DETROIT — Another country that once had an addiction problem—one that lasted for almost 200 years and involved an incredible 25 per cent of its population—is China.

Today China is virtually drug‐free— and the methods the Chinese used to eradicate their addiction problem might well offer methods we could use to achieve the same results.

China was forced into addiction by the Opium Wars. Contrary to popular belief, these wars—from 1839 to 1842 —did not originate because China wanted to export opium. They began when China resisted England's demand to import opium in exchange for Chi nese products—mostly tea, silk, and porcelain. China lost these wars, and among other indignities was forced to exchange its goods for opium. As a result it became a highly narcoticized country, a victim of ruthless Western economic and political policy. By 1850 an entire fifth of the revenue of the British Government of India — the source of opium — came from Chinese consumption of this drug.

Obviously to enlarge the market for opium, China was forced to create a huge number of addicts. And it did.

In October of 1949 the People's Re public of China was proclaimed. With in a year the Communist Government instituted a comprehensive program designed to eliminate this threat to the nation. All evidence indicates that by 1953 the problem of narcotic drug abuse was practically eliminated.

One important factor was the changed ideology of the young people —no new supply of addicts was forth coming. The changes in outlook in cluded a redefinition of the nation and its youth, of their worth and role. In rural areas this new definition was based on land distribution; collective farming; new educational, social, and vocational opportunities; and the elec tion of local councils. In the cities it took the form of nationalization of commerce and industry, full employ ment, worker control, and the end of foreign domination.

This total ideological transformation of the younger generation was accom panied by the reintegration of Chinese society through small street commit tees that offered cultural leadership.

Equally significant in the Chinese drive to eliminate narcotic addiction were its methods of plugging the source, China is 80 per cent rural, and an unknown but significant part of the land had been turned into poppy cul tivation. The first major economic and political mass campaign of the Gov ernment was land reform, and this aim was coordinated with elimination of poppy growth. Distribution of land from large landholders to landless peasants was accompanied by the need to convert the opium cash crops to badly needed food crops. Today China produces enough opium to meet its medical needs, but no more.

Smuggled opium was still a source of the drug, and China acted to stop this supply with a policy of “carrot and stick.” Leniency was recom mended for employes and workers of opium traffickers; but heavy penalties existed for those controlling the traf fic, manufacture, or growth of opium.

China's attitude toward the individ ual reformed addict was one of good willed congratulations, and represents another important reason why the nar cotic problem was overcome. The re habilitation of opium addicts began with their registration. Arrangements by city‐wide antiopium committees for addict rehabilitation included treat ment to break the habit at home, in clinics and in hospitals.

At every stage of personal rehabili tation the ideological motivation was stressed. Given China's attitudes, this ideology was strong on political, so cial, and economic information. But the important thing is that the anti drug campaign recognized that the de sire and will of the addict is ultimately the controlling factor of addiction. China's policy was not simply to de prive a person of drugs, but to replace the need for narcotics with a forceful, national commitment. Equally signifi cant, the former addict was fully ac cepted back into Chinese life without official stigma or prejudice.

Naturally, many questions have to be answered about the total success of the Chinese experience. Is there an addict population living in labor camps or prisons because of failure to re habilitate? Do the rehabilitated addicts all function as useful members of Chi nese society? To what extent would addiction be a problem in China if its internal and border controls were less stringent? Does traditional Chinese medicine offer useful ideas about ad diction treatment?

CBI sentences eight in Vyapam Scam

The convicts have been penalized with Rs 10,000 each. The Vyapam scam involved fraud in Madhya Pradesh Professional Examination Board that was unearthed in 2013.

New IT Rules prevent fake news, misuse of freedom of press: Centre

Indian apparel industry should aspire for double digit share in global fabric exports: M Venkaiah Naidu

NEW DELHI: Vice President M Venkaiah Naidu on Thursday said the country’s apparel industry must aim to capture double-digit share in global fabric exports from the current level of 5-6 per cent. The Vice President also called for upskilling textile and apparel workers and adopting the latest technologies to gain competitiveness in exports and to capture the global market. “We should aspire to soon reach a double-digit share in exports of fabrics from the current 5-6 per cent,” Naidu said while inaugurating a virtual platform of apparel export promotion council (AEPC). The Vice President said the sector should ponder upon the reasons why India, despite being the leading producer and exporter of cotton, jute, silk and MMF yarns, lacks the competitive edge in fabrics and apparels when compared to Bangladesh and China. “They are the biggest buyers of Indian yarn. They add value to it and sell the fabrics and apparels at a lower cost than India. This is largely due to the unorganised and dispersed nature of the weaving sector in India. We need to have more Tirupurs,” he said. Noting that the share of India in global textile exports was just 6 per cent, the Vice President said the small scale businesses need hand-holding and should be supported in scaling up and improving the quality to match global competitors. He commended the Niti Aayog’s plans to work with the textiles ministry to set up mega textile firms to boost exports. “One of the proposed projects of the Niti Aayog this year is to work with the textile ministry to set up mega textile firms to boost our exports in both fabric and garment sectors. This is a welcome initiative. I call upon the private sector to partner with the government and innovate in the textiles sector to improve the exports,” he said. Naidu also said that though we have a strong base of raw material and manpower, we are lagging in global fabric exports because of the small size of average firms and the use of outdated technology. “Unless the average size of the apparels firm grows, adopts latest technologies and possesses skilled manpower, we cannot manufacture quality items and export at competitive prices. Only this way, we can exploit the full employment and economic potential of the industry,” he added. Naidu said India’s competitive edge and core strength should come from skilled manpower and not just cheap manpower. The Vice President asked the textile entrepreneurs to diversify their manufacturing portfolio to suit the changing global demands and tap newer markets. He also underlined the importance of branding in adding value to apparel products and advised the entrepreneurs to work on brand-building. Through such efforts, along with the cooperation of the states, the support from the ministry of textiles and the initiatives of AEPC in promoting exports, India should aspire to soon reach a double-digit share in exports of fabrics from the current 6 per cent, he added. Naidu appreciated the recently announced production-linked incentive (PLI) scheme for man-made fibres (MMF) and technical textiles by the government. He also lauded the efforts of AEPC and the textiles ministry for promoting manufacturing and export of medical textiles (PPE kits, face shields, masks and gloves) during the pandemic. As a result of these concerted efforts, India today stands at the second position in the world in the manufacturing of PPE Kits, the Vice President said. Referring to the important role played by the textiles sectors in the economy, Naidu noted that it was the second-largest employer and provides direct employment to about 45 million people. He said the sector can play a major role in tapping the potential of our demographic dividend. It is also a very important foreign exchange earning industry for India, contributing to about 12 per cent in our export earnings. He congratulated AEPC and its 8,600 member exporters for their entrepreneurial spirit in creating their own virtual platform for export promotion. “I am confident that all these efforts along with the support of the ministry will boost Indian apparel exports. We should soon aspire to reach a double-digit share in export of fabrics with proper encouragement and branding,” Naidu said. The virtual exhibition platform will showcase Indian apparels round the year and will host B2B meetings. Considering the travel restrictions due to Covid-19 pandemic, the platform is seen as a better alternative in terms of both economy and convenience. Textiles minister Smriti Irani said the Indian apparel industry created world history by establishing a $1 billion personal protective equipment (PPE) and N95 mask industry in the midst of pandemic in just two months. “Reflecting the same enterprise, AEPC has now created a virtual platform. It will give rise to opportunities for over 300 top exporters in the country. But knowing that AEPC is an 8,600-member family, I am hopeful that the platform especially gives space to those who innovate, who belong to the SME segment, who are start-ups as young innovators need a supporting hand,” Irani said. AEPC chairman A Sakthivel requested the Vice President to use his good offices for expediting free trade agreements and comprehensive economic partnership agreements with the US, EU, UK, Canada and Australia. He also urged the international buyers to request their respective governments for fast-tracking the trade agreements with India. “These deals can double Indian apparel exports in three years,” Sakthivel said.

India approves Oxford’s, Bharat Biotech’s Covid-19 vaccines for restricted emergency use

NEW DELHI: India’s drugs regulator on Sunday approved Oxford Covid-19 vaccine Covishield, manufactured by the Serum Institute, and indigenously developed Covaxin of Bharat Biotech for restricted emergency use in the country, paving the way for a massive inoculation drive. The Drugs Controller General of India (DCGI) granted the approval on the basis of recommendations of a COVID-19 Subject Expert Committee (SEC) of the Central Drugs Standard Control Organisation (CDSCO). “After adequate examination, CDSCO has decided to accept the recommendations of the Expert Committee and accordingly, vaccines of M/s Serum and M/s Bharat Biotech are being approved for restricted use in emergency situations,” DCGI Dr V G Somani told the media here. This paves the way for the roll out of at least two vaccines in India in the coming days. “Serum and Bharat Biotech vaccines have to be administered in two doses. All the three vaccines have to be stored at 2-8° C,” he said. The Serum Institute of India, the world’s largest vaccine manufacturer, has tied up with AstraZeneca to manufacture Covishield, while Covaxin has been indigenously developed by Bharat Biotech in collaboration with the Indian Council of Medical Research (ICMR). Prime Minister Narendra Modi termed the approval a decisive turning point in India’s fight against coronavirus. “DCGI granting approval to vaccines of @SerumInstIndia and @BharatBiotech accelerates the road to a healthier and COVID-free nation. Congratulations India. Congratulations to our hardworking scientists and innovators,” he tweeted. “It would make every Indian proud that the two vaccines that have been given emergency use approval are made in India! This shows the eagerness of our scientific community to fulfil the dream of an Aatmanirbhar Bharat, at the root of which is care and compassion,” he said in another tweet. He also saluted the frontline workers who have been leading the country’s fight against the virus. Serum Institute of India’s CEO Adar Poonawalla tweeted, “Covishield, India’s first Covid-19 vaccine is approved, safe, effective and ready to roll-out in the coming weeks.” In his statement, Somani also said Cadila Healthcare has been granted the permission to conduct the Phase III clinical trial of its vaccine candidate in India. Pune-based SII’s shot is a Recombinant Chimpanzee Adenovirus vector vaccine (Covishield), encoding the SARS-CoV-2 Spike (S) glycoprotein with technology transfer from AstraZeneca/Oxford University. “The firm submitted safety, immunogenicity and efficacy data generated on 23,745 participants aged 18 years or older from overseas clinical studies. The overall vaccine efficacy was found to be 70.42 per cent,” Somani said. Further, Serum was granted permission to conduct Phase-2/3 clinical trials on 1,00 participants within the country, he said. “The firm also submitted the interim safety and immunogenicity data generated from this trial and the data was found comparable with the data from the overseas clinical studies.” “The clinical trial ongoing within the country by the firm will continue,” he said. On Covaxin, Somani said, “Bharat Biotech has developed a Whole Virion Inactivated Coronavirus Vaccine (Covaxin) in collaboration with ICMR and NIV (Pune), from where they received the virus seed strains. This vaccine is developed on the Vero cell platform, which has a well established track record of safety and efficacy in the country & globally.” The firm has generated safety and immunogenicity data in various animal species such as mice, rats, rabbits, Syrian hamster, and also conducted challenge studies on non-human primates (Rhesus macaques) and hamsters, he said. All these data have been shared by the firm with CDSCO, he said. The Phase 1 and Phase 2 clinical trials were conducted on approx 800 subjects and the results have demonstrated that the vaccine is safe and provides a robust immune response, he said. The Phase 3 efficacy trial was initiated in India on 25,800 volunteers and till date, approximately 22,500 participants have been vaccinated across the country and the vaccine has been found to be safe as per the data available till date, Somani said. “The SEC has reviewed the data on safety and immunogenicity of the vaccine and recommended for grant of permission for restricted use in emergency situation in public interest as an abundant precaution, in clinical trial mode, to have more options for vaccinations, especially in case of infection by mutant strains. The clinical trial ongoing within the country by the firm will continue,” he said. SII had applied to the DCGI for EUA for Oxford Covid-19 vaccine on December 6, while the Hyderabad-based Bharat Biotech had sought the nod for its Covaxin on December 7. “In terms of safety, Covishield was well tolerated…majority of solicited reactions were mild in severity and resolved without any sequelae. Therefore, Covishield is safe and can be used effectively for prevention of COVID-19 in the targeted population,” the EUA application signed by Prakash Kumar Singh, Additional Director, Government and Regulatory Affairs at Serum Institute of India (SII), had stated. Pfizer had also applied for regulatory approval for its vaccine on December 4 but not much progress has been made on it after that.

WHO’s solidarity trial for COVID-19 rolled out on fast-track

New Delhi, May 13: The Indian Council for Medical Research (ICMR) has fast-tracked the roll-out of the global ‘Solidarity’ trial launched by the World Health Organization (WHO) towards finding an effective treatment for COVID-19.

‘Solidarity’ is an international clinical trial to compare four treatment options against the standard of care to assess their relative effectiveness against COVID-19. By enrolling patients in multiple countries, the Solidarity trial aims to rapidly discover whether any of the drugs slow down disease progression or improve survival. Importantly, this initiative provides for both speed and scale.

Speaking about India’s participation in this global endeavor, Prof. (Dr) Balram Bhargava, Secretary, Department of Health Research, and Director General, ICMR, said, “ICMR is working relentlessly to implement scientific interventions to combat the COVID-19 pandemic. The decision to join the WHO solidarity trial is an important step in this endeavor.”

“The ICMR-National AIDS Research Institute (NARI) is the national coordination site for the trial in India. Four potential anti-viral agents, Remdesivir, Chloroquine/Hydroxychloroquine, Lopinavir-Ritonavir and Lopinavir-Ritonavir with Interferon (β1a) are to be evaluated in the trial,” he added.

Welcoming India’s participation in the WHO global solidarity trial, Dr. Henk Bekedam, WHO Representative to India, said, “We congratulate the Government of India, particularly ICMR, for joining the global Solidarity trial. Through this collaboration, Indian researchers and institutions will participate in a global initiative to find effective treatment options for COVID-19. India plays a critical role in both research as well as in manufacturing once trials conclude successfully. WHO India is extending the required support to conduct the trial in India.”

The trial has begun recruiting COVID-19 patients in the country. Elaborating on the progress, Dr. Sheela Godbole, Senior Scientist, NARI, and National Coordinator for the Solidarity trial in India, said, “The required regulatory and ethical approvals have already been obtained and clinical trial sites have started to recruit patients in the trial.” As on date, nine sites have been approved.

The Solidarity trial provides simplified procedures to enable even overloaded hospitals to participate. Over 100 countries have requested participation to find effective therapeutics as soon as possible, via the trial. The participation of multiple clinical trial units/hospitals in multiple countries will ensure adequate enrollment of participants in the shortest possible time. This will help fast-track the identification of correct treatment options for the COVID-19 disease.

IIT Bhubaneswar develops portable, low cost ventilator - Times of India

BHUBANESWAR: IIT Bhubaneswar has developed a portable and low cost ventilator for the use of patients during Covid-19 pandemic situation. The institution had started product development for this project three weeks back after realising the shortage of ventilators in India to help Covid-19 patients.

This portable ventilator costs around Rs 8,000 per piece. The institute has created prototype of the ventilator and tested it successfully. It will apply for approval from the Indian Council of Medical Research (ICMR) before going for production, said IIT Bhubaneswar director RV Rajakumar.

The school of mechanical sciences of the institute has developed this. The device was conceived and manufactured (in house) by associate professor Manas Mohan Mahapatra and team (JG Thakare, Arabinda Meher, Bivudatta Mohanty and Umesh Melkani).

Mohapatra said the ventilator will be connected with oxygen supply. According to the requirement, pumping rate can be adjusted in the ventilator. This pumping is carried out by using programmable stepper motor drive. The speed and stroke length of the stepper motor can be both controlled manually and programmable, he added.

He said doctor will take a decision on breathing frequency of the patient and the frequency can be set in the ventilator by the paramedics. “The device operates smoothly without noise. It is safe, reliable and easy to use,” he added.

Mihir Kumar Pandit, head of school of mechanical sciences, said the ventilator can be run by battery, if required. It is portable because of its light weight feature. “The weight of the ventilator is around 3kg,” he added.

He said the ventilator was tested successfully in the presence of the director.

Director Rajakumar said the institute has started different types of research to fight against Covid-19. “Ventilators are needed for Covid-19 patients because they show a symptom of breathing problem. If we get approval for this, we will start mass production in our start up centre or transfer the technology to a company,” he added.

While congratulating the researchers, Rajakumar said the institute will come up with more such products to fight against the Covid-19.

Kigali Announced as the Best City in the World for Well-being

Rwanda rules the rest of the world in something unique about living, its car-free days can created a unique sense of social interaction and healthy living. Wellness has become synonymous with one African city that its outstanding policy on promoting healthy living has been recognized on the world stage. Thanks to its bimonthly car-free day, the City of Kigali was named Public Health Laureate for 2019 Wellbeing City Award. You won't get that elsewhere on the continent, where blazing horns and smoke from vehicles has become part of the daily routine. NewCities, a global non-profit poised to shaping a better urban future, along with Novartis Foundation, Novartis US Foundation, and City of Montréal made the announcement. Indeed, the future of modern cities is typified by reduced emission.

The prestigious Wellbeing City Award is the first international initiative to recognise and honour governments which promotes wellbeing as the core of its urban planning and policy implementation. Car-free days was introduduced by the City Hall in 2016 and fast becoming part of the Kigali culture. The city closes certain roads to motorists for several hours, with thousands of citizens jogging or cycling in car-free streets before converging at designated points from collective physical exercises and medical checkups for those interested. Participants are also encouraged to take part in social causes such as donating blood. “The City of Kigali has been selected for their Kigali Car Free Day. Every first and third Sunday of the month, the citizens of Kigali are encouraged to leave their cars at home and attend a free community event with sports activities and medical check-ups,” reads part of a statement by NewCity issued late in May. Marie-Chantal Rwakazina, City Mayor, stated that, “We are so excited the City of Kigali has been selected as a laureate of the 2019 Wellbeing City Award in the Public Health category. This is a vote of confidence in Kigali Car Free Day as an activity that promotes healthy living and wellbeing in the city”. “We thank our citizens who have embraced the Car Free Days and all our partners who have made this innovative activity a success. We shall continue fostering the wellbeing of our citizens and we intend to multiply efforts and expand the Car Free Day,” she added. John Rossant, NewCities Founder and Chair, said: “Wellbeing is enhanced by bold design, but not founded upon it. The foundation of happy and healthy cities and citizens is proactive policymaking that looks to wellbeing as the central organising principle.” He said a jury of experts was “delighted to see the very commitment from the City of Kigali.” “We are seeing an increase in popularity around Car Free Days; however, Kigali is taking it a step further by mobilising the community around activities that promote and increase wellbeing. It is fantastic to see and I congratulate them for being this year’s Public Health laureate – it is well deserved,” he added. Top government officials, including President Paul Kagame, often participate in Car-Free Days. Besides the Car-Free Day, Kigali also has a Car-Free Zone, a street in downtown Kigali restricted for motorists. The space is used for social interactions, networking and other social events. Four other cities won in other Wellbeing City Award categories, namely Santa Monica, USA; (Community), Pune, India (Economy and Opportunity); Lisbon, Portugal (Sustainable Environment); and Milan, Italy (Wellbeing City).
