LETTERS FROM AN AMERICAN
November 16, 2023
HEATHER COX RICHARDSON
NOV 17, 2023
The summit of the leaders of the Asia-Pacific Economic Cooperation (APEC) economies continued today in San Francisco, California.
Formed in 1989, APEC is made up of the economies of 21 nations around the Pacific Rim: Australia, Brunei, Canada, Indonesia, Japan, South Korea, Malaysia, New Zealand, Philippines, Singapore, Thailand, Taiwan, Hong Kong, China, Mexico, Papua New Guinea, Chile, Peru, Russia, Vietnam, and the United States. Together, these economies make up about 62% of global gross domestic product and almost half of global trade.
David Sanger of the New York Times today noted an apparent shift in the power dynamic between President Joe Biden and Chinese president Xi Jinping, who met yesterday for a four-hour conversation. Earlier in his presidency, Xi was riding on a strong economy that overshadowed that of the U.S. and looked as if it would continue to do so. Then, Xi favored what was known as “wolf warrior” diplomacy: the aggressive defense of China’s national interests against what Chinese envoys portrayed as foreign hostility, especially that of the U.S.
Under that diplomatic regime, Xi emphasized that liberal democracy was too weak to face the twenty-first century. The speed and momentous questions of the new era called for strong leaders, he said. In early February 2022, Russia and China held a summit after which they pledged that the “[f]riendship between the two States has no limits.”
Things have changed.
The U.S. has emerged from the coronavirus pandemic with a historically strong economy, while China’s economy is reeling from a real estate bubble and deflation at the same time that government crackdowns have made foreign capital flee. This summer, Xi quietly sidelined Qin Gang, the foreign minister associated with wolf warrior diplomacy, and in October, he replaced Defense Minister General Li Shangfu, who is under U.S. sanctions for overseeing weapon purchases from Russia.
Indeed, China has also been quietly pushing back from its close embrace of Russia. Just weeks after their February 2022 declaration, Russia invaded Ukraine in an operation that Russian president Vladimir Putin almost certainly expected would be quick and successful, permitting Russia to seize key Ukrainian ports and land. Such a victory would have strengthened both Russia and China at the same time it weakened Europe, the United States, and their allies and partners.
Instead, Ukraine stood firm, and the North Atlantic Treaty Organization (NATO) and allies and partners have stood behind the embattled country. As the war has stretched on, sanctions have cut into the Russian economy and Putin has had to cede power to Xi, accepting the Chinese yuan in exchange for Russian commodities, for example. This week, Alberto Nardelli of Bloomberg reported that the European Union is considering another round of sanctions, including a ban on the export of machine tools and machinery parts that enable Russia to make ammunition.
In a piece at the Center for European Policy Analysis today, Julia Davis, who monitors Russian media, noted that Russia lost an extraordinary 997,000 people between October 2020 and September 2021, even before the war began. Now it is so desperate to increase its population that its leadership claims to have stolen as many as 700,000 Ukrainian children and is urging women to have as many children as possible.
Holly Ellyatt of CNBC noted that to the degree they even mentioned it, Russian media sniped at the Biden-Xi summit, but it was hard to miss that although Russian president Putin was not welcome to attend, Xi came and engaged in several high-level meetings, assuring potential investors that China wants to be friends with the U.S. Also hard to miss was Xi’s pointed comment that the China-U.S. relationship “is the most important bilateral relationship in the world.”
Going into this summit, then, the U.S. had the leverage to get agreements from China to crack down on the precursor chemicals that Chinese producers have been shipping to Latin America to make illegal fentanyl, restore military communications between the two countries now that Li has been replaced, and make promises about addressing climate change. Other large issues of trade and the independence of Taiwan will not be resolved so easily.
Still, it was a high point for President Biden, whose economic policies and careful investment in diplomatic alliances have helped to shift the power dynamic between the U.S. and two countries that were key geopolitical rivals when he took office. Now, both the U.S. and China appear to be making an effort to move forward on better terms. Indeed, Chinese media has shifted its tone about the U.S. and the APEC summit so quickly readers have expressed surprise.
Today, Biden emphasized “the unlimited potential of our partnerships…to realize a future that will benefit people not only in the Asia-Pacific region but the whole world,… [a] future where our prosperity is shared and is inclusive, where workers are empowered and their rights are respected, where our economies are sustainable and resilient.”
Biden and administration officials noted that companies from across the Asia-Pacific world have invested nearly $200 billion in the U.S. since Biden took office, creating tens of thousands of good jobs, while the U.S. has elevated its engagement with the region, holding bilateral talks, creating new initiatives and deepening economic partnerships.
Today, Biden and Commerce Secretary Gina Raimondo announced that the Indo-Pacific Economic Framework, an economic forum established last year as a nonbinding replacement for the Trans-Pacific Partnership former president Trump abruptly pulled out of, had agreed on terms to set up an early warning system for disruptions to supply chains, cooperation on clean energy, and fighting corruption and tax evasion.
In a very different event in San Francisco today, a federal jury convicted David DePape, 43, of attempted kidnapping and assault on account of a federal official’s performance of official duties for his attack on former House Speaker Nancy Pelosi’s husband Paul with a hammer on October 28 of last year, fracturing his skull.
DePape’s lawyers did not contest the extensive evidence against him but tried to convince the jury that DePape did not commit a federal crime because he did not attack Pelosi on account of Representative Pelosi’s official position. Instead, they said, DePape had embraced the language of right-wing lawmakers and pundits and believed in a conspiracy theory that pedophile elites had taken over the country and were spreading lies about former president Donald Trump.
DePape told jurors he had come to conspiracy theories through Gamergate, a 2014–2015 misogynistic online campaign of harassment against women in the video game industry, which turned into attacks on feminism, diversity, and progressive ideas. Trump ally Steve Bannon talked of pulling together the Gamergate participants behind Trump and his politics.
Also today, a subcommittee of the House Ethics Committee set up to investigate allegations against Representative George Santos (R-NY) issued its report. The Republican-dominated committee found that Santos had lied about his background during his campaign and, furthermore, that he appears to be a serial liar. Those lies also “include numerous misrepresentations to the government and the public about his and his campaign’s financial activities.”
That is, the committee found, Santos defrauded his campaign donors, falsified his financial records, and used campaign money on beauty products, rent, luxury items from Hermes and Ferragamo, and purchases at the website Only Fans. The subcommittee recommended the Ethics Committee refer Santos to the Department of Justice, and “publicly condemn Representative Santos, whose conduct [is] beneath the dignity of the office” and who has “brought severe discredit upon the House.”
Santos says he will not run for reelection.

Labor shortages set up Malaysia for third year of palm oil losses
Malaysian plantations are experiencing their biggest labour/manpower shortage since the palm oil business began in 1917. Malaysian palm oil planters are letting thousands of metric tonnes of fruits rot because a labour shortage has stopped them from boosting harvesting during the peak production season for the third year in a row.
Palm oil output in Malaysia, the world's second largest producer, is anticipated to dip or remain steady from last year's 18.1 million metric tonnes, according to planters and experts. Despite the lifting of coronavirus-related hiring restrictions, plantations across Southeast Asia are experiencing their worst labour crisis since the industry's inception in 1917, with migrant workers, who make up the majority of the industry's labour force, arriving at a "snail's pace," according to Malaysian Palm Oil Association (MPOA) chief executive Joseph Tek.
Businesses are unable to fully profit from the main harvest season, which spans from August to November, due to a dearth of competent harvesters, postponing a boost in growth from recent rains. Malaysian production gaps will bolster prices for benchmark crude palm oil futures, the world's most traded vegetable oil, which have lost half their value since reaching a high in March. Travel restrictions imposed in 2020 to combat the COVID-19 epidemic have left Malaysia's palm oil sector without the 120,000 foreign employees required to tend plants and collect fruit bunches.
Following that, oil palm yields fell to near 40-year lows in the 2020-2021 marketing year, contributing to a greater worldwide edible oil scarcity caused by the Russia-Ukraine conflict. As a result, palm oil prices reached new highs in March, driving up the prices of groceries, detergent, and other palm oil-based items. However, palm oil prices have fallen since then due to the restart of exports from competitor Indonesia, the world's largest palm oil producer, and a resurgence in global oilseed production, with projections of all-time high soybean output in the United States and Brazil.
Slow return of workers
Malaysia's palm sector expected labour problems to improve once the government relaxed the COVID-19 recruiting moratorium in February, with the MPOA anticipating 52,000 foreign workers to arrive. However, just a few hundred workers have arrived, owing to sluggish government permits and worries over labour safeguards.
According to the MPOA, just 12% of migrant worker permissions issued to firms in Malaysia across all industry sectors have resulted in boots on the ground. Migrants, primarily from Indonesia and Bangladesh, account for over 80% of the employment on Malaysian estates.
FGV Holdings, the world's largest producer of crude palm oil, reported receiving 647 migrant workers this year, but only filling 62% of its needed workforce. FGV said in a stock market statement on August 30 that it expects to hire 7,000 foreign workers by the end of the year. However, any new employees will miss the critical peak harvest season.
According to the MPOA, when harvesting time at certain plantations increases from 10 to 15 days to 90 days, growers are losing up to a fifth of their harvests. It anticipates that unrealized agricultural and palm product potential losses might surpass 20 billion ringgit ($4.44 billion) by the end of the year. - www.rappler.com

Missed trade opportunities for US pet food exporters

Missed trade opportunities for US pet food exporters
This article was published in the September 2022 issue of Pet Food Processing. Read it and other articles from this issue in our September digital edition.
US pet food manufacturers are known worldwide for products that are superior in quality, reliability and nutrition. It is no wonder that exports of these products grew 11% in 2021 compared to 2020, putting them at over 17% of global exports, following the European Union, as the second largest global supplier of pet food.
As the world’s middle class expands and disposable incomes increase, demand for pets and balanced pet diets grow respectively, as evidenced by the 38% growth in global pet food exports in the past decade. But will US pet food exports be able to maintain their competitiveness in the global marketplace and reach new and developing markets? That depends on how willing US leadership is to push forward and take advantage of opportunities.
“Will US pet food exports be able to maintain their competitiveness in the global marketplace and reach new and developing markets?” wrote Gina Tumbarello, American Feed Industry Association.
How is the Biden administration and its trade policy responding to this challenge?
  No Trade Promotion Authority
The Biden administration’s approach to trade policy has been nothing short of unconventional. In fact, President Joe Biden currently has no trade negotiating power. Without the Trade Promotion Authority (TPA), the administration cannot expect support from Congress for any negotiated trade deal.
In a nutshell, TPA allows Congress to set the trade negotiating objectives by which the president can negotiate trade agreements to ensure bipartisan and congressional buy-in. Congress would be unable to offer amendments to the negotiated deals and could only vote them up or down, a sort of “fast-track” way of moving a trade deal forward. As the demand for US pet food products increases, the United States’ ability to open new markets is contingent on its ability to come to the negotiating table knowing it can ratify a final agreement.
The American Feed Industry Association (AFIA) has been calling on the administration to seek renewal of TPA because, without it, the administration is limited to new types of agreements with trading partners that fall outside the scope of traditional trade agreements that lack tariff reductions and market access, which are the foundation of garnering new global customers and competing in a country. These agreements do not require congressional ratification.
  Indo-Pacific region: A missed opportunity
One such ”unconventional” framework is the Indo-Pacific Economic Framework for Prosperity (IPEF). The US-led initiative, announced in May, brings together 14 countries (i.e., the United States, Australia, Brunei Darussalam, Fiji, India, Indonesia, Japan, Republic of Korea, Malaysia, New Zealand, Philippines, Singapore, Thailand and Vietnam) under an agreement intended to “write(sic) the new rules for the 21st century economy.” This is not a comprehensive trade agreement; in fact, it is not a trade agreement at all.
The IPEF includes four pillars, focusing on fair and resilient trade — primarily digital trade, labor and the environment; supply chain resilience; infrastructure, clean energy and decarbonization; and tax and anticorruption. This framework does not include market access (i.e., tariff reductions) and furthermore, countries will be able to choose the pillars in which they wish to participate.
While Vietnam and Thailand are not currently significant markets for pet food exports, there is growing potential for US pet food manufacturers to compete in these markets. In Vietnam, households owning cats and dogs grew 19% and 13%, whereas in Thailand, they grew 22% and 17%, respectively, between 2017 and 2021. However, the Vietnamese and Thai tariff rates on US pet food imports are 7% and 9%, respectively.
A growing pet population and paradigm shift toward companion animal welfare in Thailand and Vietnam opens the door for US pet food exporters to stake their claim in an emerging, lucrative foreign market. (Source: ©twixx – stock.adobe.com)
The AFIA, through funding from the Foreign Agricultural Service’s Market Access Program, has been working to improve the competitiveness of US animal food products in Vietnam by educating Vietnamese pet owners about the complete and balanced pet food options US manufacturers can provide. However, US pet food stands at a competitive disadvantage in Vietnam compared to its largest global competitor, the EU, which has a free trade agreement with Vietnam.
Rising disposable incomes, pet owners making the switch to prepared pet foods, and a strong movement within the country to protect companion animals has led to a huge market opportunity in Vietnam. However, without support from the Biden administration to reduce tariffs on US exports, this market will remain just out of reach.
  United Kingdom: A blank slate
Another area that is ripe for discussion is a trade agreement with the United Kingdom, which separated from the European Union in 2020. The US International Trade Commission reported that in 2021, US pet food exports to the United Kingdom, valued at $10.2 million, represented only 0.5% of total US pet food exports and 0.12% of the United Kingdom’s total pet food imports.
The potential for increased trade and market access with the United Kingdom is optimistic, which is why the AFIA supports a negotiated trade agreement that addresses non-science-based restrictions, including on the use of biotechnology and technical barriers (e.g., regulations, standards, testing and certification procedures) that can create unnecessary obstacles to trade.
“In 2021, US pet food manufacturers exported $2 billion in pet food products,” Tumbarello wrote.
The Trump administration initiated talks with the country, including calling attention to the fact that agriculture should be part of whatever was negotiated, but those discussions stalled after the current administration came into office and TPA expired. Now, the United Kingdom is seeking trade agreements directly with individual US states, having already inked two with Indiana and North Carolina. While these state agreements cannot and do not include tariff reductions, they demonstrate the United Kingdom’s keen interest in broadening its trade relationship with the United States and the lengths it is willing to go.
However, the United Kingdom’s import tariffs on US pet food, which range from £85 per metric ton (roughly $102) to £93 per metric ton (roughly $112), or approximately 8%, disadvantage our industry exporters from competing with others looking to access this market. We need the administration to recognize that the United Kingdom, which shares many of the United States’ current thinking on science and technology, is a great way to counter the EU’s stronghold on the region.
Western Hemisphere: A chance to modernize
Trade negotiations between the United States and the United Kingdom have stalled between the Trump and Biden administrations, and import tariffs continue to hinder US pet food exporters at large. (Source: ©issam – stock.adobe.com)
Another initiative, the Americas Partnership for Economic Prosperity, an agreement meant to spur recovery and growth in the Western Hemisphere, leaves agriculture out altogether along with market access.
The White House has outlined its goals for this initiative, including to create resilient supply chains, reinvigorate regional economic institutions, and ensure sustainable and inclusive trade. Critics argue that it lacks ambition and that if the United States is serious about North American supply chains, it must consider creative solutions, such as allowing countries that already have trade agreements with the United States to join the US-Mexico-Canada Agreement (USMCA), which, for all intents and purposes, would modernize agreements where market access already exists, but where stronger sanitary and phytosanitary commitments could be established.
Unfortunately, at this point, the partnership seems like an ambiguous regional agreement that will have no effect on enhancing agricultural market access, including for US pet food.
Bringing ag back to the negotiating table
Gina Tumbarello is the senior director of international policy and trade for the American Feed Industry Association.
One sign of hope is the recent presidential nomination of veteran agricultural and trade policy expert, Doug McKalip, as chief agricultural negotiator for the Office of the United States Trade Representative, a position paramount to championing US agriculture’s export and market access interests. As of early August, McKalip has yet to be confirmed.
In 2021, US pet food manufacturers exported $2 billion in pet food products, an increase of 20% in value over 2020, supporting thousands of jobs across the industry and associated agricultural industries and serving as a force multiplier to US farmers and ranchers. How can this industry be successful in continuing to drive economic value to the broader domestic agricultural community when so many opportunities remain for global expansion, but the competitive playing field is not level?
At the AFIA, we will continue working to ensure these opportunities are understood by the administration and those making policy decisions on the agriculture and pet community’s behalf.

The destruction of global forests slowed in 2021 but the vital climate goal of ending deforestation by 2030 will still be missed without urgent action, according to an assessment.
The area razed in 2021 fell by 6.3% after progress in some countries, notably Indonesia. But almost 7m hectares were lost and the destruction of the most carbon- and biodiversity-rich tropical rainforests fell by only 3%. The CO2 emissions resulting from the lost trees were equivalent to the emissions of the entire European Union plus Japan.
Global heating could not be limited to 1.5C above pre-industrial levels without ending deforestation, experts said. At the UN’s Cop26 climate summit in Glasgow last year, 145 countries pledged to end the felling of forests by the end of the decade. The demolition and degradation of forests causes about 10% of global carbon emissions.
However, based on current trends, the Glasgow leaders’ declaration would be as “hollow” as the pledge made by countries in 2014 to end deforestation by 2020, the assessment’s authors said.
There was little clarity or transparency of the measures being taken to end deforestation and only 1% of the required funding was being provided, they said, and most importantly a lack of political will.
Erin Matson at Climate Focus, a policy group and one of the coalition of organisations that conducted the assessment, said: “The [Glasgow declaration] was a big moment, the first time such a target had been embraced at the leaders level by so many countries, covering 90% of global forests.
“But we are not on track. There has been some modest improvement, but even this could just be temporary. Many countries are putting their progress at risk by phasing out or rolling back protections. For example, Indonesia did not renew its palm oil moratorium after it expired in September 2021 and a recently adopted law on job creation poses a serious threat to natural forests.”
The largest area of destroyed forest in 2021 was in Brazil, where deforestation has risen under president Jair Bolsonaro, having fallen under his predecessor, Luiz Inácio Lula da Silva. The election contest between the two men, on 30 October, has been described by scientists as likely to determine the fate of the Amazon. “The stakes are high,” Matson said.
David Gibbs, a research associate at the World Resources Institute’s (WRI) Global Forest Watch, said: “We are quickly moving toward another round of hollow commitments and vanished forests.”
Fran Price, at the World Wildlife Fund, said: “There is no pathway to meeting the 1.5C target or reversing biodiversity loss without halting deforestation and conversion. It is time for bold leadership and daring solutions.”
Four of the top five countries with the largest areas of deforestation – Brazil, Bolivia, the Democratic Republic of the Congo and Paraguay – increased the destruction in 2021.
However, “exceptional progress” in some countries showed the 2030 goal was still possible, the authors said. Indonesia, the only country to cut deforestation in each of the past five years, and its neighbour Malaysia, reduced forest destruction by about 25% in 2021. As a result, tropical Asia is the only region on track for zero deforestation by 2030.
A drive to end the razing of forests for cocoa plantations in Ivory Coast and Ghana helped deforestation fall by 47% and 13% respectively, while new national parks and measures to fight illegal logging led to a 28% fall in Gabon. Tropical Latin America, Mexico, Venezuela, Colombia and Guatemala also reported cuts in deforestation in 2021.
“We have the data and we know what interventions work – the missing element is the political will to actually undertake those actions,” said Frances Seymour at WRI.
The measures include government bans combined with effective enforcement, collaborations with the beef, soy, timber and other commodity companies whose products are most linked to deforestation, international trade measures and the strengthening of the land rights of Indigenous and other local people.
Countries backing the Glasgow declaration pledged to quadruple annual funding to tackle deforestation but no information was yet available on how these pledges would be met, the authors said.
Only a quarter of the biggest global companies in the agriculture sector have announced strong policies to eliminate deforestation from their supply chains and just 20% of these are close to meeting their commitments.
The new forest declaration assessment used data on permanent tree cover loss around the world to create a baseline from 2018-20. To get to zero deforestation by 2030 requires a fall of 10% a year, meaning the current slowing of deforestation is insufficient.
Forest cover has increased in some countries since 2000 but less than the area lost. New forests could not offset the huge carbon storage and biodiversity of existing natural forests, the authors said.
Protecting intact forests had even more climate benefits than just the CO2 stored, said Seymour, thanks to their role in producing cloud cover that cools the planet. “If we take the non-carbon processes into account, they amplify the cooling effect of ending tropical forest loss by about 50%,” she said.
Michael Wolosin, at Conservation International, said: “That 50% cooling bonus should be included by forest countries in their accounting to gain the recognition and finance they deserve for the services their forests are providing to the world.”
