ICSE Board Latest News On Class 10 and 12 Exams.
Following the CBSE’s decision to cancel and postpone the classes 10, 12 exams respectively, the Council For The Indian School Certificate Examination has postponed the ICSE class 10 and class 12 exams. As per the now-scrapped schedule, the ICSE Class X exams were scheduled to be held between May 4th & June 7th, 2021, and Class XII examinations were to be conducted between April 8th and June 18th. ICSE board has decided to postpone the Class X and XII examinations in view of the Covid-19 surge. The fresh dates for the examination are expected to be issued in June.
ICSE-EXAMS-cancelled: Meanwhile, last year, the board exams were canceled, and students were evaluated on the basis of internal assessment. As per the scheme, candidates were evaluated based on the best three subjects percentage marks for which board exams were held, and also on their internal assessment, project work marks.
The decision was taken in view of the increase in COVID-19 cases in the country. States like Maharashtra, Uttar Pradesh, Chhattisgarh, Delhi, Gujarat, Karnataka, Madhya Pradesh, and Rajasthan are the worst hit by the pandemic. Registering a steady increase for the 35th day in a row, India recorded 1,84,372 new cases in the last 24 hours, pushing the total tally of cases to 1,38,73,825, while the active cases surpassed the 13-lakh mark. The death toll increased to 1,72,085 with 1,027 new fatalities, the highest since October 18, last year.
Schools have been shut down in 11 states due to the second wave of the pandemic. For many classes, schools have not reopened since the initial shutdown of March 2020. At least four State education boards scheduled to hold examinations in April have announced the postponement.

Religious places in Rajasthan to reopen from 7 Sept
All religious places in Rajasthan will reopen for public from 7 September, months after they were closed due to the coronavirus-induced lockdown, an official statement said on Wednesday. The decision was taken during a review meeting on the coronavirus situation in the state chaired by Chief Minister Ashok Gehlot.
Social distancing norms will have to be followed and all religious places will be sanitised from time to time, the statement said. District collectors and superintendents of police will carry out inspections and ensure all safety measures are taken, it said.

Karnataka to open degree colleges from 1 September
Karnataka Deputy Chief Minister and Higher Education Minister Dr Ashwath Narayana CN on Wednesday had announced that academic year for various degree courses will commence from the 1 September with online classes. Offline classes will be conducted starting in October, he said.
The development comes amid the controversy regarding the holding of JEE, NEET examinations.
Narayana said that the department is awaiting guidelines from the central government on conducting offline classes as well as the few degree exams to be conducted in September.

West Bengal Government in a letter to Union Ministry of Civil Aviation asked the ministry to ensure that there is no flight coming to or going out of any airport of West Bengal on 7, 11 and 12 September as the state will observe complete lockdown on these three days.
The government also aid restriction on flights coming in from six cities, viz. Delhi, Mumbai, Pune, Nagpur, Chennai and Ahmedabad, is being partially lifted from 1 September onwards. Flights from these cities can come to the state thrice a week.

According to the ministry of health and family welfare, early identification through aggressive testing, comprehensive surveillance and contact tracing, and focus on the timely and efficient clinical treatment of patients have ensured a high number of speedy recoveries. 3,244 new coronavirus cases in Pune district, 62 deaths
Pune district reported 3,244 new coronavirus cases since the previous evening which took its case count to 1,53,141, a health official said on Wednesday.
The death toll reached 3,804 with 62 patients succumbing to the infection, he added. "Of the 3,244 cases, 1,617 are in Pune Municipal Corporation limits, which has recorded 87,317 cases so far.

Mamata Banerjee, Amarinder Singh call for approaching SC for postponing JEE, NEET
At a virtual meeting called by Congress interim president Sonia Gandhi on Wednesday, Opposition chief ministers mounted an attack on the Central Government over various issues such as pending GST compensation due to the states,  and economic situation due to the COVID-19 pandemic.
At the meeting, West Bengal chief minister Mamata Banerjee and Punjab chief minister Amarinder Singh said that all chief minsietrs must together approach the Supreme Court seeking that the Joint Entrance Examination (Main) and the National Eligibility cum Entrance Test (NEET-UG) exams be postponed.

Coronavirus LATEST Updates: India's COVID-19 caseload reached 32.34 lakh on Wednesday amid a growing clamour against the Centre's decision to hold NEET and JEE (Main) exams as scheduled.
The chief ministers of seven non-BJP ruled states held a virtual meeting on Wednesday, asserting that the national level entrance exams could put lakhs of students across India at the risk of contracting the virus.
In the meeting called by Congress interim president Sonia Gandhi, the chief ministers of the seven non-BJP ruled states agreed to file a review petition urging the Supreme Court to reconsider its recent order rejecting the postponement of the competitive exams.
The AAP and the DMK too have supported the demand to postpone the NEET and JEE (Main), with Delhi deputy chief minister Manish Sisodia asking the Central government to work out alternative methods for selecting students.
Some states on Wednesday also announced measures like cancellation or postponement of state-level exams and to keep educational institutions shut in light of the coronavirus pandemic.
In Maharashtra, which recorded its highest single-day surge of 14,888 new infections, the state Cabinet decided to postpone all examinations of the state Public Service Commission. A revised scheduled will be shared at a later date, said Chief Minister Uddhav Thackeray.
In Odisha, which has reported 87,602 cases of the novel coronavirus infection so far, Chief Minister Naveen Patnaik announced that educational institutions will remain closed till the end of the Durga Puja vacation.
The five-day Durga Puja festival is slated to be held from 22 to 26 October.
Meanwhile, Tamil Nadu chief minister E Palaniswami said that except for final semester exams, all other examinations for undergraduate and postgraduate students are cancelled.
However, in BJP-ruled Karnataka, deputy chief minister and higher education minister CN Ashwath Narayan said that the government has given the go-ahead for colleges to resume from 1 October, adding that guidelines in this regard were awaited from the Centre. Online classes would begin next month, the minister said.
Educational institutions across the country have remained shut since a lockdown to contain the spread of the viral infection was imposed in March.
Meanwhile, the Congress announced protests by its state units on 28 August in front of Central Government offices at state and district headquarters, besides a nationwide online campaign, #SpeakUpForStudentSaftey.
India reports 67,151 new cases, 1,059 deaths
India's cumulative case count rose to 32.34 lakh on Wednesday with 67,151 more people testing positive for the infection, while the recoveries surged to 24,67,758, said the health ministry its morning update. The toll from the virus climbed to 59,449 with 1,059 more fatalities.
The recovery rate rose to 76.30 percent with 63,173 more people recuperating from the disease in the 24 hours ending 8 am on Wednesday. The case fatality rate now stands at 1.84 percent, the ministry said.
There are 7,07,267 active cases of the coronavirus disease (COVID-19), comprising 21.87 percent of the total 32,34,474 infections, the ministry data showed.
According to the Indian Council of Medical Research (ICMR), 3,76,51,512 tests have been conducted so far, of which 8,23,992 samples were tested on Tuesday.
Phase-2 trials of Oxford vaccine begin in Pune
Meanwhile, Phase II clinical trial of the Oxford COVID-19 vaccine 'Covishield' , being manufactured by the Pune-based Serum Institute of India (SII), began at the city's Bharti Vidyapeeth's Medical College and Hospital, where at least two volunteers were administered doses of the vaccine.
"Doctors at the hospital administered the first shot of the 'Covishield' vaccine to a 32-year-old man after his reports of COVID-19 and antibodies tests came out negative," Medical Director of Bharti Vidyapeeth's Medical College, Hospital and Research Centre, Dr Sanjay Lalwani, said, adding that another 48-year-old male volunteer was also given the vaccine.
According to Dr Lalwani, a total of 25 candidates will be given the vaccine in the next seven days.
Maharashtra defers MPSC exams, Karnataka plans to open colleges in October
With several states reporting new cases and fatalities, some state governments announced steps to allay the concerns of students and their parents.
Odisha, which registered its highest single-day spurt of 3,371 new cases on Wednesday, decided that all educational institutions in the state would remain closed till the Durga Puja vacations. The state government also announced that school syllabus up to class 12 will be reduced by 30 percent for the current academic session.
The fresh infections have pushed the number of active cases in the state to 27,638, while the toll has reached 441.
Maharashtra reported its single-day highest spike of 14,888 coronavirus cases which took the case count to 7,18,711. The toll in the state due to the virus reached 23,089 with the addition of 295 fatalities.
In Mumbai, 1,854 new cases and 28 deaths were reported during the day. The total number of COVID-19 cases in the city thus rose to 1,39,537 and toll to 7,505.
Pune city reported 1,640 new cases along with 37 deaths. State Chief Secretary Sanjay Kumar said that all the MPSC exams were being put off due to the COVID-19situation in the state.
In a significant decision for the transport sector hit hard by the lockdown, the government has decided to waive vehicle tax on public transport and goods vehicles, said the CMO. The waiver will be effective for the period between 1 April, 2020 and 30 September, 2020.
Karnataka Deputy Chief Minister Dr CN Ashwath Narayan final year examinations will be scheduled for all the undergraduate, diploma and engineering students alongside the commencement of classes, adding that arrear exams will also be held.
"The government has decided to get the ball rolling on all academic activities online from next month. In addition, all colleges will start in October and students are expected to attend classes in person," he said.
In Tamil Nadu,  Chief Minister E Palaniswami said that except the final semester exams, students who have paid fees for subjects related to other semesters and waiting for exams shall be exempted from taking the examinations and they would be awarded marks. Palaniswami said he has directed the Higher Education Department to issue a detailed Government Order on the matter.
Tamil Nadu saw 5,958 fresh coronavirus cases that pushed the tally to 3,97,261, while 118 deaths took the toll to 6,839.
In Delhi, Chief Minister Arvind Kejriwal said COVID-19 tests will be doubled to 40,000 per day within a week since there has been a "marginal" increase in the number of coronavirus cases in the city.
The National Capital recorded 1,693 new cases — its highest daily spike in the last 45 days. The total caseload rose to 1,65,764 while 17 fatalities pushed the toll to 4,347.
25 MLAs in Punjab test positive, Tarun Gogoi hospitalised
The list of politicians testing positive continued to grow on Wednesday.
Punjab chief minister Amarinder Singh said that 23 MLAs and ministers are coronavirus positive with just two days to go before the state Assembly Session. Three among the 23 MLAs are Cabinet ministers.
"If this is the state of the legislators and ministers, one can only imagine how grave the situation on the ground is," he said, while registering his opposition to the exams being held in September.
Former Assam chief minister Tarun Gogoi said on Wednesday that he has been diagnosed with COVID-19. The veteran Congress leader urged all those who came in contact with him recently to get tested. Gogoi, who represents the Titabor Assembly constituency in Jorhat district, is the 13th Assam legislator to be diagnosed with COVID-19.
His former cabinet colleague Ajanta Neog, the MLA from Golaghat, tested COVID-positive on Tuesday and was admitted to the Gauhati Medical College and Hospital.
Another former Congress minister and legislator from Samaguri constituency in Nagaon, Rakibul Hussain, and his wife had earlier tested COVID-positive.
Gogoi, who has initially advised home isolation, was admitted to Gauhati Medical College and Hospital (GMCH) on Wednesday night.
Minister for Health and Family Welfare Himanta Biswa Sarma said that a nine-member committee under the chairmanship of the head of Pulmonary Medicine department Dr Jogesh Sarma has been constituted to monitor the health status of the former chief minister.

Arbitration and Conciliation Act, 1996 — Ss. 85, 7 and 8: Even if an arbitration agreement entered into after the 1996 Act had come into force were to make a reference to the applicable provisions of those under Indian Arbitration Act or the 1940 Act, such stipulation would be of no consequence and the matter must be governed under provisions of the 1996 Act. Further, an incorrect reference or recital regarding applicability of the 1940 Act would not render the entire arbitration agreement invalid and such stipulation will have to be read in the light of S. 85 of the 1996 Act and principles governing such relationship have to be under and in tune with the 1996 Act. [Purushottam v. Anil, (2018) 8 SCC 95]
Armed Forces — Promotion — Empanelment for Promotion — Entitlement to: In this case chances of being considered for promotion/empanelment for promotion were lost by respondent due to wrongful punishment imposed by GCM. Central Government by Order dt. 20-11-2013 annulled proceedings of GCM and setting aside punishment imposed with all “consequential benefits”. While determining the connotation of “consequential benefits”, it was held that matter which was directly in issue was correctness and validity of GCM proceedings. While annulling findings and effect of proceedings idea was to confer those benefits which were directly denied to officer. Said expression cannot be construed to mean that even promotions which were strictly on basis of comparative merit and selection must also stand conferred upon officer. Further held, though it is true that as result of pendency of GCM proceedings respondent was kept out of service for nearly nine years and as such his profile would show inadequacy to some extent but even Department was denied opportunity of properly assessing his profile. Impugned judgment directing appellants to take decision in view of opinion expressed by Law Officer for promotion of respondent to rank of Brigadier was held to be unsustainable. Besides, opinion of Law Officer was not consistent with provisions of relevant rules and law declared by Supreme Court in K.D. Gupta, 1989 Supp (1) SCC 416. The contention that respondent must be granted those promotions which his batchmates or juniors received and that he must also be considered for selection-based promotions unacceptable. Furthermore, though prejudice was caused to respondent by wrongly proceeding against him in GCM consequent to which he lost 9 yrs of service is apparent but sympathy cannot outweigh considerations on merit since respondent was found unfit for selection as “Colonel” by Selection Board (though he was granted time-scale promotion to rank of Colonel after putting in required service). In the meeting called by Congress interim president Sonia Gandhi, the chief ministers of the seven non-BJP ruled states agreed to file a review petition urging the Supreme Court to reconsider its recent order rejecting the postponement of the competitive exams. The AAP and the DMK too have supported the demand to postpone the NEET and JEE (Main), with Delhi deputy chief minister Manish Sisodia asking the Central government to work out alternative methods for selecting students. Some states on Wednesday also announced measures like cancellation or postponement of state-level exams and to keep educational institutions shut in light of the coronavirus pandemic. In Maharashtra, which recorded its highest single-day surge of 14,888 new infections, the state Cabinet decided to postpone all examinations of the state Public Service Commission. "Doctors at the hospital administered the first shot of the 'Covishield' vaccine to a 32-year-old man after his reports of COVID-19 and antibodies tests came out negative," Medical Director of Bharti Vidyapeeth's Medical College, Hospital and Research Centre, Dr Sanjay Lalwani, said, adding that another 48-year-old male volunteer was also given the vaccine. Maharashtra defers MPSC exams, Karnataka plans to open colleges in October With several states reporting new cases and fatalities, some state governments announced steps to allay the concerns of students and their parents. On Monday, the state government extended the lockdown for another month till 30 June. The decision was taken after continuous rise in COVID-19 cases, especially its neighbouring northeastern states and the return of a large number of stranded people from other states. The number of confirmed coronavirus cases in India shot up to 1,90,535 and the toll rose to 5,394 on Monday as restrictions were eased in many states under the Unlock plan announced by the Centre. The fourth phase of the nationwide lockdown imposed to control the spread of the coronavirus infection came to an end on Sunday and the country entered the first phase of the Unlock plan announced by the Centre, which allows various economic activities to resume. Many states, in keeping with the Union home ministry's guidelines, had over the weekend issued orders allowing reopening of shops, markets and resumption of inter-state travel, while continuing with strict restrictions in containment zones. Toll climbs to 5,394 The COVID-19 toll rose to 5,394 after a record single-day spike of 230 fatalities in the 24 hours since 8 am on Sunday, the Union Health Ministry said in its morning update. It showed the number of confirmed cases rising by 8,392 to 1,90,535. According to the health ministry data, the number of active COVID-19 cases stands at 93,322 while 91,818 people have recovered, giving a recovery rate of 48.19 percent. Globally, close to 43 percent people have recovered so far while nearly six percent have succumbed to the virus. The health ministry said India's COVID-19 recovery rate has been improving and the rate of fatality has seen a steady decline to reach 2.83 percent. It said the recovery rate has improved from 11.42 percent on 15 April to 26.59 percent on 3 May and to 38.29 percent on 18 May. It further said the case fatality rate in India is 2.83 percent, as against 6.19 percent globally. From 3.30 percent on 15 April, India's COVID-19 fatality rate declined to 3.25 percent on 3 May and came down further to 3.15 percent on 18 May. "A steady decline can be seen in the case fatality rate in the country. The relatively low death rate is attributed to the continued focus on surveillance, timely case identification and clinical management of the cases," the ministry said. In an exclusive interview with News18, home minister Amit Shah said that Prime Minister Narendra Modi has led a "successful" fight against the coronavirus pandemic with the support of all the state governments. "Till now, 12.6 persons per lakh population in the country have been affected by COVID-19, which is far better than US, Brazil and other countries. India's recovery rate is above 42 percent, according to the latest data," he said. He also defended the central government's response to the migrant crisis, saying that the migrant workers hadn't been sent to their home states immediately after the lockdown began as health systems in rural areas had to be strengthened. Shah said that 55 lakh migrant workers have been sent back to their native states till now. He added that most migrant workers have now completed their quarantine period and started living with their families.  Traffic snarls in some cities as shops, markets open Meanwhile, several states began easing lockdown restrictions with traffic snarls being reported in some cities. In Gujarat, life returned to near normal in many parts including in Ahmedabad, the state's worst coronavirus-hit district, as several restrictions were eased. Roads bustled with traffic as people came out in large numbers to visit markets, which have been allowed to remain open till 7 pm in all areas except in containment and micro-containment zones. In Ahmedabad, a limited number of city buses also began plying with 50 percent seating capacity to maintain social distancing, while auto rickshaws hit the roads for the first time in ten weeks. The Ahmedabad civic body has also identified 'micro-containment zones', thereby reducing the number of people covered in restricted areas to nearly 70,000 as compared to almost 13 lakh earlier. In Kolkata, people came out on the streets in large numbers, while traffic snarl was noticed at many places following the lockdown relaxations. Some religious places also reopened for worship by the people, which was also the case in various other states. In the National Capital, Chief Minister Arvind Kejriwal on Monday announced reopening of barber shops and salons, among various other relaxations, but said spas will remain closed for now. A complete lockdown in containment zones will continue till 30 June. Kejriwal also said there will be no restrictions on the number of people travelling in four wheelers, two wheelers, auto-rickshaws, e-rickshaws and other vehicles in the city. While all shops in markets have been permitted to function, they can be closed by authorities if social distancing guidelines are not followed, according to a government order. Fresh orders would be issued later for further relaxations from 8 June as per the guidelines issued by the Union Home Ministry. Kejriwal, however, said Delhi's borders with Haryana and Uttar Pradesh will be sealed for a week in the wake of rising coronavirus cases in the city and sought suggestions from the people by Friday to reopen them. At the Delhi airport, authorities have set up a dedicated area at the entry point of its parking zone to ensure cabs coming there to pick up passengers are thoroughly sanitised. While domestic flights have begun in a phased manner, the international flights would be allowed only in the third phase of unlocking, though no dates have been decided so far. Civil Aviation Minister Hardeep Singh Puri said several factors like restrictions in metro cities and the ban imposed by various countries on the entry of foreigners need to be addressed before resuming international passenger flights.' Aviation regulator DGCA separately asked airlines to keep middle seats vacant to the extent possible in the wake of the coronavirus outbreak. If a flyer has been allotted the middle seat due to a high passenger load, then additional protective equipment like a wrap-around gown must be provided to the passenger in addition to a three-layered face mask and face shield, the DGCA said. State-wise figures Even as curbs were eased in many states, the coronavirus numbers continued to rise, with states including Maharashtra, West Bengal and Andhra Pradesh reporting new cases and fatalities. Maharashtra  saw the number of cases rising by 2,361 on Monday to reach 70,013, while the death toll rose by 76 to 2,362, the state health department said. In Nagpur, at least 12 customers of a barber, who is a resident of a containment zone, have been quarantined, after it was found that the barber had tested positive for coronavirus infection. Mumbai saw an increase of 1,413 new COVID-19 positive cases and 40 deaths, taking the number of confirmed cases 40,877. More than 100 doctors and nurses from Kerala will join the medical staff at some Mumbai hospitals to help them in the battle against COVID-19 pandemic. West Bengal reported eight more fatalities to take its death toll to 253, while the number of cases rose to 5,722 after 271 more people tested positive in the last 24 hours. In neighbouring Odisha, the number of positive cases rose to 2,104 after a record number of 156 cases were detected during the day. Of these, 153 were detected at various quarantine centres, while three others were found positive during COVID-19 contact tracing. In Tamil Nadu, 11 more people died of COVID-19 to take the toll to 184, while a record number of 1,162 new cases were detected to take the state's overall tally to 23,495. In Kerala, 57 new cases were reported, 55 of whom had come from abroad and other states, taking the state's infection tally to 1,326. More than 1.39 lakh people are under observation in the state. Andhra Pradesh reported 105 new cases, while the virus infection hit the state government's secretariat complex also with two government staff testing positive. Madhya Pradesh recorded 194 new COVID-19 cases, including 53 from worst-hit Indore, and eight deaths, taking the overall case count to 8,283 and fatalities to 358. With inputs from PTI
