In his Independence Day address from the ramparts of the Red Fort, the Prime Minister said that the Health ID would store the medical records of each person and herald a new revolution in the mission health sector.
"From today, a major campaign is being launched in which technology will play a big role. The National Digital Health Mission is being launched today. It will bring a new revolution in India's health sector and it will help in reducing problems with treatment. Will help. Technology will help, "he said.
"Every Indian will be given a health ID, which will serve as the health account of every Indian," Modi said.
The Health ID will contain information about medical data, prescriptions and clinical reports and summaries of previous discharges from hospitals for diseases.
The mission is expected to bring efficiency and transparency in health services in the country.
Modi said that the country has prepared a roadmap to ensure that a COVID-19 vaccine reaches everyone in the shortest possible time.
He said that three vaccine candidates are in various stages of testing in the country.
The Prime Minister said that whenever it comes to COVID-19, the same question comes in everyone's mind - when will the vaccine be ready.
"I want to tell people, our scientists have talent like 'sage monks' and they are doing a lot of work in laboratories. The three vaccines are in different stages of testing. When scientists give us the green signal, it will be in a big way. But production has been done and all preparations have been made for it, ”Modi said while addressing the nation on the 74th Independence Day.
Phase-1 and 2 human clinical trials of two of the indigenously developed vaccine candidates by Bharat Biotech in collaboration with the Indian Council of Medical Research (ICMR) and Zydus Cadila Ltd are currently underway.
The Serum Institute of India has been permitted to conduct Phase 2 and 3 human clinical trials of the third vaccine candidate developed by the University of Oxford. The Pune-based institute has partnered with AstraZeneca to manufacture vaccines.
The Prime Minister reassured the nation that "we will win" against the Coronavirus epidemic and lead to a "strong-willed" victory. Modi said that during the coronovirus era there is a focus on the health sector and the biggest lesson learned is to be self-reliant in the health sector.
He said that the country is now producing PPE kits, N95 masks, ventilators, etc. which were not being manufactured domestically.
The increase in production capacity of such world-class goods is also echoed in their call for "assertive for the local".
"We have to move forward to achieve that objective. Before the coronovirus there was only one laboratory for testing (for COVID-19), today there is a network of 1,400 laboratories across the country. 200 trials when the coronovirus crisis broke out It was done in a day, but in a short period we have shown our strength and we have come to a point where we have done seven lakh tests in a day.
The PM said that new AIIMS and new medical colleges are being built and efforts are being made towards modernization.
"In MBBS / MD, 45,000 more seats have been created for students in five years," he said.
More than one-third of the more than 1.5 lakh welfare centers envisaged in the villages are already operational and help a lot during the epidemic. "Welfare centers in villages have played an important role during the Corona period," he said.
The Prime Minister also paid tribute to the COVID warriors at the border of the fight against the epidemic.
"On behalf of the entire nation, I want to thank the efforts of all Corona-warriors. All those health workers, doctors and nurses, ambulance drivers and all those who worked in this fight against the epidemic, who have tirelessly served the country. Have tried. ”Modi said.
He expressed confidence that the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (PMJAY) will improve the effectiveness of services in the health sector.

Read Highlights Here Finance Minister, Nirmala Sitharaman has finally announced the complete details of the mega 20 lakh crore economic package. In the 1st installment of the announcement, the focus was on the relief to the MSME, NBFC and discom sector. Whereas, the 2nd installment was dedicated to the migrant workers, small farmers, street vendors and affordable housing. The Prime Minister had announced the ‘Atma Nirbhar Bharat’ package that will focus on making India self-reliant during his national address. The finance minister said that the Atma Nirbhar Bharat rests on five pillars: Economy, Infrastructure, Technology-driven systems, Demography, and Demand. The focus will be on factors of production: Land, Labour, liquidity and Laws. The intention is to make local brands global. Key Takeaways of the 1st Installment of Economic Package: Dedicated to MSME, NBFC Sectors, Power Discoms and Others  Collateral free loan of Rs 3 lakh crores for MSMEs. This will benefit 45 lakh units so that they can resume work and save jobs. For stressed MSMEs, Subordinate debt provision of Rs 20,000 cr has been announced for 2 lakh MSMEs. It will benefit those which are NPAs or stressed MSMEs. Rs 50,000 crore equity infusion through Mother fund-Daughter fund for MSMEs that are viable but need hand-holding. A fund of funds with a corpus of Rs 10,000 crore will be set up to help these units expand capacity and help them list on Markets if they choose. Definition of MSMEs has been revised to allow MSMEs to aim for expansion and not lose benefits. Also, there'll be no distinction between manufacturing & services sector MSMEs. New definition: Micro units with investment till Rs 1 cr, turnover up to Rs 5 crore. Small units with investment till Rs 10 cr, turnover up to Rs 50 cr. Medium units with investment till Rs 20 cr, turnover up to Rs 100 crore. Global tenders will be disallowed up to Rs 200 crore for government contracts. Will ensure e-market linkages are provided across the board in the absence of non-participation in trade fairs due to COVID. Govt of India and PSUs will clear all the receivables in the next 45 days. For Employees A liquidity relief of Rs.2,500 crore EPF support is being given to all EPF establishments, EPF contribution will be paid by Govt. of India for another 3 months till August and will benefit more than 72 lakh employees. Statutory EPF contribution for all organisations and their employees covered by EPFO has been reduced to 10% from 12% earlier. This doesn't apply to govt organisations. This will infuse Rs 6,750 cr liquidity into these organisations. For NBFCs/HFCs/MFIs Rs 30,000 crore special liquidity scheme for investing in investment-grade debt papers of NBFCs, HFCs and MFIs. These NBFCs are those that are also funding MSMEs. These will be fully guaranteed by the government of India. Rs 45,000 crore partial credit guarantee scheme 2.0 for NBFCs. The first 20% loss will be borne by the guarantor that is the government of India. For Discom:  A one-time emergency liquidity injection of Rs 90,000 crore against all their receivables. The states will guarantee it. Other Details An extension of up to 6 months (without costs to contractor) to be provided by all Central Government Agencies like Railways, Ministry of Road Transport & Highways, Central Public Works Dept. On real estate, the urban development ministry will issue advisory to states/UTs so that the regulators can invoke force majeure. The regulators can suo moto extend completion/registration dates for six months for projects expiring on or after March 25, 2020. A reduction of 25% of existing rates of Tax Deducted at Source (TDS) & Tax Collection at Sources (TCS) from tomorrow till March 31, 2021. This will release Rs 50,000 crores. Due date of all Income Tax Return filings extended from July 31 to November 30. Vivaad se Vishwas scheme extended till December 31,2020. Date of assessments getting barred as on Sep 30, 2020, extended to December 31, 2020. Date of assessments getting barred as on March 31, 2021, extended to September 30, 2021. Key Takeaways of the 2nd Installment of Economic Package: Dedicated to Migrant Workers, Small Farmers, Street Vendors and Affordable Housing Help for farmers and migrant workers in the Post-Covid period: 3 crore marginal farmers availed loans at concessional rates. These 3 cr farmers had already benefited from Rs 4 lakh crore of loans given to them. The RBI moratorium has also benefited them.Interest subvention and prompt repayment incentive on crop loans, due from March 1, extended up to May 31, 2020. 25 lakh new Kisan Credit Cards sanctioned with a loan limit of Rs 25,000 crore.Central govt released Rs 11,002 crore in advance to states to augment the SDRF funds for helping states to set up shelters for migrant workers and provide them food.12,000 SHGs at urban centres comprising urban poor have produced 3 crore masks and 1,20,000 litres of sanitisers. 7,200 new SHGs of urban poor have been formed during the period starting March 15, 2020.For migrant workers who have returned to their homes, work is being made available through MGNREGS. Till May 13, 14.62 cr person-days of work generated. Work offered to 2.33 crore wage seekers yesterday in 1.87 lakh gram panchayats. 40-50% more workers gave work compared to May last year. States have been advised to provide them with work. Annual expenditure till date is Rs 10,000 crore. Average wage rate has risen to Rs 202 from Rs 192 in the last fiscal. Free Food for Migrants For those migrants who don't have NFSA cards or state cards, 5 Kgs of wheat or rice per person and 1 kg channa per family per month for next two months to be provided and it will reach through the state governments. This will entail Rs 3,500 crore and is likely to benefit around 8 crore migrants. One Nation, One Ration Card National Portability Ration Cards can be used in any ration shops that will be applicable across the country. By August 2020, 67 cr beneficiaries in 23 states or 83% of all PDS beneficiaries will get covered. By March 2021, 100% will be covered. Rental Accommodation Under PM Awas Yojana, a scheme for rental housing for migrant workers. Under the scheme incentives will be offered to private manufacturing units and industrial units to develop affordable housing, converting govt-funded houses into affordable renting accommodations for migrant workers. Shall be done on PPP on concessionaire basis. State government agencies will also be incentivised to develop affordable housing. MUDRA Shishu Loan Those who have availed loans up to Rs 50,000, an interest subvention of 2% for the next 12 months after the moratorium period extended by RBI ends. Three crore people will get the benefit of Rs 1500 crore. Street Vendor Special scheme for street vendors to avail Rs 5,000 crore loan facility. Will be given Rs 10,000 of working capital. Affordable Housing Credit-linked subsidy scheme for middle-income households in the income group Rs 6-18 Lakh extended to March 2021. The CLSS scheme was operationalised from May 2017 and extended up to March 2020. Now, it has been extended till March 2021. This will lead to investments of Rs 70,000 crore in housing and kickstart sectors like steel, cement and create jobs. For Tribals Rs 6,000 cr worth of proposals have come from states under CAMPA funds. Tribal people will get employment in forest management, wildlife protection/management and other forest related activities. For Small/Marginal Farmers The government is extending Rs 30,000 crore additional capital emergency funds through NABARD for post-harvest Rabi and Kharif related activities for small and marginal farmers. PM Kisan Credit Card Rs 2 lakh crore of concessional credit to boost farming activities and it will benefit 2.5 crore farmers. Those in animal husbandry and fisheries will also be included. About: The Ministry of AYUSH has announced a mechanism to support short-term research projects for evaluating the impact of AYUSH interventions/ medicines in the prophylaxis and clinical management of COVID-19. Hospitals/Institutions involved in the management of COVID-19 cases have been invited to participate in this scheme which falls under the extramural (i.e., for those from outside the AYUSH Ministry establishment) research category. The proposals should be related to evaluating the role and impact of AYUSH interventions/medicines in the prophylaxis and clinical management of SARS-CoV-2 infection and COVID-19 disease. Project proposals of a maximum of six months duration with Institutional Ethics Committee (IEC) clearance will be considered for support up to Rs. 10.00 lakhs to meet the expenditure on engaging AYUSH clinicians, technical manpower, laboratory investigations and related contingencies. The details including eligibility criteria, mode for submission of application, application form are uploaded on Ministry of AYUSH website, ie. ayush.gov.in. About: The Advisory Council also felt that the magnitude of the impact of these developments on public finances is uncertain, but will certainly be significant. Governments will have substantial expenditure burden on account of health, support to poor and other economic agents. hey felt that the following considerations, inter alia, would be very important.  (a)      Small scale enterprises were cash-starved even prior to the onset of Covid. As their activity levels and cash flows are affected, it is important that a support mechanism be devised to help them overcome this problem.  (b)     Non-banking financial companies are also affected by the slowdown. In order to avoid bankruptcies and deepening of NPAs in the financial sector, measures should be appropriately designed. Measures like partial loan guarantee may help. The Reserve Bank of India will have a key role in ensuring that financial institutions are well-capitalized.  (c)      The finances of the Central and State Governments need to be watched carefully. As of now, adequate provision for ways and means advances can largely help governments to manage cash-flow mismatches. As we move ahead, we need to think of options for financing the additional deficit. It is important to ensure that the State governments get access to adequate funds to undertake their fight against the pandemic.  (d)     The Council also felt that it is likely that different States may come out of the severity of the impact of the pandemic in different stages. Hence, the revival of activity in different States will be at varied pace. Prime Minister Shri Narendra Modi interacted with Sarpanchs of Gram Panchayats throughout the country today through Video Conferencing, on the occasion of National Panchayati Raj Day 2020. During this event he launched a unified e-GramSwaraj Portal and mobile application and Swamitva Scheme. The e-GramSwaraj helps prepare and execute Gram Panchayat Development Plans. The portal will ensure real time monitoring and accountability. The portal is a major step towards digitization down to the Gram Panchayat level. The Swamitva scheme which is launched in pilot mode in 6 states helps to map rural inhabited lands using drones and latest survey methods. The scheme will ensure streamlined planning, revenue collection and provide clarity over property rights in rural areas. This will open up avenues for applying for loans from financial institutions by the owners. Disputes related to property would also be settled through the title deeds allotted through this scheme. Addressing the Sarpanches all over the country, the Prime Minister said the Corona pandemic has changed the way people worked and taught a good lesson. He said the pandemic taught us that one has to be self-reliant always. “This Pandemic has thrown at us new challenges and problems which we have never imagined, but it also taught us a very good lesson with a strong message. It has taught us that we have to be self-reliant and self-sufficient. It has taught us that we should not look for solutions outside the country. This is the biggest lesson we have learnt.” “Every Village has to be self-sufficient enough to provide for its basic needs. Similarly every district has to be self-sufficient at its level, every state has to be self-reliant at its level and the whole country has to be self-reliant at its level”, he said. Shri Narendra Modi said that the Government worked hard in trying to provide self-sufficiency to villages and making the Gram Panchayats stronger. “In the last five years nearly 1.25 Lakh Panchayats have been connected through broadband from a mere 100 before. Similarly, the number of Common Service Centres had crossed 3 Lakhs”, he said. He said since mobile phones are being manufactured in India, the cost of smartphones has become cheaper and the low cost smartphones have reached every village and this would further strengthen the digital infrastructure at village level. The Prime Minister said the “Progress of Panchayats will ensure the development of the nation and democracy”. The occasion today was an opportunity to establish direct dialogue between the Prime Minister and the Gram Panchayat representatives. During his interaction with the sarpanchs PM complimented the villages for giving the mantra - 'Do gaj doori' to define social distancing in simpler terms. He said that the slogan of "Do gaj Deh ki doori" given by rural India showed the wisdom of the people. He appreciated the slogan, saying that it motivates people to practice social distancing. Prime Minister said that notwithstanding the limited resources at its disposal, India has taken the challenge proactively and showed its resolve to move forward with new energy and new ways. He said, “the collective power of the villages is helping the country move forward”. He stressed that amidst these efforts, we have to remember that the negligence of any one can endanger the whole village and therefore, there is no scope for relaxation. The Prime Minister urged the Sarpanch’s to work towards the Swachhata Campaign in the villages, to take care of the old, divyang and other needy in the villages, while ensuring quarantine, social distancing and covering the faces with masks. He urged the Sarpanches to provide correct information to every family on various aspects of COVID-19. The domain searches further established that the website is not an official government webpage, as the registered name is 'ssctechnical.com'.

  Analysis
When clicked, the link redirects the user to a page with the name of the scheme and a form that asks for the name, mobile number, address and the pin code of the applicant. Scrolling down reveals 'customer rating' and an image of PM Modi with his name misspelt as 'Narendr Nodi'. The page also says (like with the 'free mask' scam link) that the offer is valid only till April 30, 2020 and that 1,12,959 have availed the scheme so far. On the top of the page, a message reads "सूबेदार यादव ने आवास योयना के द्वारा 25000 रु प्राप्त किए|" (Subhedar Yadav got Rs. 25,000 under the Awaas Scheme.)

Scrolling down on that page gives the user a chance to view the privacy policy, disclaimer, terms and conditions, about us and an option to contact the relevant organisation. Clicking any of these (except Contact Us) generates a fresh registration number each time. Clicking on 'Contact Us' takes the user to a webpage with a fake form for the government's unemployment scheme, which has been debunked here.

  If the user decides to download the recommended application, the page redirects the user to 'VideoBuddy' and clicking on 'Download now' opens multiple marketing pop-ups that do not lead to anything.

  Therefore, this link is yet another telemarketing scam link circulated as a prank. Such kinds of messages are circulated widely and the creator mainly benefits in these ways: When the scam asks the applicant to share the link with multiple contacts on WhatsApp. Every applicant shares the messages at least 5 times in this case without a second thought, as they think there is nothing to lose by doing so. This leads to multiple people filling the form, and builds a database of mobile numbers for scammers, who sell personal data to third parties. The webpage hosts advertisements, under Google AdSense. The scam link gets money every time the page is visited (and not left in five seconds) and the number of times the advertisements are seen. This allows the host to make money while scamming people. Prime Minister Narendra Modi on Tuesday announced that the Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY), a free ration scheme, was being extended till the end of November.
"During the monsoon, work picks up pace in the agriculture sector and slows down in other sectors. It is also the season of festivals and expenses also go up. Hence, it has been decided Pradhan Mantri Garib Kalyan Anna Yojana will be extended till the end of November," he said in a televised address.
Under the scheme, five kilograms of wheat or rice and one kg of pulses per month will be given free of cost to over 80 crore people till Diwali or Chhath pooja, he said. The scheme was initially rolled out in March following the imposition of the lockdown for three months.

The extension of the PMGKAY, said Modi, will cost the government Rs 90,000 crore more. "If we include the expenses incurred in the past three months, then it comes up to around Rs 1.5 lakh crores," he said.
Modi said that the government had announced a package of Rs 1.75 lakh crore under the PM Garib Kalyan Yojana after the imposition of the lockdown. "In the last three months, Rs 31,000 crore have been deposited directly into Jan Dhan accounts of 20 crore poor families. During this time, Rs 18,000 crore have been deposited in the bank accounts of more than 9 crore farmers."
The prime minister also said the government was working on a "One Nation, One Ration Card" initiative, which would benefit those who leave their villages for work and other purposes.
The prime minister also said timely lockdown to contain coronavirus and other decisions saved many lives, adding that in comparison to other countries across the globe, India has done well in dealing with the pandemic.
"We have now entered Unlock 2.0. We have also entered a season when illnesses like cold are on the rise. I request all of you to take care, " he said.
However, he said that since "Unlock-1" has begun, some people have shown negligence and urged them not to let their guard down.
"Since Unlock-1 has began, negligence has been increasing in both personal and social spheres. Earlier, we were cautious about wearing masks, maintaining 'do gaj doori' and washing hands several times a day for 20 seconds. But today, when we need to be more cautious, it is a cause of concern that carelessness is increasing."
The prime minister urged the governments, local authorities and citizens to display similar caution as during the lockdown period, with a special focus on containment zones. "If someone is flouting norms, we need to stop them," he said, asserting that no one is above the law.

Security Council trying again for first COVID-19 resolution
The UN Security Council is trying again to reach agreement on its first resolution on COVID-19 since the coronavirus started circling the global in February, after a lengthy dispute between the US and China over mentioning the World Health Organization, reports AP.

More local trains for essential services staff from today
Central Railway and Western Railway will run additional 150 and 148 local services, respectively, in Mumbai from 1 July, reports PTI. Only essential staff including those of Centre, IT, defense, Raj Bhavan will be allowed and no general passengers will be allowed yet, the news agency quotes Railways minister Piyush Goyal as saying.
Coronavirus LATEST Updates: The Railways will expand its suburban services in Mumbai from today and run 350 trains each in the Central and Western Railway Zones, Union Minister Piyush Goyal said. The trains will, however, only carry essential services personnel identified by the Maharashtra government. Mumbai recorded 903 new cases, pushing the total number of cases to rise to 77,197 on Tuesday.
As Unlock-2 begins from Wednesday, India's COVID-19 tally climbed to 5,66,840 with nearly 66 percent cases reported in June alone. The nationwide toll rose to 16,893 with 418 new fatalities being reported in 24 hours, according to the Union Health Ministry data.
On Tuesday, Tamil Nadu again surpassed Delhi to regain the second spot among the list of worst-hit states by the COVID-19 pandemic.
Meanwhile, Prime Minister Narendra Modi announced an extension of the Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY), a government scheme, which aims to provide free ration for 80 crore people, by five more months till the end of November.
In his televised address Tuesday, the prime minister also said it is a cause of worry that people are not adhering as strictly to rules and precautions during the 'unlock' phase as they did during the lockdown.
Modi announces extension of free ration scheme
Stating the cost to the exchequer in extending the PMGKAY scheme, the prime minister said that over Rs 90,000 crore will be spent on the scheme, and if the last three months' expenditure on account of the free ration scheme is added, then the total budget will be about Rs 1.5 lakh crore.
The scheme was rolled out for three months from April soon after the nationwide lockdown was announced to combat the COVID-19 pandemic.
Noting that July marks the beginning of the festive season when people's needs as well as expenditure increase, Modi said that the government has decided to extend the scheme till November end.
The prime minister also said in his 16-minute address that the Central Government is working on the "one nation, one ration card" initiative which, he added, will benefit people living outside their home for employment and other needs the most.
This was Modi's sixth address to the nation after the outbreak of the coronavirus pandemic
The prime minister said that each member of a family covered under the scheme will get five kilogrammes of wheat or rice, and every family will get one kilogramme whole gram per month as well.
Modi, however, lamented that there is an increasing "negligence" in personal and social behaviour during the easing of restrictions and urged people to be more vigilant.
"We have also seen that since 'Unlock-1', there is increasing negligence in personal and social behaviour. Earlier, we were very careful with respect to wearing of masks, social distancing and washing of hands for 20 seconds. But today, when we need to be more careful, increasing negligence is a cause of worry," he said and urged the people to follow all necessary precautions.
He also emphasised on strict enforcement of rules, especially in containment zones.
"Those not following the rules will need to be stopped and cautioned," he said, stressing "be it a village pradhan or the prime minister, no one is above the law in India".
Maharashtra, Tamil Nadu record most cases
Maharashtra remained the highest contributor to the single day rise in cases, registering over 5,200 coronavirus infections, according to the Union Health Ministry.
Recording nearly 4,000 cases in the last 24 hours, Tamil Nadu has again surpassed Delhi to regain the second spot among the list of worst-hit states by the pandemic.
Karnataka also recorded more than 1,100 cases overtaking Haryana and Andhra Pradesh.
Delhi saw an increase of 2,084 cases in the past 24 hours. In June, the national capital added over 64,000 fresh cases to its tally, while over 47,357 patients recovered, were discharged or migrated.
The total number of COVID-19 cases has gone up to 15,394 in Telangana, 14,295 in Karnataka, 14,210 in Haryana, 13,891 in Andhra Pradesh, and 13,370 in Madhya Pradesh.
It has risen to 9,640 in Bihar, 7,752 in Assam, 7,237 in Jammu and Kashmir and 6,859 in Odisha. Punjab has reported 5,418 novel coronavirus infections so far, while Kerala has 4,189 cases.
A total of 2,831 people have been infected by the virus in Uttarakhand, 2,761 in Chhattisgarh, 2,426 in Jharkhand, 1,380 in Tripura, 1,227 in Manipur, 1,198 in Goa, 964 in Ladakh and 942 in Himachal Pradesh. Puducherry has recorded 619 COVID-19 cases, Chandigarh 435, Nagaland 434 and Dadra and Nagar Haveli and Daman and Diu together have reported 203 COVID-19 cases.
Arunachal Pradesh reported 187 cases, Mizoram has 148 cases, Andaman and Nicobar Islands has 90, Sikkim has registered 88 infections so far, while Meghalaya has recorded 47 cases.
Delhi govt sets ball rolling for 'plasma bank'
The Delhi government has set the ball rolling to establish the first-of-its-kind "plasma bank" for treatment of COVID-19 at a facility in the National Capital and its modalities are being worked out, sources told PTI.
The bank is being set up at the Delhi government-run Institute of Liver and Biliary Sciences (ILBS) and doctors or hospitals will have to approach it if a plasma is required for treatment of a COVID-19 patient.
Addressing an online media briefing on Monday, Chief Minister Arvind Kejriwal had said the bank will be operational in the next two days.
The move comes as convalescent plasma therapy has shown "encouraging" results in city hospitals, he had said.
Sources said the facility where the plasma will be drawn from one person to donate to a COVID-19 patient, is being set up on the serving floor of the ILBS.
The plasma itself can be stored in the blood bank facility in a separate pack, a source said.
According to experts, plasma needs cryogenic storage at minus 80 degrees Celsius or less.
Bharat Biotech gets nod to conduct trials for vaccine
The Drug Controller General of India (DCGI) has granted permission to Bharat Biotech International Limited (BBIL) to conduct Phase I and II Human clinical trials to develop an indigenous vaccine for COVID-19 —  in the name COVAXIN.
For this, Indian Council of Medical Research (ICMR) and BBIL had partnered to develop a fully indigenous vaccine for COVID-19 using the virus strain isolated at ICMR's National Institute of Virology (NIV), Pune.
"The Central Drug Standard Control Organisation (CDSCO) — the office of DCGI has granted permission to initiate Phase I and II Human clinical trials after the company submitted results generated from preclinical studies, demonstrating safety and immune response. Human clinical trials are scheduled to start across India in July 2020," stated the spokesperson of Bharat Biotech.
"The strain was successfully transferred from NIV to Bharat Biotech International Ltd. (BBIL). Work on vaccine development has been initiated between the two partners. ICMR-NIV are providing continuous support to BBIL for vaccine development. ICMR and BBIL will seek fast-track approvals to expedite vaccine development, subsequent animal studies and clinical evaluation of the candidate vaccine," said ICMR official.

Modi, however, lamented that there is an increasing "negligence" in personal and social behaviour during the easing of restrictions and urged people to be more vigilant. "We have also seen that since 'Unlock-1', there is increasing negligence in personal and social behaviour. Earlier, we were very careful with respect to wearing of masks, social distancing and washing of hands for 20 seconds. But today, when we need to be more careful, increasing negligence is a cause of worry," he said and urged the people to follow all necessary precautions. He also emphasised on strict enforcement of rules, especially in containment zones. "Those not following the rules will need to be stopped and cautioned," he said, stressing "be it a village pradhan or the prime minister, no one is above the law in India". Maharashtra, Tamil Nadu record most cases Maharashtra remained the highest contributor to the single day rise in cases, registering over 5,200 coronavirus infections, according to the Union Health Ministry. Recording nearly 4,000 cases in the last 24 hours, Tamil Nadu has again surpassed Delhi to regain the second spot among the list of worst-hit states by the pandemic. Karnataka also recorded more than 1,100 cases overtaking Haryana and Andhra Pradesh. Delhi saw an increase of 2,084 cases in the past 24 hours. In June, the national capital added over 64,000 fresh cases to its tally, while over 47,357 patients recovered, were discharged or migrated. The total number of COVID-19 cases has gone up to 15,394 in Telangana, 14,295 in Karnataka, 14,210 in Haryana, 13,891 in Andhra Pradesh, and 13,370 in Madhya Pradesh. It has risen to 9,640 in Bihar, 7,752 in Assam, 7,237 in Jammu and Kashmir and 6,859 in Odisha. Punjab has reported 5,418 novel coronavirus infections so far, while Kerala has 4,189 cases. A total of 2,831 people have been infected by the virus in Uttarakhand, 2,761 in Chhattisgarh, 2,426 in Jharkhand, 1,380 in Tripura, 1,227 in Manipur, 1,198 in Goa, 964 in Ladakh and 942 in Himachal Pradesh. Puducherry has recorded 619 COVID-19 cases, Chandigarh 435, Nagaland 434 and Dadra and Nagar Haveli and Daman and Diu together have reported 203 COVID-19 cases. Arunachal Pradesh reported 187 cases, Mizoram has 148 cases, Andaman and Nicobar Islands has 90, Sikkim has registered 88 infections so far, while Meghalaya has recorded 47 cases. Delhi govt sets ball rolling for 'plasma bank' The Delhi government has set the ball rolling to establish the first-of-its-kind "plasma bank" for treatment of COVID-19 at a facility in the National Capital and its modalities are being worked out, sources told PTI. The bank is being set up at the Delhi government-run Institute of Liver and Biliary Sciences (ILBS) and doctors or hospitals will have to approach it if a plasma is required for treatment of a COVID-19 patient. Addressing an online media briefing on Monday, Chief Minister Arvind Kejriwal had said the bank will be operational in the next two days. The move comes as convalescent plasma therapy has shown "encouraging" results in city hospitals, he had said. Sources said the facility where the plasma will be drawn from one person to donate to a COVID-19 patient, is being set up on the serving floor of the ILBS. The plasma itself can be stored in the blood bank facility in a separate pack, a source said. According to experts, plasma needs cryogenic storage at minus 80 degrees Celsius or less. Bharat Biotech gets nod to conduct trials for vaccine The Drug Controller General of India (DCGI) has granted permission to Bharat Biotech International Limited (BBIL) to conduct Phase I and II Human clinical trials to develop an indigenous vaccine for COVID-19 —  in the name COVAXIN. For this, Indian Council of Medical Research (ICMR) and BBIL had partnered to develop a fully indigenous vaccine for COVID-19 using the virus strain isolated at ICMR's National Institute of Virology (NIV), Pune. "The Central Drug Standard Control Organisation (CDSCO) — the office of DCGI has granted permission to initiate Phase I and II Human clinical trials after the company submitted results generated from preclinical studies, demonstrating safety and immune response. Human clinical trials are scheduled to start across India in July 2020," stated the spokesperson of Bharat Biotech. "The strain was successfully transferred from NIV to Bharat Biotech International Ltd. (BBIL). Work on vaccine development has been initiated between the two partners. ICMR-NIV are providing continuous support to BBIL for vaccine development. ICMR and BBIL will seek fast-track approvals to expedite vaccine development, subsequent animal studies and clinical evaluation of the candidate vaccine," said ICMR official. Prime Minister Narendra Modi on Tuesday announced that the Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY), a free ration scheme, was being extended till the end of November. Hence, it has been decided Pradhan Mantri Garib Kalyan Anna Yojana will be extended till the end of November," he said in a televised address. "In the last three months, Rs 31,000 crore have been deposited directly into Jan Dhan accounts of 20 crore poor families. During this time, Rs 18,000 crore have been deposited in the bank accounts of more than 9 crore farmers." The prime minister also said the government was working on a "One Nation, One Ration Card" initiative, which would benefit those who leave their villages for work and other purposes. The prime minister also said timely lockdown to contain coronavirus and other decisions saved many lives, adding that in comparison to other countries across the globe, India has done well in dealing with the pandemic. "We have now entered Unlock 2.0. We have also entered a season when illnesses like cold are on the rise. I request all of you to take care, " he said. However, he said that since "Unlock-1" has begun, some people have shown negligence and urged them not to let their guard down. "Since Unlock-1 has began, negligence has been increasing in both personal and social spheres. Earlier, we were cautious about wearing masks, maintaining 'do gaj doori' and washing hands several times a day for 20 seconds. But today, when we need to be more cautious, it is a cause of concern that carelessness is increasing." The prime minister urged the governments, local authorities and citizens to display similar caution as during the lockdown period, with a special focus on containment zones.
