A senior adviser to Iran's Supreme Leader Ayatollah Ali Khamenei has suggested that the country may revise its nuclear doctrine if Israel attacks its nuclear facilities.

In an interview with Iran's Fars News Agency on October 9, Brig. Gen. Rasoul Sanaei-Rad warned Israel against targeting these facilities.

"These days, there is talk of approaching zero hour and the reaction of the Zionists," he said, emphasizing that even officials in the United States have been advising Israel to avoid such escalatory actions, indicating that the potential repercussions of striking Iran's nuclear sites must be carefully considered.

Sanaei-Rad articulated that an attack on Iran's nuclear centers could significantly alter the strategic landscape and lead to changes in Iran's nuclear policies. He declared that targeting these facilities would cross "regional and global red lines" and reminded that there are established protocols regarding nuclear facilities that must be respected during wartime.

Iran's primary nuclear facility is located in Natanz, a central city in Isfahan Province. The facility has previously been a target of cyberattacks attributed to Israel.

In April 2021, Iran accused Israel of carrying out a devastating cyberattack at Natanz that damaged its centrifuges. Later that month, Iran announced that it had enriched uranium to 60 percent, a level closer to weapons-grade material. Additionally, Iran attributed a drone strike on a military facility in Isfahan to Israel in April.

Sanaei-Rad cautioned that Israel must "reflect on Iran’s possible reaction," warning that any attack on Iran’s oil and gas infrastructure could impact global fuel prices and energy security.

"The rational advice is not to take any action that will lead to the development of tension. If they want to take action, they should consider these issues," Sanaei-Rad said.

IAEA chief Grossi hopes to hold talks with Iran’s president

International Atomic Energy Agency chief, Rafael Grossi, hopes to hold talks with Iran’s new president, Masoud Pezeshkian, on improving co-operation, according to Reuters.

Relations between Iran and the IAEA have been marred by Tehran’s ban on the participation of uranium enrichment experts in the inspection team and its longstanding reluctance to explain traces of uranium found at undeclared sites.

He [Pezeshkian] agreed to meet with me at an appropriate juncture. I encourage Iran to facilitate such a meeting in the not-too-distant future so that we can establish a constructive dialogue that leads swiftly to real results.

IAEA board resolutions ordering Iran to urgently co-operate with the uranium trace investigation and urging it to lift the ban on inspector access have brought little change. Moreover, IAEA quarterly reports have shown no progress.

In response to the latest resolution, Iran announced in June that it was expanding its enrichment capacity by installing more uranium enrichment machines, at its Natanz and Fordow facilities.

With nuclear diplomacy largely stalled between Iran’s presidential election and the US election on 5 November, Grossi said he wanted to make real progress soon.

What we see is that there is some work, but nothing that indicates a rush to a fast implementation of a big increase in terms of enrichment production.

On 27 August, Grossi visited the Kursk NPP. He said that he saw traces of drone attacks on the plant and stressed that the region was at risk of a nuclear incident. The IAEA chief also stated that he did not see any leakage of materials for Ukraine to make a “dirty bomb.”

Irán escalando su actividad nuclear, un nuevo foco de tensión global

Las noticias internacionales acerca de elecciones y acerca de los conflictos armados han ocluido una nota mayor. Irán ha instalado y activado decenas de centrífugas nucleares avanzadas y planea instalar más próximamente. La Agencia Internacional de Energía Atómica (AIEA) confirmó que Irán ya enriquece uranio a niveles cercanos a los necesarios para armar un artefacto nuclear y posee suficiente uranio enriquecido para armar varias bombas nucleares si decidiera hacerlo. Inspecciones recientes verificaron que Irán está alimentando uranio en tres cascadas de centrifugadoras en su instalación de Natanz. El riesgo de esto, independientemente de las posiciones políticas que existan al respecto, es que el asunto está volviendo a levantar la discusión política y militar acerca del proyecto nuclear iraní en momentos en que las tensiones en Medio Oriente ya se encuentran al máximo. Esto ocurre, además, en plena campaña electoral estadounidense, país que se ha comprometido a que “Irán no logrará tener una bomba atómica” al costo que sea. En Israel, analistas militares han empezado a sugerir que es indispensable ya detener las hostilidades en Gaza y conseguir un arreglo en Líbano para atender esta que es la mayor amenaza estratégica percibida en ese país. Así que por las implicaciones que tiene, recuperamos y actualizamos el contexto: 

El acuerdo nuclear iraní

1. El Plan Integral de Acción Conjunta (JCPOA, por sus siglas en inglés) es un acuerdo firmado entre Irán, Estados Unidos, Reino Unido, Francia, Alemania, Rusia, China y la Unión Europea, en 2015, con el objetivo de limitar la actividad nuclear iraní al punto de asegurar que ese país no estaría en capacidad de armar una bomba atómica durante la vigencia del convenio, a cambio de liberarle de la mayor parte de las sanciones que existían en su contra. 

2. Trump argumentaba que ese era el peor acuerdo jamás firmado y, desde su campaña en 2016, prometió modificarlo sustancialmente, o abandonarlo. Las objeciones que él, y la mayor parte de opositores al acuerdo hacían, se pueden resumir así: (a) el acuerdo tenía fecha de caducidad (del 2025 al 2030), tras lo cual Irán podría reanudar su actividad nuclear por fases hasta convertirse en un “estado nuclear legitimado”; (b) el acuerdo no abarcaba el programa de misiles iraníes, el cual siguió progresando desde entonces; (c) tampoco se incluyó, como parte del pacto, algún tipo de restricción al respaldo iraní a distintos actores no estatales y milicias en su región, contrarios a los intereses de EU y/o de sus aliados.

3. El argumento de Obama y quienes le respaldaban consistía en que se trataba solo de un “piso”. Es decir, por un lado, se cubría lo más urgente: el progreso nuclear de Irán hacia una bomba atómica. Pero por el otro, se estaba estableciendo una base de colaboración que iba a permitir: (a) equilibrar las relaciones de Washington en Medio Oriente, buscando con ello acercarse de manera más eficiente a sus objetivos estratégicos, y (b) construir canales de comunicación que permitirían a EU atender otros temas—como la emergencia de ISIS—para los que la cooperación con Teherán era indispensable. Lo demás podría negociarse en su momento. No había una “crisis” inminente, sino una plataforma para trabajar desde ahí.

4. Lo anterior reflejaba, como argumentaba Trita Parsi en Foreign Affairs, una labor, quizás inacabada, pero en progreso, de construcción de confianza. Sin esa confianza, lo demás no funcionaría ni funcionará, indicaba Parsi. La cuestión es que esa confianza se fue quebrando con los años y hoy se encuentra en su punto más bajo en una década o más. 

5. Ello ocurrió debido a varios factores. El primero y más obvio, es el abandono del acuerdo nuclear por parte de Trump en 2018. De hecho, desde el inicio de su gestión, Washington abandonó o amenazaba con abandonar varios acuerdos firmados y/o vigentes. Al hacerlo, se enviaba el mensaje de que pareciera que no se estaba negociando y firmando con un estado, sino con personas que podían ir y venir, y que, por tanto, el cumplimiento de los compromisos estadounidenses dependía de quién ganara o perdiera en las elecciones. 

6. Pero, además, entre Washington y Teherán los ánimos se fueron calentando. Trump juraba que sus tácticas de presión máxima iban a hacer que los iraníes se sentaran a renegociar todo, cosa que nunca ocurrió. Lo que sí ocurrió fue el endurecimiento de las posturas en Teherán, lo que se exhibió de dos formas. Una, el abandono escalonado de sus propios compromisos del acuerdo nuclear. Irán fue reencendiendo centrífugas que habían sido apagadas en 2015, fue enriqueciendo uranio cada vez a mayor grado de pureza, y fue paulatinamente bloqueando las inspecciones internacionales. Y dos, Teherán decidió lanzar una estrategia de acoso en contra de intereses de EU y sus aliados en su región. Esto llegó a un punto tal que se fue generando una espiral ascendente de violencia entre esos actores, la cual culminó en 2020, con el asesinato del General Soleimani, el segundo hombre más poderoso en Irán, a manos de Washington, y el ataque de represalia de Irán contra bases iraquíes que alojaban soldados estadounidenses. 

El regreso a las negociaciones con Biden

1. Si bien se logró desescalar esa espiral, varios de esos fuegos siguieron encendidos y la confianza no pudo ser restablecida de manera suficiente. A eso es a lo que Biden se tuvo que enfrentar desde que arrancó su gestión, cuando ese presidente se comprometió a revivir aquel acuerdo nuclear.Las negociaciones que iniciaron en 2021, nunca fuerondirectas Washington-Teherán, sino que se llevaron a cabo a través de terceros, firmantes del pacto. A pesar de etapas en las que las conversaciones llegaron a progresar e incluso se logró un borrador que parecía estar ya casi finalizado, la realidad es que las negociaciones acabaron colapsandouna y otra vez.

2. Además de los temas propios del acuerdo nuclear, otros factores externos incidieron negativamente como la represión en Irán al movimiento liderado por las mujeres en 2022, la cercanía y colaboración de Teherán con Rusia tras el estallido de la guerra en Ucrania o bien, más recientemente el inicio de la conflictiva entre Israel y Hamás, además de la escalada entre Israel y Hezbollah. 

3. En cuanto a este último conflicto, recordar que son los aliados de Irán (Hamás, la Jihad Islámica, Hezbollah y los houthies, entre otros) quienes han combatido en mayor o menor grado contra Israel, el máximo aliado de Washington en la zona. Esto ha orillado a EU a amenazar a Irán y a posicionar buques de guerra, escudos antiaéreos y tropas para disuadir a Teherán de involucrarse en el conflicto de manera directa. Incluso cuando Irán lanzó más de 300 misiles y drones contra Israel, Washington y otros aliados se encargaron de derribar cientos de ellos. Todo este entorno, naturalmente, ha incidido negativamente en el avance de las negociaciones señaladas. 

4. A todo lo anterior hay que añadir la debilidad de Biden en este período electoral, y la elevada posibilidad de que Trump y sus tácticas de presión máxima contra Teherán regresen a la Casa Blanca. 

Es en este contexto que podemos evaluar lo que parece una modificación de estrategia de Teherán.

Rebasar el umbral nuclear: ¿La nueva estrategia de Teherán?

1. Irán es desde hace años un estado ubicado en el umbral nuclear, es decir, un país que está técnicamente preparado y tiene la capacidad para producir armas nucleares, aunque aún no las haya fabricado. Irán tiene varias toneladas de uranio enriquecido a un grado de pureza del 60% y si lo decidiera, podría enriquecer ese uranio al 90%—nivel   necesario para la bomba—y en unas pocas semanas cruzar el umbral.

2. Hasta este punto, Teherán había decidido permanecer en ese punto sin dar los pasos siguientes. Esto obedece por un lado a que, al no rebasar ese umbral, Irán puede mantenerse negociando y evita atraer un ataque de parte de EU o Israel, pero al mismo tiempo, esa estrategia le otorga la capacidad disuasiva suficiente para proyectar una posición de fuerza como estado con “capacidad nuclear” aunque, por decisión propia, no tenga aún las bombas. 

3. Dicho eso, los últimos movimientos que están siendo reportados por la AIEA podrían implicar un cambio de estrategia al respecto. 

4. Independientemente de si la decisión de rebasar el umbral nuclear ha sido tomada o no, lo relevante del tema es que esto ya está siendo leído como una alta escalada del nivel de riesgo en sitios como Israel, así como otros países de la región. Concretamente en Israel empiezan a crecer las voces que señalan que ese país tiene que pensar de manera más estratégica, detener las hostilidades actuales en Gaza, desactivar la espiral con Hezbollah en Líbano y concentrare en esfuerzos diplomáticos y, en caso necesario, militares para contrarrestar lo que en Israel es percibido como su mayor amenaza existencial. 

5. Esto ocurre, además, en momentos en que la campaña de Biden enfrenta obstáculos mayúsculos. Según se concluye, la debilidad de Biden dificultaría mucho, si no es que bloquearía, la decisión de Washington de lanzar un ataque preventivo en contra de las instalaciones nucleares iraníes. Mucho menos se piensa que justo ahora Biden involucraría a su país en una nueva guerra en Medio Oriente (algo que es rechazado por un 70% de electores estadounidenses según encuestas varias). 

Una nota de última hora: el candidato reformista Masoud Pezeshkian resultó victorioso en la segunda vuelta en la contienda electoral para la presidencia en Irán, contienda que se efectuó tras la muerte del presidente Raisi hace unas semanas. No obstante, en Irán la política exterior, la política de seguridad y la política nuclear no están en las atribuciones del presidente. Se trata de rubros que controla el líder supremo, el Ayatola Alí Khameneiquien puede, efectivamente, encargar ciertas funciones al presidente. Pero es muy poco probable que veamos cambios sustanciales en esos rubros en los que las Guardias Revolucionarias Islámicas tienen mucha mayor influencia que la figura presidencial. 

En resumen, más allá de la guerra en Gaza o la creciente escalada entre Israel y Hezbollah, ahora hay que añadir este factor con altísimo potencial conflictivo en esa región del mundo. Queda esperar que el tema sea atendido por los organismos y actores interesados en la estabilidad global antes de que siga creciendo.

A full two weeks have passed since Iran's October 1st ballistic missile attack on Israel, which involved some 200 projectiles, many of which caused destruction on the ground (though Israel has been tight-lipped on the extent of it).

The big question has remained: when will Israel retaliate and what form will it take? The Biden administration has over the last many days reportedly been urging for Israel to avoid hitting nuclear sites as well as energy sites. But there have been conflicting reports.

For example on Monday, Harper's Magazine editor Andrew Cockburn wrote, "Word in Washington is that Biden has approved Israeli strike on Iran's Natanz nuclear site."

However, within hours after this speculative statement on X, The Washington Post reported that Israel is walking back from the prospect of bombing oil as well as nuclear facilities.

"Israeli Prime Minister Benjamin Netanyahu has told the Biden administration he is willing to strike military rather than oil or nuclear facilities in Iran, according to two officials familiar with the matter, suggesting a more limited counterstrike aimed at preventing a full-scale war," the Monday afternoon report said.
