Big Decision On Indians Serving In Russian Army At PM-Putin Dinner Meet
Russia has decided to discharge all Indians working in the Russian army after Prime Minister Narendra Modi raised the issue with President Vladimir Putin during his Moscow visit, said sources.
At least two Indians have died fighting Russia's war against Ukraine while dozens stuck in the war zone claim they were tricked into taking up the fighting role.
PM Modi, who is in Moscow for a two-day visit, raised the issue at a private dinner hosted by Putin last evening, sources said. Russia agreed to discharge all Indians serving in their army and facilitate their return, they added.
At the dinner meet, Putin also congratulated PM Modi for being re-elected for a third term and spoke about the rising stature of the Indian economy, sources said.
Nearly two dozen Indians are believed to have been forced into fighting the war against Ukraine after being tricked by agents into going to the country on the pretext of getting high-paying jobs.
A viral video earlier this year showed a group of men from Punjab and Haryana - wearing army uniforms - claiming they were tricked into fighting the war in Ukraine and doubling down on their request for help.
The government in March said they had "strongly" taken up the matter with Russian authorities for their early discharge. "Strong action has been initiated against agents and unscrupulous elements who recruited them on false pretexts and promises," they said.
Indian probe agencies have also carried out raids and busted a ring involved in trafficking Indians to Russia. During the raids, it emerged that these firms sent at least 35 Indians to Russia, though an official said it was not clear if all of them were forced to fight in the war.
PM Modi landed in Moscow last evening, which marks his first visit to the country since it launched a war against Ukraine. Russia's First Deputy PM Denis Manturov received him at the airport.
The Prime Minister will hold bilateral talks with Putin today and also attend the 22nd India-Russia summit in Moscow.
PM Modi has been treading a fine line between maintaining a longstanding relationship with Moscow and courting closer Western security ties. The visit is also PM Modi's first since he returned to power for a third term.

Environment Minister Shri Bhupender Yadav Launches Save Wetlands Campaign
Shri Bhupender Yadav, Union Minister for Environment, Forest and Climate Change launched the ‘Save Wetlands Campaign’ in the presence of the Chief Minister of Goa. This campaign is structured on a “whole of society” approach to wetlands conservation, enabling affirmative actions for wetlands conservation at all levels of society and involving all strata of society. This campaign over the next year will include sensitizing people to the value of wetlands, increasing the coverage of wetland mitras, and building citizen partnerships for wetlands conservation. Two publications were also released during the occasion, ‘India’s 75 Amrit Dharohar- India’s Ramsar Sites Factbook’ and ‘ Managing Climate Risks in Wetlands - A Practitioner’s Guide. The factbook is a one-stop resource of information on our 75 Ramsar Sites, including their values, threats they face, and management arrangements.

The practitioner’s Guide on Climate Risk Assessment provides step-wise guidance on assessing the site-level climate risks and integration of adaptation and mitigation responses into the wetland management plan. Shri Yadav interacted with wetlands managers of states and heard their experiences about achievements and challenges. In his address, the Union Minister highlighted the critical role played by the wetland ecosystem in securing ecological, economic, and climate security. He also mentioned various green initiatives taken by the Government in the budget 2023 under the leadership of Prime Minister, Shri Narendra Modi including Amrit Dharohar, MISHTI, PM PRANAM, Green credit, and Green Growth aligned with Mission LiFE. Shri Yadav also highlighted the achievements of the country in the last 9 years under the leadership of Prime Minister, Shri Narendra Modi during which the country has not only developed economically but also with ecological balance. The Minister also emphasized the importance of strengthening communication, education, awareness, and participation in the conservation of the wetlands. Shri Yadav also said that Prime Minister Shri Narendra Modi in his Mann ki Baat of January 29, 2023, highlighted the invaluable role played by local communities in the conservation of Ramsar Sites. The national celebrations of World Wetlands Day which concluded today saw the Union Minister of Environment, Forest and Climate Change, Shri Bhupender Yadav, Chief Minister of Goa, dignitaries from the Ministry of Environment Forest and Climate Change and Government of Goa visit Nanda Lake, Goa’s first Ramsar Site to oversee the conservation and management efforts. On this occasion, the Union Environment Minister unfurled the National Flag and unveiled the signboard of Nanda Lake.

He assured that Goa will continue to work towards achieving the goal of sustainable development. State Governments and UT administrations celebrated World Wetlands Day enthusiastically at all 75 Ramsar sites this year with over 200 events with the hoisting of flag at the Ramsar Sites and organizing over 50 activities with student engagement in which drawing competition, quiz competition, exposure activities, and bird watching were organized. The wetland pledge was administered during these events. The site-level celebrations were followed by a Regional Consultative Workshop for Restoration and Integrated Management of Wetlands held at Goa on February 3, 2023, which saw the participation of 48 representatives from 7 states namely Gujarat, Haryana, Punjab, Goa, Maharashtra, Rajasthan, and Uttar Pradesh. This workshop, organized under Mission Sahbhagita, is a platform for sharing wetland management experiences, success stories, best practices as well challenges. Three roundtable discussions on mainstreaming LiFE Mission in wetland management, restoration and integrated management of wetlands, and youth engagement and outreach, were included in deliberations.

About World Wetlands Day
World Wetlands Day is observed on 2nd February every year worldwide to commemorate the signing of the Ramsar Convention on Wetlands of International Importance in 1971. India is a party to the Convention since 1982 and has so far declared 75 wetlands as Ramsar sites covering 23 states and Union Territories. The 2023 theme for World Wetlands Day is ‘Wetland Restoration’ which highlights the urgent need to prioritize wetland restoration. It is a call on an entire generation to take proactive action for wetlands, by investing financial, human, and political capital to save the wetlands from disappearing and to revive and restore those that have been degraded. India has the largest network of Ramsar Sites in Asia, making these sites a critical ecological network for the conservation of global biological diversity and supporting human well-being. The Ministry of Environment, Forest and Climate Change (MoEFCC) launched Mission Sahbhagita in 2022 with a mission of a healthy and effectively managed network of 75 wetlands of national and international significance which support water and food security; buffer from floods, droughts, cyclones, and other extreme events. Other considerations included employment generation; conservation of species of local, national and international significance; climate change mitigation and adaptation actions; and recognition, conservation and celebration of cultural heritage. On the way to inaugurate the historic Kartarpur Corridor, a first in seven decades between India and Pakistan, Prime Minister Narendra Modi on Saturday paid obeisance at the Gurudwara Dera Baba Nanak in Punjab.
Wearing a saffron turban, Modi also attended a program at Dera Baba Nanak.

IPL 2021 schedule: Complete fixtures list, venues, dates, timings
India’s best festival Indian Premier League (IPL) 2021 will begin in Chennai from April 9. IPL Match Predictions The defending champion Mumbai Indians will take on Royal Challengers Bangalore at the M.A. Chidambaram Stadium. The playoffs and the final will be held at the Narendra Modi Stadium in Ahmedabad. All matches will be played at neutral venues. Each team will play at only four out of the six venues during the league phase. There will be 11 double headers, where the afternoon games will begin at 3:30 PM IST while the evening games will have a 7:30 PM IST start. The IPL Governing Council on Sunday announced the schedule for VIVO Indian Premier League 2021 to be held in India. After nearly two years, the IPL extravaganza will return home with Ahmedabad, Bengaluru, Chennai, Delhi, Mumbai & Kolkata hosting the marquee event.
The season will kick start on 9th April, 2021 in Chennai with a high octane clash between defending champions Mumbai Indians and Royal Challengers Bangalore. The World’s Largest Cricket Stadium - Narendra Modi Stadium in Ahmedabad will host the Playoffs as well as the final on 30th May, 2021 which promises to be a visual spectacle. The newly-built stadium that hosted India’s second Pink Ball fixture at home with great grandeur will host its first ever IPL. Each team is set to play at four venues during the league stage. Out of the 56 league matches, Chennai, Mumbai, Kolkata & Bengaluru will host 10 matches each while Ahmedabad and Delhi will host 8 matches each. One of the highlights of this edition of the VIVO IPL will be the fact that all matches will be played at neutral venues, no team will play at their home venue. All teams will play at 4 out of 6 venues during the league stage.
#IPLVenues Shortlisted: Punjab CM endorses to include Mohali cricket stadium Complete Preparations are in force for the upcoming season of IPL 2021. Among these, some of the venues for the Indian Premier League are shortlisted as potential venues. Although, the final call is pending by BCCI. During this tentative venue list utterings, Chief Minister Amarinder Singh expressed surprise. According to the decision of BCCI, Mohali is not included in the list of venues. Punjab Chief Minister urged the BCCI to include Mohali cricket stadium in the List.
The potential venues for IPL 2021 are #Ahmedabad, #Delhi, #Kolkata, Bengaluru and #Chennai. Soon BCCI will seize the decision. This year, the decisions are more on the basis of COVID-19 cases. Thus, an assurance from Amarinder Singh came about all necessary arrangements for the safety of players. The Punjab CM tweeted- "I am surprised at the exclusion of Mohali Cricket stadium for the upcoming #IPLSeason. I urge and appeal to @BCCI and @IPL to reconsider their decision. There is no reason why Mohali can't host IPL and out government will make all necessary arrangements for safety against #Covid19".
Punjab Kings, before known as Kings Xl Punjab, consider Punjab Cricket Stadium (PCA) at Mohali as their home ground.
Amidst Corona period, Mumbai is one of the cities with spike rates in COVID cases. Therefore, IPL games will not be held in Mumbai though the city was considered during discussion.
The cities with low corona case's rates are being considered for IPL stadiums. Corona is going down drastically. It would be possible that the home venues allow spectators to visit IPL games, unlike IPL 2020 that was held in UAE with no visitors thus, empty stadiums.

Bharat's Ratna...
If Pamulaparthi Venkata Narasimha Rao were alive today, he would be 99 years old. On 28th June, 2021, he would have turned 100. So this year, the Telangana government is celebrating his birth centenary year. Chief Minister K Chandrasekhar Rao led the bandwagon of people demanding Bharat Ratna for PV (as he was fondly known), with BJP leader Subramaniam Swamy supporting this demand. Reports appear that Dr. Manmohan Singh wanted to give him a Bharat Ratna when he was Prime Minister.
Glowing tributes flew from all and sundry, even from Congress, whose party he belonged to, and who conveniently chose to ignore him since 1996, when he stepped down as PM.
No matter how significant PV Narasimha Rao's life was before 1996, it probably must have been hell since then, till 2004, when he died of a heart attack. First of all, he got no credit from his own Congress party for the path-breaking economic reforms he instituted and pulled the country out of the deep shit it had been pushed into by former governments and their policies. Dr. Manmohan Singh, instead, got all the credit.
Next, he was blamed for the party's 1996 electoral defeat, dumped and replaced by Sitaram Kesari. He was excluded from every Congress Working Committee meeting since.
To rub salt on wounds, he was charged with many corruption cases, some of them by his own party colleagues. He supposedly went through a very bad phase financially and had to sell his Banjara Hills house in Hyderabad to pay for his lawyers.
When he died, while undergoing treatment in AIIMS, his family requested that being a former PM, he should be cremated and his remains buried in Delhi. But Sonia Gandhi and her cronies didn't even allow his body to enter the AICC building in Delhi. That's when Andhra Pradesh Chief Minister YS Rajasekhar Reddy intervened, flew the body back to Hyderabad, and had it cremated with state honors.
But why was PV, a freedom fighter before Indian independence, a career Congress-man, an Indira Gandhi loyalist even in Emergency days, a State Chief Minister, a cabinet minister with Foreign and Home ministries and an ex-Prime Minister, treated with such disdain in his last few years? And now, why this drama about a Bharat Ratna? Therein lies a tale...
In 1991, PV Narasimha Rao had practically retired from politics. He had by then, seen it all, done it all. Renowned as a scholar - he was fluent in 17 languages - and known to be indecisive - a requisite for survival in the Indian National Congress in those Indira days - he was cooling his heels, when Rajiv Gandhi was assassinated, in the midst of electoral polling.
Congress emerged as the largest party in those elections, but didn't have majority. Sonia didn't want to enter politics just as yet. So PV was persuaded to head a minority government, simply because he was deemed harmless, and asked to lead a nation rocked by the worst economic crisis in its history - the country was bankrupt and had to pledge 68 tonnes of gold in return for aid from IMF, and was grappling with political uncertainty - this was the third government in as many years.
To put it mildly, to survive 5 years - 5 eventful years - and produce the results that he did, was nothing short of miraculous. If a Prime Minister's performance is to be measured by the difference he made to the country while in office, PV Narasimha Rao was probably the most significant Prime Minister India has ever had.
1. Economic reforms:
PV Narasimha Rao was the true father of Indian economic reforms. He brought in a technocrat - Dr. Manmohan Singh as the Finance Minister of India, and backed him 100% to implement necessary reforms. He himself headed the Commerce and Industries ministry to dismantle the socialist policies of the License Raj. His ability to steer unconventional, unpopular reforms through opposition, while heading a minotity government gave him the title Chanakya of Indian politics. Dr. Manmohan Singh says PV was "his friend, philosopher and guide".
2. Nuclear testing:
Today, the world credits Atal Bihari Vajpayee government for India's nuclear testing programme, which culminated in the Pokhran tests of 1998. However, the tests were actually planned in 1995, during PV's term in office. They were dropped under American pressure when the US intelligence got the whiff of it. In 1996, when PV stepped down and Vajpayee became PM, PV met Vajpayee and updated him on the progress of the nuclear programme. Vajpayee said later, "Rao told me that the bomb was ready. I only exploded it." APJ Abdul Kalam described PV Narasimha Rao as a "patriotic statesman who believed that the nation is bigger than the political system".
3. Foreign policy:
He decided in 1992 to bring into the open India's relations with Israel, which had been kept covertly active for a few years during his tenure as a Foreign Minister, and permitted Israel to open an embassy in New Delhi. Today, Israel is one of India's best friends.
He ordered the intelligence community in 1992 to start a systematic drive to draw the international community's attention to Pakistan's sponsorship of terrorism in India and not to be discouraged by US efforts to undermine the exercise.
Rao launched the Look East foreign policy, which brought India closer to ASEAN. Subsequent governments have pursued this policy as well. Today, Narendra Modi is a strong advocate and practitioner of this policy.
He decided to maintain a distance from the Dalai Lama in order to placate Beijing, and made successful overtures to Tehran. These policies paid rich dividends for India in 1994, when Benazir Bhutto's efforts to have a resolution passed by the UN Human Rights Commission in Geneva on the human rights situation in Jammu and Kashmir failed, with opposition by China and Iran.
4. Crisis management:
After the 1993 Bombay blasts, PV personally visited Bombay and after seeing evidence of Pakistani involvement in the blasts, invited the intelligence agencies of the US, UK and other West European countries to examine the facts for themselves.
It was during his term that terrorism in Punjab was finally defeated.
He also directed negotiations to secure the release of Doraiswamy, an Indian Oil executive, from Kashmiri terrorists who kidnapped him, and Liviu Radu, a Romanian diplomat posted in New Delhi in October 1991, who was kidnapped by Sikh terrorists.
He also brought the occupation of the Hazratbal holy shrine in Jammu and Kashmir by terrorists in October 1993 to an end without damage to the shrine.
In 1993, a strong earthquake in Latur, Maharashtra killed nearly 10,000 people and displaced hundreds of thousands. PV Narasimha Rao was applauded for using modern technology and resources to organise major relief operations.
Okay. By now, I am convinced he has done enough to have become a high-performance Prime Minister, despite his inaction during the Babri Masjid demolition and the pan-India rioting that happened after that. But why the disdain, especially from within his own party?
Some commentators say that his shabby treatment largely owed to the fact that, in the dusk of his career, he refused to serve as a seat-warmer to the next generation of Gandhis. Once he became the PM, this previously indecisive, harmless, grand old man acted like the buck stopped with him. He stopped visiting Sonia Gandhi regularly, which she resented. In him, the Gandhi family detected a rival power centre that could diminish their centrality to the party and its fortunes.
Some others say that Sonia Gandhi was unhappy with the pace at which Rajiv Gandhi's assassination case was progressing. A few others say that Congress ‘punished’ Rao for his failure to safeguard the Babri Masjid and jeopardise the party’s long-nurtured Muslim vote bank.
Whatever be the real inside story, I feel compelled to reproduce the most glowing tribute to PV Narasimha Rao I read in the past few days.
“Rao is to India what founding fathers Alexander Hamilton and Thomas Jefferson are to the United States; Friedrich List to Germany; Hayato Ikeda to Japan; Lee Kuan Yew, Goh Keng Swee and Albert Winsemius to Singapore; and Deng Xiaoping to China.”
In my book, Pamulaparthi Venkata Narasimha Rao is 100% a Bharat Ratna - a Jewel of India.
