthy purposes indicated above receive finance from the societies without any difficulties on the one hand and without being detrimental to the financial interests of the societies on the other. (3) The Registrar may recognize a central bank as the central financing agency, which shall be primarily responsible for financing credit requirements for all creditworthy purposes through the concerned societies in its jurisdiction. On such recognition, such bank shall be responsible for making all possible efforts to mobilize local resources to make loans available to the societies in its area. Such loans may be granted for creditworthy purposes, giving due importance to the requirements of various states of the producers and cooperative societies with reference to the linking up of credit with cooperative processing or cooperative marketing. (4) Except with the general or special permission of the Registrar, the loan advanced to a member by a society or to a society by a bank shall be subject to such conditions as may be laid down by the Registrar with the approval of the Apex Bank, including the maximum amount to be advanced and the period of repayment, both in regard to total advances to members and societies as well as against different types of securities. (5) No society shall carry on transactions on credit or sanction trade credit to its members or to non-members except in accordance with the general directions that may be issued by the Registrar on that behalf. (6) In the matter of grant of loans to societies by Central Banks or to members by Primary Societies, the Registrar may lay down with the approval of the Central Banks, the procedure regarding receiving applications, assessing credit needs, making inquiries in respect of the production programme for which such loan is required and the procedure for finally sanctioning the loan as also the rates of finance to be followed from year to year and the nature of inquiries to be made for the purpose of financing of different crops and imposition of certain conditions regarding proper utilisation of loan and sale of agricultural produce through specified co-operative organisation, before such finance is granted. (7) The Registrar may, with the approval of the Apex Bank, by general or special order, prohibit or regulate the grant of loans by a central bank or a society where such grant is considered neither in the interest of the society nor in the interest of the development of co-operative movement on sound lines.
Conditions to be complied with by members applying for loans:
(1) Every member of a society applying for a loan from the society shall be required to hold shares in such manner and in such proportion to the amount of loan applied for by him as may be specified in the by-laws of the society. (2) Subject to the maximum limit specified in the by-laws, a loan to be granted to a member of a resource society and the period of its repayment shall be in accordance with the standard laid down by the Registrar in consultation with the Central Bank and the Federal Society. A loan in excess of the maximum amount may be granted to a member with the previous sanction of the Central Bank and the Federal Society to which the society is affiliated, provided that where the amount of the loan exceeds twice the maximum limit contained in the by-laws, prior sanction of the Registrar shall also be obtained.
. Credit limits by non-credit societies:
Ā (1) No society whose objects do not include the grant of loans or financial accommodation to its members shall grant loans or sanction credit to any member without the sanction of the Registrar. Provided that any society that has, as one of its objects, the supply of goods or services required by members for production purposes may supply goods or provide services on credit against sufficient security on the condition that the cost of the goods supplied or services provided shall be recoverable from the amount of the sale proceeds of the agricultural produce or other goods produced by the member. (2) A consumer society may sell goods on credit to its members and other customers up to the extent of deposits received from them.
Restrictions on borrowing from more than one credit society:
(1) Every person who is a member of more than one resource society (other than a Land Development Bank, a Central Bank, or a marketing society) dispensing credit shall, if he has not already made one, make a declaration in Form that he will borrow only from one such society to be mentioned in the declaration and shall send a copy of such declaration duly attested to all societies of which he is or has become a member. (2) Any person who continues to be a member of more than one such society without complying with the provision of this rule shall be liable to be removed from the membership of any or all such societies upon receiving a written requisition from the Registrar to that effect, provided that the society from which a person has borrowed may permit him to borrow from any other society of which he is a member to such extent and subject to such conditions as may be laid down by it. (3) The Registrar may, for reasons to be recorded in writing, exempt any person or persons from the operation of this rule or prohibit any person or persons from borrowing from more than one society, notwithstanding that permission of the society under proviso to sub-rule (2) has been obtained by him.
Limits on loans against fixed deposits:
(1) When a society makes a loan to a depositor on the security of his fixed deposit with the society, the amount of the loan shall not exceed 90 percent of the deposit amount, and the period for which the loan is granted shall not extend beyond the date of maturity of the fixed deposit.

Climate change is triggering dramatic extremes in the global water cycle, which weāre experiencing more and more directly.
Here in the Western United States the issue is too little water, with a historic drought drying up trusted lakes, streams, and wells, and contributing to the intense wildfires that increasingly blanket our region in smoke for some months each year.
The Environmental Defense Fund summarizes scientific studies of how climate change is worsening drought worldwide, citing greater drought severity in the Mediterranean, Western Amazon, South Africa, Russia, India, Australia, and southern Europe. Human-caused climate change triggers droughts in at least three ways: Increasing temperatures cause more evaporation, drying out soils and vegetation; changing circulation patterns alter where storms develop and the path they follow; and increasing temperatures and changing precipitation patterns reduce snowpack volumes and lead to earlier, faster snowmelt, which reduces streamflow and the amount and quality of water available when itās needed for vegetation, farming, and fishing.
In other regions, the problem is too much water, with heavier and more frequent storms causing flooding that can damage infrastructure and buildings and contaminate fresh water sources.
The UN Environment Programme describes how climate change is making record-breaking floods the new normal. For example, in late 2019 a series of storms in the UK dropped the equivalent of one monthās worth of rain in 48 hours in some locations. In July 2021, the eight inches of rain that fell in less than 24 hours in western and southern Germany flooded communities and caused more than 200 deaths. And in August 2021, areas in the U.S. state of Tennessee recorded more than 17 inches of rain ā one-third of the regionās typical annual rainfall ā in just 24 hours.
While the worldās governments try to address these issues from a top-down perspective, many communities ā especially those living at or below poverty levels ā are already suffering the effects of climate change-exacerbated water issues. In response, a number of social enterprises are stepping up to provide localized solutions to specific communitiesā water-related issues.
At Miller Center for Social Entrepreneurship, weāre granted a front-row view of people and organizations dedicated to changing the story around climate change and water ā from one of water excess or scarcity to one of resilience and hope.
Here are a few of their stories:
ECOSOFTT: Addressing communitiesā total water management needs
To date, ECOSOFTT has implemented 70 projects in five countries ā Singapore, Hong Kong, India, Indonesia, and Malaysia ā with a 100% success rate. Collectively, their solutions treat and recycle 50 million litres of water a day, providing 300,000 people with improved access to water and sanitation systems, including 50,000 in India and Indonesia at the Bottom of the Pyramid.
āThe effects of climate change are manifested through water, such as rising sea levels, prolonged droughts, and floods,ā said Stanley Samuel, co-founder of ECOSOFTT along with Marcus Lim. āEffective water management is thus key to mitigate the effects of climate change and achieve greater resiliency.ā
Nazava: Water filtration
Nazava is the only company globally providing WHO-certified household water filters targeting low-income rural households living on less than US$7 per day. By charging customers for the water filters ā including through partnerships with microcredit organizations that ensure affordability by enabling payment in up to 50 installments ā Nazava ensures its own business sustainability. Marketing is done through healthcare workers and midwives, and sales meetings include community training on hygiene, water treatment, and waterborne diseases. āNazava water filters help households become more resilient to climate change by expanding the range of potable water sources, providing alternatives to dried-up sources ā even floodwater can be filtered and made safe for drinking ā and by eliminating the need to gather wood, coal, or other fuels to boil water,ā said Guido van Hofwegen, co-founder and co-director of Nazava, along with Lieselotte Heederik. āWith Nazava, our customers can filter their own tap, well, river, or rainwater ā without the need to boil the water.ā
Jibu: An entrepreneurial, franchise-based approach to safe drinking water
Currently, Jibu supports more than 2,830 full-time-equivalent jobs through its franchise network, almost half of which are youth. More than half of Jibuās franchise owners in Rwanda, Kenya, Burundi, and Zambia are women. āJibu has the potential to eradicate single-use plastic bottles and to transform the energy efficiency of the water treatment technology landscape,ā said Galen Welsch. āJibuās water purification system is energy efficient and designed to ensure low water waste and cost-effective production, which enables attractive pricing to the subscribers to our solution, who no longer need to rely on home boiling and the associated carbon emissions. Plus, returning and reusing our bottles significantly reduces pollution, and our decentralized production leads to fewer distribution-related emissions.ā
Banka BioLoo: Transforming toilets and sanitation in India
To date, Banka BioLoo has installed more than 12,000 environmentally friendly toilet systems across India; sanitized more than 1,000 schools; served millions of rail passengers; and provided thousands of workers with access to sanitation at their workplaces. Their cost-effective, long-lasting, āfit-and-forgetā bioloos serve marginalized and low-income populations, sold directly to consumers as well as through partnerships with governments, corporations, and philanthropies.
āOur climate-complementing bioloos contribute to climate resilience in a number of ways,ā said Sanjay Banka. āThey require no external infrastructure for fecal waste treatment, they use no energy, and they produce reusable water and biogas as byproducts ā thus actually generating more water and energy sources than they consume.ā
