The Rubber Band Men
DEBUT 1980
They backed up Lynda Carter in Episode 419 of The Muppet Show on "Rubber Band Man."
The band consists of two types of Muppets as pictured. The first are made almost entirely of a rubber band with hands to strum itself and eyes and legs.
The second are a slinky-like stretchy character with eyes and large lips. They appeared years later on backup vocals for Garth Brooks in episode 102 of Muppets Tonight for a cover of Tom Jones' "It's Not Unusual."

Rubber Band Man
Adam Evans was a young man who grew up in Dakota City.  An aspiring musician, Adam had a true knack for writing rap songs and he made a demo tape for the acclaimed music producer, D.J. Rock.  Rock claimed not to be interested in Adam’s music, yet secretly stole his lyrics and used them to make his own protégé, ‘Ice Pack,’ and hugely successful hiphop star.   When Adam discovered he had been swindled he was furious; and yet there was nothing he could do about it.  
All this changed when Adam was exposed to the mutagenic effects of the Quantum Vapor were released during the so-called 'Big Bang' event.  Adam was bestowed shapeshifting powers wherein his body became highly elastic, enabling him to elongate his limbs and manipulate his form in various fashions.  Now calling himself ‘The Rubber Band Man’ Adam made himself a costume and set out to get revenge on Ice Pack and DJ Rock.  
The heroic Static witnessed Rubber Band Man going after Ice Pack and attempted to intervene.  This would prove to be the first in numerous altercations between the two.  Static prevailed and the Rubber Band Man was apprehended; while DJ Rock was exposed as a thief and fraud.    
The Rubber Band Man would later escape form prison and would have further dealings with Static.  Eventually, Rubber Band Man became something of an antihero and aided Static in dealing with the villainous schemes of his older brother, Ebon.  
Actor Kadeem Hardison provided the voice for The Rubber Band Man, with the villain turned hero first appearing in the fifth episode of the first seasons of Static Shock, ‘They’re Playing My Song.’

I am a diehard Spinners fan (top 5 classic R&B artist and you will not change my mind) and I was looking up the Rubberband Man because I love that song and I remember when it showed up in an Avengers movie and I was like "holy shit here comes reed richards" but it was just the guardians of the galaxy and anyway when I was looking it up I found this performance by Lynda Carter on the Muppet Show and realized that they may not be talking about "The Rubberband Man" but rather "The Rubber Band" and the "man" is there for emphasis. Now I'm confused.
I know Lynda is here and she's awesome but this might be a question for Thom Bell, who's sadly no longer with us.

As Static, Virgil uses his brains to find a way to prevent Rubberband Man from enacting revenge on DJ Rock during the climax of "They're Playing My Song". This is taken right before Virgil spins Rubberband Man around to stop him, which obviously is a moment that's nigh-impossible for me to screencap, especially at my current skill level (hopefully I'll keep improving!). Though it was very cool to see in the show proper.
I know that Rubberband Man will become a reoccurring character, with a later reveal about what (or rather who) is a major source of his cynicism. Right now, though, Virgil views him as just someone who can't be reasoned with, after his attempt to do so had no effect. Which is understandable, as it's hard to tell from inside a situation when to keep trying versus cutting your losses in trying to help someone improve.

You know... I like Adam in Static Shock. Nice guy, and good on him for managing to break out of the cycle of criminalization, taking his anger management and therapy seriously, and just generally doing better! Good on him and his musical career!
But you know something? It's really Sharon who's winning here. She has a superhero musician as her boyfriend and while she doesn't know it, her brother is a superhero too. She's WINNING and doesn't even fully know it! :D

Not done with these bozos yet. While I will definitely lose several points off of my black card for supporting the honky menace, I prefer this version of Rubberband Man to The Spinners' original (you can see them in the video I uploaded). I guess after so many years of the great original, I prefer a wild version with screamed vocals. Go figure.

"Bent Out of Shape" introduces two Bang Babies who decide to go after Rubberband Man for the reward money: Puff, who has air & acidic powers, and Onyx, who transformed into a super strong purplish form.

In a reminder of the show's time period, Richie goes by a video rental store as he helps Static search for Rubberband Man.

Unfortunately for Static, his search efforts only lead to the Rubberband Man spotting him first.

Static lands in an alley with the intent to switch over to his civilian identity, but as these screencaps show, he finds out that Rubberband Man is present before he does so. They fight, and Static ends up in a dumpster, with Rubberband Man then grabbing his mask as he wants to reveal Static's identity as Static had done to him.
Puff and Onyx unintentionally save Static's secret identity as they show to try to take down Rubberband Man. The alley gets wrecked in the process, as seen below.

As Rubberband Man bounces off, Static reveals himself with his makeshift mask to confront the bounty hunters.

Puff mocks his cowboy-like look and then dissolves the trash can lid he hovering on. She's more amused than upset, so the duo heads off to go find their actual target while Static lies on the alley.
