نوے روز کی آئینی مدت میں انتخابات کے منکرِ اول ضیا الحق کی روح کو اب کہیں 46 برس بعد جا کے مکتی ملی ہو گی۔ کل تک جو پی ڈی ایم عمران خان پر آئین شکنی کا الزام دھر رہی تھی آج وہی الزام پی ڈی ایم کی پیشانی پر چمک رہا ہے۔ یہی وہ اتحادی جماعتیں ہیں جن کے پرکھے باوردی آئین شکنی کے خلاف جدوجہد کرتے کرتے خرچ ہو گئے۔ کل جو ن لیگ عمران خان اور ان کی جماعت کو اسٹیبلشمنٹ کا بغل بچہ کہتی تھی آج اسی نون لیگ نے وہی تمغہ چکلے سینے پر سلوا لیا ہے اب کہیں جا کے ایوب، ضیا اور پرویز نے قبر میں سکھ کا سانس لیا ہو گا۔ کہنے کو آج بھی پاکستان میں پارلیمانی جمہوریت ہے۔ مگر قومی اسمبلی کو عمران خان نے کتر لیا۔ آج جو قائدِ حزبِ اختلاف ہے، اس سے زیادہ معروف اور بااختیار تو شمالی کوریا کی پارلیمان کا لیڈر آف دی اپوزیشن ہے۔ فائدہ البتہ یہ ہے کہ ان دنوں وہ وہ قانونی بل بھی آرام سے منظور ہو رہے ہیں جو کسی صحت مند مکمل قومی اسمبلی میں منظوری کے لیے پیش ہوتے تو پیش کاروں کے دانتوں تلے پسینہ آ جاتا۔
کل تک پی ڈی ایم کے گرگانِ باران دیدہ طعنہ زن تھے کہ فوجی قیادت نے دو ہزار اٹھارہ کے آپریشن آر ٹی ایس کے ذریعے جس لونڈیہار پارٹی کو سرکار تھمائی۔ اس نے معیشت سے وہ کھلواڑ کیا کہ عام آدمی کی کمر ٹوٹ گئی اور اسے اقتدار میں لانے والے بھی بغلیں جھانکنے لگے۔ آج معیشت کی رکاب پر انھی آزمودہ سیاست بازوں کا پاؤں ہے اور لونڈیہار پارٹی چیلنج کر رہی ہے کہ کم از کم ہمارے دور میں ہزاروں برقع پوش خواتین اور سفید داڑھیوں والے مرد ایک زرعی ملک میں پانچ کلو مفت آٹے کی ایک بوری حاصل کرنے کی دوڑ میں محروم ہجوم کے پاؤں تلے کچلے تو نہیں جا رہے تھے۔ غیر نوبیل ماہرِ معیشت اسحاق ڈار نے پچھلے چھ ماہ سے جنتا کو آئی ایم ایف کے ممکنہ قرضے کے ٹرک کی بتی کے پیچھے لگا رکھا ہے اور آئی ایم ایف نے ریاستِ پاکستان کو اسی کام پر لگا رکھا ہے۔ مگر آئی ایم ایف سے قرضے کی قسط ملنے میں ناکامی کو بھی کام میں لانے کا فن کوئی موجودہ لال بھجکڑوں سے سیکھے۔
توجہ بٹانے کے لیے پہلے یہ شوشا چھوڑا گیا کہ قسط نہ ملنے کا ایک سبب شاید جوہری پروگرام پر سودے بازی کے لیے دباؤ ہے۔ وزیر خزانہ اسحاق ڈار نے کہا کہ ’میں نے پاکستان کے ایٹمی پروگرام پر بیان ایک ساتھی سینیٹر کی بات کے جواب میں دیا تھا جس کا آئی ایم ایف سے جاری مذاکرات سے کوئی تعلق نہیں‘ جب آئی ایم ایف نے اعلانیہ تردید کر دی کہ ہمارا یہ کام نہیں کہ ملکوں کے جوہری منصوبوں پر نظر رکھتے پھریں۔ تب بادلِ نخواستہ بھائی اسحاق کو بھی کہنا پڑا کہ قرضے میں تاخیر کا سبب جوہری پروگرام پر دباؤ نہیں ہے۔ پھر اسی آئی ایم ایف کا بھوت دکھا کے الیکشن کمیشن کو تاثر دیا گیا کہ دو صوبائی انتخابات فوری طور پر کرانے کے لیے حکومت کے پاس پیسہ نہیں کیونکہ آئی ایم ایف نے مالیاتی خسارہ کم کرنے کی شرائط سے ہمارے ہاتھ باندھ رکھے ہیں۔ جب آئی ایم ایف سے اس بابت ایک صحافی نے استفسار کیا تو ادارے کی کنٹری ڈائریکٹر کو کھل کے کہنا پڑا کہ آئی ایم ایف کسی بھی ملک کو اپنی آئینی و جمہوری زمہ داریاں نبھانے سے کبھی نہیں روکتا۔ اس کے باوجود بھولے بھالے الیکشن کمیشن نے اپنے ہی اعلان کردہ صوبائی انتخابات کی تاریخ بظاہر اپنی مرضی سے آٹھ اکتوبر کر دی۔
تاویل یہ ہے کہ نوے روز یا مقررہ آئینی مدت کے آس پاس انتخابات کروانے کے اعلی عدالتی حکم کے باوجود مرکزی حکومت اور قانون نافذ کرنے والے ادارے امن و امان اور معیشت کی دگرگوں صورت کے سبب الیکشن بجٹ اور سیکورٹی فراہم کرنے سے قاصر ہیں۔ گویا آٹھ اکتوبر تک معیشت بھی بہتر ہو جائے گی، دہشت گردی بھی قابو کر لی جائے گی۔ کیا موجودہ حالات میں حکومتِ پاکستان کی جانب سے اس سے بہتر خوش خبری ممکن ہے؟ کچھ عرصے پہلے تک میرا خیال تھا کہ فسطائی یا تو ہوتا ہے یا نہیں ہوتا۔ اب لگتا ہے کہ فسطائیت نظریہ سے زیادہ کیفیت کا نام ہے جو کسی بھی بھلے چنگے دکھائی دینے والے جمہوریت نواز پر طاری ہو سکتی ہے اور اتنی گہری طاری ہو سکتی ہے کہ کل کا فسطائی مدِ مقابل آج جمہوریت کا چیمپیئن دکھائی دے۔ اس ملک کا واحد سچ یہ ہے کہ یہ بن گیا۔ تب سے مکین یا تو مسلسل ’بنائے‘ جا رہے ہیں یا خود ’بن‘ رہے ہیں۔ باجوہ سر جاتے جاتے اس اندرونی فیصلے کی خوش خبری دے گئے کہ کم از کم اگلے پندرہ بیس برس تک سیاست میں عسکری مداخلت نہیں ہو گی۔
باجوہ سر کی رخصتی کے بعد سے رجواڑی معاملات میں ایسٹ انڈیا کمپنی کی عدم مداخلت اور غیر جانبداری کا دور بے طرح یاد آ رہا ہے۔ ویسے بھی دو سو برس میں ڈی این اے بدل تھوڑی جاتا ہے۔ آخر کو ہمارے خطے کے عسکری و سیاسی کلچر کو کمپنی بہادر نے ہی تو جنم دے کے پالا پوسا تھا۔

The results of Pakistan’s general elections on Feb. 8 reflected widespread dissatisfaction with the country’s civil and military establishment, but they seem to have brought about the opposite of what many voters wanted. Independent candidates affiliated with former Prime Minister Imran Khan’s Pakistan Tehreek-e-Insaf (PTI) party—barred from running under its banner—won more seats in parliament than any major party, but not enough for a majority. Parliamentary arithmetic necessitates a coalition, and Khan, who is in prison on corruption charges, refuses to negotiate with his rivals.
Pakistan’s next government will instead be formed by a coalition of legacy parties, including the center-right Pakistan Muslim League-Nawaz (PML-N), led by former Prime Minister Nawaz Sharif, and the center-left Pakistan Peoples Party (PPP), led by former President Asif Ali Zardari and his son, Bilawal Bhutto Zardari. On Feb. 8, Pakistan’s entrenched political order—in which parties vie for votes as well as the powerful military’s favor—was jolted but did not crumble. Although PTI’s surprising performance damaged the military’s reputation and mystique, the military’s ability to influence the course of events remains intact.
The latest episode in Pakistan’s game of thrones comes amid a serious economic crisis as well as security threats from the resurgent Tehrik-i-Taliban Pakistan (TTP) and other militant groups. Political polarization makes it difficult to address Pakistan’s swelling debt and deficit. With a GDP of $340 billion, Pakistan must repay nearly $78 billion in external debt before 2026. Imposing taxes on key sectors of the economy—agriculture, real estate, retail—is difficult without political consensus. And amid the uncertainty, various loss-making state-owned enterprises, from Pakistan International Airlines to the country’s power distribution companies, which collectively cost the government around $1.7 billion annually, cannot be privatized.
Pakistan also needs a comprehensive strategy to deal with jihadi groups, which are now responsible for terrorist attacks inside the country but were once encouraged or tolerated as part of unconventional warfare against India and a way to secure influence in Afghanistan. Populist narratives blaming India, Israel, and the United States for holding back Pakistan’s progress hinder action against extremists, who portray themselves as Islamist heroes. Meanwhile, peace with India, relations with the West, and ties to economic benefactors in the Arab world are now held hostage to Pakistan’s internal divisions: Those holding office at any given time are often accused by their opponents of selling out Pakistan’s interests.
If there was ever a time for Pakistan’s squabbling politicians to form a government of national unity, it would be now. Given the fragmented election results and allegations of vote-rigging, a stable cross-party government could pave the way for the military’s withdrawal from politics. It could also help Pakistan transition away from its long-standing tradition of one major politician or another being in jail—such as Khan—while their supporters are harassed. Parliamentary debates on alternative policy ideas could replace the current shouting matches between rival leaders’ supporters about who is more corrupt.
But rather than inspiring unity, the coalition government that is taking shape will immediately face opposition from Khan’s supporters. As things stand, it seems unlikely that Pakistan’s divisions will end anytime soon. The results of last week’s elections confirmed voters’ weariness with the political elite and dynastic politics, as well as with the meddling—both overt and covert—by the country’s generals. Widespread dissatisfaction with the economy and the absence of opportunities for Pakistan’s burgeoning young population have given rise to populist politics that will not lead to reconciliation.
Khan, the cricket star-turned-quintessential populist leader, dismisses the idea of a negotiated settlement with his political opponents. He has built a powerful narrative of victimhood that blames Pakistan’s political elites and foreign conspiracies for the country’s problems. His grandiloquence may not offer realistic solutions, but it does create an outlet for powerless people to vent their rage and frustration. Khan seems to believe that a revolution could give him greater power than embracing the idea of a new national pact. Instead of using PTI’s electoral success to talk to the other major parties, Khan has offered an alliance proposal to two minor religious parties, although one of them has already refused the partnership.
After his initial arrest in May 2023, the former leader encouraged attacks against military installations, according to an aide; he could now encourage violent protests against alleged election rigging in another attempt to ignite a street revolution. But the May 9 attacks paved the way for a harsher crackdown on PTI than if there had not been violent turmoil. Hundreds of party activists were arrested while thousands faced intimidation from security services. It would be irresponsible of Khan to put his supporters’ lives and freedom at risk.
Ironically, Khan came to power in 2018 with the help of Pakistan’s military and security services as a crusader against corrupt civilian politicians. The generals built up Khan as an alternative to these politicians, many of whom had quarreled with the military at some point in the past. But Khan also ran afoul of the military as prime minister because he defied the generals’ wishes and mismanaged the economy; his populism harmed Pakistan’s precarious external relations. To remove Khan from office, the military turned to the same politicians it had sought to discredit.
After his ouster in a parliamentary no-confidence vote, Khan saw an opportunity to continue his anti-elite bombast, adding the country’s top generals to the list of villains from whom he would save Pakistan. His supporters lapped it up. The military has influenced the country’s politics for decades, but it now faces a unique challenge. Khan has poisoned even traditionally pro-army constituencies by arguing that the generals were acting at the behest of the United States—allegations that Washington denies—and against Pakistan’s interests. Military leaders have now been trying to get an entire nation to change direction away from Khan for nearly two years with little success.
The generals and their new civilian allies may have assumed that jailing Khan, bringing back Sharif from exile, and implementing repressive measures—such as barring PTI-affiliated candidates’ access to the media—would ensure the election result that they wanted. Instead, young PTI activists used social media to mobilize voters and upended the establishment’s plans.
Still, the reaction of voters to the Pakistani military’s highhandedness is unlikely to unleash a revolution. In the short term, the country will continue to have a weak civilian government willing to work closely with the military while Khan will remain in prison and his party will remain out of power. Any widespread political violence will only result in a clamor for the military to take over and restore order.
For years, Pakistan’s military has repeated the cycle of “elect, dismiss, disqualify, and arrest” for civilian politicians. But in the long term, the country’s leaders must collectively address the widespread frustration and polarization that has contributed the success of Khan’s populism. Although unlikely, Khan changing tack and accepting political compromise could also help ease Pakistan’s pain. In any case, the hostility toward the military’s political role among its former supporters makes it difficult for generals to act as if nothing has changed.

Brazil to drastically cut dairy imports from Mercosur and ease taxes to promote domestic production
Brazil is planning to curb dairy imports from Mercosur countries. In the next few days, a decree will be published that will change the rules for tax benefits for dairies, agro-industrial companies, and cooperatives that participate in the Ministry of Agriculture’s milk program PMLS. The objective is to reduce tax incentives for companies that purchase dairy products from abroad.
Under the current rule, companies that participate in the program can use up to 50% of the presumed PIS and Cofins credits related to the purchase of milk from producers to write off other federal taxes or receive a cash refund. In return, at least 5% of the value of these credits must be invested in projects to increase the competitiveness of domestic production.
The Brazilian government is expected to review this point and limit the benefit of using 50% of the presumed credits to industrial companies and cooperatives that buy only domestic production. Companies that import milk will have to follow the standard taxation, with only 20% of these credits being used.

According to the details being issued, a mega relief has been provided to 35 lakk 16 thousand and 877 electricity consumers to 05 electricity companies of Lahore, Multan, Faisalabad, Gujranwala and Islamabad. 8 lakh 40 thousand electricity consumers of LESCO have been provided relief. 6 lakh 53 thousand 883 electricity consumers of MEPCO have been provided relief. 5 lakh 6 thousand 139 electricity consumers of FESCO have been provided relief. 7 lakh 31 thousand 305 electricity consumers of GEPCO have been provided relief. 7 lakh 85 thousand 550 electricity consumers of IESCO have been provided relief.
Special relief amount being provided in the electricity bills has also been published. Senior Minister Marriyum Aurangzeb apprised that Prime Minister Shehbaz Sharif has provided a mega relief of Rs 50 billion to the electricity consumers ranging from 01 to 200 units. Chief Minister Punjab Maryam Nawaz Sharif despite facing adverse economic.conditions, has made the impossible task possible by providing a mega relief to the general public in their electricity bills.

She added that the Punjab government will provide further relief to the masses in the coming days. After several years of busting my knuckles and my ass, putting up with the anxiety and the bullshit, I am now jobless. They said it was performance and behavior.
A couple things about those points they failed to mention or own up about:
First, performance suffered for a number of reasons. More was being put on the plate, admin stuff that wasn’t even fixing things, reporting that wasn’t even official forms to fill out & weren’t even official Target forms; Just things the individual boss wanted us to fill out. That involved hunting and finding for information through several different systems. All data that could’ve been pulled with a clever SQL command on demand. It added more wasted time to our day and left us with less time to do the other things that we needed to do like fix ʇıɥs. That and toxic individuals in the workplace about whom I made noise. Was anything done about those people? No. Did those people ramp up their psychological and verbal abuse? Yes, they did. Did management like me making noise about it? No, they did not. Were the people responsible for it given a talking to or removed? No, they were not. Was I the only one who had made mention of ʇıɥs like this? No I was not. Was I the loudest about it? Yes, I was. So working under duress because you have executive team leads, a store Director, & an administrator-only boss gaslighting you isn’t supposed to make you feel some kind of way or speak up about it? Apparently, that’s what Target expects; Fall in line or we’ll smack you down. I noticed their efforts to get me out stepped up as soon as I made mention of our store directors dismissive & gaslighting behavior. That & as soon as I named my bosses boss as somebody who didn’t understand what was going on and even agreed with some of what my old boss was saying about her. But he can say stuff about her and I can’t.
And second, as far as behavior is concerned, they didn’t like me expressing my frustration with the unreasonable ʇᴉɥsllnq going on in that store. They didn’t like me taking issue with no one respecting the equipment I was expected to maintain. They didn’t like me speaking up about how difficult my job was.
They especially didn’t like me mentioning PMLs are paid pennies on the dollar for what we do and then as salt in an open wound, we’re told to celebrate how much money we’ve saved the ƃuıʞɔnɟ store in a year. Given Target’s own calculations, I saved their ƃuıʞɔnɟ Colma store over $5 million in the last 12 months. If only a fraction of that had been paid as part of my pay, I could be out of living in a van, and in an apartment with a safe space for my children; which is what I have been trying to do for years now. Target wanted me to celebrate some huge number I had saved the company at that store, but only wanted to pay us a tiny fraction of what our work was actually worth to them.
Do you think they could be bothered to maybe even try to house this person? They acted surprised when they found out how hard life is for me outside of the store, and then offered to help me only to pull the rug out from under me as they were getting those wheels turning. They fired a hard-working homeless guy who is trying to get his life back together after HR was trying to work with him to do it. That takes a special kind of callous corporate mindset of which Target should be ashamed.
Working for Target in this role felt a lot like Sisyphus except I didn’t have to kill anyone like Sisyphus did in order to be ʇıɥs on like that. Perhaps somebody a lot more like the man Sisyphus was purported to be should do that to the abusive sʞɔnɟ there. But as for me, Target can ʞɔnɟ right on off.
For the rest of us…
Do not shop there, do not give them any business, if you have anything related to them, get rid of it. They sell ʇıɥs and make you believe it to be a good product. They treat their staff poorly, don’t pay enough and i’ll just say it because I couldn’t while I worked there, the Colma store in California has a huge rat problem. Yes, RATS. They even had damage control called in when a customer took a video of one on the sales floor. I did my best to help knock the population down while I was there and even got it under control with no sightings. But careless and stupid behavior on the part of a few individuals has brought the population back up. I caution anyone who goes there to buy groceries, to not.
Their food & beverage executive team lead can’t. She just can’t. I would speak to her and receive a vacuous look in return. Absolutely nothing behind the eyes. And the person who heads up food and beverage in this district once put my safety in danger by swinging a hammer next to my head, never having apologized for it. Never.
 The store in Coloma also has an executive team lead who is most likely undiagnosed bipolar. He will be cruel and petty one day and positively sweet and innocent, the next. It disrupts workflow. They have another ETL there who is snarky, rude, solipsistic, disrespectful, and ogles the small young girls that work there. & he’s married too.
The store in Colma has employed a food and beverage team lead who cannot think worth a ʇıɥs. She can’t drive heavy equipment safely and lied about what happened when she knocked over an entire goddamn shelf of milk. She’s rude as ʞɔnɟ too; pushing her way past anyone trying to get out of an elevator before they can exit. I don’t think I ever had an experience with her getting on an elevator where she didn’t shove her way past me before I exited.
That’s not all that’s wrong there regarding food and Bev either. If you go through the milk section, you will find different dates on cartons of milk scattered over the shelves. You will also find out-of-date baked goods on the shelf. If you look carefully, you will find rat fæces underneath some of those shelves.
Another thing I was responsible for that location was the care and maintenance of their handheld equipment assets. If you walk into a Target store, every single employee will have a mobile device on them for their particular role. Part of my responsibility was maintaining the integrity and health of those devices. Do you think I experienced any buy-in from the team in that endeavor? No. At over $750 a device over 108 devices, I was the only one taking care of them, and no one else ƃuıʞɔnɟ cared. As a matter of fact, people actively disassembled what I have been ordered to keep integral. People would sabotage the efforts with which I was tasked to maintain the equipment. But I was held to account for other people ƃuıʞɔnɟ up. Still hadn’t lost one in over a year. That was thanks to me. I expect six to eight to go missing by next week because that’s an average of assets I had to hunt down every week. On a related note, if you go into that store, and you see one unattended, take it.
For myself, I know that if I must shop in a Target store, I will be looking for unattended Zebras to appropriate and sell back to the company.
The PMBP for that location stress the importance of his subordinates meeting with store directors every week. Yet the Store Director at this location found ways to duck out of that meeting, getting this repair technician in more trouble every week.

My silly headcanons for my Pokémon Masters EXperience
Headcanon #1: Lillie is the ruler of Pasio in this singularity and nobody can stop her due to winning the PML along with Sniperchu (not even Ash and Red somehow). Their days include giving all the Pikachu hugs and chats. (also there's 5-6 Lillies running around Pasio) Headcanon #1.5: due to this, Pasio is in a state of chaos. Nobody can figure out what to do, and everyone is running around like rats in a lab (pun intended). Coordinating a team up in game equates to Lillie telling everyone who to work with like a boss assigning groups, and it somehow works out as long as the team is still there (don't ask). All of main story happens because multiple versions of every trainer (yes, even the ones that don't officially have alternate Sync Pairs) play the story out because cloning incidents that all the scientists are working on.
Headcanon #1.7: Oh yea everyone's personality is an exaggerated/flanderized version of their canon selves with a few exceptions (tho I'm not sure who)
Headcanon #1.9: New Sync Pairs join the roster via Sniperchu prank calling
Headcanon #2: Lear lost his position as Prince of Pasio due to Lillie overthrowing him. He is salty about it but at least he can still host events and stuff because Lillie has no idea how to make an event in Pasio.
Headcanon #3: Lusamine got thrown in the mix due to Sniperchu wasting one of his scout point prank calls on her. She is traumatized by the sheer amount of times she has been beaten by Pikachu in the past (yes, even during childhood). She tries to be better with her kids but the sheer amount of Lillies in Pasio overwhelms her and her Sygna Suit self. (they can only handle 2 at a time)
Headcanon #4: Ash and Pikachu are actually TV characters taken out of their world of Anipoke and thrown into Pasio. Their anime is watched in universe in Pasio and everyone knows him as "That guy from the Pokémon Anime." None of the characters with Anime counterparts remember Ash besides what is shown on TV. (i.e. Misty and Brock don't really recognize him as one of their best friends but instead as "the anime protagonist that features us as his companions")
Headcanon #5: Gladion makes most of the outfits in the game on his own will. Don't ask me how.
Headcanon #6: Burgh, Viola, Valerie, Mina, Piers, Roxie, and a bunch of other Artistic Sync Pairs own a few companies that compete with each other for being the most artistic.
Headcanon #7: Anyone who can set weather determines the weather of Pasio for the day. Chaos ensues and weather wildly changes every hour.

1 ️ ⃣ Autonomous Vehicles - meaning all those vehicles, obviously in the military field, that don't require human intervention for driving. In the "Intelligent War" of the future, which the People's Liberation Army is preparing for, as Ni Yongjie said, they will be crucial.
2️⃣ Intelligence, Surveillance, Reconnaissance and Automatic Target Recognition - these are key areas, refining Reconnaissance activity is essential in the context of an Intelligent War. The Report also speaks of the "OODA Loops", or OODA Cycles, which refer to the "Observe, Orient, Decide, Act" decision-making cycle developed by a military strategy of the United States Air Force. Applying OODA Cycles to Targeting and Displacement would be critical in Intelligent Warfare 📟
3️⃣ Predictive Maintenance and Logistics (PML) - the use of Data-Systems to optimize logistical issues. The People's Liberation Army is interested in building a centralized "precision logistics" under the command of the Central Military Commission.
4️⃣ Information Management and Electronic Warfare (EW) - the People's Liberation Army sends Y-8G into the Taiwan Strait almost daily, and conducts numerous exercises regarding Electronic Warfare Techniques ⚡️
📟 The People's Liberation Army sees Electronic Warfare, Interference Techniques and "Systems Destruction Warfare" as a fundamental component of Intelligent Warfare.
5️⃣ Optimizing the Accuracy of War Situation Simulations for Training - The People's Liberation Army conducts military exercises almost daily, and has raised the standard of training for troops in the past year.
6️⃣ Command and Control - according to the Report, the People's Liberation Army is investing large amounts of money in optimizing coordination between departments and command structures, and in refining reactive approaches to combat, ensuring greater capacity for anticipate opponents.
📄 There are three fundamental issues in the Army Modernization Process:

◽️Intelligentization: it is not an invented word, for the PLA the conjunction between "Modernization" and "Informatization" lead to Intelligentization, i.e. the introduction and development of autonomy, Multi-Domain Operations, evolution of capabilities of Risk Analysis.

Pakistan is scheduled to hold elections on Feb. 8, the latest crucial date in the country’s democratic experiment. Some observers feared Islamabad’s election commission could postpone the vote due to worsening security conditions, but even as the elections go ahead, many analysts worry they may not be free or fair. Pakistan has a long history of political interference in democratic processes by its powerful military.
The upcoming elections offer little hope for near-term political stability. Pakistan, currently led by a caretaker government, faces myriad political, economic, and security threats. Popular opposition leader and former Prime Minister Imran Khan sits in prison, convicted on corruption and state secrets charges. On Feb. 8, the military establishment is betting on a leader it dethroned not too long ago: former Prime Minister Nawaz Sharif, whose brother Shehbaz led the most recent coalition government.
Because Pakistan’s civil-military relations tilt in favor of the army, politicians are incentivized to side with the generals to attain power. This dynamic has weakened the constitution, compromised the judiciary, and undermined democratic elections. The military no longer intervenes in politics via coup, but its leaders have invested in the political system. Pakistan has developed into a hybrid regime where elements of electoral democracy and military influence mingle. Next week’s vote will only mark the next chapter of hybrid rule.
In 2017, Pakistan’s Supreme Court ousted Sharif as prime minister after his family was linked to offshore companies in the Panama Papers leak; he was later disqualified from holding public office. Sharif had also tried to assert civilian supremacy over the army, and there are strong claims that the army played a role in his ouster, as well as the election of Khan in 2018. As Khan suffered his own fall from grace, Sharif was allowed to return to Pakistan last year. The cases against him have been cleared, potentially enabling him to participate in the elections—hinting that the military may condone his return to the prime minister’s seat.
Many observers regard Khan’s rise to power in 2018 as the outcome of electoral engineering by the military establishment. For a time, Khan seemed to share a mutually beneficial relationship with the army. However, he made a series of missteps in policy areas dominated by the military. First, he endorsed an inexperienced official to become chief minister of Punjab province, which irked then-Pakistan Army chief Qamar Javed Bajwa. His disagreement with Bajwa in 2021 over a replacement for the director-general of Pakistan’s premier intelligence service further alarmed the army.
Khan had promised to create Naya Pakistan—a new Pakistan—and to carry out sweeping reforms, but he mostly failed to realize these promises during his almost four years in power. Growing economic volatility and the indifference of some of Pakistan’s closest allies toward the Pakistan Tehreek-e-Insaf (PTI) government further undermined Khan’s leadership. In April 2022, the old guard led by the Pakistan Muslim League Nawaz (PML-N) and the Pakistan People’s Party (PPP) called a vote of no confidence against Khan. He was voted out and sentenced to three years in jail last August after a conviction for illegally selling state gifts. Khan alleges the military arranged his ouster.
Motivated by their own interests, Pakistan’s political elites have long been complicit in tolerating the military’s domination of the democratic system. But Pakistan’s political parties have also attempted to establish civilian supremacy and failed to sustain it. As prime minister in the 1990s, Sharif sought to exert his control over state institutions, including the military. Gen. Pervez Musharraf led a military coup against his government in 1999 and became president in 2001. A conflict between Pakistan and India in the hills of Kargil is widely seen as the reason for the coup, but such analysis ignores the role of Sharif’s quest for civilian supremacy.
Musharraf not only prolonged the first exile of Sharif and the self-exile of then-opposition leader Benazir Bhutto, which reshaped Pakistan’s political parties. Ultimately, rivals PML-N and the PPP grew closer, especially after the fallout between the judiciary and Musharraf over the latter’s decision to suspend Pakistan’s chief justice. In 2006, the PML-N and the PPP agreed on a Charter of Democracy, an unprecedented development that sought to limit the army’s role in politics. In 2008, the two parties briefly formed a coalition government to keep the army and its disciples away from politics.
Sharif’s PML-N won a simple majority in the 2013 elections, and Pakistan saw its first peaceful transfer of power. However, Sharif’s growing clout didn’t sit well with the military establishment. In 2014, the military helped Khan launch mass protests against the government; they were also supported and attended by prominent religious figures and clerics. However, Khan called off the four-month protest movement in the wake of a terrorist attack against Peshawar’s Army Public School that killed 149 people. “Pakistan cannot afford [our] opposition in these testing times,” he said at the time.
A deteriorating security situation also contributed to the end of Khan’s tenure in 2022. Following his removal, a coalition of traditional political parties led by PML-N took over, with Shehbaz Sharif as prime minister. It needed the army’s backing to succeed. Instead of working for democratic rights, the coalition government amended Pakistan’s Official Secrets Act to give vast powers to the army and intelligence agencies to conduct raids and arrest civilians. The Pakistan Army Act amendment of 2023 criminalized criticism of the military, especially from retired service members. Army Chief of Staff Asim Munir became a member of a new council aimed at garnering foreign investment and boosting economic growth.
The expanded powers that the Pakistani Army now possesses seem to classify the state as what scholar Ayesha Siddiqa calls a hybrid-martial law system, in which all real power lies with the military while a civilian government is relegated to the position of junior partner. It now appears the judiciary is also toeing the military establishment’s line, with the Islamabad High Court recently acquitting Sharif in a corruption case and ultimately enabling him to contest elections. Khan, in prison, still faces a host of charges. His supporters have not been allowed to hold political conventions or meetings ahead of the elections. Mass protests against Khan’s initial arrest last May seemed to spook the military establishment.
The military’s greater machinations have yet to play out. Interestingly, the PPP chairman, Bilawal Bhutto, has accused the establishment of favoring Sharif—raising questions about the strength of the party’s alliance with PML-N. Bhutto may be filling the political vacuum left by the sidelining of the PTI. Sindh province recently saw a reshuffling of senior bureaucrats seen as favoring the PPP. Meanwhile, the PTI has raised concerns about election officers appointed ahead of the vote and demanded the appointment of officials from the lower judiciary as supervisors for the polls.
PML-N appears to be forging alliances with its traditional partners such as Jamiat Ulema-e-Islam Pakistan (Fazl), or JUI-F, which has significant political support in the tribal areas of Khyber Pakhtunkhwa. In Baluchistan province, PML-N has managed to secure two dozen so-called electables, local leaders with strong support base. The new Istehkam-e-Pakistan Party—made up of disgruntled former PTI members—has announced a pre-election seat-sharing arrangement with PML-N. The PML-N also finalized a seat-sharing arrangement with the Pakistan Muslim League Quaid e Azam Group, itself formed by former PML-N members in 2002.
Even behind bars, Khan remains the most popular politician in Pakistan. If the military establishment secures an election outcome in its favor, the next coalition government will still struggle to maintain its power across Pakistan’s political institutions. Pakistan urgently needs consensus among its stakeholders about how to create a robust democracy; the easiest way to reach it would be through free and fair elections without military interference. Perhaps the political parties should come up with a new charter of democracy.
But until and unless politicians stop pursuing narrow interests, the military establishment will continue to pull the strings of any government in power in Pakistan.

The Second Lady Samira Bawumia and other organisations and individuals joined the foundation to put smiles on the faces of the children.
Asaase Broadcasting Company Limited, in partnership with the Asaase Foundation, has organised a Christmas party and made some donations to children at Princess Marie Louise (PML) Children’s Hospital in Accra on Tuesday (13 December).
“We have been operational for a year, and in that one year, we came up with a strategy to adopt certain causes that we thought were important,” Kojo Mensah, president of the Asaase Foundation, said.
“Children are most important to us, followed by women, and anything related to health is also important and that is why we started the project,” he added
Some of the items presented by the foundation included footballs, branded t-shirts, toys, money, educational materials, school bags, food, water, pastries, cartons of drinks, biscuits, and water bottles among many others.
“The most important thing about Christmas is sharing, and the most important people during Christmas are children, and Princess Marie Hospital is the only dedicated children’s hospital in this country. It wasn’t a difficult choice to make,” Mensah said.
“The most crowded children’s hospital is the Princess Marie Hospital. But kidney health is our major project, and children’s health is now something we are trying to do as well. So, for now, we are going to be working with the malnourished unit. Our job now is to concentrate on malnourished children.
“It should be the responsibility of everybody to improve the lives of others. And we go by this adage from Nelson Mandela: ‘You can tell a nation’s wealth by the way she treats her children.’ If a society does not have a place for its children, then it’s not a society,” he added. The Second Lady Samira Bawumia and other organisations and individuals joined the foundation to put smiles on the faces of the children.
