After Dan and Swampy said 'no' about Perry the Platypus getting a girlfriend, and people assuming he's just gay (he's asexual) and using this next "spreech" to affirm it...
I truly HATE when people use this image to say "hey besides Perry the platypus be gay, he also had a thing with that panda in one ep"
EVEN the CREATOR had to dismiss this illogical affirmation.
I guess these people do not even watch this episode, just saw the frame without context.
Perry literally helped Heinz when Ballony was gone , fixing him up for Heinz, (fixing his childhood backstory) I think this frame was just a little revenge of Perry for what happened in the beginning of the ep.
