He's mid speech about giving this - he keeps calling it a cub - a better life, they owe it to him after all he'd been through under Hydra's thumb.

When she finally demands to see the cub, Steve stops and tilts the bundle towards her. Inside is not what she expects. It's certainly a cub, a werewolf cub.
