Each state can make laws on gambling activities within its state or follow legislation passed by the central government.
Gambling is not defined in India under any gambling-related legislation. But the three things that are excluded from gambling are horse racing betting (subject to laws and regulations), games of skill (excluded under the Gambling Act and court decisions), and lotteries (regulated under the Indian Lottery Act). Duty to declare that certain online gambling activities/games are within the scope of games of skill in the chain of judgment and are allowed to continue these activities like ShubBet. There is a difference between games of skill and games of chance, and the former falls outside the scope of gambling as skill is still the main factor in this type of activity/game and success depends on the knowledge and experience of the performer. Jharkhand Wipes Out Registration Charges On Property In Woman’s Name
A remarkable step has been taken by the Jharkhand state government supporting the women empowerment move. On Wednesday the government decided to forgo registration fee on properties registered on the names of any women.
In a press release government officials said that no registration and stamp fee would be charged for any immovable property purchased in the name of any female member of any family. Only Re. 1 token stamp money will be collected. This decision was made public in a review meeting of Land and Revenue Department review in Ranchi. Jharkhand CM Raghubar Das was the honorable president of the meeting, who also put lights on complete digitization on the entire area map of the state. In this meeting The Land and Revenue Department updated that at present online registry system is fully accessible across the state. To bring in women investors in the realty sector leading banks have already reduced housing interest rates across the country. In many states of the country women pay lower stamp duty. In Delhi and Haryana stamp duty charge is 2 per cent less. Thus, it’s advantageous for a couple to buy any immovable property in name of the woman. Women are also eligible of a tax benefit of Rs 2 lac on the EMI paid on home-loans. Sitharaman announces final tranche of economic stimulus The Centre has announced suspension of new bankruptcy filings on loan defaults for one year and raised the threshold for insolvency as it moved to ease COVID-19 pain for the industry. It also announced a new policy for companies under state control saying public sector undertakings under the non-strategic sector will be privatised while those in the identified strategic sector would be capped by not more than four by merging some of them. In the fifth and final tranche of the economic stimulus package, Finance Minister Nirmala Sitharaman raised allocation for employment guarantee scheme by Rs 40,000 crore over and above the Rs 61,000 crore budgeted earlier for MGNREGS, to provide employment to migrant workers moving back to their states. This, she said, will help generate nearly 300 crore person-days in total. For industries, she said the minimum threshold to initiate insolvency proceedings will be raised to Rs 1 crore from Rs 1 lakh, which largely insulates micro, small and medium enterprises (MSMEs) from bankruptcy on defaulting on loans. Also, a special insolvency resolution framework for MSMEs under Section 240A of the Insolvency and Bankruptcy Code (IBC) will be notified soon, she said adding that fresh initiation of insolvency proceedings will be suspended up to one year depending upon the pandemic situation. Coronavirus-related debt will be excluded from the definition of "default" under the IBC for the purpose of triggering insolvency proceedings, she said adding that the changes will be effected by promulgating an ordinance. Additionally, minor technical and procedural defaults under the Companies Act such as shortcomings in CSR reporting, inadequacies in board report, filing defaults, and delay in holding AGM will be decriminalised. This plan's main objective is to raise the gross enrollment ratio for the state. The Gross Enrollment Ratio (GER) and National GER were 14.3% and 24%, respectively, last time.
