Sorry but It's actually so annoying how much people downplay the crucial role piltover's corrupt council games played in derailing jayce/viktor's work and pretty much putting shackles around their lives. The council is directly responsible for and directly FUNDING so much of the misery that happens in this show, before the story has even started. Before Powder ever finds the gemstone. They single-handedly doom half of the region to death.
Just during the show: Jayce wanted to create magic to aid and uplift the common people, the council wanted trade route instant teleportators to make themselves richer.
Jayce & Viktor wanted to work on technology to help miners and steelworkers and artisans who are trying to survive in the industrial hellscape of piltover and zaun; the council wants it shelved for another 20 years. (yes, heimer is part of the corrupt council - no matter how much his image is laundered by the fandom.)
They are inept and self-serving leaders, elected by themselves and their blood inheritances, utterly obsessed with ultimate profit. You can really see how parasitic their relationship is to the people at the beggining of act 1. Jayce is a token nameless life, so disposable to them that they were going to burn down all of his research and throw out all of his titles, making him not just a lower-house vassal but an EXILE, and the only reason why that doesn't happen is because they realize how much money they can suck out of his work.
This applies to Viktor too. See the way that Heimerdinger tells him over and over again that no other paths can be taken, he has 'fulfilled his purpose' and he should be content to die. See how Mel looks at Viktor like a bug she wants to squash under her palm when he rejects the idea of making weapons for council. See how they speak over him and only address Jayce, as if he's worth less than nothing.
You are only as valuable as the profit you're willing to create. You are a problem that has to be dealt with as soon as you refuse their orders. They have the power to ruin your life, and if they find an excuse, they will. This is a direct threat pointed at Jayce & Viktor during ACT2, when Jayce is pressured into becoming one of them to protect 'the bottom line profit' and, personally speaking, to avoid that ire being redirected towards Viktor. He's pushed into compliance and told a target has been painted on his back.
Arcane jayvik are doomed in big part not for wanting to do harm, but being forced to exist under the beck and call of billionaire leeches. They are both immigrants. They are both struggling to get a degree and keep themselves afloat and they want to help people so goddamn much but they have to keep postponing their dreams to serve uncaring masters. I really wish there was more fan content focused on these very real bonds of understanding and solidarity between them.
When Viktor says 'Jayce will understand' that's not a fluke; he's lived in this environment for years. He knows Jayce is being pushed down the same way that he is and that deep down they've been kept captive by the exact same people. When Jayce agrees that Viktor should do whatever he needs to do to keep himself alive, he means that from the heart.

DUMAGUETE, NEGROS ORIENTAL -- The Commission on Elections (COMELEC) will hold a joint coordinating conference related to the proposed postponement of the Barangay and Sangguniang Kabataan Elections 2023 (BSKE) in the town of Dumaguete and a municipal province of Negros Oriental were all presided with COMELEC chairman named George Erwin Mojica Garcia, Philippine National Police (PNP) chief Gen. Benjamin Casuga Acorda Jr. and chief of staff in the Armed Forces of the Philippines (AFP) - Gen. Andres Castor Centino.
A localized public hearing will be held from June 27th-29th, 2023 starting at 8am and 2pm (Dumaguete local time) in some selected places in the province.
Cluster 1 begins to Canlaon, Vallerhermoso, Guihulngan, La Libertad and Jimalalud. Cluster 2 will be implemented in Tayasan, Ayungon, Bindoy, Manjuyod and Mabinay. There will also be a public hearing for Cluster 3 in Bais, Pamplona, Tanjay, Amlan and San Jose. Cluster 4 includes Sibulan, Dumaguete, Valencia, Bacong and Dauin; while the last one ends in Cluster 5 are the municipal places in Zamboanguita, Siaton, Santa Catalina, Bayawan and Basay.
Here in Cluster 4, the scheduled public hearing on the postponement of the BSKE will begin locally at 2pm at the Lamberto L. Macias Sports and Cultural Complex in Brgy. Taclobo, Dumaguete, Negros Oriental and it will be streamed LIVE and exclusive on Facebook. This is to give way to give voices and to end public election violence per the assassination of the late Dumaguete governor Roel Ragay Degamo against a suspected murder mastermind and suspended Negros Oriental congressman Arnulfo "Arnie" Alipit Teves Jr.
The rest of our nation will continue to vote for BSKE, once its later approved by the COMELEC.

People still do not know that the reason why there hasn't been an election in Palestine is not because Hamas usurped power but because Mahmoud Abbas (Fatah) postponed the election indefinitely. Furthermore, the PA even had to consult with Israel's security cabinet to allow the citizens of East Jerusalem to vote, in which they failed to respond. This is a clear breach of international law. Can you imagine needing to ask the occupying Settler state to allow the citizens of another country to vote for an election? Hamas was all aboard the election of 2021, but Israel never allowed for the citizens of East Jerusalem to vote, it never intended for there to be a free democractic election in the first place, but is still throwing all those lies about Hamas being undemocratic. Hamas didn't usurp shit, lmao

One woman of thirty-six sat demurely looking at the ocean in a figured white silk gown. I postponed interviewing her, for she looked such a typical housewife that I thought her the wife of some official or engineer. When I asked her what she did, I got a shock.
“I am a gold miner,” she said, “working three hundred feet under-ground. I am a skilled worker; I operate a drill.”
“Isn’t that heavy work?” I asked.
She smiled a bit apologetically and replied that it was. “But not as heavy as the work I used to do. Under the Japanese I loaded ore and pushed the cars, working thirteen hours or more a day. Now, as pneu-matic drill operator, I work only seven hours and get very good pay.”
Lee Mai Hwa was her name. She had worked many years in the mines. But she had only been a driller for one year; under the Japanese rule women were not allowed to learn the higher skills. She was proud of her job.
“How did you get this work?” I asked. “Did you replace a man?”
“I got my job because we are expanding production and because I studied the work. Under the Japanese we had only 1,000 workers in our mine, but now we have 2,500.” Among the 2,500 workers, Lee said, there were 206 women but only two of these werdrillers. Lee Mai Hwa was the first.
Lee was proud of her wages. They are twice what her husband gets. He works for the same mine but on the surface. He sharpens drills. He makes at most 2,000 yen a month. “But I made 4,000 last month,” bragged Lee. “For women now get equal pay for equal work and my work is very skilled... I also set many records. Formerly a driller drilled one car of ore a day, but once, for a record, I drilled twenty cars in one day! It takes four and even six load-ers to load all the ore I drill.”
“You must be the head of your family,” I commented.
“That’s what my husband says,” replied the complacent Lee.
“Is he jealous?” “No, he’s proud,” she assured me.
I inquired into her standard of living. Just what can she buy with the 6,000 yen that she and her husband make?
Under the Japanese, said Lee, the food was very bad. “Now I get rationed food, 750 grams of rice a day for my ration and the same amount for my husband. We are both first category workers.” This rationed rice costs only five yen a kilo. So the basic rice food costs only 230 yen a month from the family wage of 6,000 yen.
“We have a good house now,” Lee added. “It formerly belonged to a Japanese official. It has a warmed floor.” (This is the Korean way of heating good houses.) “We have two big rooms and four closet-rooms and a little hall.”
“Did you ever have a nice silk dress like that under the Japanese?” I asked.
“Oh, never,” smiled Lee with a touch of amusement, stroking her white, silk gown.
Lee also told me about the general elections held in her town where the candidate was “a worker from our mine.” But this I have given in the chapter on government and elections.
