Well, in fairness they're not all cults. Ebeko's kind of the one saddled with a main group of worshipers that are cult like. (Unless you want to posit all organized religion is a cult on level which like. None of my business lmao).

But Mariza isn't an unknown entity to the church of Indra. She may or may not have made herself a problem to them (and one extremely not repressed and totally all there priestess) which kicked off some Events™. So once a being bearing resemblance to Mariza seems to be the one controlling the ocean now, and as you said Indra is no longer answering, the tide (hah) starts to shift.

And I imagine some people just pray to the sea in general, not even necessarily Indra or Mariza specifically. Sure their prayers aren't as "loud" to the gods in question but they are there.
