I’m coughing, looking at my plans for the day, cancelling each one.

As an elected official, this is not a good look. We wish to be out and about with people. We certainly don’t want to be coughing all over our constituents in this time of COVID. But elected officials get sick too.

Like most parents in the community I represent, when I start to feel sick I think back to all the places my family and I have been, and also what plans we have coming up.

I wonder what the expiration date is on those COVID tests I grabbed who-knows-when. I also wonder how other orders of government, particularly our provincial government in Ontario, can continue to seemingly ignore the lived experience of so many right now as they walk back systemic efforts to understand and grapple with this virus.

Who knows where to find tests? Who knows what is going around? Who knows what vaccines will be coming, and when?

In September, the Office of the Chief Science Advisor of Canada released a report titled “Dealing with the Fallout: Post-COVID Condition and its continued impact on individuals and society.” As a person lying sick in bed, this report really hits home. Even if the symptoms seem familiar, getting COVID is really not the same as getting the flu.

There are risks to getting COVID multiple times, and it is important to continue to take action to prevent COVID and other respiratory illnesses from spreading.

This report also hits home as an elected public school board trustee. The report has noted that “adequate ventilation and air filtration is often a key gap in buildings where people gather, including schools” and recommends incentivizing investments in improving indoor air quality in buildings.

Despite the advocacy of countless school boards, elected public school trustees and parents across this country — including me — there is currently no funding pathway for schools to make the needed improvements that the Office of the Chief Science Advisor is recommending.

In Ontario, federal-provincial funding that allowed for clean air improvements ended in December 2023. The Toronto District School Board (TDSB) received roughly $80 million in funding, some of which supported some very important ventilation improvements at area schools.

But it is nowhere near enough.

Let’s say it could cost $1 billion to really improve indoor air quality across the almost 600 schools and 238,000 students of the TDSB alone. This sounds like an enormous number, but in the world of public infrastructure, where things are funded across multiple orders of government over multiple years, this could be very achievable if new funding pathways were created and sustained — a 10 year public infrastructure modernization fund say. This could include other very needed updates to the buildings that school children are in for so many hours of their young lives.

“You can’t have a healthy economy without healthy people,” said Ontario’s Finance Minister Peter Bethlenfalvy in 2021. This surely must also include healthy children learning in healthy buildings. We all know children are carrying more than just backpacks between school and home each day.

As provincial and federal governments start thinking about their next year budgets, or perhaps their upcoming election promises, I hope they remember their own words and think seriously about investing in modernizing school buildings to meet the needs of the 21st century, including sustained, targeted funding for new and improved heating, ventilation and air conditioning (HVAC) systems with air cleaning.

School boiler rooms don’t come across as a prime location for ribbon cuttings. But modernizing HVAC in schools is a sensible and very justifiable public investment that I believe every elected official – especially finance ministers - should get behind. The many coughing parents across this province right now will thank us.

Doug Ford's plan to build 1.5 million homes by 2031 is in trouble, budget suggests

Doug Ford's government wants to build 1.5 million homes in the next decade, but new data in its 2023 budget suggests the province is already off-target.

The budget estimates there will be some 80,000 new housing starts — meaning "the beginning of construction work on the building where the dwelling unit will be located," according to the Canada Mortgage and Housing Corporation — per year for the next three years.

That figure would need to nearly double for the government to reach its goal projections also mark a setback from 2022, when 96,000 new homes were built — the second-highest number since 1988. Ontario officials stressed that based solely on figures derived from the private and doesn't include future policies and measures that could be implemented to help the province reach its goal.

"We're not going to relent in our ambition to get housing built across the province," Finance Minister Peter Bethlenfalvy told reporters ahead of the budget's official release.

"I'm an optimist with a long-term goal," Bethlenfalvy added, referring to the government's 1.5 million home plan doesn't share his confidence.

"This government has no housing plan," she told reporters Thursday after the budget was tabled is deeply concerning that those housing starts are so far that we are nowhere near reaching the goal that we need to — that even that this government set for themselves."

Ontario continues to have some of the highest housing prices in Canada cost of home ownership remains out of reach for millions in a province where Premier Doug Ford has "everyone's dream is to have a little white picket fence."

The high cost of housing has driven many to leave the province, and it will likely continue to be a challenge as the province's population grows — due to immigration.

Higher interest rates have slowed the real estate market down — something that may continue in 2023 — but the province's plan to offer more people a chance at home ownership largely hinges on the work of building up supply.

One key policy the province has put forward to help boost that supply is Bill 23, which sees the freezing, reducing, and exempting developer's pay to build affordable housing, non-profit housing, and inclusionary zoning units — meaning affordable housing in new developments — as well as some rental units.

But the 2023 budget lacks funding for municipalities that stand to lose millions of dollars from those axed fees, which historically have been used to pay for services to support new homes, such as road and sewer infrastructure and community centers.

In a report released earlier this week, Toronto said its own housing plan would be "at risk" if forced to foot the bill for the province's ambitious targets.

Housing Minister Steve Clark had previously promised to make cities whole when it comes to the loss of that funding.

“If Ontario has the same base amount as New Brunswick, and the rest goes per capita, you can see it’s an effort on our part to try and recognize what Premier Higgs and other premiers in smaller jurisdictions – Atlantic Canada and Manitoba being obvious ones – have said to us around some of these cost pressures,” said LeBlanc in Saint John.

The bilateral agreement will target funding to four different priorities:

It's a lake and its name (in the local Cree language) signifies "where the wild trout are gotten by fishing with snares". Magnificently, there is no deficiency of crazy spot names in Canada. A few people simply haven't accepted the position genuinely enough. The best part is that there's Saint-Louis-du-Ha! Ha! In Quebec. Indeed, there are really two 'Ha!'s.

TASK 1 : Where do I live ? 

My community is one that is ideal in many ways. It’s beautiful and filled with greenery, abound with hiking trails, rivers and conservation areas, whilst still being relatively close to the greatest city in Canada, Toronto. My community is the Greater Toronto Area, more specifically Woodbridge, Vaughan. In recent years, my community has seen exponential growth with the addition of a subway line, the Vaughan Metropolitan Center, that takes residents into Toronto’s downtown core conveniently and without the headache of driving downtown. That area will change the landscape of the community immensely as it will bring in more people, places and business’s because of it’s coveted location close to the convenience of the subway line. With a rapidly growing community, availability of resources (housing, food, gas ) become more and more coveted and expensive, and in a community like Woodbridge where most of the population is highly educated ( post secondary degree or higher) unemployment could exacerbate the issue. How can Vaughan and in particular Woodbridge continue to welcome urban growth whilst at the same time ensuring future generations are afforded the same or ideally an even higher quality of life? Proper infrastructure to support this growth is imperative, and the intervention of multiple industry infrastructure needs to happen in order to ensure that vision comes to fruition.

 As the population continues to grow and expand, specifically in Woodbridge Vaughan Ontario, there is a greater demand that the resources that were readily available for previous generations, remain readily available for future generation. However, this presents many issues, as the exponential increase in Vaughan’s population will inevitably create a higher cost of living, rising hydro rates, a housing crisis and transportation infrastructure issues, which are already negatively impacting residents within Vaughan. There is no disputing that Vaughan is a coveted area to live in, and as such sought after community, it seems everyday that another subdivision pops up in the corner of what was once an empty agricultural field. Houses are built using cheap materials and extremely quickly, and because of location are at least $600,000 to begin with. With the rising cost of living, how can a millennial or gen z’er’s begin to fathom being eligible for a mortgage when housing is unaffordable and living expenses keep rising. Not to mention how rates in particular have skyrocketed over 300% in the last 15 years. Affordability and the cost of living is a massive issue, as most within the community are highly educated with at least a university degree or higher. With thousands of highly educated citizens competing for a limited amount of good security and good paying jobs, there will surely be issues with mass unemployment as the next educated generation tries to enter the workforce, which will in turn exacerbate the affordable living as these educated citizens will have to continue living at home with their parents because they cannot afford to live on their own in the vary same community.

 Vaughan’s City infrastructure is also a huge mess. To fully conceptualize just how much Vaughan’s population has increased, the community has been subject to a 10-fold population increase between 1981 and 2011 and is not expected to slow down anytime soon. With all the economic advantages that are afforded to a city with such a population boom, it’s quite strange that the city of Vaughan has invested the bare minimum in transportation infrastructure, which ultimately contributes to terrible gridlock traffic, a common identifiable trait most residents would agree is one of the biggest issues that has gone untreated since Vaughan’s inception. Unlike Toronto, the Ontario government does not fund 50% of our transportation system, which seems counter-intuitive given that the city of Vaughan rests right on top of the city of Toronto and is a commuter suburb city, ideal for those who work in Toronto’s downtown Core, but who choose to live in the suburbs because of financial reasons or lifestyle preferences. This issue has been addressed multiple times by all candidates on the political spectrum, however, little to no action has been taken to reconcile the predicament. Taking into the account the addition of the Vaughan Metropolitan Subway line extension has counter-intuitively exacerbated the issue, by exposing just how inefficient transit links can be within Vaughan to get to the new Subway station. Fare integration remains a problem for many young residents as the YRT is $4.00, and the TTC subway fare is $3.25, totaling an average commuter $14.50 for a 2-way trip, hardly affordable for a student or someone living off minimum wage. Hopefully in the near future, there will be more initiatives and petitions submitted to the city that will change how they prioritize their funding so they can allocate an appropriate amount of money in order to rectify and ameliorate the quality of public transport in Vaughan.

 All in all, as the city urbanizes, more and more people will become privy to the obvious incompetency’s and inefficiencies that make living life in Vaughan more of a hassle and less enjoyable. In order for effective change to take place, these issues need to become part of the collective consciousness, and there needs to be a sense of urgency when addressing these issues. If we wait for the population to increase beyond the means of the currents structures in place to accommodate the new numbers of people who will call their home Vaughan, we will inevitably cause structural damage that we may not have the means to then later on rectify without severely raising taxes or taking out loans which would negatively impact the economic landscape for business owners and subsequently for their employees and consumers.

With a title that tips its hat to an environmental plan being pushed by some U.S. Democrats, NDP Leader Jagmeet Singh today offered an early look at his party's "Canadian New Deal" climate plan for the fall election.

The NDP leader gave the audience gathered at the CUPE Ontario convention in Toronto a sneak peek at the elements of the plan his party is formally unveiling Friday — including a publicly funded national energy retrofit program and green investments to spur economic growth.

It wasn't clear from Singh's speech whether the plan's name is an overt reference to the Green New Deal, an ambitious economic stimulus strategy to combat climate change popularized recently by U.S. Democratic Representative Alexandria Ocasio-Cortez.

If elected, Singh said, the NDP would launch a "bold" energy efficiency retrofit program for every building in Canada by 2050.

Singh said homeowners would be able to buy and install solar panels, new windows and energy-saving appliances with loans from a low-interest federal government fund. Singh said he estimates his plan would save families $900 annually.

An NDP government, he said, would ensure that new structures, older government buildings and older homes comply with low carbon emission standards. Buildings account for a third of greenhouse gas emissions, he said.

Singh said an NDP government led by him would eliminate subsidies for the fossil fuel industry and divert that money to a publicly owned climate investment bank which would invest in renewable technologies and businesses that reduce emissions.

He said the retrofits and infrastructure investments would create jobs and re-employ workers in emissions-intensive industries like the oil and gas sector.

"We cannot leave workers and communities behind," Singh told the labour union convention.

The Ontario Progressive Conservative government is set to table its 2023 budget on Thursday details have been revealed as to what will be in the budget; however, the government has been dropping a series of business-friendly announcements over the last few weeks, including a tax credit for manufacturers.

Investments in health care, long-term and home care, and roadway infrastructure.

Finance Minister Peter Bethlenfalvy hinted in February the budget will reflect “restraint” from a government that has previously used this opportunity to launch voter-friendly affordability initiatives. This was reiterated earlier this week when Bethlenfalvy said his government would take a “responsible, targeted approach” to the budget and later clarified this does not mean further financial cuts.

The government will likely look to further reduce the provincial deficit in this year’s budget. The province has previously said it hopes to get the released third-quarter fiscal update reported a $6.5-billion deficit for the 2022-23 fiscal year, an improvement of $6.4 billion from its fall economic statement.

Meanwhile, the Financial Accountability Office (FAO) is projecting a deficit of $2.5 to improve to billion-dollar surpluses through the remaining years of its projection to 2026-27 province may be able to further reduce the deficit by using contingency funds to support programs. The 2022 budget included a reserve of about $2 billion, and the government said it projects the contingency fund to be about $1.8 billion for 2022-23.

A few of the spending announcements have already been made province said it will spend $780 million over the next three years to give manufacturers an income tax credit. The Ontario Made Manufacturing Investment Tax Credit corporations a 10 percent refundable tax of up to $2 million for buildings, machinery, and equipment.

Officials said the tax credit will be re-evaluated after three years has also said it would spend $224 million to build and upgrade training centers in Ontario.

Very little has been said about the other sectors. Last week, Ontario’s long-term care minister said the province would spend $1.25 billion to help hire and retain staff.
