Flash Villain Movie Ideas, Part IX: Rainbow Raider
Roy G. Bivolo AKA Rainbow Raider is an intentional love letter to the ridiculous villains of the fifties and sixties by Flash writer Cary Bates. He is a colorblind man with special glasses that allow him to create solid light in the colors of the rainbow, either as weapons or a slide Iceman-style. He can also slightly affect his enemies' emotions this way, which was sadly the entirety of his powers in the Arrowverse adaptation. He has also become a standard Rogues member.
Origin Movie: An absolute pick for an animated movie, especially one that would know how to really work with the colors of his power set.
Sequel Movie: I would personally team him up with Mirror Master in an animated movie, but if you had to do a series, Mirror then Rainbow is perfectly viable.
Finale Movie: I . . . I just can't see it. Not even animated. Though, I suppose Rainbow Raider could be a solid Spot equivalent in a Flash-verse type of movie.
Supporting Villain: Natural Rogues inclusion? Of course.

What stories lie behind "Crane Husband", "Kid Fic" and "Rainbow Raider" ?? 👀
Crane Husband
It's a retelling of the Crane Wife folktale, where lonely bachelor Barry Allen rescues magical crane person Hal Jordan, navigating what they think human/magical creature relationships should be.
“Oh.  You’re human.” Not the strangest thing he’s heard a concussed person say.  “Ever since I was born.  How are you feeling?” The man tugs at Barry’s blanket draped over him, and looks around the room a series of jerky head movements.  “Where’s my cloak?” All those sudden head movements can’t be good for his head.  Barry urges him to lie back, but the man won’t budge.  “The white cloth?  With the feathers?”  The man eyes sharpen as he nods, and Barry says, “Please stop moving.  It’s not good for you.”  The man doesn’t, so Barry say, “It was really muddy, so I washed it as best I could and hung it out to dry.” The man starts pushing himself up, and Barry gives in and helps him so he can look out the window.  The storm had disappeared as if it had never been, all the colors intensely bright, the white cloak the brightest of all where it flutters in the wind. “Oh.”  The man says.   He sounds so confused.  If Barry could just get him to rest more— “So you’re not stealing it?” Barry blinks.  “Why would I steal your clothes?” “Because you’re human!  You’re saying you’re not so entranced by my beauty that you’re planning on trapping me here?!” “You’re very good looking, and I would prefer if you’d stay a couple days until you’re feeling better.” Definitely needs some more rest. And maybe some soup. Soup always helps.
Rainbow Raider
The premise here is that Rainbow Raider's goggles are tapping into Lantern energy, and Hal and Barry are trying to get to him before the Red, Orange, and Yellow Lanterns notice and go after him, or the emotional toll of using the goggles can hurt Raider.  It's also a breakup/make up story, where Hal and Barry have to deal with all the feelings about the recent breakup that Raider's goggles are forcing out of them.
The idea was to figure out a way to do something like what @leftsmitteninbritain did with I Second That Emotion and find a process for writing self-contained stories around a superhero premise that spurs the romance.  I definitely haven’t figured that part out yet, but it's still the goal :)
Hal follows the red and gold lightning through the Central City outskirts.  It’s yet another mode they both fell into seamlessly; Barry running at a speed where Hal can keep up.  Hal speeds up out of spite, and Barry matches his pace without comment.  His lack of acknowledgement makes the whole thing feel extra petty. It’s not supposed to be like this.  it’s too easy to remember the hundreds, thousands of times they’ve been in this exact position, swapping theories about the case, or jokes, or flirty little innuendos to see just how many he could get away with before Barry gave him that look.  They haven’t worked together since everything went down, and muscle memory is telling him to fill the expansive silence between them.  Instead the silence hangs like a shroud, a reminder of everything they’d screwed up. Barry turns a corner, and Hal’s treated to  a postcard’s view of the Central City skyline.  He’d spent years heading here instead of Coast, after things with Carol had finally come to a conclusive end and he’d been off world enough to not bother keeping a place in Coast.  Central City; home of the twentieth chance.  At the time he’d found it encouraging, a testament to the city and its protector. But even that hadn’t been enough.
Kid Fic 
This one has a similar base concept to  1989 by @pulsar-1919 where Hal and Barry meet as two lonely, socially awkward kids with interests most other kids don’t care about.  It’s a combination of a slice of life story where 10-12 year old Hal and Barry meetings each other when Barry and Daryl spend a summer in Coast City, and the Flash and Green Lantern meeting as adults in the Justice League. 
“Why’d you have to jump in, anyway?  I was fine.”  The kid drops his arm and stomps over to the pile of wooden pallets stacked against the chain link fence.  “I only ran away because you were in the way.  I would have won on my own.” The stitch in Barry’s side pulls with every gasped breath, and his shirt is sticking to his back where he sweat through it.  He tries to think through it; if he says the wrong thing, the kid can run away from Barry as easily as he had from those other kids. Keep it short and simple.  “I know.” The kid glares.  “So why’d you butt in?” There are a lot of answers to this.  Because I don’t like seeing anyone get hurt is true, but would probably just rile the kid up more.  Because I’ve wished someone would step in when it was me feels a little more personal than he’s willing to get at the moment. The kid is still staring at him, obviously losing his patience with this weird kid who can’t keep his nose out of other people’s business.  His arms are stuffed in his pockets, stalking around the tiny space, and looking about half a second away from just deciding talking to him just isn’t worth it.   The realization sets off a moment of near panic for Barry.  Say something.  Anything. “Because it sucks to be alone.”  The kid’s still eyeing him, like he’s expecting more, so Barry keeps stumbling along.  “I mean, it does just in general, but in that kind of situation, it just-  it just sucks,” he ends lamely. The other kid stares at him for a long moment, still suspicious, before he just nods.  “Okay.” Barry lets out a breath.  The tension in the air’s dissipates with the kid’s acceptance.  Now that it’s gone, though, he’s feeling the sting of his scraped knee, and he’s sure the other kid’s isn’t much better.  “Do you… Do you mind if I take care of that?” “How?” Barry’s already got his backpack off, taking quick note of the loose threads around the Flash patch before fishing inside for his first aid kit and water bottle.  The first aid kit in particular has gotten a lot of use, so he always keeps it well stocked; the school nurse asks questions he doesn’t have good answers for, and his teachers and Darryl ask fewer questions when it looks like he’s visited the nurse. “This happen a lot?” Barry just shrugs and gets to work.  The angle’s a little awkward, since he’s only used to doing this on himself, but the other kid doesn’t complain.  From the looks of him, Barry wouldn’t be surprised if this is routine for him too.

The Shade vs. the Rainbow Raider, Part 2

Previously on the Flash, see Part 1. TL;DR: the Shade hopped dimensions because his city got too colorful and he couldn't crime and it was someone on Earth-1's fault. He robbed a bank to get Barry's attention, trapped him and talked for so long Barry escaped, and then ran away and used his cane as a walkie-talkie to propose a truce.
On to Issue 299! Barry has taken the Shade's cane home because Flashes are bad at secret identities.

Bivolo is the culprit (having painstakingly mixed paint into his father's formula to something something science, which was very difficult because he is colorblind and the paint tubes weren't labeled I guess), Top Pop is pointing a gun at a sleeping Barry, etc. Barry visits Keystone City to confirm the Shade is telling the truth, the police exposit Jay is contractually unable to join this caper, and Barry calls Shade his partner. He returns to Earth-1 to collect the Shade's cane, which he left leaning on some rock, and the Shade just climbs out of it:

Before the Shade loses his lunch, they find a huge-ass prism and a huge-ass cannon pointed at Central City. Barry exposits and Shade asks the important questions as the Rainbow Raider drops in.

His criminal angle is "fuck y'all, I can see colors." So naturally he tries to kill the Flash with various color-coded death rays while the Shade hides behind a tree. The Shade, bored by all this bullshit without even Jay to distract him, attacks Barry and leaves.

But it wasn't an attack at all--black, being the absence of color, nullifies Rainbow Raider's powers on Earth-One only I guess! Thanks Shade! Thade.

The plan is foiled and everything's fine! Except for Barry's dad being possessed and whatever the fuck is happening in the teaser!

But most importantly, the Shade is no longer mildly inconvenienced. And, despite spending 95% of this adventure nauseous or cowering, he decided he could get used to that teaming-up-with-heroes thing.
Not Barry though. Fuck that guy.

Chapter 2: The Teacher and the Art Thief

The Bivolo home was alive with movement and noise. It was a bit before the sunrise, making the noise all the more unusual. Brandice was still asleep; but the man she shared her bed with was wide awake. So were their guests.
Rainbow Raider stared at his wife's sleeping face with content. Surrounded by colorful sheets and blankets, it was like a scene out of a painting with Brandice as the perfect muse. She'd been the subject of several of his pieces.
No doubt there was a new one based off the scene in his head right now.
"My poor sweetheart. Hopefully you'll get better soon."
Cupping her cheek with a gloved hand, he leaned down to gently kiss her. He was grateful for every moment they spent together; including small ones like this. He didn't have to be Rainbow Raider around her, only her loving husband Roy Bivolo.
"I'll be gone by the time you wake up, Brandicita, but I want you to know that I love you."
"Don't touch anything!" A loud, rough voice yelled. It likely belonged to a young man. "Remember last time you did?!"
"That's because you came out of nowhere and scared me, you fucking jackass!" Another voice yelled back just as, if not, louder. This one was probably a young woman's.
A third voice chimed in, somehow louder than both combined. "Guys, shut up! Mrs. Bivolo's probably still sleeping!"
All the sudden yelling followed by arguing made Brandice furrow her eyebrows and twitch her eyes like she was about to wake up. Her expression calmed, however, after Bivolo rubbed his thumb on her cheek.
Exhaling through his nose, Bivolo got up to put on his coat. Before walking out the room, he took one last look at Brandice.
Maybe in another life or in a perfect world, I'm a good man who gave you everything you wanted, Brandicita.
"Call me if you need anything, mi vida."
Brandice poured herself a hot cup of tea. She hasn't been feeling well for the past two days so she decided to stay home in order to not get her students sick. This was her first time not reporting to work in twelve years. She took her job as a kindergarten teacher quite seriously. How couldn't she when it was her dream ever since she was young?
"Are you feeling better, Mrs. Bivolo?"
Brandice wasn't frightened by Indigo's sudden presence. They were a former student of hers all the way from when she first started her teaching career at 18. They were nothing short of ecstatic to learn that their favorite kindergarten teacher was married to their boss.
Indigo was Bivolo's way of checking on her when he couldn't or if calling was too risky.
"I'm fine, Diego. Be sure to tell Roy that," she replied. She pulled a mug towards her. "Would you like some tea? It's jasmine."
"Yes please!"
Indigo talked away while Brandice prepared breakfast.
"Did you hear us this morning? Violet and Red almost got into a fight because she was touching one of the vases. Yellow told them to be quiet because they thought you were still sleeping which made everything kinda worse. Then the boss came downstairs."
"I did. Hopefully he wasn't too harsh on any of you." Brandice added some pepper to her eggs. She knew Bivolo gave them a gentle but firm reminder of where they were and who lived here.
Unlike most rogues, Bivolo found it counterproductive to treat his henchmen as lesser than. Instead he took on equal parts boss, mentor, and father figure. It reminded her of his relationship with her former students back in Central City.
The Rainbow Raiders, his thieves guild, were more than grateful for this--mainly Rusty also known as Red. And since Bivolo was their father, Brandice was their mother by association. Not that she minded.
"He wasn't! He just told us that you were asleep and to quiet down. You should've seen the look on Red's face when he heard the boss's footsteps! It was like a deer in headlights!"
Brandice sat down at the table with breakfast on her plate. She saved a little for Diego just in case they were hungry.
"Where are you all now?"
"Flea market."
Words that told her everything she needed to know. Being married to a rogue meant learning the code. "Well I ain't gonna hold you too long, Diego. Tell Roy I said to be safe."
"I will! Bye, Mrs. Bivolo!"
She was alone. Only sound was the fork picking up food off her plate.
Flea market was code for the Network, an underground black market for villains to move, buy, and sell contraband. Blacksmith, the woman who ran the whole thing, terrified her despite the two never meeting. Brandice preferred to keep it that way. She'd heard enough stories of close encounters from Bivolo to not want to be even in the same room as Blacksmith.
Thankfully she wouldn't have to worry about her or any other rogue outside her husband and his guild. Her existence was a well kept secret. While the Central City Rogues operated under a strict moral code that included not harming women or children, others in Bivolo's field weren't like them.
Bivolo was already a private (although melodramatic) man, but now that he was married and out of Central City as a whole, he became someone shrouded in mystery.
The Raiders followed suit when it came to being tight lipped about her. The first rule of working with the Rainbow Raider was never ever, under any circumstances, mention anything about Brandice in public, including her name. Everything was hush hush.
I need some fresh air, Brandice said to herself. After taking a quick but thorough shower and throwing on a simple outfit, she headed out. Plus I need to run some errands.
First stop was the store. Much as she told herself it was only a quick grocery run, she'd traveled with her mom enough to know that that was a lie. And she was right because she ended up spending half an hour there buying things that weren't on the shopping list.
I shouldn't have made such a fuss about Roy giving me a platinum card.
Next stop: the bookstore.
"Hey, Brandy. Haven't seen ya in a couple a days. The bosses been askin' 'bout ya."
Brandice waved at the worker. It was a small, family owned bookstore she frequented for books for herself and her students. The owners, who were hippies themselves, were very fond of her. So much so that they allowed her to bring her students there for field trips.
"Been sick so I've been at home."
"Oh no. Get well soon, Brandy."
"Thanks. Is there anything new in stock today?"
The worker beamed. "You bet! Whatcha looking for? Your usual scifi or thriller? How about both?"
While shopping around for books, a slight chill ran down Brandice's spine as she felt a pair of eyes on her. Who's there?
Turning, she came face to face with her husband in his red tinted shades.
"Are you alright, Brandicita?" Bivolo put a hand on her shoulder. Relief filled her body now knowing it was him and not someone else. She must've forgotten he wore sunglasses when incognito.
"Yeah. Just looking for new books."
"Me too. Would you like some help?"
After buying new novels along with some art books and magazines, the couple headed to a cafe. Some people stopped to stare at them. Who wouldn't when it was a beautiful woman walking around with a guy in the most ridiculous, color clashing outfit ever?
"How was the flea market?"
"It was fine. No close encounters or deals gone wrong," Bivolo replied. He pulled out a stack of cash from one of the interior pockets of his cost. "Surprisingly, I had a lot more buyers this time and made some pretty good money."
Brandice's mouth formed an "O" at the sight of the money. Over the course of her and Bivolo's relationship, she came to learn a few things about art thievery.
Bivolo began digging in his pockets again. "That reminds me, the children made a get well soon card for you when we got back to the guild."
Brandice giggled as he handed her the card. It was decorated with all sorts of drawings, notes, and details. Her heart melted when Bivolo referred to the Raiders as "the children" just like he would her students. It was a holdover from after she introduced him to them when they first got together.
Once they got to the cafe, the couple decided to get to go orders since Brandice had grocery bags that needed to get home. They walked until they reached a secluded spot. No pesky cameras. No prying eyes. Perfect.
Bivolo pulled out his trademark goggles to switch his sunglasses for. Once on, he created their transportation home: a rainbow.
"Ready, mi amor?"
Brandice smiled. "Of course, hermoso."
At home, Brandice put the newly bought children's books in her work bag. Nothing like being prepared to get back to work. Meanwhile, Bivolo put away the food.
He glanced at a picture of their wedding day. In the center was the happy couple surrounded by dozens of equally happy students on both sides.
"...do you miss them?"
"Miss who?"
"Your old students back in Central City. I wasn't being considerate towards you when I made plans to leave," Bivolo explained. "Even though it fell after the school year ended, I knew that your students had your heart long before I ever did."
Her heart softened. She could tell he missed them too. The whole class loved him and even attended their wedding--with permission from their parents, of course. A magical moment neither her nor the children would forget for the rest of their lives. Some saw him as a father figure.
"I do, but I knew it was time for me to move on. I think they understood that as well. They'll always be happy that they met you and got to see Ms. Dara-Velaquez become Mrs. Bivolo."
Bivolo smiled. He loved her ability to look on the bright side of things. In a world where he couldn't see color, Brandice was his light in the darkness. She brought color, even if he could only see it in black, white, and grey, into his world--and he was forever grateful for it.
"Good. Now let's make something to eat. I'm starving."

Elseworld 64 | Jocelyn Jackman
Jocelyn Jackman is the illegitimate daughter of Mark Mardon, and the wife of Nora Allen-West. She is a respected artist, and works as a gallery attendant in Central City. Jocelyn is the host of two altars. As Misty Mardon, she is the criminal Weather Witch. As Auretta Allen-West, she is the hero Watercolor.

HISTORY
After a one-night stand, police officer Julie Jackman discovered she was pregnant. Nine months later, Jocelyn was brought into the world. For the first five years of her life, she was raised with love.
At five years old, Jocelyn came across the body of her mother who had been murdered by a cult. The moment caused her latent mutant-gene to awaken, and unknown to the people at the time her first altar.
After a paternity test, social workers were shocked to discover Jocelyn's father was Mark Mardon.
Upon discovering her existence, Mark Mardon kidnaps her to dissect her to better understand his own powers. Fortunately, the other rogues strong-armed Mark into properly raising her so Mark renamed her Misty Mardon.
He came to appreciate this as Misty proved to be as powerful as him and used them to aid him on crime sprees. The media took to calling her Weather Witch, which she took in stride with great pride.
Though the Rogues started to slowly notice something was off. Misty would flicker between wanting to commit crimes to wanting nothing to do with the lifestyle. She'd show an interest in painting, only to ruin the canvases the next day. There was a difference in whether or not she could use her powers as well, including which powers she used.
It culminated in Misty running away, but when they tracked her down she was using her powers sporadically which went against her careful training. She didn't respond to her name, instead Jocelyn and how she wasn't sure why she was kidnapped by the Rogues but she wanted nothing to do with them.
Despite the immense power she held, the Rogues managed to talk her down and explained everything much to Jocelyn's disbelief. Mark had no interest in this side of his daughter, but Roy G Bivolo took the reigns and taught her art. Under her mother's maiden name, Jocelyn slowly started to build a reputation as an artist and got a job at the local gallery as a tour guide.
One day, while working as a tour guide in her teens, the gallery was attacked by another rogue. Nora Allen-West was the speedster who answered the distress call, and encountered a woman named Auretta who used her knowledge of the gallery to help. The two ended up taking the rogue out together, which cemented a crush on one another though they were unaware of each other's identities.
Later, Nora attended the gallery to ask about Auretta only to be told there was no one with that name that had worked there.
PERSONALITY
Jocelyn Jackman is an elegant and mature woman, who is highly intelligent able to navigate the art world and the upper elite. She has invested in keeping the life she built for herself intact, carefully utilizing the eccentric artist narrative to her benefit.
Misty Mardon is a chaotic and fun-loving gal, who uses her powers openly and sporadically. She loves experimenting with them to the detriment of the environment around her. She has an impulse to steal art but doesn't know why, so she always returns the pieces at the end of the day. She is openly flirty, particularly with Timestream.
Auretta Allen-West is compassionate and kind, though she comes off as more bashful and self-conscious in comparison to the elegance of Jocelyn and the will of Misty. Auretta has an intense moral code, and will selflessly put herself in danger to protect others even at her own detriment.
POWERS
Weather Manipulation: Just like her father, Jocelyn has the ability to localize weather, creating hail, lightning, and other destructive forms of weather. She can produce blizzards, summon lightning bolts, fly using air currents, produce fog, and generate winds. Essentially Jocelyn can produce any type of weather pattern imaginable, as well as another phenomenon such as tornadoes. For a good chunk of her life, each altar could control a different part of the weather with Misty controlling storms, Jocelyn controlling air, and Auretta controlling water.
ABILITIES
Art Appraisal: Jocelyn can examine paintings, sculptures and antiques to determine their market value by identifying the quality of art.
Gardening Proficiency: Misty is a skilled gardener, as similarly to her father she used it as a way to master her weather powers.
Painting Proficiency: Jocelyn is skilled in all associated painting skills and techniques.
TRIVIA
Important Note: This is my first character with Dissociative Identity Disorder, so feedback is immensely welcomed.
All three are trans women. This is a nod to her being a gender-bent version of Joshua 'Josh' Jackman, who was a comic canon son of Mark Mardon and Julie Jackman.
Due to Elseworld 64 Mark Mardon being asian, they are biracial.
In Elseworld 64, Mark Mardon is a metahuman who uses a wand to channel his power rather than being the source of his power.

It’s a secret that Roy G. Bivolo is the villainous Rainbow Raider. Roy is just a student in (art) college.
He embraces the fact that he can’t see colors by only painting in shades of grey. He also only wears black, white, and grey clothes to match.
Roy has a shy and meek personality where Rainbow Raider is loud, energetic, and outgoing. Nobody suspects they’d be the same person. It would be too ironic!!

Hi! I've been making my way through your Neighbours and Butterflies series since you posted a snippet of Chrysalis, and I'm really enjoying it!! I’ve just finished Rampage now. All the references and extra characters you've woven in—Frost, Black Lightning (!!), Oliver (!!!)—mental health being acknowledged (!!!!) (I love the Arrowverse shows, but they're. not the best in that regard :/). I also love how you've written Eobard. And Singh knowing!! 1/3
I really like how you’ve written that whole story with the old captain and Ralph!! I’m not the biggest fan of salt, but I understand it here, and really appreciate how you've handled Joe (/gen! I really hope that doesn’t come across as offensive!) Oh, and Roy Bivolo!! (clarifying Bivolo because we have like three Rays and two Roys) I loved that episode in canon mostly because of the crossover (read: the Olivarry! :D), but I really liked how you’ve characterised him here and developed him. 2/3
I think the backstory you’ve given him is really cool too!! The only tiny thing I didn’t like was his use of the term “Asperger’s”, as that’s a bit outdated. (Again, I really enjoyed the fic and your worldbuilding and hope I’m not being too rude by saying that! /g) Anyway, thank you for writing and sharing this lovely series; I’m off to read the next parts! ♡♡♡ 3/3
I completely forgot to say that Len finding the bugs is so fascinating!! (and for anyone reading this, I'm talking about cameras and microphones, not insects!) ♡
Took me a bit to get around to these, but first off thank you so much for all the lovely compliments Anon. :D It's always great to hear from someone who enjoy's my fics.
I think one of the things I really enjoyed about the Arrowverse was how interconnected it all really feels? It was a bit stilted at first and took some growing into, but they took something that I previously associated the most with Star Trek or CSI - an interconnected tv-show verse - and really set the bar high. So it's always fun for me to try and maintain that interconnection in my fics.
And yes, so many Rays and Roys in these shows. And the number of Noras in the Arrow-verse... or even just on The Flash alone. They've definitely averted the one Steve limit, that's for sure. :D
Joe is definitely one of those characters that I love, but sometimes in a bit of a tough love sort of way since the man does have his flaws that he struggles with. And I do like to give Barry and Iris the space to call him out on those, which can be a bit of a balancing act to write sometimes. But ultimately what I like about him so much is that he genuinely loves his children and wants the best for them - so he expects the best of himself in being there for them. It doesn't always work out and sometimes he goes a little too far in one direction or another (overprotectiveness with Iris, being too much of a friend than a father w/Wally at first) but how much he loves his kids is just really nice to see. And this series in particular was one where I wanted the low points of his S1 behavior called out with while giving him plenty of space to learn from his mistakes and actively do better. Writing his PoV for the Thanksgiving fic was a lot of fun.
With Roy Bivolo, I think if I were to write that fic now then I'd leave out the word 'Aspergers'. I know more about it's history now and... yeah. Not great. It's something that I might address later with editing. Or I might address it in universe? But... i'm more likely to edit and leave a note about it. My reasoning at the time was that when Roy most likely would have been diagnosed, it's a term that would have come up as part of his autism diagnosis - if not the official diagnosis itself. I wanted to show Roy's experiences with autism as being notably different from Jerrie's once I finally have her show up - admittedly not for a while - and to have part of that being their experiences with being diagnosed itself. And while that still stands... I can still have them demonstrate their varied experiences as being diagnosed-autistics (Hartley is definitely undiagnosed but he masks too well for his own good and I haven't actually mentioned that in text yet and dunno when I will) without having to continue using the term aspergers. So thank you for reminding me that I do need to figure that out when I return to this series.
Len finding the bugs was a lot of fun for me to write. I knew I wanted to give Len more to do in the series, but also that a bit of a teaser/cliffhanger would be fun to do too. (I am a bit of a mad scientist cackling maniacally when I write cliffhangers. ^_^ ) And that epilogue scene was an excellent place to indulge both impulses. There's also now a direct line from Len finding those bugs to Len deciding he needs to do more to protect Barry and that'll be something Barry both appreciates and is annoyed by in turns as the series progresses.
