The Education of Paralegals in Ontario
In 2007, Ontario became the first province in Canada to expand the scope of duty for paralegals, and initiate the regulation of the profession through licenses granted by the Law Society of Upper Canada (LSUC). This initiative was a huge step forward in the effort to make justice more accessible to the average person in Ontario. For the first time in this country’s history, paralegals can now represent clients in legal matters independent of lawyers, and give legal advice at a fraction of the cost of hiring a lawyer. These developments also necessitated reforms to the paralegal education in Ontario. The full accreditation policy can be found here:

Paralegals in Ontario must now complete, and graduate from, a paralegal education program at an accredited college and then pass the licensing exam. Paralegals must also meet the standards of “good character” as set out by the LSUC. In Ontario we have three types of credentials that meet the requirements for paralegal education: diploma, degree, and graduate certificate. According to the LSUC website, there are 30 accredited Paralegal Education Programs in Ontario offered at 26 different colleges:

The majority of programs offered are diploma programs, with just 1 bachelor of applied arts offered in Ontario at Humber College, and 8 graduate certificate programs offered throughout the province. Every accredited program requires paralegal students to complete a minimum of 830 program hours, which includes 120 hours of field placement.

Who’s Who of Ontario Paralegals
Who are the men and women behind the paralegal profession in Ontario, and what trends are we seeing with respect to paralegal employment here? The Law Society of Upper Canada publishes an annual report each year and since 2009, they have included a section of statistics about paralegals in Ontario, using self-reported data.

In looking at this data, I came across several noteworthy facts about the population of paralegals in Ontario.
One thing that stands out is that the majority of Ontario paralegals are women (62% are women and 38% are men). In 2016, there were a total of 994 new licenses issued by the LSUC, and of those, a whopping 728 were issued to women, with just 266 men receiving a new paralegal license.
Also, over half of the paralegals in Ontario are under the age of 40. In fact, the largest statistical age/gender group for paralegals in Ontario is women under the age of 30, who make up 21.5% of the total. In contrast, men paralegals under the age of 30 amount to only 6.2% of the total in Ontario.
It should come as no surprise that Metropolitan Toronto is home to more paralegals than any other city in Ontario, with a total of 38.3% finding employment in the GTA.
And speaking of the matter of employment, paralegals in Ontario have a great range of options when it comes to their work, but according to the aforementioned LSUC annual report, the top 5 areas (by percentage of the total) that paralegals in Ontario are currently employed in are:
· Other (non-specific) – 39.7%
· Sole practitioner – 25.2%
· Employee – 12.2%
· Government – 8.8%
· In-House – 6.2%
It is likely that as the paralegal profession continues to grow and evolve in Ontario and Canada, we will see some shifts in these statistics.

What’s the scope?
Ontario is without a doubt, the place to be if you are a paralegal or are thinking of becoming one. There are so many options for paralegals in Ontario and our scope of practice here far exceeds that of our peers in any other Canadian province or American state. In my recent blog post “The Best Laid Plans”, I discussed the importance of writing a business plan when you are preparing to start a practice as a paralegal. However, before you can put your plans into action, it is a good idea to decide which area, or areas, of law you will be focusing on. Two websites that are authoritative and informative in regards to the scope of practice for paralegals in Ontario are:

Some of the major areas of law that licensed paralegals in Ontario can now handle for their clients are:
· Small Claims Court – lawsuits for the recovery of money or damage to property up to a maximum of $25,000., not including interest and court costs
· Summary conviction criminal charges – less serious criminal offenses where a guilty conviction would bring a maximum penalty of 6 months imprisonment and/or a $5000. fine
· Provincial offences – charges that fall under the Provincial Offences Act, such as traffic violations and municipal by-laws
· Administrative tribunals – disputes concerning landlord/tenant matters, human rights violations, immigration and refugee issues, workplace safety, and other work-related concerns, to name just a few of the hundreds of tribunal courts in Ontario
