The commander of the RCMP in Nova Scotia delivered what he described as a long-overdue apology to the province’s Black residents on Saturday, acknowledging that the force’s past use of street checks did lasting harm to both individuals and communities. Assistant commissioner Dennis Daley issued the apology to African Nova Scotians and all people of African descent during a Saturday afternoon event in North Preston, a predominantly Black community northeast of Halifax. He said the RCMP had “disrespected” Black Nova Scotians through the practice of randomly stopping people and logging personal details about them and acknowledged the now banned practice — which disproportionately targeted young Black men — affected many facets of daily life.

Name: Zachery Lefave Description: White male, 5'9, 175lbs, with blue eyes and brown hair and facial hair - last seen wearing a plaid shirt and boxers Missing since January 1, 2021
On New Year's Eve, Zachery Lefave attended a small New Year's Eve party at a house in Plymouth, Yarmouth County, Nova Scotia. The party was only around 20 people, and eyewitnesses claim that Zach was drinking that night but was no where near falling over drunk. He just seemed like the normal outgoing guy that he was.
Strangely, Zach decided to leave the party on foot at around 11:49pm. He talks to a friend on Facebook messenger at this time, and jokingly tells them that he is not wearing any pants, but he does not seem distressed. It is about 3 degrees Celsius at this point. He also tells this friend that he is Quinan, which is a 5 hour drive from where he actually was in Plymouth. This call ends at around 11:52pm.
At 11:54pm, Zach calls another friend. He again tells this friend that he is in Quinan and he is cold. This phone call ends at 11:58pm.
At 12:00am, a driver witnesses Zach walking along the side of the road, but heading towards Wedgeport which is not the direction towards home in Yarmouth.
At 12:02am, Zach makes another phone call and says to his friend that he is with some people he doesn't know who were people of colour. No one matches this description that was in attendance at the party and all eyewitnesses describe seeing Zach alone. This call ends abruptly.
At some point, Zach realizes he is walking in the wrong direction and turns around to walk towards Yarmouth. Two eyewitnesses drive by him at around 12:15am.
At 12:45am, the first witness drives by the area again but did not see Zach. The two other witnesses drive by between 12:45am and 1:00am, and they also see no sign of Zach which means there was a 20-30 minute window for Zach to have disappeared.
Zach was reported missing 2 hours after he left the party. His parents begin searching for him at around 4:00am but find no sign of him.
RCMP launched an extensive search on January 2nd, but the only signs found of Zach were his wallet, pants, and his hat. He never went anywhere without his hat.
Zach was two days away from his 21st birthday when he went missing. His family continues to search for him to this day.

People in Nova Scotia are digging out after a historic multi-day storm slammed much of the province, impacting travel across the region and prompting Cape Breton Regional Municipality to declare a local state of emergency. CBC meteorologist Ryan Snoddon said the airport in Sydney, N.S., had received more than 90 centimeters of snow by Monday morning, while downtown Sydney was pummeled with 150 centimeters. Officials are asking residents to stay off the roads. Cape Breton Regional Police Const. Gary Fraser said the force received more than 550 calls for service over the weekend, including 30 car accidents and "many, many, many stranded motorists and abandoned vehicles."
CBRM Mayor Amanda McDougall said the seven-day state of emergency gives the municipality the authority to control or prohibit travel and to authorize qualified persons to provide aid. She said Monday would be a "telling day" in the cleanup effort, and she's worried about buildings that may have structural issues.
Guy Deveau, executive director of maintenance and operations with the provincial Department of Public Works, said crews were seeing "meters of snow" being blown around, and some equipment was breaking.
The situation was snowier and windier as you moved east in the province, he said. The department was moving crews and equipment into eastern parts of the province Monday to ramp up snow removal.
Deveau said while the 100-series highways were technically passable Monday morning, officials were recommending people stay home.
RCMP closed Highway 102 North in Goffs on Monday morning after a tractor-trailer jackknifed across all lanes of the highway. The highway reopened later in the morning. Fire crews were also busy battling a structure fire in Sydney on Monday morning, said Fraser.
Snoddon said many in the province were calling to mind a February 2004 storm dubbed by locals as "White Juan," a nor'easter blizzard that dropped more than 100 centimeters of snow on some areas of Atlantic Canada--five months after Hurricane Juan caused widespread damage in the Maritimes.
He said, depending on final official numbers, this may be the largest multi-day snowfall event for the Sydney area since Jan. 31 to Feb. 4, 1992, when 102 centimeters fell at Sydney Airport.
Leah Batstone, a spokesperson for Halifax Stanfield International Airport, said blowing snow has been the big issue grounding flights. She said 70 flights were canceled over the weekend, but flight departures and arrivals were expected to ramp back up on Monday.
More than 7,000 Nova Scotia Power customers were without power Monday morning, from Lunenburg to Cape Breton. All Cape Breton-Victoria Regional Centre for Education and Strait Regional Centre for Education schools and worksites were closed on Monday. Halifax Regional Centre for Education also closed all of its schools, while Conseil Scolaire Acadien Provincial, the province's French school board, closed some of its schools. In Halifax, police said there were 12 motor vehicle collisions over the weekend, and 196 tickets were issued about the winter parking ban. The parking ban will continue to be enforced between 1 a.m. and 6 a.m. on Tuesday.

Nova Scotia's government has launched a review into policing, six months after a public inquiry raised wide-ranging criticisms of the RCMP's performance in the province.
The review announced Friday by Justice Minister Brad Johns is the government's response to a recommendation from the inquiry into the April 2020 mass shooting in Nova Scotia that killed 22 people.
The inquiry called for the creation of a council to make recommendations on the "future structure of policing" that could be implemented before the province's agreement with the RCMP expires in 2032.
Johns said in a news release that the government will appoint a police review advisory committee and an outside consultant, and that they will work together to produce a report to be released in 2025. He said the process will "potentially" recommend changes for how policing services are delivered. Department spokesman Andrew Preeper said the consultant will put forward the recommendations. [...]
