Quebec to offer 52,500 PR Visa nominations in 2023
The Quebec Province in Canada will be offering a maximum of 52,500 PR Visa nominations in the year 2023. This is according to the recently published 2023-Quebec Immigration Plan. The targeted intake is more or less the same as it was in the immigration plan for the previous year.
The majority of the new arrivals to the Quebec Province in 2023 will be through the economic immigration programs of the Province. It is inclusive of the QSWP - Quebec Skilled Worker Program and the PEQ Québec Experience Program.
The latest plan is in conformity with the targets agreed upon after the public consultations that were held in 2019 summer. It was a part of the 2020-2022 Immigration Planning for the Quebec Province.
The economic category denoted the maximum percentage of new immigrants with a target of 33, 900. It accounts for more than 65% of the planned admissions. Quebec plans to accept 29,500 skilled overseas workers in this category and a maximum of 4,300 immigrants under the business category. It is inclusive of Entrepreneurs, Investors, and the Self-employed.
The rest of the new 18,100 PR Visa holders are likely to arrive under the Family Class, Refugees, and Other immigration pathways.
The Immigration Plan for Quebec is presented by the Immigration Department of the Province every year. It highlights the figure of fresh PR Visa holders intended to be admitted by the Province in the year ahead. The immigration pathways for accepting immigrants are also outlined.
Till now, plans have been published outlining the targeted intake only for the year ahead. But a consultation will be held in 2023 wherein the Province intends to develop a multi-year plan from 2024 onwards.
Focus on immigrants speaking French
The plan for 2023 is quite similar to the plan for the previous year. It is because earlier this year the CAQ - Coalition Avenir Québec emerged victorious in the elections as the ruling party with a good majority.
The Plan for 2022 was developed under the leadership of François Legault the current Premier of Quebec. Its aim was to steadily hike the number of immigrants after decreasing the intake targets in 2019. This year a 20% reduction was targeted by CAQ. The aim was to increase the choice and Francization of immigrants to Quebec.
Among the chief objectives of the CAQ, the protection of the French language in Quebec is also included. The latest plan focuses on the selection of immigrants who can speak French.
The Immigration, Integration, and Francization Ministry expects that 79% of the economic migrants will be familiar with the French language in 2023. The proportion is 66% of immigrants for all immigration pathways.
During the provincial election of Quebec in 2023, immigration was a highly debated issue. Legault committed to allowing only around 50,000 immigrants every year during his campaign throughout his tenure. According to him, this is the maximum number of immigrants that can be accommodated by Quebec. It is because the integration of new immigrants into Quebec society gets tough, especially for those who require learning French.
Unique Immigration System of Quebec
Quebec is the sole Canadian Province that publishes annual immigration intake levels. Further, it is also the sole Province in Canada having complete control over its intake of economic immigration candidates.
The higher autonomy of Quebec over its immigration pathways is chiefly due to the establishment of its individual Ministry of Immigration in 1968. The province continued its campaign for greater autonomy over immigration until 1991. This year the Canada-Quebec Accord offered the province the accountability of deciding its individual targets for immigration intakes.
Quebec still has the right to select skilled workers intended to be admitted to the Province. However, immigration is a shared role between the provincial and federal governments. The final authority over all admissions irrespective of the category of the immigration program is with Immigration, Refugees, and Citizenship Canada.
Immigrating to Quebec
Overseas nationals seeking to move to Quebec require the approval of both the federal and provincial governments. Quebec chooses skilled migrants as per its specific criteria and processes. Candidates have to file applications to the province directly under any one of its immigration pathways.
If an applicant fulfills the criteria of an immigration program and is chosen by Quebec, they will get a CSQ - Certificat de sélection du Québec inclusive of their accompanying family members if any. Immigration, Integration, and Francization Ministry of Quebec issues this formal document to them.
After receiving the CSQ, the candidate has to file an application for PR Visa with IRCC and clear the essential criminality, security, and medical checks.

Understand the common mistakes applicants make while applying for Canada PR and learn how to resolve them

We often come across candidates who first tried to apply for Canada PR on their own, however after facing rejection they sought our expert help. Through these cases, we have identified a number of common mistakes that people make while applying for Canada PR on their own. Let us today help you with identifying and resolving the top common mistakes that Canada PR applicants make.
Waiting unnecessarily to submit your application
If you know that you currently qualify for Canada PR, you must submit your PR application as soon as possible, without wasting any time. However, many candidates keep waiting for too long. Please note that immigration categories not only open and close quickly, but also go through frequent changes, such as the Provincial Nominee Programs (PNPs).
Solution: Submit your PR application quickly when you are eligible to apply. Create your Express Entry profile to enter the pool of eligible candidates, so that you can receive your ITA whenever your CRS score meets the cut-off score. This will ensure that you do not miss a good opportunity for Canada PR.
Showing a work experience of less than one continuous full-time year in the primary NOC code
If you show a primary NOC code in your Express Entry profile for which you have less than 1 year of continuous full-time experience or a code which does not feature under skill level 0, A, or B, in the NOC occupations list, it will lead to the rejection of your Canada PR application.
Solution: Show only a primary NOC code for which you have necessary documents to prove minimum 1 year of continuous and full-time skilled work experience. Notably, you must have acquire this work experience in the last 10 years before your Canada PR Visa application. Also note that, the NOC code that you indicate will decide the kind of job opportunities that will be available to you in Canada while looking for a job prior to moving to the country. However, once you move to Canada as a permanent resident, you can choose to work in any industry at a job position of your choice. Please note full-time work experience is minimum of 30 hours a week.
Employment reference letters that don’t have the required information regarding work experience
An overwhelming number people are usually under the impression that a letter from their employer(s) stating that they have worked with them for a specific duration will suffice as a proof of work experience. However, that is not true. For Canada immigration, your reference letter from your employer(s) must have a few and important things listed clearly. Some candidates produce a letter of recommendation, which just details little information about their work experience, instead gives information about accomplishments with recommendation to the future employers. These can help you with your professional career but can provide little help with your Canada PR application.
Solution: Put together all the documents you can with respect to your work experience. For example, provide your salary slips in case your official reference letter does not have clear information about your salary. Or request a reference letter from your employer with the required information stated clearly. Similarly, if your reference letter doesn’t detail your job responsibilities, you can get a sworn statement from your reporting manager in this regard. The final decision with respect to the your Visa application, rests with your Visa officer, but you must try to share all supporting documents you can to prove your work experience. This lends credibility to your PR Visa application.
A reference letter from your employer for Canada immigration is required to have the following information:
Duration of your employment (with start and end dates)
Your job title
Your salary
Your average hours a week
Complete details of your job duties and responsibilities
Misrepresentation of facts and documents
Some candidates may resort to falsification of data to increase their chances of receiving an ITA for Canada PR Visa, which is not only a violation of Canada immigration law, but also a serious misrepresentation. If found, this could lead to you being barred from entering Canada for life, apart from the obvious rejection of your Canada PR application.
Solution: Share only true and accurate information in your Canada PR Visa application. Be as honest as you can be, about the information you share about your age, education, work experience, criminal record, etc. This also includes any family member who applies with you. Please note that minor medical and criminal records can be overlooked by your immigration officer, but not intentional misrepresentation of data. You of course, may need guidance with respect to what must be mentioned in your PR application and what not. For this, you can speak to a Visa consultant who will help you decide what to remove from your application and what to be left to be considered by a Visa officer.
Not showing the intention to live outside the Quebec province
For those applicants, who live and work in Quebec province and wish to live in the province after successfully moving to the province as permanent residents through the visa application process, they must apply for immigration through the Quebec Skilled Worker Program. However, irrespective of whether you apply for the Express Entry or Quebec Skilled Worker Program, the outcome is same – permanent resident status in Canada, which will allow you to live and work anywhere in Canada you want.
Solution: Give sufficient proof to your immigration officer that despite currently living and working in the Quebec province, you will move out of the province after the approval of your PR application. For this purpose, you can simply submit a sworn declaration of your intent to live outside Quebec with your Canada PR application.
