god wait kaito saying that maki isn't a cold blooded killer after her talent got exposed wasn't even like him wanting to see the best in everyone.

the first motive was literally carte blanche to kill someone with no repercussions. maki easily could've found someone alone or hell could've just killed someone right at the strategy meeting in chapter 1 and left if she wanted to. but even with a lack of repercussions and the possibility of returning to the orphanage she still didn't want to kill anyone
