Docente evalúa gestión regional y municipal de San Román

La docente universitaria Diana Pasaca, de la Universidad Nacional de Juliaca, calificó entre 07 y 08 la gestión del gobernador regional Richard Hancco, señalando poca efectividad en su mandato y altos índices de corrupción reportados por la Contraloría General de la República en 2023. Pasaca destacó la falta de avances significativos en dos años y cuestionó la compra de equipos abandonados mientras se sigue alquilando maquinaria.

En cuanto al alcalde de San Román, Óscar Cáceres Rodríguez, Pasaca le asignó una calificación de 10.5, reconociendo ciertos avances, pero señaló que su gestión se ha centrado en el centro de la ciudad, dejando descuidadas zonas periféricas como la salida a Lampa. También mencionó problemas como el desorden en el transporte, el comercio informal, la inseguridad y una gestión deficiente de los residuos sólidos.

Pasaca subrayó la falta de atención en servicios básicos, como centros de salud con alquileres atrasados y obras inconclusas que afectan a la población. Según la docente, estas situaciones evidencian la necesidad de una mayor planificación y compromiso por parte de las autoridades locales.

Por otro lado, anunció la próxima visita del científico Modesto Montoya, quien ofrecerá una conferencia magistral sobre educación, ciencia y tecnología el 17 de enero. Pasaca invitó a las autoridades y ciudadanos a participar en este evento, resaltando la importancia de generar soluciones basadas en la investigación para enfrentar los retos de la región.

¡Escándalo en la Policía! Agente enfrenta posible expulsión tras ser capturado en delito

Un efectivo policial de Puno podría ser expulsado de la institución tras ser descubierto en flagrancia cometiendo un delito. La abogada Diana Pasaca explicó que este tipo de acciones son consideradas faltas muy graves contra la imagen institucional, y la sanción podría ser la separación de la policía.

La oficina de inspectoría de la policía ya está al tanto de la situación e inició una investigación. El agente tendrá la oportunidad de defenderse, pero las pruebas en su contra son contundentes. En un plazo aproximado de 10 días o menos, se podría determinar su retiro de la institución.

Indica que en el ámbito administrativo, existen tres tipos de faltas: leves, graves y muy graves. En este caso, la acción del policía se tipifica como una falta muy grave contra la imagen institucional. La sanción más severa es la expulsión de la policía, un castigo incluso más severo que el aplicado a otros agentes por faltas menores.

La abogada Pasaca señaló que existe una gran denigración dentro de la institución policial. Mencionó que, desde la admisión, hay actos de corrupción con cobros de cupos para ingresar a la institución. Esto conlleva a que personas sin moral ni compromiso entren a la policía, generando estos problemas.

La formación de los suboficiales es muy corta, apenas dos o tres años. Según la abogada Pasaca, esto resulta insuficiente, ya que debería existir una formación más profesional, como en otros países donde los policías tienen estudios universitarios.

La abogada Pasaca destacó la importancia de contar con profesionales que conozcan la realidad y tengan experiencia en estrategias para combatir la inseguridad, algo que aparentemente no tiene el nuevo general, lo cual podría llevar a que la situación en Puno siga igual o peor.

The Legend Of Kulakog

Version 1:

Once upon a time there lived a giant named Kulakog. All the people of the region were afraid of him because of his powerful muscles. Incidentally, Kulakog is the legendary character most popularly known among Bicolanos. In fact, in the barrio of San Jose, Manilabac, Camarines Sur, on the bank of the river Biko, there is a place called Guira which means "big footprint" because there is one very distinctly marked on the solidified clay. Near Guira also, there is a big heap of dried shells and mussels.

According to old folks, the Guira is the footprint of Kulakog and the mussels were the remains of a meal of the giant. There are more than ten cubic meters of mussels and shells in that place. Kulakog dwelt in the Quitan mountain in Pasacas. Even today the mountain is still called Kulakog. One day, the Moros arrived in the place intending to capture the people in the "sakop" or the people of Kulakog. They swiftly passed through the Bikol river and captured many people including the mother of Kulakog. When the giant heard of this he shouted in a voice of thunder. The Moros trembled when they heard his voice and escaping quickly, they left behind all their captives. Kulak og saw where they were from afar and stretching his phallic organ he told his mother to use it as a bridge to come to where he was. His mother thus crossed the Bikol river and all the captives followed her.

Version 2

The feat of this proverbial Bikolano giant has been told in varying ways. In most cases, however, the versions depicted Kolakog as a kind giant. The following two versions differ fiorn what has been previously told about Kolakog. l. In Bato, Camarines Sur, there is a place called Maputing Bato where one can find a giant footprint which was said to be that of Kolakog. The next footprint is found in Bula, Camarines Sur. In Maputing Bato one can also find a mound of bakbak (sea clams) which was believed to have been left by the giant. It is said that in the early days there was once a kind-hearted giant named Kolakog. If the people wanted to go to the next island, they would be allowed to use the legs of Kolakog for a bridge. When they wanted to go to another place, Kolakog would carry them with his hands. When they wanted some fish, it was the giant who would catch it in the sea. In one scoop Kolakog could catch much fish. The giant's favorite food was. clams, so in Maputing Bato clams were piled high like a small mountain. One day the fish became scarce in the place. Kolakog decided to leave the place and go to some unknown place. The people were sad for they missed the service of the giant. Nowadays the only things that remind us of Kolakog are his footprints and the mound of bakbak he had left behind.

2. In Nabulang Bolod, now a part of Pio Duran, Albay, is found a giant footprint which is said to belong to Kolakog. It is said that one day the wife of Kolakog went to Borias Island to get some fire. The wife used the leg of Kolakog in crossing the channel which separated Nabulang Bolod from Borias Islands. After the wife had fetched some fire, Kolakog stretched his leg again. Unluckily an ember fell on the leg of the giant, so he ftGsted his leg in pain. His wife fell into the sea and drowned. In anger Kolakog kicked the mountain with his foot, dividing it in the process. Nowadays the people call itNab'langBolod, or the mountain that was divided. In the same place is found the remains of clams supposedly eaten by Kolakog.
