Prowl is a great boss, he doesn't hate anyone but...

Jazz: He's jealous of how easily Jazz navigates through socialization and thinks he's stealing his thunder.

Inferno: Prowl thinks he was at fault for the rift in his friendship with Red Alert (spoiler: Red never liked him).

Hound: Neeeeerd.

Cliffjumper: Eyerolled in his general direction one time.

Grapple: No reason, he just can't stand Grapple and made sure to postpone his reconstruction on Earth for as long as possible.

Scrapper(a Decepticon, finally): He hates Scrapper because he is convinced he forced Prowl(somehow) to have the hots for him. Why else would Prowl be crushing on a Decepticon?

Beachcomber: Beatnik.

Smokescreen: he doesn't trust Smokey AT ALL. He merely tolerates his service to the faction for three reasons: 1. actually does his job (unlike some people cough cough), 2. Bluestreak, 3. makes one hell of a Petrexian cocktail.

Trailbreaker: Coffee breath.

Sunstreaker and Sideswipe (he can't tell the difference): Grown-ass guys who act like teenagers.

Mirage: PRIVILEGE.

Skids: feels mad he doesn't get Skids' intellectual babble. (Translation: Skids makes him feel like a dummy).

Wheeljack: Lawsuit waiting to happen.

Tracks: Friends with Blaster.

Blaster: Blaster.

But he doesn't really treat anyone differently! He's your boss who is also your friend and maybe... Your trustworthy parental figure... No? Ok, just boss-friend then.

(Edit: Prowl doesn't rank his like or dislike of people, that would be unethical of him 😀.)
