Jul 11, 2022 06:59 IST Moradabad (Uttar Pradesh) , July 11 (AF): Union Minister Jitendra Singh on Sunday said that Prime Minister Narendra Modi has introduced a new work culture in India wherein each of the pro-poor and public welfare schemes was designed in such a manner so as to reach the last man in the last queue, regardless of caste, creed, religion or vote consideration. "PM Narendra Modi will always be credited for having introduced a new work culture in India wherein each of the pro-poor and public welfare schemes were designed in such a manner so as to reach the most needy or the last man in the last queue, regardless of cast, creed, religion or vote consideration. Similarly, considering the emerging scenario of contemporary India, Modi has constantly boosted StartUps who should be capable of earning their own livelihood," Jitendra Singh said. Addressing a press conference in Moradabad Singh said, "Purely objective parameters were followed to meet the requirement, wherever the requirement was not met in the past and to deliver justice wherever justice had been denied in the past. This, he said, was quite a departure from the past practice followed by Congress and its allied governments wherein vote bank politics pre-determined the selective rolling out of state benefits. PM Modi successfully raised the standards of public delivery much above the vote consideration, based on the principle of justice for all and then left to the public to decide whom they wanted to vote for, and the public too endorsed this approach by returning the Modi government for the second term with a much higher mandate than the earlier election." Citing an example, the Union Minister said, the citizen-centric schemes like PM Awas Yojna, Ujjawala Yojna, Sochalaya, etc., reached every such household where these amenities were found lacking and the authorities never asked as to which religion or caste the family belongs to, or which political party they had voted for in the last election. "This new work culture will become a new norm in Indian politics and the masses will expect every political party to follow the same," he said. During a short span of eight years, the Centre has been able to bring many schemes closer to 100 per cent saturation and benefits are given to deserving people by following the principle of "Sabka Saath, Sabka Vikas, Sabka Vishwas". According to the Union Minister, due to game changer schemes like Gareeb Kalyan Anna Yojana, Jan Dhan, Ujjawala, Sauchalaya, PM Aawas, Har Ghar Jal, Har Ghar Bijli and Ayushman, the people of the country have reposed faith in Modi Government time and again both at the Centre and in most of the States. He said, the people are getting the benefits of welfare schemes without any discrimination, unlike in the past, when appeasement policy was rampant. The Minister emphasised that these welfare measures brought crores of people out of the clutches of abject poverty and gave them a life of dignity. Dr Jitendra Singh emphasised that the beneficiaries of these welfare schemes belong to all caste, creed and religion as the lists of beneficiaries are made with full objectivity and without any bias, as was the case in earlier dispensations. The Minister also added that these schemes along with other measures like the rural job schemes have transformed the lives of the poorest of the poor and have helped raise their standard of living to a level of dignity. The Minister also emphasised that full benefits are directly reaching the needy without any leakages through a transparent and efficient delivery mechanism. Citing the example of the North-Eastern region, Singh said that prior to 2014, the region suffered economically due to the myopic policies of the successive Central Governments, but soon after the Modi government took over in 2014, Prime Minister had stated that every effort would be made to bring the North-Eastern region at par with the more developed regions of the country. He said, "In the last eight years, not only have developmental gaps been bridged successfully, but the North-Eastern Region has also gained psychological confidence." He added that significant development in terms of Road, Rail and Air connectivity is helping facilitate the movement of goods and persons not only across the region but also across the country. Dr Jitendra Singh said, "Mizoram was always opposed to BJP, but without any discrimination, Modi Government helped in the establishment of Citrus Fruit "Centre of Excellence" in Mizoram with the help of Israeli technology. The Citrus Fruit Centre has emerged as a unique of its kind institution in India that, though located in Mizoram, caters to the entire North-Eastern region." He reiterated that because of the impetus given by Prime Minister Narendra Modi which began with his call for "StartUp India StandUp India" from the ramparts of Red Fort in 2015, the number of StartUps in India has grown to 70,000 from about 300 to 400 which is something to be cherished by youth of Uttar Pradesh who want to have a career in different Start-Ups. There are more than 100 unicorns in India and Biotech StartUps have shown an upward swing. The Minister said that there is a need to spread awareness, particularly among youth, about vast unexplored avenues of StartUp and the technology as well as financial support being offered by the government to StartUps. Highlights of Interim Budget for 2019-20: Tax rebates for the middle class, mega pension yojana for the unorganised sector and assured income scheme for farmers were some of the highlights of the interim budget 2019, presented before the Lok Sabha elections by Piyush Goyal today. Following are the highlights from the Budget 2019: TAX 1. Within 2 years, tax assessment will be done electronically 2. IT returns processing in just 24 hours 3. Minimum 14% revenue of GST to states by Central government 4. Custom duty abolished from 36 Capital Goods 5. Recommendations to GST Council for reducing GST rates for home buyers 6. Full rebate up to Rs 5 lakh annual income after all deductions 7. Standard deduction increased from Rs 40,000 to Rs 50,000 8. Exemption on tax on second self-occupied house 9. Ceiling Limit of TDS u/s 194A increased from Rs 10,000 to Rs 40,000 for women 10. Ceiling Limit of TDS u/s 194I increasedd from Rs 180,000 to Rs 240,000 11. TAX PROPOSALS: *Double the threshold tax exemption limit to Rs 5 lakh and increased the standard deduction to Rs 50,000 from Rs 40,000. *Individuals with gross income up to Rs 6.5 lakh will not need to pay any tax if they make investments in provident funds and prescribed equities. * TDS threshold on rental income raised from Rs 1.8 lakh to Rs 2.4 lakh. *TDS slab on interest on bank, post office deposits raised to Rs 40,000. *Ceiling Limit of TDS u/s 194A increased from Rs 10,000 to Rs 40,000 for women. *Exemption on levy of income tax on notional rent on a second self-occupied house is also now proposed. Currently, income tax on notional rent is payable if one has more than one self-occupied house. *Gratuity limit increased from 10 lakh to 30 lakh rupees. *Within 2 years, tax assessment will be done electronically. *Custom duty abolished from 36 Capital Goods. *Minimum 14% revenue of GST to states by Central government UNORGANISED WORKERS: *Pension scheme called Pradhan Mantri Shram Yogi Mandhan, to provide assured monthly pension of Rs 3000 per month, with the contribution of Rs 100 per month, for workers in unorganized sector after 60 years of age. FARMERS: * Direct annual income support of Rs 6,000 to farmers with land holding of two hectares. *Pradhan Mantri Kisan Samman Nidhi scheme has been approved to provide assured income support for small and marginal farmers. This initiative will benefit 12 crore small and marginal farmers, at an estimated cost of Rs. 75,000 crore. *2% interest subvention to the farmers pursuing the activities of animal husbandry and fisheries, who avail loan through Kisan Credit Card. Further, in case of timely repayment of loan, they will also get an additional 3% interest subvention. DEFENCE FORCES: * More than Rs 3 lakh crore for defence, the highest in any year so far. *Rs 35,000 crore disbursed for soldiers under ‘One Rank One Pension', substantial hike in military service pay announced. FILM INDUSTRY: *Single window clearance for ease of shooting films. A facility is so far available only to foreign film makers. *Anti-camcording provision to also to be introduced to Cinematography Act to fight piracy. RURAL PUSH: *One lakh digital villages in next 5 years. * Rs 60,000 crore for MGNREGA. HOMEBUYERS: *GST on homebuyers must come down. Government has set up a Group of Ministers to bring down this burden. Government will act on the proposals they submit. SCHEDULED CASTES/TRIBES: *An increase in budget is proposed in the allocation for welfare of the Scheduled Castes and Scheduled Tribes. FISHERIES: *To provide sustained and focused attention towards development of Fisheries, the Government has decided to create a separate Department of Fisheries. Finance Minister said that through the measure, the Government wants to promote further growth over 7% to promote livelihood of about 1.45 crore people dependent on the sector. ALLOCATIONS FOR SCHEMES: *Pradhan Mantri Gram Sadak Yojana (PMGSY) is being allocated Rs.19,000 crore in 2019-20 as against Rs.15,500 crore in 2018-19. *By March, 2019, all households will be provided with electricity connection. Till now, 143 crore LED bulbs have been provided in a mission mode which has resulted in saving of Rs.50,000 crore for the poor and middle class. *National 'kamdhenu ayog' for cows. Rs 750 crore for National Gokul Mission. HEALTHCARE: *Ayushman Bharat to provide medical treatment to nearly 50 crore people in the country, around 10 lakh patients have already benefited through free treatment for medical treatment which would have otherwise cost them Rs. 3,000 crore. New Delhi: Rahul Gandhi and the BJP on Tuesday locked horns over inequitable distribution of wealth in India, with the Congress president asking Prime Minister Narendra Modi to tell people in Davos why one per cent of the country’s population has 73 per cent of its wealth. The BJP hit right back, saying it was the result of Gandhi family’s patented “poverty perpetuation” governance model. “Dear PM, Welcome to Switzerland! Please tell DAVOS why 1% of India’s population gets 73% of its wealth? I’m attaching a report for your ready reference,” he tweeted. Gandhi, who put out the tweet addressing the prime minister, also tagged a news report quoting an Oxfam survey which said the richest 1 per cent cornered 73 per cent of wealth generated in India in 2017. Reacting sharply to Gandhi’s tweet, BJP spokesman GVL Narsimha Rao took to Twitter, saying, “Dear @OfficeofRG This inequality is the disastrous consequence of your family’s patented Nehru Congress’s “Poverty Perpetuation” Model of Governance by which only Congressis became rich.” He termed Gandhi’s comment a case of pot calling the kettle black. Rao said in the last three-and-a-half years the Modi government has tirelessly worked towards inclusive growth, and taken a number of pro-poor intiatives such as Jandhan Yojana and Ujjawala Yojana. While ‘garibi hatao’ (eradicate poverty) was merely a slogan for Congress, for the BJP ‘sabka sath, sabka vikas’ (collective efforts, inclusive growth) is its model of governance. (ECL) at Swabhumi in Kolkata today. Speaking on the occasion Shri Meghawal said that Sankalp se Siddhi scheme is a 5 year plan under which new India movement-2017-2022 will take place. The New India Movement 2017-2022 envisages an India free from Poverty, Corruption, Terrorism, Communalism, Casteism and Un-cleanliness and to unite the entire country by adopting good governance and using technology, he added. Shri Meghawal mentioned that under the dynamic leadership of Prime Minister Shri Narendra Modi about Rs. 57,000 crore have been saved from ongoing schemes by adopting good governance and technology. The minister also administered pledge of Sankalp se Siddhi to the gatherings. Song and Drama Division of I&B Ministry staged a cultural programme there to mark the occasion. A total of 82 stalls including one from ECLhave been put up highlighting flagship schemes of the government such as Direct Benefit Transfer (DBT), Pradhan Mantri Ujjawala Yojana, Pradhan Mantri Jan DhanYojana, Jan Suraksha Yojana, Pradhan Mantri Jeevan Jyoti Yojana, Atal Pension Yojana, Food security for poor, Deendayal AntyodayaYojana, Mission Indradhanush, Swatchh Bharat, Pradhan Mantri Fasal BimaYojana, Pradhan Mantri Kaushal VikasYojana (PMKVY), Start UP India, Stand UP India, Pradhan Mantri Mudra Yojana, Make in India, and Housing for poor etc. Shri S. Chakravarty, CMD, ECL and Shri K.S. Patro, Director Personnel, ECL among others were also present on the occasion. The exhibition will remain open from 11 AM to 5 PM upto September 17 for all.

Pradhan Mantri Ujjwala Yojana | PMUY
Women empowerment has become a significant topic in all social and economic aspects. It also means improving their economic status and well-being. This scheme has its roots set in the households and the households have a direct connection with the homemakers. Women being the homemakers have been upgraded in terms of health under this scheme. Pradhan Mantri Ujjwala Yojana is an ambitious social welfare scheme of Narendra Modi Government launched on 1st May 2016 from Ballia in Uttar Pradesh. It covers the economically weaker sections of various states and provides them LPG connections. A major portion of air pollution is caused due to unclean households which can be very easily prevented through some efficient steps.
Health and hygiene is a crucial topic when it comes to rural areas. Women and children are very easily affected by any change in the surroundings and are therefore more prone to diseases. The Pradhan Mantri Ujjwala Yojana provides a healthy life to several households making it easy for them to cope up with the hardships of life .

The aim of Ujjawala Scheme
The aim of the Pradhan Mantri Ujjwala Yojana is to provide LPG connections to BPL households in the country and replace the unclean cooking fuels mostly used in the rural India with the clean and more efficient LPG (Liquefied Petroleum Gas).
It benefits various sections of society maintaining a balance in terms of health. ‘Green India, Clean India’, ‘Swachh Bharat Abhiyan’ are major initiatives being taken by the government of India having their roots in small steps likes these.
OBJECTIVES:
· To extend the availability of cooking gas to the women who belong to households that are Below Poverty Line (BPL).
· Empowerment of women who run the households
· A qualitative change in the lives of women
· Clean cooking gas advantage to the entire family
· Reduction of air pollution
· Healthy lifestyle
Prime Minister NARENDRA MODI said, “Ujjwala Yojana is guided by a strong commitment to bring about a qualitative change in the lives of poor women”.
IMPLEMENTATION of Ujjwala Scheme:
SELECTION:
SC/ST group people would be the first to receive the benefit. For the rest of the group, the division of the number of cylinders being provided would depend on the particular state and its existing LPG distribution density. States that have a lower LPG coverage would be given higher priority in the Ujjwala Scheme.
The scheme is being launched in the following states:
· Ranchi-Jharkhand
· Panipat-Haryana
· Mumbai-Maharashtra
· Srinagar-J&K
· Jammu
· Ballia-Uttar Pradesh
· Dahod-Gujarat
· Mirzapur-Uttar Pradesh
· Sambalpur-Odisha
· and Expanding regularly!
HOW TO APPLY FOR UJJWALAYOJANA PMUY SCHEME AND DOCUMENTS REQUIRED:
· Form for applying for the scheme is available with all LPG distributors all over the country.
· The form is available free of cost
· Basic details like name, contact details, bank account details are to be filled in the application form.
· There is a set of mandatory documents that are to be attached to the application. These are
o Panchayat or municipality issues BPL certificate
o The BPL Ration Card of the woman
o A Photo ID is required to be submitted which could be Aadhar Card or Voter ID Card
o Passport Size Photograph of recent date
· There are two types of LPG cylinders of 15.2 kg and 5 kg which need to be specified by the applicant.
· Completed application form is to be handed over to the LPG distribution service provider itself.
ELIGIBILITY:
The woman applicant (18+) must belong to the BPL group and her name should
Be there in Pradhan Mantri UjjwalaYojana List. The subsidy would be transferred to the applicant via bank transfer, and therefore the woman applicant has to have an account in any of the nationalized banks in the country. No other household member that the woman applicant belongs to must be an existing LPG subscriber.
FUNDING:
The government has set aside 2000 crore rupees for this project in the current FY. The project is expected to be spread over the next three years for its implementation stage and the total expenditure would be 8000 crores by then, as per estimates. Collection or generation of funds has been worked out from the scheme where people of higher income group have voluntarily agreed to give up their subsidy.
AGENCIES FOR VERIFICATION AND OTHER RELATED WORK:
The government has set up various agencies that would scrutinize the applications and award or reject the same. Respective Oil Management Company has been given the onus to verify the application and the individual’s status through their field agents. Verification process would be aided by an online data center and digital process. So far as the cost of the stove goes, the beneficiary would be given the option of going for an EMI payment process to purchase the stove which receives a positive response from the experts all across the nation.
The government also made provisions for voluntary organization or individuals to participate in the yojana if they wish to contribute towards the payment of the cost of the stove for the beneficiary. The government order indicates that this subsidiary scheme cannot be run under any other new name but must work under the ambit of the PMUY only. Oil Marketing Company has also been told to organize melas and events during which the distribution process of the LPG connection is to be held in public. The event must have in its audience some distinguished people of the local area. OMC themselves would have to collate their list of distributed connection and forward to the government administrative wing within 10 days of every quarter.
MAJOR ADVANTAGES:
· Woman empowerment is a major topic today and needs all its attention. This scheme definitely works for this issue in an effective and innovative manner.
· Pollution is not a sign of a developing country. Air pollution caused due to fossil fuels needs to end in rural areas. Helping them for the same is not a big deal.
· A healthy lifestyle is a compulsory part of human existence. This step, therefore, helps to reduce the health hazards.
· Human life is of great value. Therefore preventing deaths due to unclean environments is a big step.
· While there have been fatalities from the usage of unclean fuel, another direct health hazard has been experienced by children in the rural area suffering from respiratory diseases. LPG usage is expected to eradicate this problem
CONCLUSION:
A healthy lifestyle is a compulsion for any household. The Pradhan Mantri Ujjwala Yojana helps the rural households to achieve this through government support.
Taking into consideration the economic status of the country, a proper budget has been set aside for the upliftment of the economically weaker sections. This scheme starts with the basic necessities and its effects are wide and highly efficient. Major issues like women empowerment and environmental degradation are being very effectively addressed under this scheme. It, therefore, becomes very important that it is effectively implemented in rural areas. Expectations are high and there is a strong backbone working behind this scheme. So now all it needs is the support of the citizens without which it will just be a plan on paper being wasted for no reason.
