Earlier this week, Immigration, Refugees and Citizenship Canada (IRCC) confirmed the details of the opening of the 2020 intake window for the Parents and Grandparents Program (PGP).
The 2020 PGP will be open between October 13 at 12 PM EDT and November 3 at 12 PM EST. During this period, Canadian citizens and permanent residents will be able to submit interest to sponsor forms on IRCC’s website.
IRCC will then randomly select potential sponsors and invite them to submit an application.
IRCC will accept up to 10,000 applications for the 2020 PGP. It announced it will open another intake period in 2021 and will accept up to 30,000 applications next year.
If IRCC invites you after November 3rd, you will have 60 days to submit your completed sponsorship application.

What is the eligibility criteria for the Parents and Grandparents Program 2020?
In order to be eligible for the 2020 PGP, sponsors need to:
Be Canadian citizens, permanent residents, or a registered Indian under the Canadian Indian Act;
Be at least 18 years old;
Reside in Canada;
Exceed the minimum necessary income level
Sign an undertaking:
to financially support the sponsored family members for 20 years
to repay any social assistance paid to the sponsored family members for 20 years
If the sponsor resides in Quebec, you need to sign an additional undertaking with Quebec.
Sponsors need to prove they meet the income requirements by submitting Canada Revenue Agency (CRA) notices of assessment. If you live in a province or territory outside of Quebec, you need to show your income from the past 3 tax years, but the requirement is for only 1 year if you live in Quebec.
You can also have your spouse or common-law partner as a co-signer to help you meet the income requirement however they must also meet the eligibility criteria and adhere to the 20-year undertaking period.
The purpose of the undertaking is to ensure you can financially provide for the sponsored family members.
How do I calculate my family size for the Parents and Grandparents Program 2020?
Family size is the number of people you will be financially responsible for.
To calculate your family size, please count:
Yourself

PEI PNP Draw
Prince Edward Island invited Express Entry, Labour Impact, and Business Impact immigration candidates.
Prince Edward Island has released details of its most recent immigration draw on October 15.
The Prince Edward Island Provincial Nominee Program (PEI PNP) issued a total of 211 invitations. Most of the invitations, 184, went to Express Entry and Labour Impact candidates. Business Impact candidates took home the remaining 27, as long as they had a minimum point threshold of 97.
Provincial Nominee Programs (PNPs) allow Canada’s provinces and territories to select immigration candidates who meet their labour market needs. In some cases, they align with Canada’s federal Express Entry system.
PEI Express Entry Category
The PEI PNP’s Express Entry Category is an enhanced PNP, which means it works within the Canadian government’s Express Entry system. Express Entry manages the applications for three economic-class
Immigration Categories:
Federal Skilled Worker Program
Federal Skilled Trades Program
Canadian Experience Class
Eligible candidates are given a Comprehensive Ranking System (CRS) score for their age, work experience, education, and language proficiency in English and French.
Express Entry candidates who receive a provincial nomination are given an additional 600 points toward their CRS score, and are effectively guaranteed an Invitation to Apply (ITA) for permanent residence in a subsequent Express Entry draw.
In order to be considered for a provincial nomination from PEI, Express Entry candidates need to create an EOI profile with the PEI PNP. EOI profiles are given points based on the province’s unique points grid. The highest-scoring candidates are then invited to apply through monthly draws.
The PEI PNP did not provide a breakdown of how many Express Entry and Labour Impact candidates were invited, nor the minimum EOI score required for each category.
Labour Impact Category
The Labour Impact Category is for foreign nationals who have a valid job offer in PEI, and have support from their employer. It is divided into three streams: Skilled Worker, Critical Worker, and International Graduate.
Candidates in this category must also submit an EOI profile in order to be considered for a provincial nomination through the Labour Impact Category.
Business Impact Category
The 27 candidates who were invited through the Business Impact Category on October 15 needed a minimum EOI score of 184. These invitations were issued under the Work Permit Stream, which is for foreign entrepreneurs who want to own and operate a business in PEI.

Canada Ease Salary Prerequisites for Family Class Immigration || Family Visa
Parents and Grandparents
Parents and Grandparents, as well as other family-class immigration sponsors do not need to meet all the regular income requirements for the 2020 taxation year.
Canada is easing income requirements on family-class immigration applicants to allow people to sponsor their loved ones, even if they lost income due to coronavirus.
The new temporary public policy means that Canadians who are sponsoring their foreign national family members do not have to make 30 per cent more than the minimum income requirement for their region in 2020. Sponsors will also be able to count regular Employment Insurance benefits in their income calculations for this year, as opposed to just special EI benefits.
These changes do not apply to Quebec sponsors, as the province has its own family sponsorship program.

Sponsors must still meet the minimum necessary income, and all other application requirements pertaining to other relevant taxation years. This means that in every other relevant year, they need to meet the additional 30 per cent income requirement, and they can only have special Employment Insurance benefits contribute to that total.
The new measures apply to Canadians applying through the Parents and Grandparents Program (PGP), which will open to expressions of interest on October 13. They also apply to the following types of family members:
spouses and common-law partners;
dependent children;
minor siblings, nieces and nephews, and grand children whose parents are deceased; and
relatives of the sponsor, regardless of age, if the sponsor does not have any close family relatives who are Canadian.
The new policy came into effect on October 2nd, and will end when all eligible applications are processed.
The new ministerial instructions signed by the minister of immigration, Marco Mendicino, state that the reason for the exemption is due to the financial challenges that Canadians have faced during the coronavirus pandemic. Many businesses had to close, or reduce staff and as such many people claimed unemployment benefits or lost income.
“As a result of the COVID-19 pandemic, the income requirement for tax year 2020 will be more difficult for some sponsors to meet,” read Mendocino's instructions, “This could result in otherwise eligible permanent residence applicants having their application refused, including both current and future applicants in the family class whose sponsor must meet a minimum income requirement.”
The new policy is meant to ensure that sponsors are not unfairly impacted by the effects of the pandemic in their sponsorship applications for this year, or any future year where income levels for 2020 would affect eligibility.

manitoba Manitoba invites 189 candidates
Manitoba’s latest provincial draw issued 189 invitations for immigration candidates to apply for a provincial nomination for permanent residence.
The Manitoba Provincial Nominee Program (MPNP) invited skilled workers and international graduates through three immigration streams:
Skilled Workers in Manitoba,
International Education Stream,
Skilled Workers Overseas.
This draw brings the total number of invitations this year, also known as Letters of Advice to Apply (LAAs), up to 3,671.
The LAAs were distributed as follows across the immigration streams, along with their minimum required Expression of Interest (EOI) score.
Skilled Workers in Manitoba – 160 LAAs with a minimum EOI score of at least 464;
Skilled Workers Overseas – 4 LAAs with a minimum EOI score of at least 847;
International Education – 25 LAAs with no minimum score required.
This was Manitoba’s 99th draw since the program began in April 2014.
Express Entry
Of the LAAs issued today, 18 were issued to candidates who had an Express Entry profile and a job seeker validation code. Express Entry is the system that the federal government uses to manage permanent residence applications.
To enter the Express Entry pool, candidates must be eligible for one of three economic class immigration programs:
Federal Skilled Worker Program
Federal Skilled Trades Program
Canadian Experience Class
Candidates in the pool are then ranked using the Comprehensive Ranking System (CRS) score that considers each candidate’s human capital factors such as age, work experience, education as well as language proficiency in English or French.
Immigration, Refugees and Citizenship Canada (IRCC) regularly holds draws inviting the highest ranked candidates in the Express Entry pool, to apply for permanent residence.
Those who receive a provincial nomination are awarded an additional 600 CRS points and are practically guaranteed receiving an Invitation to Apply (ITA) in a subsequent Express Entry draw.
Manitoba’s EOI system
If you wish to immigrate to Manitoba, you are required to register an Expression of Interest with the MPNP. If you are successful, you will receive an LAA.
Under Manitoba’s EOI system, candidates are ranked out of 1,000 points for multiple factors including the candidate’s Work Experience, Education, English or French language ability, Manitoba connections and other factors.
About Manitoba immigration streams
The Skilled Workers Overseas and Skilled Workers in Manitoba streams are specific to skilled workers and allows the province to nominate them to fill the province’s labour market needs.
If you are applying from overseas, you need to display a connection to Manitoba. This could be family ties, having a friend in the province or demonstrating previous experience in Manitoba. Otherwise, you must receive an invitation under one of the MPNP’s Strategic Recruitment Initiatives.
Successful candidates in the Skilled Workers in Manitoba stream must meet certain criteria, such as having a full-time permanent job offer from an employer in Manitoba.
International students who graduated from an educational institute in Manitoba may receive an LAA under the International Education Stream if they have in-demand skills.
