None of the 40 men housed in a Luxembourg shelter for soon-to-be-deported immigrants are from Afghanistan, nor has the Grand Duchy forcibly returned anybody there since the country’s unrecognised Taliban leadership regained power three years ago, the Ministry of Home Affairs said.
The shelter, or Maison de Retour, in Kirchberg, has space for as many as 180 people and opened at the start of September for dozens of men. Women and children are scheduled to join them from the start of October.  
The stated purpose of the shelter is to provide support to people whose applications for asylum in Luxembourg have been rejected and for whom deportation is the only remaining legal option. They are housed there while travel is arranged to their home countries or the first EU state they entered.

Luxembourg has not forced anybody to return to Afghanistan since the Taliban took control, but neighbouring Germany recently sent a plane of 28 failed asylum seekers back to the central Asian country. 
The deportation involved only men who had been in prison convicted of criminal offences in Germany. The arrangement took several months to make and did not involve direct talks between the German and Taliban authorities, as they have no formal diplomatic relations. Like Luxembourg, Germany has not deported any non-criminals to Afghanistan. 
“Applications of Afghan women and children for international protection, as all applications for international protection, are examined on a case-by-case basis,” Luxembourg’s Ministry of Home Affairs told the Luxembourg Times in an email this week.
Those who meet the requirements of the Geneva Convention and Luxembourg’s law on international protection from 2015 are granted protection, the ministry said. Under the Geneva Convention, an asylum seeker must have a “well-founded fear of being persecuted for reasons of race, religion, nationality, membership of a particular social group or political opinion.” The convention does not define persecution. 
Most Afghan women and children arriving in Luxembourg receive a green light to stay.
“However, in exceptional cases, mainly when the general credibility, identity, or nationality is being questioned, or if excludable acts have been committed, the applications for international protection introduced by Afghans might be rejected,” the ministry said. 
At least two Afghan women and several dependent children have been refused international protection, but not deported. The ministry did not respond to questions about the current status of the women and their children denied protection, nor what will happen to Afghan women and children not accepted for international protection in Luxembourg in the future.
Under Luxembourgish law, people granted international protection as refugees are given residence permits for five years at a time. Afghan nationals who have been refused have the option to apply for a residence permit, the ministry said. Those permits are granted for between one and five years. Both statuses include the right to work and to receive public services, but refugee status allows for family reunification and for travel outside of Luxembourg. 
Taliban oppression of women in Afghanistan has been increasing since the militant Islamist organisation wrested back control of the country in August 2021, with over 100 new laws targeting women’s freedom. Since August, women have been banned not only from showing their faces outside their own homes, but also from speaking when out. 
Luxembourg does not automatically reassess failed applications based on changing circumstances in the applicants’ home countries, the ministry said.
“But rejected asylum seekers have the possibility to file a subsequent application for international protection at any moment if they estimate that new elements or findings have arisen which relate to the examination of whether they qualify as a beneficiary of international protection,” the ministry said. 
The question of what to do with people whose applications can be rejected but cannot be returned to their home country is one Luxembourg hopes to answer in cooperation with its Schengen-area partners, Home Affairs Minister Léon Gloden has said previously.

French authorities evict Ukrainian refugees
French authorities are evicting Ukrainian refugees from housing provided to them two years ago for free, Le Monde reports.
In the Grand Est region, Ukrainian refugees are receiving letters demanding that they leave their allocated flats due to a lack of integration, which has enraged Ukrainian associations.
Olesya Bolgunovskaya speaks French very tentatively. But when the 41-year-old Ukrainian was asked how she felt when she received a letter on October 7 demanding that she vacate her rented flat in Thionville (Moselle), the answer came right off her lips:
It was shock, panic.
The Kharkiv-born woman left Ukraine in March 2022 with her 63-year-old mother and 11-year-old son. She stated:
Volunteers took us from the Polish border to Luxembourg. From there we travelled to Thionville, where I had a friend staying. At first I didn’t make too much effort to integrate into society. I thought the conflict wouldn’t last. But it’s not going to end, and the situation in Kharkiv is getting more tense every day.
Since the end of September, dozens of displaced people in the Grand Est region have received demands to leave the accommodation provided to them by accommodation associations. The letters typically specify a deadline of October 31, the day before winter break begins. Representatives of Ukrainian associations recognise that in other regions “the transition to a different type of accommodation has gone smoothly, without much stress,” but note that in the east of the country “support through integration has not been finalised.”
Special status for Ukrainian refugees
Local accommodation associations, the authors of the eviction letters, claim to be acting at the request of public services. Some of the letters outline the reasons for this decision. a letter signed by the Association for Reception and Social Reintegration of Mörth and Mosel reads:
The necessary steps for professional integration and self-sufficiency have been taken without sufficient diligence, which makes it impossible to include you in a large-scale integration programme.

This inhumanity and pressure is simply appalling.
The chairwoman of the association “Échanges Lorraine-Ukraine” addressed a letter to the highest officials of the country and informed the media. In the prefectures of Moselle and of Meurthe and Moselle, her act caused some embarrassment, but they continue to send out messages that keep their wording firm. The prefecture of Murthe and Moselle said it “recognises that in some cases the process may have stalled for a number of reasons,” but notes that “some families have not taken advantage of the support offered to them.”
On Monday, the prefectural leadership received representatives of two associations, two human rights defenders and the department’s union of family associations. At the meeting, the municipal authorities gave assurances that no one would come to evict Ukrainians renting social housing before the winter break. The parties also discussed ways to help as many refugees as possible achieve housing self-sufficiency before the end of the year.
Olesya says she is completely confused. In Kharkiv, she worked as a production manager at a printing company; she was unable to find a similar position in Lorraine. Putting her employment attempts on hold, she is studying French and has gone to the School of Management in Metz. But the threat of being out on the street forces her to look for a job in any sector:
If I had known before, I wouldn’t have gone to school. It would be difficult to combine everything at once.
She cannot apply for asylum, which seems to be the option favoured by the prefectures – in this scenario, refugees are obliged to stay in France:
Then I won’t be able to visit my family in Ukraine.
Violeta Moskalu also can’t calm down. She said:
Two thirds of the refugees who have not integrated are vulnerable because of age, illness or small children. We cannot treat them so negligently. And we need to remove administrative barriers to their employment. The current status does not allow young Ukrainians to get a driver’s licence or undergo certain educational programmes. Doctors cannot get the right to conduct appointments.
EU phasing out aid
More than two and a half years after the start of the military conflict in Ukraine, the idyll between France and Ukrainian refugees, which was greeted with such enthusiasm, seems to be fading. Some countries – including Norway, the Czech Republic, Hungary and the Netherlands – are beginning to restrict Ukrainians’ right of entry or social benefits. Cost-conscious France has now joined the list.

The new government's programme includes the introduction of a citizenship test as part of its plans to tighten the requirements for obtaining Finnish citizenship or permanent residence in Finland.
In its programme for government published last month, Finland's right-wing ruling coalition said it plans to introduce a citizenship test as part of efforts to tighten rules around the granting of permanent residence and citizenship permits.
"Passing a citizenship test and a language test will be made a requirement for naturalisation," the programme states.
The Finnish citizenship test will be modelled on similar evaluations used in other European countries.
Minister of the Interior Mari Rantanen (Finns) told Yle that her ministry has started work on drafting the citizenship test, but the process will take time.
Examples from across Europe
Among the EU's 27 countries, nearly half — or 13 — currently have a citizenship test. They include the Netherlands, Spain, Greece, Croatia, Latvia, Lithuania, Luxembourg, France, Germany, Denmark, Czech Republic, Hungary and Estonia.
In addition, Norway, Switzerland and Liechtenstein — which are not members of the EU but are part of the Schengen area — also have a citizenship test.
In general, the tests feature questions about the history, culture, society and population of the host country. The assessments may also ask about living in a democracy and other aspects of a particular country's politics, such as in Estonia and Greece, or about the country's national anthem, as in Latvia.
In each country, the test is organised by an official body.
Rantanen previously told tabloid Ilta-Sanomat that the exams could be organised by community colleges, for example.
From multiple choice quizzes to interviews
In an interview with Yle soon after taking office, Rantanen said that her ministry will perform a "u-turn" on immigration and refugee policies during her term, and she reiterated that position this week.
"I am glad that we are reaching the pan-Nordic level, and that we will not be the only country in the Nordic region with lax rules," she said.
Among the Nordic countries, the citizenship test is used in Denmark and Norway.
The Danish test has 45 multiple-choice questions about the country's society, culture and history — 35 of which are based on provided study material while 5 questions deal with topical issues taken from Danish media and politics. There are also five questions on Danish values.
At least 36 correct answers are needed in order to pass the Danish test. In addition, they must correctly answer at least four of the 10 questions that are not included in the study material.
The citizenship test in Norway has 36 questions, of which 24 must be correct. Norwegian authorities also offer the option of completing a social studies course (75 hours) with a final exam in Norwegian.
Luxembourg also provides the option of taking a social studies course instead of the citizenship test.
In Slovakia, there is no formal citizenship test but the required language test does ask basic information about the country.
Study material helps participants
In almost every European country where a citizenship test is mandatory, participants are provided with study material.
In Spain, the test consists of 25 multiple-choice questions selected from a list of 300, which can be practised in advance with an app.
The tests are also often multiple-choice, although one notable exception to this is France, where the 'test' is conducted as an interview.

The possibility of Finland introducing a citizenship test has been mooted before.
In 2019, then-Interior Minister Kai Mykkänen (NCP) presented a package of measures he said was aimed at preventing and combating crimes committed by foreign-background individuals, especially sexual offences.
The draft bill at the time stated that "the practices of other countries in the use of citizenship tests will be studied and a test suitable for Finland will be introduced".
However, the citizenship test was not advanced during the following government's term in office.
