LOS ANGELES, CALIFORNIA -- The popular self-animated YouTube creator known as JaidenAnimations (whose real name is Jaiden Dittfach), received an exciting package in the mail from The Pokémon Company (TPC). The company sent all of their toy plushies to be featured on her channel, per Jaiden's recent YouTube video and tweets last Thursday (April 20th, 2023 -- Pacific local time).
Dittfach, who creates animated videos about her life experiences, expressed her gratitude and excitement over the generous gift, just before she started her own animated YouTube channel. She even joked that she now has an entire room dedicated to Pokémon plushies.

On Twitter from Wednesday afternoon, Dittfach shared photos of packages containing hundreds of stuffed Pokémon of all shapes and sizes. Fans of the channel were thrilled to see the collaboration between JaidenAnimations and TPC.
However, some viewers are concerned about California's hoarding laws that prohibit excessive hoarding of items that pose a fire risk or prevent people from safely moving through their homes. It is important to note that there is no clear evidence that Dittfach first violated these laws, but it's worth exploring the potential consequences.
According to Shouse Law Group (SLG), which was based in Wilshire Boulevard, the said city and state... Hoarding violations in California resulting in fines of up to U$D1,000 (PHP56,020) per day in each continued violations.
Additionally, the authorities may order the removal of plushie objects that pose a public safety risk, which can come at a significant cost to the responsible individual. While Dittfach's love for Pokémon may have resulted in a massive collection of plushies, there's no indication that she's violated California's hoarding laws.
For now, she can enjoy her new collection and continue to create entertaining content for her followers, as of this writing.

I have designed my two protagonists through customization. Here are the infos about these two characters.
Rosa and Vio are cousins to each other as Rosa's mother and Vio's father are siblings. Both of them are 14 years old which makes them as same age as Penny. Their design and characteristic traits are inspired by the certain gemstones, which are Rose Quartz and Iolite respectively. As such, Rosa represents emotion whereas Vio represents rationality.
Rosa was born to wealthy Scarlett family in Floaroma Town of Sinnoh region. Ethnically, she is one quarter Kantonian and three quarter Galarian (Pokemon equivalent of one quarter Japanese and three quarter English) as her paternal grandmother is Kantonian, though her paternal grandfather is Galarian Sinnohan. Her family in Sinnoh consists of paternal grandparents, paternal aunt and uncle (aunt's husband), paternal cousin, and mother. Her father unfortunately passed away few years prior of beginning of stories. Unlike Penny who is very annoyed with her own father, Rosa loves her father so much that she became very interested in something related to Hisui as her father and her uncle (aunt's husband) are researchers of Hisui. He was supposed to be a head of Scarlett family, but due to his passing his elder sister became the head of the family instead. As such, she made few of maids train her daughter and Rosa the kunoichi skills and arts of refinements (the way of fragrance, tea, and flower). Rosa's paternal grandmother comes from kunoichi family in Kanto Region.
Vio was born to upper middle class Violett family in Opelucid City of Unova region. He is ethnically half Galarian and half Unovan (Pokemon equivalent of half British half American) as his mother is Unovan. His family in Unova consists of just mother and father. Like Penny who is very annoyed with her own father, Vio is very annoyed with his own mother as she is too over-doting and hysterical. His mother is part of International Police, specifically cyber investigation. As such, Vio sometimes was trained under it, enabling him to develop great detective like cautiousness, perception and reasoning.

Larry is one of the funniest characters to me in SV because he's such a blank slate that you can assign him any number of wild headcanons and it can almost make sense. He's an regular office worker, he's a hitman, he trained his pokemon on commutes, he's secretly a member of the international police or a robot or a baseball star fallen from grace or a champion from another region. He's gay, he's straight, he's ace, he never married but also divorced, he has a son, he's missingno, he hates his boss, he's married to his boss, he's in a throuple with two geriatric gay artists. He's an open book, he's hiding a dangerous secret. He's the most boring man ever conceived and he's the most interesting character Gamefreak ever made

You had left quickly, excusing yourself out to a nearby convenience store in walking distance. He thought little of it. The experience was common enough, and he did not feel particularly like joining at that moment for various reasons. Everything felt normal. It was a regular evening… Until far too much time had passed with nothing from you. No text, call, or your return. Suddenly, he felt his brain kick into action…

🌑 The Kahuna grumbles and knows better than to outright panic. This was precious time if you were missing, yes, but there was little evidence of that, even if it felt apparent to him. Really, Alola was a peaceful place. He knew that. You, as his partner, also had the protection of Tapu Bulu. The guardian deity taking quite a shine to you… Your remark about them having similar personalities on his mind. He found himself at the store to ask about you, but the clerk shrugged and shook their head. They had not seen you. Nanu's breath hitched. He gave a nod and began his search around the area you would have travelled, asking those he passed careful questions. A few had seen you, but claimed you suddenly disappeared, even when you were clear to overtake them by walking. He felt truly worried now. A search was soon formed.
🌑 It had come up with nothing. Your bag had been found in a bush, undisturbed. He went through the items carefully, but nothing was missing. Apparently, you had just vanished in the ether while walking. It made no sense… Even the Aether Foundation stepped in to confirm or deny whether an Ultra Wormhole was involved – His worst possible nightmare. The idea of you pulled away to some strange foreign world while under his protection brought out for too many negative feelings. Even his Persian bunting, her head against him hardly could snap him from his stupor. Only the confirmation that it was, in fact, not anything to do with UBs calmed him slightly. But, then it worsened again. What had taken you–? The Aether Foundation detected something similar, but not anything related to UB energy.
🌑 He fully threw himself into finding you, no matter what. The old man could not recall the last time he had felt so impassioned about something. Nothing could deter him – Nothing could make him happy. He felt lost. Another situation… Another failure. His heart ached. Tapu Bulu cruelly denied his request to leave the islands. He needed to – The International Police offering back a position and offering their aid in his plight. But, he was stuck. There was no fleeing. He felt stuck in time. All he could do was everything he did before, and it felt like a knife was being twisted inside him as time passed. Why had he let himself feel love? It felt so idiotic. He wanted to despise himself for making such a choice. (But, when glanced at a picture of you two together, his heart softened. His negative feelings faded for a moment. His love for you, all that remains inside him.)
🌑 Then, one day – nearly a year later, a knock rasped against his door. It was quiet… Uncertain. He grumbled and walked over, expecting a child asking for their first pokemon for their island challenge. Instead, his heart stopped. You stared at him, a small smile on your face. Your clothing was odd – reminding him much of what a certain friend of his had taken to wearing. But, there was little time to question it when the tension of his muscles that stopped him from moving faded in an instant. Arms came around you as he held you tight to himself. The embrace was immediately reciprocated by you. A shaky breath left him. Soon, he would demand to know everything. Soon, but not now– No, for now, he just wanted you close to him so he could continue to know that you were real – not some hallucination thrown up by his desperate subconscious. Your voice was his name, was his only tether to reality. Finally, he left himself smile again.

🍙 The businessman was perturbed. Medali was not exactly dangerous, but he was not so optimistic to believe that everyone acted with good intentions. He walked the street to the store, looking around to see if you got sidetracked or pulled into a conversation by an overly chatty acquaintance. But, no. The store clerk did not even recall you entering, much less buying anything. Larry felt at an impasse. Was this something really for concern? Did he need to make a stir? There was no real way to confirm that you had something unfortunate happen. He hesitates, wasting precious time because of his uncertainty. Strangely, he sent a message to Rika, wanting advice from a colleague on what to do. She contacted the police without hesitation and told him she would be talking to Geeta about it. He felt his shoulders fall.
🍙 The first search was not fruitful. Little could be gathered, but your bag was found. Nothing was disturbed. His eyes scanned the items, desperately searching for anything that could give him a hint as to what happened. Nothing. He was no inquisitive sort, nor was he some active actor within these things. He just felt lost. There was nothing that he could do. All he could continue to do was be a passive participant in life. While it was everything he had done before, he felt like he was falling deeper into an unreachable state. Why? This sort of thing should not happen to him – to you. You were both relatively normal, he felt. Any attempts by his pokemon to cheer him up failed horribly. He was like an automaton imitating human life. A facade of completely nothing to get through the days.
🍙 But, he searched still. Geeta clearly saw the state of her subordinate and did not feel as passive as Larry did. Without hesitation, she initiated more searches. While she might not act the kindest all the time, part of her really did not enjoy seeing Larry suffering in such a manner. His schedule was rearranged to allow him to join in on the searches and try to find you. Yet nothing came. Nothing changed. It was as if you managed to vanish into thin air. People recalled seeing you one moment but not in the next. It was a maddening kind of thing for the everyman. He was not built to navigate stress more intense than a regular workplace kind. Each passing day brought him further and further from you. All he had, once more, was his work. It all felt tiring, but there was no way for him to do anything else. Idle moments made his mind wander. His usual way of freezing more concerning as he thought of you. Somehow, he had found himself a partner – One that did not mind his difficulties and tribulations. And, somehow, he lost them in the most mysterious way possible. His feet only started moving again when someone cleared their throat.
🍙 Then, one day, Geeta came to him at the Treasure Eatery. It had been nearly a year since everything had happened, and he had adapted as well as one could. A polite smile was on her face as she asked him to cut his lunch short – she had something for him. He relented, his only enjoyable pass time, and followed her. They entered his gym office. Before he could ask what was going on, a voice called out an unwanted nickname. “Larr-bear.” His head snapped in the direction of it. There you stood. You looked worse for wear, clothing clean (albeit odd), but stress clearly having an effect on you. You smiled, though. You smiled brightly. Larry was shocked into silence, dropping his briefcase in response. Geeta stepped aside as you embraced him. Many questions rushed through his mind – Many he could not dare ask. Yet… He embraced you back and closed his eyes. Your warmth was real. This was real. A rare smile broke his face. Finally, he felt normalcy return.

♤ He was absolutely a betting man and knew the odds were off. Not only that, he prided himself on being able to read and understand people. You, especially, as his partner. This was wrong. He knew it was wrong. It was why he acted with little hesitation to follow out where you went a search for you. Was Black City the nicest play in Unova? Absolutely not. He stayed there because it fitted his needs, but a certain invitation from a friend made him make plans for the future. He questioned people casually, checking if anyone had seen you and how far you had made it. Apparently, he quickly found out that you never even made it to the store. Frustration burned in his veins, but he forced himself to remain calm. A search was needed, he knew. Time was precious as it stood.
♡ It was admittedly small. Things like this were seldom taken seriously. Plus, with Grimsley's reputation as a playboy, authorities just assumed it was a scorned lover disappearing on their cheating partner. While that was almost certainly not the case, a volunteer search at least came up with something to validate that and draw attention back. Your bag. It lied undisturbed among some building's potted fauna. He held it closely, observing what was in it. Everything was in order. His stomach twisted as he knew something horrible was afoot. He hated pulling his title, but throwing around his weight to actually make sure things were done felt important. He put it all on the line to make sure it happened. The thought of anything happening to you drove him mad.
◇ Each passing day made him feel lost. His usual haunts were not fun when his heart only yearned for you. This was not fair – Life was not fair. Battling was annoying. Errors kept springing up in his Elite Four battles, and the league took notice. He was forced to take time off to recuperate from the stress of it all. Everything felt like the opposite of his previous reality. The pillars of salt grumbling at long last. His losses stacked up. A big gamble, nothing but pure risk, saw his final downfall. All he could do was walk along the beach and wonder where you were. Were you taken? He had a few debts, but they were nothing serious. Enemies? Well, maybe, but kidnapping? That seemed unlikely. He watched the waves with vacant eyes. You were something truly special to him. A good luck charm, he felt now. His luck was gone without you. He took a step into the water.
♧ A year passed with no updates. Grimsley had to move away from the city, unfortunately. His income was no longer enough to keep up, and he retired from the league, no longer finding joy in lingering there. No, the bright sun of Alola burned his skin as he surfed along the waves. A rebirth of sorts. A muted one. He stood on the beach as he usually did and watched the ocean move. Nanu had asked to meet him here. His eyes closed as he flipped his coins. An internal bet was made. Tails. A fifty chance… He caught it as it fell. Tails. Arms suddenly came around his waist. He tensed up. Turning around, he felt his body feel like it had been dowsed in ice water. You stared up at him with a smile. Your clothing… It was odd. His was, too, now. Nanu... He felt grateful for his connection as he turned to embrace you. So many questions – He would ask them eventually, but it was not the time for it. Not when his good luck charm was finally back with him. A shaky breath left him as he let his face reflect his true emotions. Love burned in his gaze.

🟥 It was called in instantly to his grunts to look for you. Did your bodyguards fail? He wanted to scoff as he got up to organise everything. Viridian was not a dangerous place – Well, he knew the danger and controlled it. You were not under any risk. Yet, you had been taking too long. Worrying was not in his nature, but you liked to draw strange things out of him unconsciously. He waited for any updates. His fingers tapped against his desk. This all felt so dramatic to him. His eyes closed. A report came. You had not gone to the convenience store. People had seen you on your way there, but you never made it. His fist slammed against his desk. Naturally. Something was amiss. His intuition was not him being blind sided by his feelings towards you. Now, he called in a proper search. Someone easily could have taken you to get at him. He would not give them the pleasure.
🟥 He found himself walking the streets, watching for any signs of a struggle. Nothing. It made no sense. No one reported anything. People acted as if you had just been walking among them one moment and then were gone in the next. That was illogical. Had you run away from him? The thought annoyed him, but he supposed that was not impossible. Still, he saw no reason to treat it as that. If you wanted to leave, Giovanni would at least have preferred one final discussion. Whatever line of thinking he may have been following was interrupted when a grunt claimed to have found your bag. He picked it up, observing it carefully, before investigating the contents. Nothing seemed missing. Your ID and cards were in it. A voluntary disappearance exited his mind. He made a frightening expression. Someone had just earned his full attention.
🟥 He waited. He waited endlessly for any demands to be made of him – a ransom, disbandment of his group, for him to die. Nothing came. It was radio silent. He waited. Following searches turned up nothing new. Each passing day felt like a mocking jeer. Had someone taken you solely to drive him mad? His affection for you was not something he plainly expressed – not even among his most trusted executives. Giovanni knew his attachment towards you was dangerous for him. Yet… He did not expect such a thing to happen. His coldness and ruthlessness multiplied. It felt impossible for him to remove himself from his word – Being forced to linger on your absence was a kind of torture he wished to inflict on whoever had taken you. Alongside a few other varieties. He lived on. There was nothing else for him to do.
🟥 But, nearly a year later, a report came to him. A grunt found a strange person lingering around his home. He asked them to be brought in, expecting a petty burglar unprepared for the possible consequence of their actions. Instead, he found a familiar face before him in his office. Archer stood near him as shocked as he was. You looked exhausted but well. No obvious signs of being in an awful situation. Your clothing was odd, but you clearly looked relieved to see him. Everyone was dismissed – He needed to be alone with you. You said his name and smiled at him. A genuine smile. The urge to interrogate you crossed his mind, but he stopped himself. You clearly had still been through something. He sat back down in his chair and pulled you into his lap. You were real. This was not some cruel joke. He held you tightly to himself. For now, he would enjoy the odd comfort of your presence before moving on to what happened to you.

Just an idea I had but what if Kieran had a childhood friend who turned out to be a faller, that due to how much ultra wormhole energy they were exposed to started to developed the ability to teleport and / or walk through walls. One day they disappeared without a trace. The thing is his family thought that this person was an imaginary friend or something and over the years he started to think the same. That changes when he runs into them years later in a library. Turns out that they had accidentally warped themself to somewhere in Unova and was found by Interpol and has been in their care/ working with them since. I have no idea if that makes any sense but hopefully it does!
I had to think about this one a bit since I had forgotten what a Faller is, but here you go! (For context, a Faller is a person who has fallen through an Ultra Wormhole. There's a whole side story about it in Pokemon Sun and Moon!)

Kieran has dreams about you often. With the way his family thinks you weren't ever real, he starts to question his own reality.
When he sees you in the library, he nearly drops everything in shock. He's even second-guessing himself and wondering if it's just a weird hallucination.
You never forgot about Kieran, but you didn't expect to run into him like this. Now that you were under the care of the International Police, you knew you couldn't stick around forever without putting him in danger... so the meeting was bittersweet.
Kieran is on his knees, sobbing when he finally realizes you're there. When you explain your situation to him, he's absolutely heartbroken, and begs you to stay with him. But you can't, and it breaks your heart too.
You talk to Looker and he agrees to let you stay for a few days. During this time, Kieran spends every waking moment with you. He's extremely clingy and overprotective, even if you can protect yourself just fine.
He insists on buying you food and clothes, and most importantly, letting his family see you again. He wants to show them that he wasn't making you up, that his childhood friend is real. He was under scrutiny for years, constantly being questioned every time he brought you up, and he's so tired of that.
Trades you an Applin for you to keep. He wants you to remember him by something for when you have to leave again.
When it's time to go, you hug him goodbye, and you're nearly out the door when he calls out your name and blurts out that he loves you. You tell him you feel the same way, and the last thing you see before you go is his tear-stained smile. He's gonna miss you every day.
Bonus: You visit him occasionally, much to Looker's displeasure. Kieran always looks forward to your visits, as brief as they are.

They're not all called 'Fallers' Headcanons
Faller ( jp. FALL ) A official designation from the International Police only for the following criteria: fell from an Ultra Wormhole from presumed Ultra Space, and thus has some level of Ultra Energy within their bodies from the travel. This phenomena is also reported as the boosted stat of Ultra Beasts when encountered and is similar to Totem Pokemon and Z-Crystal powered Pokemon. Effects on humans is currently unknown, but it can make people and Pokemon resemble the same readings as a wormhole.
Castaway The Ultra Recon Squad's nickname for people who have ended up in a time and space that is not their own. More often than not, this is due to Ultra Wormhole activity. Having Solgaleo/Lunala species on hand, The URS view Ultra Space as a sort of 'ocean,' and such, different dimensions as 'islands.' Not all Castaways are due to Ultra Wormhole activity, however.
Voyager What the Ultra Recon Squad affectionately call themselves or others like them; people who purposefully travel Ultra Space and dimension hop. Almost always accompanied by Solgaleo/Lunala to combat against Memory Slur. Extra-dimensional travel exposes beings to all states at once, and memories from different instances begin to blend into an incomprehensible mess.
Stranger While the people of Hisui have no one name for them, those who have come from the Spacetime Rifts are mostly regarded as strangers. Other names are interchangeable, such as Drifter or Rift-born. Otherwise, there is no specification for those fallen from Spacetime Rifts, as they currently have only ever been reported in the land surrounding Mt. Coronet once. No Spacetime Rifts have ever been reported since the Galactic Expedition incident.

F/O Headcanons: Pokemon Universe Edition!
(More will be added with time)
(Also, many of these are inspired from headcanons I’ve previously read, so you may recognize them. Unfortunately, most of these have been in my phone for a long time so I don’t remember some of the original sources; if you do though, please message me so I can give proper credits)
Aromatisse tend to make potpurri nests
Nessa and Raihan are cousins.
Leon does not know how to break open a safe or pick locks… Hop knows how to do both. In fact Hop has numerous skills that are also a little shady.
It’s hard keeping a Riolu at their beginning stage because they are very loving, loyal and friendly pokemon. Don’t give your kid a Riolu because you will be taking care of a Lucario.
Phantump can possess all kinds of tree stumps (fruit trees, redwoods, birch trees, etc.). This gives them some natural variation in appearance.
Kirlia will often "intern" under Gallade and Gardevoir in order to enhance their psychic abilities. Which one a Kirlia trains under is thought to influence its evolution if male.
Magikarp are popular among breeders because they have a good amount of variation and produce lots of eggs. You can get Magikarp/Gyarados in various colors and patterns because of this. This is also true among Rattata, but they’re less popular due to people considering them weak and boring.
Absol are known for being paranoid. They are extremely protective of their trainers and will try to prevent any negative thing from happening to them, even if that thing is "leaf blows into their face" or something equally mundane.
Sylveon and Umbreon get along surprisingly well because they're both stealth hunters.
One popular textile company uses a stylized Leavanny for their logo.
Modern Pokeballs create simulations for the Pokemon inside that make them feel like they're in a large environment. In addition to making the Pokeball feel extra comfortable, they also help keep the Pokemon enriched.
Eevee and their evolutions arguably have the cutest courtship rituals on the planet. They start off by showing interest with short yips and sniffing, studying each other. After that, play-fighting ensues. When that's done, the pair share tiny kisses on the cheek.
Umbreon can spray poison from their rings. They can poison themselves if they breathe it in accidentally due to not being poison-types, but the toxins are pretty mild.
Leavanny can fly, but only for very short distances and not very far off the ground.
A popular rumor states that the more powerful the Lucario the more black they have on their bodies, but there's nothing scientific to back up this claim.
There are some that believe that Fidough evolve faster when around fire-type Pokemon. This claim has yet to be scientifically backed, however.
Young Vulpix will actively try to get their trainers to "hold their paw for reassurance.
The Leavanny line becomes incredibly agitated if they don't have any materials to "sew" with, so make sure they have access to plenty of greenery.
Absol live in isolation out in the wild, only coming together to breed and take care of their pups.
Jolteon oddly prefer sparkling water. Many theorize that the breed generally prefer foods that cause ‘tingly’ sensations as it’s similar to the hum of electricity.
Legendary and guardian pokemon in Kanto, Johto, Hoenn, Sinnoh, Unova, and Kalos are so rarely seen they are thought of as myths. Meanwhile the Tapu guardians in Alola have shown up in people's backyards to mess around with their sprinklers and lawn ornaments.
Luxray are used as police or medical Pokemon in Sinnoh due to their ability to see through objects and strong stature. They are good at finding and retrieving victims and people who need assistance. Along with that they can be trained to listen for heartbeats and give electricity in a way similar to an AED.
There is a superstition in Johto that if an Eevee jumps into a child's crib, the child is blessed. Often times for baby showers, the mother is gifted an Eevee egg for this very reason. When the kit hatches, it is left in the room with the baby. If the Eevee stays by the child's side, but outside the crib, the child is destined to be average and live a normal life. However, if the Eevee jumps inside the crib and sleeps next to the child, the child will be blessed with fortune, prosperity, and joy.
It's thought that having someone with a positive aura take care of Riolu eggs helps them to hatch faster.
Eevees tend to mimic the personality and habits of their trainers. If their trainer tends to be energetic, the Eevees will get a share of that energy too. If, on the other hand, the trainer tends to be more on the relaxed and a bit lazy side the Eevees will behave like that too.
Popplio are frequently used for public performances and other forms of entertainment. It works out nicely, as it serves as excellent enrichment for them
Swablu's soft, cotton-y down is a favorite filler for pillows, especially because they shed it often. Nowadays it's more common to find synthetic substitutes.
Eevee’s love to be groomed and accessorized, especially on their tail. They don't like baths though but they groom themselves well.
Hisuian Growlithe/Arcanine are still found in some volcanic regions, but they are incredibly rare and protected under law.
A group of Chingling/Chimecho are known as a gong.
While Vulpix and Ninetales have incredible fur, harming one is considered bad luck and, in some areas, sacrilegious.

Man, i was reading through the twin dragons au, and i had to wonder what it was like raising dragon ingo and emmet. I mean, they were kids who enjoy hanging out with other kids, but are also technically everyones twin god pokemon. They knew what they were and had access to their powers at a young age, but they are both also nerds who like trains. Like, even after nimbasa adjusted to the news, I still feel like who ever raised ingo and emmett had to deal with a lot of mischief from these two. (probably emmett in particular XD)
Skskks it was a lot of work for sure! Drayden was up for the challenge too. It helps that he had the funds to pay for all the power outages and house fires the boys caused when they got particularly carried away.
But nothing will ever prepare a person for the intricate pranks a kid can cause then they can fly and have decades of knowledge they will use exclusively to carry out said mischief

SERRENNEDY POKEMON CROSSOVER AU FOR SERRENNEDY WEEK!!

As you can see above, this is very angsty. Leon and Luis both have a lot of trauma and Baggage. Luis almost has a panic attack and does some trauma dumping.
While there's no explicit smut on screen, there's a moment that gets kinda steamy and a fade to black/implied sex scene.
(oh and personally I feel very awkward swapping things out with pokemon terminology, like using "Arceus" instead of "God" so there is normal swearing here)
“Dr. Serra Navarro?”
“Well, yes, that is me, but typically I prefer Professor Serra,” His eyes wander all over Leon. “Though for someone as pretty as you, I prefer just Luis. Is there something I can help you with?”
Leon was afraid that he was going to go all the way to Alola only to find out it was all a complete waste because Professor Serra actually was just a professor unfortunate enough to share a name with a Team Rocket scientist. But that outcome is already ruled out. Either this guy is the lead he's been seeking for years, or he's an innocent professor that Leon will ask out on a date.
Due to excitement over finally finding a new lead, this trip was hastily put together, and Leon didn't realize how young Dr. Serr– Luis was. Once he confirmed that Luis was from Johto, he didn't go any deeper. He did see a couple pictures, but didn't pay much attention, and assumed the youthfulness was because they were older pictures. His assumption was very wrong. Luis is about his age and way too good-looking. The length of his grayish pink hair is braided, and the loose bangs are fluffy. His tinted glasses are a little too big for his face, but in a cute way. He's taller than Leon. And his outfit is fucking stupid. Shirtless under a lab coat. So stupid. It's hot.
A date with him will make this trip more than worth it.
“I just have some questions for you.”
“About? Are you a parent, or..? I don't think I've seen you around before, but I don't usually get anyone else dropping in on me like this…”
Shit. Leon really should have thought of a cover story beforehand. But in addition to not thoroughly researching Luis enough, he was also too high on the excitement of finally finding something after years of searching to bother thinking through what he'd say.
“Just heard about you, found your past interesting. From Johto originally, was wondering how it affected you. If you had any run-ins with Team Rocket.”
And it looks like Leon will not be going on a date with a handsome professor tonight. This is the guy. He recovers quickly, but for a split second, the phrase ‘Team Rocket’ invokes some panic in his expression.
“No. I was fortunate enough to never have encountered them.”
“You know anything about Mew?”
“Yes, of course? What kind of a professor would I be if I didn't? Mythical pokemon from deep in jungles in South America. Believed to be the ancestor of all pokemon.”
“What about Mewtwo?”
“I've heard the rumors, yes. A clone of Mew that was heavily genetically modified. But I believe that those are just that, rumors. There is no real substance to the claims.”
“Cinnabar Island. That's where you worked when Team Rocket captured and imprisoned Mew. You cruelly experimented on Mew. You helped create Mewtwo.”
“Who in the hell do you think you are, showing up at my doorstep to accuse me of such insane things?!”
“International Police!” Luis starts to shut the door, but Leon blocks the door with his foot. While he wasn't wearing his full uniform, he did bring his badge and takes it out to flash to Luis. He sees some purple fur coming up behind Luis. Must be an espeon, coming to protect its trainer. “Put that in its pokeball and open the door. Now.”
“I will do no such thing! I'm not proud of what I did back then, but I've done my best to leave it all behind, build a new life for myself. I will not allow you, or anyone else, to rip all of that away from me.”
“Not proud of what you did back then? So you admit it?”
“It doesn't matter. Arrest me if you really want, but it won't be anything more than a waste of time for the both of us. I'll maybe spend a night or two in jail, then be let go without charges being filed because I have a good reputation here and you have no evidence. If you try to tell anyone I confessed to involvement with Team Rocket, they won't believe you. You'll ruin your own reputation.”
“I do have evidence! Documents connecting you to the Mew experiments and the creation of Mewtwo.”
Luis actually starts laughing.
“You don't know as much as you think you do then. You find my name on a scrap of paper in the crumbling ruins of a lab, and think you know my life story! So arrogant! Yes, I did work at the Cinnabar lab, but I did not contribute to the creation of Mewtwo. I did not experiment on Mew. I have never had the privilege to even see the legendary Mew in the flesh. Mewtwo had already been created and Mew had already escaped before I was even hired. I can prove that your supposed timeline of my work history is impossible in court, so good luck getting a conviction!”
Leon moves his foot and lets Luis shut the door, and slinks away from his house with his tail between his legs.
Leon checks into a motel. He turns the TV on, but he can't focus on it. His mind can't stop wandering back to the conversation, analyzing every word. He fucked up.
“I'm not proud of what I did back then.”
He really fucked up. That could have been a very good angle. Tell Luis that this is his chance to atone and right his wrongs by telling Leon everything he knows about Team Rocket. Maybe even offer some kind of immunity deal if he still seemed hesitant.
But he had to get hot headed and fuck it all up. His first lead in years, and he blew it.
Not ready to admit defeat quite yet, he decides to give himself a day to cool his head off, before trying again. At least Alola offers plenty of distractions. He's not one for most of the tourist trap shit, but distracts himself with hikes through some scenic, and more importantly, rugged terrains. Pushing his body always helps him get his mind together. It's isolated enough that he can let all of his pokemon out too.
Something else Alola offers is a brutal sun. Leon didn't think to buy any sunscreen, and has a bad burn across his face by the end of the day. He's been through far worse, the pain is nothing to him, but he is annoyed at himself for being so stupid. His pokemon were quite happy with the exercise and exploration though, and his head feels clearer, so overall it was a pretty successful day.
A knock at Luis's door again. Rattled by yesterday, the knocking gives him a spike of anxiety. Still, he gets up to answer it, in case it's a student or parent that needs something.
He looks through the peephole and sees the same pretty International Police agent that came by yesterday. Luis really doesn't want to open the door. But he's worried it'll be worse if he doesn't and the man busts the door down. Besides, Espeon seems at ease with the situation, not alarmed and protective like she was yesterday. So he opens the door a bit, keeping the chain lock secure in case he tries to get in. (He would certainly be able to break the chain, but at least it would buy Luis a few extra seconds to try to think of a desperate plan.)
“Hello, officer! What are you here to threaten me with today?” Not wanting the agent to know how shaken he is, he turns up the sarcasm in an attempt to mask any nervousness. “Going to accuse me of experimenting on Arceus?
“No. No accusations today. Sorry, about yesterday. Wasn't polite to you. Can I try to make up for it, buy you dinner?”
“You can't seriously believe I'm going to just walk right into whatever kind of trap this is?”
“It's not a trap. Just feel bad about yesterday, I swear. I'm Leon, by the way. Think I forgot to mention it before.”
Luis goes to shut the door, but Espeon seems determined that Leon should be heard out, and telekinetically lifts the chain and nudges the door open. Leon smiles, and it cuts right through Luis's fear.
“I don't like you, and I don't trust you. But…” The prettiest man that Luis has ever had the pleasure of laying eyes on is trying to buy him dinner. (The angry red sunburn on his face does make him the tiniest bit less pretty, but he's still incredibly pretty.) Whether it's a date or something else, turning him down goes against everything Luis believes in. “I suppose I'm willing to put that aside for a free meal.”
“Look, you have every right to feel that way. But I really regret yesterday, I swear. It's just this subject… My parents were Team Rocket. Died on a mission,” Leon hates talking about this. With anyone. Back in his pokemon trainer days, before deciding to join the International Police, he'd had some time in the limelight. First as a rising star gym challenger, then as a champion. He always sidestepped questions when interviewers started asking about family. He especially hates talking about it to a member of Team Rocket. But this is the price he pays for fucking up yesterday. If he wants Luis to trust him and give him what he came for, he needs to give something himself. “Never knew details until I started investigating some stuff related to Team Rocket, found out they died on one of the expeditions looking for Mew. So this whole topic just gets me hot headed and dumb and I say things I don't mean and regret.”
“Well, it sounds like you shouldn't be an International Police agent then, if you can't separate your own personal issues from the job.”
“Yeah, maybe I shouldn't be…” Leon says, because what else is there to say? Luis isn't wrong. “C'mon, dinner. Walked past a restaurant on the way here, you know if it's any good?”
“Yes, we can eat there. By the way, are you aware that your face is extremely sunburned? I have stuff I could put on to help it.”
“Food first. Maybe after.”
“Suit yourself. I'm going to change, I'll be out in a minute.”
Luis ditches the lab coat and comes out with a top on, something that disappoints Leon more than it should. At least it's just a vest that shows off a decent amount of his chest. His hair is down today, and it somehow makes him look even better.
Leon regretted the way he approached Luis yesterday, but initially it wasn't because of guilt. Even if it wasn't Mewtwo, there was something Luis was involved in. He only denied experimenting on Mew and creating Mewtwo, he admitted he was a member of Team Rocket. Luis deserved the harsh treatment, he had only regretted it because Luis could be useful to him. But he does feel a small twinge of guilt for demanding he put his espeon in its pokeball when it follows Luis out the door and he sees that it has a service pokemon vest on. Maybe Luis would have felt safe and opened the door if he could keep Espeon out.
“I can walk there fine,” Luis says, noticing Leon looking at the harness. “I have an injury from a long time ago that flares up from time to time, but Espeon can sense when I'm going to have problems with it, gives me warning, and helps me not fall on my face when it does act up and I struggle keeping my balance. But it is fine most days.”
They sit across from each other, Espeon laying under the table by Luis's feet. Leon has to keep reminding himself that this is not a date. This is an attempt to get Luis to move past yesterday's harsh treatment so Leon can have a second chance at interrogating him. Despite his attempts to not ogle Luis, Leon can't help himself, and notices something very interesting. Scars. The biggest one is on his chest, and another on his cheek.
Being in a public place seems to put Luis at ease. Somewhat, he's at least smiling and looking more relaxed. As it probably should. Leon is dying to grill Luis about the “injury from a long time ago” and the scars he's noticed since sitting down. But this isn't the time or place.
“So… Small talk time?” God. This is actually a fucking date. “How long you been a cop? And why are you still poking around with Team Rocket? They're not a problem anymore. Disbanded twice, no activity in years. One would think the International Police might have some, ah, you know, actual problems to deal with, eh?”
“Been one for a few years. There's not a lot of resources being used up for it anymore, but it still matters to me personally,” There's actually no resources spent on it. Leon isn't here on official International Police business. The Team Rocket hunt is just vigilante shit Leon does on his own time. “Just because they've stopped doesn't mean they shouldn't be brought to justice for the past. Their leader slipped away, it just doesn't sit right with me. I'm trying to nail as many members who slipped away as possible,” Luis's smile disappears. “As far as justice goes, I'm mostly concerned about the big fish. Leader, executives. Finding small fish is just a good way to get leads on the big ones.”
“So if I understand, you help the small fish, they help you? They tell you everything they know about the big fish, and in exchange you don't come down hard on them?” Leon smiles and nods. It'll probably take longer than it should have because he'll need to build some trust after freaking the fuck out their first conversation, but Luis will play the game and give him what he came for. Luis's smile comes back. “Well, interesting… How have your investigations been going?”
“I've made some good leads,” That's a complete lie. Finding Luis's name in the ruins of Cinnabar Island is literally the only lead he's had in years. But telling Luis that will make him feel empowered. “William's out there somewhere, just a matter of time until I find him. Or until he gets tired of licking his wounds in secret and re-emerges on his own, something I'm hoping to at least make harder for him by picking off people he'll need to organize.”
“Do you want to come in?” Is Luis trying to have sex with him right now? They did just go on a date, after all. Why doesn't Leon want to say no? “So I can help you with your sunburn.”
Shit. Leon needs to get his mind out of the gutter.
Leon sits on Luis's couch, and Luis drags a stool over by the couch to sit on while he gently rubs ointment across his face with his (gloved) hands. Their faces are so close together. Leon has to stop looking at his face, because he wants to lean forward and kiss Luis. So he looks down. At Luis's neck. A fatal mistake. Before his brain can even process what his body's doing, he's pulling Luis forward, off the stool and onto Leon's knee. His teeth are sinking into Luis's neck.
As soon as he realizes what he's done, he hopes that Luis is going to ask him what the hell he's doing and get up off of him, because he's not sure he'll be able to control himself if Luis is into this too.
Of course Leon isn't that lucky. Luis moans at the first bite. He moans again and grinds down on Leon's knee with the second bite. The third bite has him yanking off the ointment covered rubber gloves and just tossing them on the floor, so he can start exploring Leon's body with his hands.
“I wish I could make some quip about buying me dinner first, but you quite literally did just buy me dinner, so… And really, I would be happy with this even if you hadn't,” Leon just keeps biting as Luis rambles. Now there's a hand in his hair, that clenches around or tugs at it with every bite. There's another hand working the button on his vest, and Leon is quite impressed by his finesse. With one hand and without even looking, Luis quickly has all of them unbuttoned. Though it doesn't get him to the bareskin he's desperately trying to get to, Leon also has a button down undershirt on. Luis doesn't bother unbuttoning all of them, just a couple so he can reach the bareskin of Leon's chest. “Someone as pretty as you doesn't need to buy me dinner, they can just do whatever they'd like to me. You're a cop, you have handcuffs? I'm into that.”
“Shut the fuck up,” Leon pushes him off his lap and gets up, then picks Luis up bridal style. Partially because he wants to give Luis a subtle reminder that he isn't just some small-time cop. He is, in fact, a very well trained special agent in peak physical condition. But mostly because there's a very specific place he wants to carry Luis to. He wasn't lying about someone like Leon being able to do whatever; he readily accepts being picked up, wrapping his arms around Leon's neck. “Where's your bedroom?”
“I didn't know I was working for Team Rocket initially. They had things very well compartmentalized. I was hired by a shell company. They had a contract with Devon Corp, so it really seemed like a completely legitimate company.”
In the afterglow, Luis finally starts speaking about his past. Leon briefly wonders if this makes him a whore. He isn't getting money for having sex with Luis, but he is getting information. Something even more valuable to him. The entire reason he's here.
But intent matters, right? Leon didn't start biting his neck because he wanted information. He didn't suck his dick because he wanted information. He didn't put him in handcuffs and sit on his face because he wanted information. He did all of it just because he wanted to. Just because Luis is hot enough that Leon temporarily forgot that he hated him. He was fully prepared to just go back to his motel room after, without any additional info from Luis, and just keep building the trust. So while he's not a whore, he definitely is a slut. Whatever. He's making more progress in his investigation than he has in years, it's fine.
“I was in a research team focused on mega evolution, specifically artificial mega evolution,” Luis continues. “Devon had recently perfected an artificial pokemon line, Beldum. They wanted us to find a way to make Metagross mega evolve. It was no easy task… But we did it. We tinkered around, created an artificial mega stone that metagross would respond to. We researched further, tweaking things to modify metagross's mega form, until we felt it was powerful enough. I was informed that Devon was extremely pleased with the work, and given a promotion, to be the head researcher on a new project my company started…”
“Guessing that's when you started at the Cinnabar lab?”
Luis says nothing, just stares down blankly, frozen. Leon reaches for a pokeball on the nightstand, and lets his sylveon out. It knows exactly what to do, approaching Luis to wrap its ribbon feelers around his arm. Leon hadn't ever wanted a sylveon. He had wanted his eevee to evolve into an espeon, actually. He thought the psychic abilities would be useful in his line of work. But it evolving into a sylveon instead has been a happy accident. Its calming abilities can be surprisingly useful.
“Yes, it was,” Luis answers. He's still wincing at the memories, but Sylveon's soothing aura is preventing him from having a full-blown panic attack and shutting down. “All I was told beforehand was that it was another project related to artificial mega stones. This was when the Alola research about mega evolution being cruel on the pokemon was starting to come out, so in my naivete I assumed we'd be modifying natural mega stones in ways that would make it easier on the pokemon. I knew something was deeply wrong when I was led downstairs. Armed guards. There was a whole maze of hallways and locked gates. As I said yesterday, Mewtwo was already created by this point. It had also escaped once and only narrowly recaptured, so there was much stronger security. I was never alone, there were always at least two armed guards with me at all times. It wasn't just to keep Mewtwo from getting out, it was also to keep me in. I knew it was wrong, it made my stomach churn, but I did the work. I did what was asked of me. We made two artificial mega stones tailored to Mewtwo. Two different stones, two different forms with different strengths.”
Despite Sylveon's feelers, and now Espeon's face rubbing against his other arm, Luis breaks down sobbing.
“You're okay. You're safe,” Leon whispers. Sylveon moves away from Luis's lap, laying down at the end of the bed, so that Leon can wrap his arms around him. As helpful as soothing pokemon like Sylveon can be, sometimes people just need human touch. Leon wants to press for more information right away, but he's not going to repeat yesterday's mistake. He has to go slow, he can't risk pushing Luis away and making him shut down before he's gotten all the information he can out of him. “You don't have to tell me the rest right now. Take all the time you need, okay, sweetheart?”
Jesus Christ. He just had sex with a member of Team Rocket, and now he's calling him sweetheart. At least he's making progress.
Luis just clings to Leon and sobs for a few minutes, before finally speaking again.
“I didn't want to, Leon. I didn't want to. I didn't have a choice. They were forcing me to, they would hurt me if I didn't, and I couldn't get help. Not from gym leaders. Everyone knows that William was the Viridian gym leader, but it went so much deeper than anyone knew. The lab was right by the Cinnabar gym, Wesker was the gym leader and heavily involved in all of the Team Rocket science research. Alexia, Saffron's leader at the time, was quite involved too and came to the lab regularly. The ones who weren't involved were getting paid off to look the other way. The police were paid off too,” Leon entwines one of his hands with Luis's and squeezes it, presses chaste kisses onto his neck, trying to encourage him to keep talking. This is a goldmine. He's long suspected there was a lot of corruption in Kanto and some intentional incompetence during the initial Team Rocket investigations, but could never get anything solid. And the fact that there were other gym leaders directly involved is actually news to him. “It was so screwed up what we were doing, I lost sleep over it, I barely ate because I had no appetite. Until one day…”
A loud, choked sob.
“Mewtwo got out again. All the new precautions weren't enough. It attacked all of us, we deserved it… It was a lab, there were scalpels, lots of glass to break, so many sharp objects that it lifted with its mind to hurl at us. That's how I got all my scars. The worst wound was in my back. It almost killed me, if it had pushed the bone saw in even just a little bit deeper, I would have died. I only survived because… It wasn't luck, it didn't make a mistake, it chose not to wound me fatally, because… Because I think it got in my head, it didn't say anything but it made eye contact with me, and saw that I wasn't a willing participant in its torture. The room after, blood… So much… I was the only one spared, it killed all the others.”
Luis untangles himself from Leon and lays down, closing his eyes. Seems like that's all the information he's getting tonight. Which he isn't upset about, it's a lot, far more than he was expecting. He'd like to know more about Mewtwo, where it ended up after this, and of course he needs more details about Wesker and Alexia.
“Stay?” Luis asks quietly, when Leon starts getting dressed. “Please?”
“Yeah,” Leon does still reach for his pants, but doesn't put them on, just fishes out his notepad so he can write everything down while it's still fresh. “Okay, I'll stay.”
It's dangerous. Leon is so close to liking this guy. Something he needs to not do, because Luis very much has the potential to be dangerous. The main reason Leon had been so hot headed and harsh to him initially is because he thought he got away with everything. He thought that Luis was a monster, and, instead of paying for his crimes, just walked away completely unscathed. Just moved to a new region, was completely accepted, became a pokemon professor, a pillar of the community. A role model.
But that's been shattered. While it may not have been in the traditional route, Luis has paid for his crimes. Is paying for them. Leon is cynical enough that he might have believed everything was just bullshit to manipulate him under other circumstances, but there's enough that it's undeniable. There's more than just faded scars that could have been the result of anything, he has an actual service pokemon. Years later, his injuries are still problematic enough for him to need that assistance. And clearly, he is genuinely traumatized. No one is that good at acting, Team Rocket is truly a trigger for him.
The issue is that Leon doesn't know why it's a trigger. Even injured and traumatized, Luis could be dangerous. The best case scenario is that he's been completely with Leon, and truly hates what he did. The worst case scenario is that he doesn't feel any guilt for his actions, and his near death experience was the only source of the trauma, without any emotional side to it.. Even injured and traumatized, Luis has the potential to be very dangerous.
“Hey, Luis?” Leon whispers after he's done jotting down notes about what Luis said, hoping he's not already asleep. His eyes flutter open. “Is it fine if I let my growlithe out? Usually sleep with it.”
“Go ahead. Just don't leave me. I don't want to wake up alone.”
He should leave. Luis is dangerous. Luis is Team Rocket. And Leon might already be a little bit in love with him, and needs to get the fuck away from him before he falls in even deeper.
But he doesn't. Instead he lets Growlithe out, turns off the lamp on the nightstand, and spoons Luis. He falls asleep with his arms wrapped around him, face buried in his fluffy hair. Espeon sleeps on the floor in its own little bed, while Growlithe and Sylveon lay down by their feet.

Well, for one thing, Leon doesn't really have a permanent residence until after the whole debacle with Chairman Rose.
He lives over in Postwick with his family officially, though in practice he usually has a hotel room in Wyndon he camps out in. And since you two got close, he practically lives at your place, too.
His Charizard will often grumpily pick him up, place him on its back, and carry him to your apartment's balcony whenever he gets too lost.
Often he'll encourage you to come tour with him when the Champion Cup season rolls around, and you get to stay with him in the fancy-schmancy hotels.
Honestly, it's a lot like dating a sports star in our world, with all the media attention and interest that allows. However, the paparazzi are a bit more courteous in the Pokemon world, especially since Leon's undefeated Pokemon could absolutely wreck them in a fight.
He's a gentle guy, and sweet, if a little absentminded. The man isn't totally mature, and oftentimes seems like a big excitable kid.
He can hide for days on end in your apartment, slumping on top of you and happily just camping out in his boxers and ordering pizza for you.
Or he can take you to a hotel and have the two of you not leave it for a week, with all that that might imply....
He probably begs you to come to Postwick with him practically when you start dating - I think you probably met his mom on the third date.
He's never been too interested in video games but loves to watch you play if you do like them. His Charizard likes to stick its head under blankets and rest on his lap, the rest of its body just flopped on the floor.
He's actually pretty good at cooking, but hates doing dishes, so he often prefers to order in, and considering he's a very active person, he's not too concerned about eating out so much.
He'll go jogging and work out daily, if he can. He enjoys if you join him, but isn't pushy about it at all. He's just as happy having you watch him, too...
Leon has a huge sweet tooth too.
He grows up quick after becoming the new Chairman, as there are so many new responsibilities he has to deal with.
He becomes a little more mature, but fundamentally he remains the same old Leon.
Except now he's got a home, having taken over Rose's residence when the former Chairman was taken into custody by the International Police.
It takes a few months for the place to be fully cleared out and redecorated, but it feels like home, and he offers to have you move in with him.
There's a lot more privacy, and since he's still pretty messy, you two still end up feeling quite at home in the private rooms you use most often.
He still makes time to work out every day, even with work constantly snapping at his heels, but he also makes time for you.
He makes a point of being unreachable after a certain time and being able to be with you fully.
Whenever he gets a vacation he's perfectly happy to just hide out with you, like old times.
I think he'd get a lot more interested in asking you to marry him after becoming Chairman. Something about not being tied to being Champion anymore makes him happy, because now, even with daily duties to conduct, he has so much more time on average to spend with you.
He may not be as happy-go-lucky, but he still has glimmers of that same excitability that reminds you that your Leon may be tired more often, but he's still there.
And no matter the time, every day he'll be happy to spend time with you.
And every day he says he loves you.

Here are my favorite Gym Leaders (and Nanu) to counterbalance my least favorite Gym Leaders!
Kinda debating whether I should have gone with Koga or Sabrina since he does become an E4 member a generation later, but decided to go with him since that came later. Genuinely tough call between those two, but Koga's design and personality just always appealed to me a little more. (Sabrina did scare the crap out of me as a little kid tho in her anime debut.)
Morty has probably had one of my favorite glow-ups in the series. I always wanted to cosplay him, but our only con is in August and I would probably die of heat stroke. 😅
Probably a weird pick, but I always liked how jovial Wattson was. (Tho there is a bit of a facade there, from what I recall he had a bit of a shady past in ORAS with the New Mauville project. That makes him pretty interesting imo.)
Volkner is such a goddamn menace that Lear probably wants to literally strangle half the time, but I love seeing more of that side of him on Pasio! (There's also him being friends with Flint, and having a fun dynamic with him.)
I will forever remember Brycen just throwing hands with Team Plasma in Generations, completely forgoing having an actual Pokemon battle with them. Instant favorite. Kick their asses!
I really always loved Valerie's elegant design, but her personality and wanting to actually be a Pokemon is a lot of fun too.
I would consider the Kahunas a Gym Leader equivalent too, probably just not counting Hala since he's an E4 member too within that Generation, but Nanu is just cool from looking after Acerola, to being a UB hunter within the International Police alongside Looker in his backstory, to getting one of the most morbidly funny lines in a Pokémon game when he meets the protagonist, to kinda being the first dark-type Gym Leader, I just love the dude and he's my favorite Alolan character! I was so happy when they gave him a supporting role in the postgame of SM.
Our first true Dark-type Gym Leader, Piers is definitely my favorite Galar character overall alongside Raihan, and it was a tough call between them, but I really liked how they gave Piers an extended role in the postgame where he was more actively helping the player deal with the Royal Pain in the Ass brothers, so he was who I went with. It's also adorable how he dotes on/frets over Marnie.
Larry is also an E4 member, so I'll probably do one of these and feature him for my favorite of the Paldea E4 (tough call between him, Rika, and Hassel tho), so Ryme is runner-up. Her battle was just a lot of fun with the crowd hyping you up. She had a cool personality too, I really enjoyed her a lot as a character. They never miss with Ghost users.

"Celebrity Justice:" An Analysis/Interpretation of the Media and how it relates to the Justice System in the Hoenn Region and perhaps the Pokemon World more broadly
This is something I've had in place in my worldbuilding for a very long time, so the analysis that's going to follow is what mostly applies to my fic series, The Dead Sea Trilogy, but what I have built in my world is rooted in things we see happening in the games, the anime, the manga, etc etc etc.
I have had this ongoing hypothesis that justice and law enforcement in the Hoenn region, and also Pokemon more broadly, is actually extremely reliant on public image.
For starters let's just mention that justice and law enforcement in the Pokemon world seems very similar to how it is in superhero stories. The police are present, in theory, and take care of the mundane things. We see characters like Colress and Ghetsis get arrested in the anime, Looker very explicitly works for the International Police, Officer Jenny exists. The police are very much a thing.
And yet, like in superhero stories, there are bigger fish to fry that the police need assistance with. This is when the bigger heroes ten year old kids and people like the Elite Four or Champion come in. From the manga we know that being a Dex Holder is something of a status position. The Elite Four, Gym Leaders, and Champions seem to be capable of some level of law enforcement and are often seen as the protectors of their respective cities. In this sense, the Pokemon World also becomes like the Wild West: Gym Leaders and the Champions are the sheriffs of their individual towns, and whatever the sheriff says is law. Law enforcement can then slightly vary town to town depending on what the Gym Leader permits. (Hi Giovanni and other criminal gym leaders/elite four members).
The Pokemon World is not keen on killing and physical violence. Sure it happens in the manga, but almost nowhere else do we ever see humans attacking one another. Everything is sorted out by proxy of a Pokemon battle, which for the sake of this conversation I’m going to be referring to as dueling. The Pokemon World has an established vigilante justice system combined with mundane law enforcement, also reinforced by a pretty intricate and universally respected dueling system. Dueling was a bigger thing historically that settled interpersonal or even larger disputes, and we see that actively being applied in all Pokemon media, but especially in the games.
If we take the conceit of the games seriously and accept the series of events not at face value for what they are: methods of the game that are designed to empower the player and help them progress, and instead consider why, culturally, even the biggest, baddest supervillains pretty easily back off once you defeat them in battle, a couple really interesting possibilities emerge. The first is of course evidence pointing to a dueling system that is so universally accepted that not even the worst criminals will violate the laws of a match. If you lose, you step aside. Everyone respects this social contract and when it’s broken (in people like Ghetsis) it can really demonstrate who is the worst of the worst. Yeah you tried to take over the world,we’ve all been there, but then you refused to step down after a match? Majority of the biggest crime leaders in the world wouldnt even think of doing that. Giovanni’s defeat sends all of Team Rocket into shame and hiding. Pokemon battling is actually a really big deal. It’s a hobby, yes, people do it for fun and friendship, but it is also a way to settle mundane disputes like someone stealing someone else’s lunch money and also to take down the biggest criminal organizations in the world. This then makes it very clear as to why Gym Leaders, the Elite Four, the Champions, and a couple of really powerful ten year olds are able to casually enforce justice. They have a lot of bargaining sway in the world because their battling skills are unrivaled. And in a world where majority of conflicts are settled by duels, this gives them an incredible amount of social and political power.
This however also is why it makes complete sense that not everyone is as good at it as you are. Most people are just battling their friends for fun or trying to get back at their bullies for stealing their lunch money. The everyday person may only have one or two gym badges they tried to get for fun, own a handful of local low-level Pokemon (remember, not everyone is traveling the world to get badges like you are), and may not even know all the type match ups. Not every town even has a gym. The player character is always depicted to have an unnatural talent, and they are able to keep up in the biggest justice enforcement system in the world. This has some interesting implications for how leveling and strength works in the "actual" Pokemon world then, as it certainly couldn't be a numbered thing, and that's a part of it i'm still actively trying to work out in my mind.
Alright, so now let's get into how this relates to Hoenn more specifically.
Because the dueling system is so universal it also then actually makes the law enforcement system incredibly localized, as justice will often be determined by who has the biggest Pokemon. This makes the justice system in every region slightly unique. And from what we have observed in the anime, manga, and games, I have a theory that Hoenn's justice and dueling system is a little bit more depending on public perception than most.
What do I mean by this??
I mean how Team Magma and Team Aqua are allowed to exist. Yes the dueling system implies that criminal teams can exist just because they're strong. But I mean the way in which Team Magma and Team Aqua are allowed to exist. They seem to be a defining feature of the region, as synonymous to the image of Hoenn as McDonald's is to the United States. If you are going to travel to the Hoenn region, you are going to see some nonsense Team Aqua and Team Magma are getting up to.
And the International Police, which exists, has not been allowed to or able to step in, despite how clear and obvious Team Aqua and Team Magma are about each of their goals. Moreso, I think, than other evil teams. There are likely laws and regulations about when and how Interpol is allowed to step in. But they clearly have not been allowed to intervene in Hoenn, and I have some suspicions as to why.
Archie and Maxie, as well as other evil leaders, are celebrities on par with the Elite Four and Champions. They may not be part of the League, but only the League seems to be allowed to handle them. And in Hoenn, there is evidence that celebrity status puts you on another level of untouchable that, when combined with the dueling system already in place, strongly discourages local governments and even the International Police from stepping in unless someone's life is in danger.
Hoenn was the first Pokemon region to have any real, strong emphasis on the presence of the news and media. Gabi and Ty were introduced as fun and interesting recurring characters you can answer silly questions for throughout your playthrough and then see your answers appear in real-time on the TV. You can get updates on outbreaks of Pokemon in the region, tips for battling, and other local and constantly-changing events in the region by checking any one of the various TVs in peoples homes. You see how the world changes around you by interacting with the news in Hoenn again and again throughout the games. It is a subtle, but actually really key thing that makes the region of Hoenn seem like a real, living place that carries on whether or not you log on to play that day.
TV Mauville/Hoenn TV are a living, changing feature in the games and other media. Archie in Pokespe actually owns Hoenn TV and is therefore able to control what people see about Team Aqua, and run a lot of propaganda against Team Magma. The media is a thing used to control and publicize throughout the region.
Hoenn was the first region where Pokemon Contests were introduced, another way to gain very flashy fame and social status and yes, even make your way into the news with your beautiful and spectacular Pokemon. Think of celebrities like Lisia and Wallace.
Hoenn is the first time in the Pokemon games we see celebrities, and this makes me think their emphasis on them means that celebrity culture, the paparazzi, and media, is actually a really big deal in Hoenn.
Now, when you combine that with the fact that the Hoenn region is home to one of the biggest, most public and sensational disputes of all time, you can start to see why Team Magma and Team Aqua are allowed to do essentially whatever they want.
Team Aqua and Team Magma bring business to Hoenn. They probably even encourage tourism as people flood in from other regions hoping to catch a glimpse of whatever insane thing they're doing that week. News stations and especially tabloids make money off running features on them. Evidence and theories on Archie and Maxie's past. Maxie paying people off to run good press. Team Aqua making headlines for well, being pirates. Two old friends turned bitter rivals now warring across the entire region over some mysterious dispute? Man, what a scoop!
So it's not necessarily that the police can't do anything about them. It's that the rest of Hoenn doesn't want them to.
And so that's why, even when things go to shit, they are held responsible for their actions... somewhat. But in the case of my fic, the fallout is also highly publicized. And then of course all the sensation around Archie and Maxie becoming A Thing. Over the course of their very public dispute, they became central to the national identity of Hoenn, as American as baseball and bald eagles. As Hoennian as Wingull and... water.
Public image plays a role in how they are brought to justice. If they are just thrown in jail with the International Police, when then, there's nothing left to report about! And this has been a big thing in Hoenn for years! We can't just drop it! We're still selling shirts about it!
What I'm saying is I think, in the Pokemon World, and in Hoenn especially, people kind of know that organized crime... helps.. the economy and the social system around them, and so they permit it to exist, even after these criminals are busted. Combine that with the lack of physical violence, the dueling system, and a justice system that's a combination of the wild west and vigilantes, and well my friend, you've got yourself a case of some real Hoennian Celebrity Justice.
