Okay, here we go- Persona 4 Arcana Swap Persona Ideas! This is going to be long.
Fool!Chie - Tokoyo
Tokoyo is a young woman who is known for slaying an undersea beast. When her father was exiled by the emperor, Tokoyo goes to to find and help him, but when her efforts are unrewarded, she decides to pray at a local shrine and get some rest. However, this leads her to find a priest about to push a young girl into the sea. When confronting him, he explains that if the locals do not offer a sacrifice, a sea monster will batter their island home with intense waves and storms. Unfettered by this statement, she hands the priest a letter to give to her father in case she doesn’t make it, sticks a knife between her teeth, and dives into the water. She finds a statue of the emperor and decides to carry it up. When face to face with the sea monster, she successfully kills it and hauls both the statue and sea monster’s body above sea. The statue was magically connected with the emperor and when she hauled the statue out of the water, he was healed of a mysterious ailment. As thanks, he allows her and her father to reunite.
High Priestess!Yosuke - Nezumi-Kozo
Nezumi-Kozo was a famed thief in Japan’s history, with some coining him similar to Goemon and Robin Hood. He was immortalized in his efforts through kabuki theatre, jidaigeki, and pop culture in general. After his death, many pilgrims chipped away his headstone for charms, it had to be replaced multiple times. As you stated, Yosuke is not very well liked by the people in Inaba and yearns for an exciting and fulfilling life, and a thief could refer to such a desire and his legacy being carried out in pop culture and entertainment could also call back to Yosuke’s musical interests.
Emperor!Yukiko - Shuten-Dōuji
As previously stated in the Plan-B paragraph, Shuten-Dōuji is a famed oni, with a penchant for alcohol and saké. He had a multitude of underlings, all with a range of different abilities, such as shapeshifting. He was decapitated by Minamoto-No-Raikō, but still tried to bite him, which he avoided by wearing multiple helmets. Since I didn’t know much about Yukiko in this AU, I decided to go off of Kanji’s personas and go for something feared by many.
Lovers!Teddie - Utsurobune
Literally meaning “empty/hollow boat” Utsurobune was a strange object that floated to the shores of the Hitachi Province in 1803. It contained a young woman who wasn’t able to speak Japanese and was unable to communicate with anyone. Certain ufologists believe that it was an encounter with extraterrestrial life. Teddie feels empty, so his persona’s name is just “empty boat” and the young woman’s inability to speak and communicate with others properly can refer to Teddie being hesitant to properly communicate his true feelings.
Star!Yu - Momotaro
Momotaro is a well known and popular Japanese folktale, about a boy who was born from a peach who teams up with a monkey, dog, and bird to defeat the Oni on Onigashima. If Yu takes up Teddie’s role, that means three characters will fall into the TV, where he will team up with them to defeat the big bad lurking somewhere in the TV World. Pretty simple and self explanatory.

Oh the Ara Ara is basically means "oh dear" in japanese mostly being used for older women/older sister aura/types person. It either endearing or just straight up being a sarcastic/sadistic person who use the ara ara, example like Shinobu from demon slayer who uses Ara ara as endearing way but somehow her deadpan tone shows how scary and sarcastic person she is (I think this is the character that made Ara ara more famous). Lisa from genshin impact who uses Ara ara as a teasing way to traveler, her tone is basically made males goes ungabunga due to being so sexy, it also shows her personality as teasing mature person (you can say this one basically made all fans compiling all character that says ara ara complications in Utube)
I think it would easy way to understand is Minamoto no Raikō from FGO, as she is quite famous for her doujinshi "ara ara" aura for her mature/milf personality.
In short Ara ara is mostly used in older sister/older women and it can be used in mocking way or endearing way.
Example:
"Ara ara, why don't you beg forgiveness to this older sister"
"Ara ara, why don't you come and cry to my shoulder my darling"

Minamoto no Yorimitsu (源 頼光, 948 – August 29, 1021), also known as Minamoto no Raikō, served the regents of the Fujiwara clan along with his brother Yorinobu, taking the violent measures the Fujiwara were themselves unable to take. 土蜘蛛 also can mean 1. Atypus karschi (Asian species of mygalomorph spider) 2. tsuchigumo (people of ancient Japan who were not subjects of the Yamato court) (Jisho.org) or 3. The definition previously listed; However, when I was looking at the wikipedia page for Atypus karschi, the Japanese version of the article stated it was named "地蜘蛛(じぐも)" instead of "土蜘蛛". Furthermore it did not list "土蜘蛛" as an alternative spelling although the first characters of both names share a similar meaning.

You know, I noticed that the fandom wants to paint David as this “trying to be smooth talking but not really succeeding” pervert loser and Romani as this delicate innocent flower who can do no wrong (and is an uke to Merlin).
The thing is; if you look at Romani, he acts like David when it comes to women!
i.e during the the most recent event when we run into Minamoto no Raikō, Roman makes comments about not wanting her to leave because she has really big breasts. He even says “catch her” and “don’t let her leave!”to the player/Ritsuka. He also explains what she looks like to Kintoki later by saying that she has “vavoom”.
Which are things that David would also say if he’d been there!

Okay, uh here are some persona ideas. I expanded the themes of tricksters and thieves, to rebels as well. If you add anymore, I’m happy to come up with some more if you want! ^_^
SHIHO
A popular choice for Shiho is Boudicca, a queen of an ancient Iceni tribe, and national British hero. She is known for her failed uprising against the Roman Empire, but was immortalized as a symbol for the struggle for Justice and independence. The inciting incident that jump started her revolution was when she was flogged and her daughters, uh… “assaulted”. Shiho fortunately, most likely took Kamoshida down in contrast with Boudicca’s failed uprising.
HIFUMI
If you want to go for the Oni aesthetic, Maybe Minamoto no Raikō would suffice. He is a samurai known for slaying Shuten Dōji, a demon known for kidnapping young girls and either enslaving them or eating them. Raikō and his allies infiltrated his lair, disguised themselves as yamabushi priests, and gave Shuten Dōji special saké, which incapacitated him allowing him to slay the wicked oni. Hifumi is someone very perceptive and focused on strategy more than raw power. Raikō utilized several of the traits the phantom thieves use and Shuten Dōji could represent her mother twisting things to make her famous and Hifumi changing her heart (if she’s a palace ruler).
MISHIMA
Even if Ryuji is now the resident Navigator, he lacks Futaba’s technological know how and ability to gather information. So I imagine Mishima to take that mantle. As you said Merlin fits Mishima, but I have a few ideas myself you can possibly use; Jekyll & Hyde. Mishima, for all his cringefailness, harbours a dark side, as proved via him developing a shadow or corrupted desires of his own. But not only could this represent his darker desires, it could also be Mishima taking the first step into becoming someone he could be proud of, referring to the transformation between Jekyll and Hyde.
RYUJI
While you said Captain Kidd is his persona, I couldn’t get the thought of his Navigator persona being the Argo. The Argo is the ship the argonauts sailed upon their many adventures, and within it’s walls held several thieves and tricksters of their own right. Ryuji, like a ship desires to protect and guide his allies throughout stormy waters, even if he can’t move on his own.
Shihio: It fits very much! Though I'm still super on the fence. She's not coming to me as easily as the others are- I'll pin this as well for now and puzzle on her some more.
Hifumi: Usually the persona genders line up pretty 1-1 with their wielders, so having one be contrary is a really neat- especially when the stories line up. Unfortunately, I am struggling to find actual stuff on the character, as the Fate Grand Order character is dominating search results. I'll look into it more!
Mishimia: Ohh, I like that- I like it a LOT. It would fit that Hyde would be the shape of his rebellion. Im.. kind of suprised they chose Loki instead of Hyde of Akechi now that I think about it LOL. I like that a lot. I'll take it.
Ryuji: Is it.. is it bad I think it's kind of a crime to separate a golden retriever from his pirate captain bonesona? I mean, you're right. You're very right. But I can't separate the pirate theming. Tho, jumping off that point- perhaps a pirate vessel? The Flying Dutchman or the R.L.S. Legacy the Hispaniola or smth. I can imagine the conversation now: "Your inner self is a boat?" "Yes. She's beautiful, isn't she?"

Eiga Touken Ranbu: Reimei trailer;
The film will open on March 31.
The new movie will take place in Kyoto during the Heian era, and will center on Minamoto no Raikō's legendary slaying of the mythical oni Shuten-dōji. The story also moves to the years A.D.2205 and A.D. 2012.
