Smriti Zubin Irani and Minister of State, Textiles, Shri Ajay Tamta witnessed the signing of 65 MoUs in the textiles sector today, on the 2ndday of the three-day mega textiles trade fair, Textiles India 2017, being held in Gandhinagar, Gujarat. MoUs were signed between various domestic and international organizations from industry and government; three of the MoUs signed are G2G MoUs. The MoUs signed relate to exchange of information and documentation, Research & Development, commercialization of handloom products and silk production, cooperation in Geo textiles, skill development, supply of cotton and trade promotion with overseas partners, etc. Addressing the media, the Textiles Minister said that the current age is a golden era for development of textile industry. She affirmed the commitment of the Government of India in promoting the sector. She also said that many Union Ministers will be attending Textiles India 2017 tomorrow, on the 3rd and final day of the mega event. Union Textiles Secretary, Shri Anant Kumar Singh; Additional Secretary, Ministry of Textiles, Smt. Pushpa Subrahmanyam and Textiles Commissioner, Ms. Kavita Gupta were among those present, besides a huge representation from industry and media. GST rollout biggest reform taken as part of systemic reform: Sitharaman
CHENNAI: Union Minister Nirmala Sitharaman Wednesday termed the NDA government's 2017 rollout of the Goods and Services Tax (GST) as the "biggest reform" taken as part of a "systemic reform" and pitched India as a bright spot for investors. In her address at the Tamil Nadu government's second Global Investors' Meet (GIM), the Defence Minister said the government has ensured that systemic reforms were taken up with 'courage.' Prime Minister Narendra Modi has made it a point that systemic reforms were done in such a way that India's growth potential was realised fully, she said. "We maintain the growth well above 6.5 (per cent), sometimes touching seven and IMF's prediction is that we are likely to be over seven per cent in the coming years too." She said it was possible because the Modi government had made sure that that the systemic reforms were taken up "with courage,' GST being the biggest of them. "The biggest reform in the last 60 years was to make India as one market and that was achieved under Prime Minister Modi," she said. Together with many steps taken by the government, the country has now climbed the World Bank's Ease of Doing business index also, she added. "India is seen as the brightest spark..and the shining spot globally. Only two days ago, the IMF came up with the forecast that India's growth will be the highest globally, being sustained for the last five years in that fashion. This, along with fiscal prudence (and) the way in which the economy is being managed," Sitharaman added. Whether food inflation or the overall inflation, they have been kept well under control, she said. "So, for somebody who wants to set up an industry, somebody who wants to do business, what more ideal situation can you have?," she asked. Sitharaman also released the 'Tamil Nadu Aerospace and Defence Industrial Policy 2019' on the occasion. Speaking at the summit, Tamil Nadu Chief Minister K Palaniswami strongly pitched for his state as a favourable investment destination, among a group of investors and diplomatic officials, including Ambassadors and High Commissioners of various countries. "With a population of 7.2 crore, of which 80 per cent is literate, and nearly 50 per cent urbanised, Tamil Nadu is an innovation based economy, with a strong performance in manufacturing and services," he said. High quality skilled human resources, besides infrastructure, have made it a very attractive investment destination, he said, adding that the state attracts the third highest Foreign Direct Investment (FDI) in the country. Palaniswami said Tamil Nadu's industrial base was diversified and it holds the leading position in textiles, leather, automobiles and auto components. It also leads in heavy and Light engineering, electronics manufacture, Information Technology and Information Technology Enabled Services, and health care, he added. The two-day GIM 2019 will see the participation of investors from a number of countries. Daily Current Affairs Dated On 24-Sep-2019 GS-2 India-Mangolia relation Last week, India and the landlocked nation of Mongolia signed a Memorandum of Understanding (MoU) on cooperation and usage of outer space for civilian purposes. An MoU on disaster management was also signed during Mongolian President Khaltmaagiin Battulga's State Visit to India. About the agreement A joint statement released by the Ministry of External Affairs said that the agreement on space exploration would "...provide a framework for expansion of mutually beneficial cooperation particularly in the fields of remote sensing, satellite communication, and applications of space technology in areas including resource management, weather forecasting and disaster management and etc.". Mongolia and space An MoU similar to the one signed Thursday was signed in 2004 between the Department of Space, Government of India and the Ministry of Infrastructure, Government of Mongolia. That agreement provided a framework for the two countries in the areas of space science and technology. It included activities in the areas of satellites, sounding rockets, balloons and ground facilities for space research. "The agreement also covers studies related to satellite communications, satellite-based remote sensing and satellite meteorology, satellite ground stations and satellite mission management, training facilities and exchange of scientists. In April 2017, Mongolia launched its first satellite, the Mongol Sat-1, in partnership with telecom and broadcast provider Asia Broadcast Satellite, in order to "diversify its resource-dependent economy". Later that same year, it launched a 'CubeSat' miniature satellite called Mazaalai, named after the highly endangered Gobi bear of Mongolia. Mazaalai was launched as part of the SpaceX CRS-11 mission, carried on a Falcon 9 rocket that lifted off from the Kennedy Space Centre in Florida, United States. CubeSats are meant for space research, and Maazalai was launched along with CubeSats from Japan, Nigeria, Ghana, and Bangladesh. GS-3 PM emission: Why in news? Last week, the Gujarat government launched what is being described as the world’s first market for trading in particulate matter emissions. While trading mechanisms for pollution control do exist in many parts of the world, none of them is for particulate matter emissions. For example, the CDM (carbon development mechanism) under the Kyoto Protocol allows trade in ‘carbon credits’; the European Union’s Emission Trading System is for greenhouse gas emission; and India has a scheme run by the Bureau of Energy Efficiency that enables trading in energy units. How will the Gujarat scheme work? Launched in Surat, the Emissions Trading Scheme (ETS) is a regulatory tool that is aimed at reducing the pollution load in an area and at the same time minimising the cost of compliance for the industry. ETS is a market in which the traded commodity is particulate matter emissions. The Gujarat Pollution Control Board (GPCB) sets a cap on the total emission load from all industries. Various industries can buy and sell the ability to emit particulate matter, by trading permits (in kilograms) under this cap. For this reason, ETS is also called a cap-and-trade market. How many industrial units are participating in ETS? Live trading began last Tuesday, with 88 industries taking part in the first round out of 155 that have joined ETS so far. Emission permits worth Rs 2.78 lakh were traded. These industries are from sectors including textiles, chemicals and sugar, and spread over an area of 50-30 sq km. Daily Current Affairs Dated On 24-Sep-2019 These industries use either coal or bagasse (residue after juice is extracted from sugarcane) as fuel, thus emitting a high amount of ash. Why was Surat chosen for the scheme? In the last five years, the quality of air in Surat has deteriorated. In 2013, when the project was conceptualised, the PM10 level at Air India Building in Surat was 86 micrograms per cubic metre. According to GPCB annual reports, pollution levels have increased between 120-220 per cent, with PM10 in 2018 reaching 189 µg/cu. m at Air India Building, 282 µg/cu. m at Sachin Industrial Estate and 261 µg/cu. m at Garden Silk Mills. Surat was chosen because its industrial associations agreed to run the pilot scheme, said officials associated with the project. Also, industries in Surat had already installed Continuous Emission Monitoring Systems, which makes it possible to estimate the mass of particulate matter being released. How does the trading take place? At the beginning of every one-month compliance period (during which one emission permit is valid), 80 per cent of the total cap of 280 tonnes for that period is distributed free to all participant units. These permits are allocated based on an industry’s emission sources (boilers, heaters, generators) as this determines the amount of particulate matter emitted. GPCB will offer the remaining 20 per cent of the permits during the first auction of the compliance period, at a floor price of Rs 5 per kilogram. Participating units may buy and sell permits among each other during the period. The price is not allowed to cross a ceiling of Rs 100 per kilogram or fall below Rs 5 per kg, both of which may be adjusted after a review. On Tuesday, GPCB put out 55,993 permits, of which 55,614 were traded. How are the auctions conducted? These take place on the ETS-PM trading platform hosted by the National Commodities and Derivatives Exchange e-Markets Limited (NeML). Transactions are linked to the bank accounts of the users, who can view updates through these accounts. There are two types of auctions. In the Uniform Price Auction every Tuesday between 3 and 5 pm, the week’s permit price is discovered by participating members through bidding. Second, there is a continuous market between Wednesday and Monday (2 pm to 5 pm) where members will buy and sell permits whose prices were fixed on Tuesday. For a true-up period of 2-7 days before the completion of the compliance period, units may continue to buy and sell any remaining permits at the final auction price to meet their compliance obligations. How will ETS help reduce emissions? Industries in this area are emitting way above [the cap] at 362 tonnes per month. To bring them down to 280 will be a huge reduction. In the future this cap may be reduced below 280 tonnes. These permits are not a way to allow industries to keep polluting. Purchasing permits is only an interim measure for many of these units who find it financially difficult to install air pollution control measures. In other words it helps you buy some time and make investments later. So the idea of this scheme is also to make sure that some units realise that it is cheaper to install APCM and reduce emissions rather than buy permits at a higher cost that will vary due to the bidding process.. Will there be a punitive action for non-compliance? Based on permits held by units at the close of the compliance and true-up periods, units will be declared compliant or non-compliant. An environmental damage compensation at Rs 200/kg will be imposed for emissions in excess of a unit’s permit holdings at the end of the compliance period. This amount will be deducted from an environmental damage compensation deposit that each unit has to submit before the start of the scheme — Rs 2 lakh for small units, Rs 3 lakh for medium ones and Rs 10 lakh for large units. After any deduction, a unit will have to deposit extra money to meet that shortfall. Daily Current Affairs Dated On 24-Sep-2019 Amazon Web Services Context As India starts conversations on whether companies should keep more of their critical data within India, companies like Amazon Web Services (AWS) have started offering the option of choosing to keep the data within the boundaries of India. A number of private companies, public sector institutions and even state governments have started opting for this. But how does Amazon Web Sevices, the world’s leading vendor of public cloud services, manage its data centres spread across the world? To start with, it divides its services into its 22 regions around the world, one of which is Mumbai. Within each region, AWS has multiple availability zones, each basically a collection of one or more data centres. Overall, a region is a collection of three or more availability zones — Amazon does not share the number of data centres around Mumbai. Within the availability zone, AWS ensures that risks like floods are taken into consideration. So if one data centre faces any risk of flooding, the other should have lower risk of flooding. Each availability zone is connected with a very high speed ‘dark fibre’ connectivity. Can the customer choose where to keep data? The customer gets the choice to store data within India or choose to move it outside. This can be done from the AWS console itself by selecting the region. Customers for whom data sovereignty or data residency within India is important, like government customers, keep it in the Mumbai region.. Participatory Guarantee Scheme (PGS) Why in news? The head of India's food safety regulator has said that she expects the Union Agriculture Ministry's Participatory Guarantee Scheme (PGS) to incentivise more farmers to grow organic food. PGS is a process of certifying organic products, which ensures that their production takes place in accordance with laid-down quality standards. The certification is in the form of a documented logo or a statement. PGS is a "quality assurance initiative that is locally relevant, emphasize[s] the participation of stakeholders, including producers and consumers, and (which) operate[s] outside the framework of third-party certification". Four pillars of PGS The government's 2015 PGS manual underlines that the system in India is based on "participatory approach, a shared vision, transparency and trust". PARTICIPATION: Stakeholders such as producers, consumers, retailers, traders, NGOs, Gram Panchayats, and government organisations and agencies are collectively responsible for designing, operating, and decision-making. Direct communication among the stakeholders helps create an integrity- and trustbased approach with transparency in decision-making, easy access to databases and, where possible, visits to farms by consumers. SHARED VISION: Collective responsibility for implementation and decisionmaking is driven by a common shared vision. Each stakeholder organisation or PGS group can adopt its own vision conforming to the overall vision and standards of the PGS-India programme. TRANSPARENCY: At the grassroots level, transparency is maintained through the active participation of producers in the organic guarantee process, which can include information-sharing at meetings and workshops, peer reviews, and involvement in decisionmaking. TRUST: A fundamental premise of PGS is the idea that producers can be trusted, and that the organic guarantee system can be an expression and verification of this trust. The mechanisms for trustworthiness include a producer pledge made through a witnessed signing of a declaration, and written collective undertakings by the group to abide by the norms, principles and standards of PGS. Daily Current Affairs Dated On 24-Sep-2019 Advantages and limitations Among the advantages of PGS over third-party certification, identified by the government document, are: * Procedures are simple, documents are basic, and farmers understand the local language used. * Mutual recognition and support between regional PGS groups ensures better networking for processing and marketing. * Unlike the grower group certification system, PGS offers every farmer individual certificates, and the farmer is free to market his own produce independent of the group. However, the operational manual also identifies some limitations of PGS. * PGS certification is only for farmers or communities that can organise and perform as a group within a village or a cluster of continguous villages, and is applicable only to farm activities such as crop production, processing, and livestock rearing, and off-farm processing "by PGS farmers of their direct products". * Individual farmers or group of farmers smaller than five members are not covered under PGS. They either have to opt for third party certification or join the existing PGS local group. * PGS ensures traceability until the product is in the custody of the PGS group, which makes PGS ideal for local direct sales and direct trade between producers and consumers. Average global temperature between 2015-2019 is on track to be the hottest of any five-year period on record, a U.N. report by the world’s leading climate agencies said on September 22. “It is currently estimated to be 1.1 degrees Celsius above pre-industrial [1850-1900] times and 0.2 degrees Celsius warmer than 2011-2015,” said the report titled United in Science, a synthesis of key findings. Salient observation of report Other major takeaways from the report include that the extent of Arctic summer sea ice has declined at a rate of 12% per decade over the past 40 years, with the four lowest values between 2015 and 2019. Overall, the amount of ice lost from the Antarctic ice sheet increased by a factor of six each year between 1979 and 2017, while glacier loss for 2015-19 is also the highest for any five-year period on record. The report comes ahead of a major U.N. climate summit on September 23 that SecretaryGeneral Antonio Guterres has called to ask countries to raise their greenhouse gas reduction targets. On this metric, too, the world is failing. The report found that rather than falling, carbon dioxide grew 2% in 2018, reaching a record high of 37 billion tonnes. More importantly, there is also no sign yet of reaching what is known as “peak emissions”, the point at which levels will start to fall, though these are not growing at the same rate as the global economy.

In comparison to the past decades, Reliance will double this investment and employment numbers over the next 10 years,” Ambani said. Adani: Rs 55,000 crore investment in 5 years Gautam Adani, the head of Adani Group, promised to invest Rs 55,000 crore and create 50,000 new direct and indrect jobs in Gujarat in the next five years. The projects in which the business group would invest include the world’s largest solar park, a copper plant, a cement unit, and a lithium battery manufacturing complex. Aditya Birla Group: Rs 15,000 cr in 3 years Aditya Birla Group plans to invest Rs 15,000 crore in the state over the next three years on capacity expansion and setting up of new units, its chairman Kumar Mangalam Birla said on Friday at the Vibrant Gujarat Summit. The group will be making these investments in various business segments ranging from textiles and chemicals to mining and minerals.
Birla said that until now the group’s investments in Gujarat “are of over Rs 30,000 crore and counting”. “We have plans to invest about Rs 15,000 crore more. This is towards expansion of our capacities, setting up of new plants,” he said. Elaborating the investment plans, he said, “Among our major expansion is with Grasim viscose staple fibre plant at Vilayat and Indian Rayon viscose filament yarn plant at Veraval. These will entail investments of Rs 7,500 crore.” The group currently has 15 manufacturing plants providing employment to around 26,000 people. “All of these investments together run up to Rs 15,000 croe over a three year period,” Birla said. Torrent group to invest Rs 10,000 crore Torrent group on Friday said that it will invest Rs 10,000 crore in renewable energy, power and gas distribution businesses in Gujarat. Torrent group chairman Sudhir Mehta said that it has so far invested Rs 30,000 crore in the state in power and pharmaceutical sectors. “Today, we are committing further investment of more than Rs 10,000 crore across renewable energy, power distribution and gas distribution businesses,” Mehta said at the Vibrant Gujarat Global Summit here. Boost to hybrid cars from Suzuki, Tata Japanese auto maker Suzuki Motor Corporation on Friday said it will commission its third plant at Gujarat by 2020 and will aggressively introduce new hybrid vehicles in India with technical support from Toyota. The Tata group also said that it plans to invest in lithium ion battery manufacturing in Gujarat.
Suzuki Motor Corporation (SMC) president Toshihiro Suzuki also sought an enabling policy support from the government to further invest in localisation of components of hybrid and electric vehicles. SMC is currently constructing automotive lithium-ion battery manufacturing plant at Hansalpur in the state. “In addition to lithium-ion battery, we will localise other components required for vehicle electrification,” he added. SMC is making investments in Gujarat on a continuous basis. The first vehicle assembly plant of Suzuki Motor Gujarat was inaugurated in September 2017, he said. “The second plant will start shortly. We plan to commission the third assembly plant in 2020,” Suzuki said. Tata group chairman N Chandrasekaran Friday said that the conglomerate is looking forward to invest more in the state. Tata Motors’ plant at Sanand rolls out Tigor electric car besides manufacturing other models such as hatchback Tiago, compact sedan Tigor and Nano. “We want to make further investments, not only in manufacturing electric vehicles, but also in lithium ion battery projects here,” Chandrasekaran added. Revised Foreign Trade Policy 2015-2020 notified
The revised Foreign Trade Policy came into effect on 05/12/2017. The revised policy focuses on certain aspects such as-
(i) Exploring new markets and increasing India’s share in the traditional markets
(ii) Leveraging benefits of GST
(iii) Monitoring exports performance and taking corrective action through state of the art data analytics
(iv) Increasing ease of trading across borders
(v) Facilitating participation of Indian industries in international chains
(vi) Increasing farmers’ incomes through a focused policy for agricultural exports
(vii) Promoting exports by Micro, Small and Medium enterprises (MSMEs) and labor intensive sectors to increase employment opportunities for the youth.
To facilitate exports by MSMEs, MEIS incentives are made available at 2, 3, 4 and 5% of the FOB value of exports. The MEIS is an export promotion scheme which seeks to promote the export of notified goods manufactured in India. MEIS incentives on ready made garments and made ups have been marked up at 4% which total up to Rs. 2743 Crore of additional annual incentives. An overall increase of 2% in existing MEIS incentives for exports by MSMEs/ labour intensive industries has amounted to an additional Rs. 4567 Crore worth of additional annual incentives.
A trust based self ratification scheme has also been introduced wherein exporters (initially only the Authorized Economic Operators) will only need to self certify the requirement of duty free raw materials and get it authorized by the DGFT which will in turn expedite the export of new products especially in sectors such as chemicals, pharmaceuticals, textiles etc.
A new complaint resolution mechanism has also been introduced by the activation of the “Contact@DGFT” window which will allow exporters and importers to voice their concerns and help them resolve their foreign trade related issues.
For the purpose of easing trade across borders, a professional team has been envisaged which will assist exporters with export related problems, smoothen access to export markets etc. The team shall examine procedures related to clearances involved in cross-border trade and strive to simplify them. Measures will also be taken to lessen the time consumed at ports and airports.
For facilitation of Trade, the FTP highlights the setting up of the National Trade Facilitation Committee under the Cabinet Secretary which, along with the Steering Committee will primarily perform a supervisory and monitoring role. The Steering Committee has also set up 4 working groups which will focus on (i) infrastructure, (ii) legal issues, (iii) outreach and (iv) time release study. The facility of deferred payment of customs duty has also been introduced and the benefits of this will be available to tier two and three importers. An MoU has also bee signed with the Goods and Services Network which will strengthen processing of export transactions of taxpayers under GST, hence reducing human interface and increasing transparency. A major development that has been brought about has been the introduction of customs clearance facility 24×7 at 19 sea ports and 17 air cargo complexes.
The state-of-the-art analytics initiative envisages processing trade information from different data bases related to India’s key export markets and identifies specific actions to address export interests in various products and markets.
The policy has focused on increasing India’s exports in under explored markets in high potential regions such as Africa to cover not just trade in goods but also in capacity building, technical assistance and services such as education. The other target regions recognized are Latin America and the Caribbean regions. As for the new export products, this policy has acknowledged the products which are high in demand and which form 70% of the total 30% world exports, so as to capitalize on this advantage by propagating the export of such products further on.
One of the most important aspects of this policy has been its focus on agricultural exports for increasing farmers’ income. The policy entails various ways to achieve this such as by establishing a stable and open export policy for the long term, by ensuring sanitary standards are abided by, by promoting organic exports etc.
Certain export promotion schemes have also been introduced such as the Trade Infrastructure for Export Scheme which enhances export competitiveness, the Market Access Initiatives Scheme which will act as a catalyst to promote exports on a focus product- focus country approach. Additionally, supplies of goods and services to SEZs will be treated as zero rated under GST to get tax benefits.
The revised policy has also discussed the very important GST related reforms with regards to foreign trade such as-
(i) Its incorporation of zero rating of exports.
(ii) The option of obtaining refund of GST paid or getting exemption from paying GST on the export of finished products
(iii) The introduction of GST also means the disintegration of VAT which varied across all states and the uniform tax rate means saving up on logistical and transactional costs for exporters
(iv) Merchant exporters are allowed to pay a frugal 0.1% GST for obtaining goods from domestic suppliers for export purposes.
(v) GST rate for transfer/sale of scrips has been reduced to zero from an earlier rate of 12%.

1. Pakistan opensfifth nuclear power plant
Pakistan received a major boost as a China-backed 340 MW nuclear power plant in its Punjab province was inaugurated.

Pakistan and China are actively cooperating in many other areas, including construction of roads, motorways, airports and upgradation of Pakistan Railways.

Focusing on six key sectors, the Karnataka government will hold a Vendor Development and Investor Summit 2017 on November 23 and 24 at Bangalore International Exhibition Centre (BIEC), on the outskirts of the City.
Launching a logo of the summit on Thursday, Minister for Medium and Large Industries R.V. Deshpande said the the event would provide opportunities to Micro, Small and Medium Enterprises (MSMEs) to showcase their capabilities to various original equipment manufacturers (OEMS).
Besides buyer-seller meets, B2B meetings, B2G meetings, the event would facilitate opportunity to companies to explore the investment opportunities in the State.
The sectors it will focus on are: aerospace and defence equipment, automobile, biotech, agriculture, textile and innovation and start-ups.
An exhibition would also be organised and sector-specific sessions would be held covering policy interventions, strategies for enhancing ecosystem, road map for future growth.
As a run up to the event, the government has organised road shows in major cities such as Mumbai, New Delhi, Chennai, Hyderabad, Pune, Ahmedabad, and Jamshedpur.
District road shows across the State have been organised in association with Karnataka Small Scale Industries Association (KASSIA) in order to mobilise representation of MSMEs from across the State and across all sectors and sections.
4. Centre sets up panel to suggest on new jobs
The NDA government has constituted a new task force led by NITI Aayog vice-chairman Rajiv Kumar to recommend measures to increase employment by promoting labour-intensive exports.
While the Indian workforce has high aspirations, a majority of the workers are still employed in low-productivity, low-wage jobs in small, micro and own-account enterprises.
An urgent and sustained expansion of the organized sector is essential to address India’s unemployment and under-employment issue.
5. Army to induct 800 women into military police
In yet another significant step towards inducting women into the military, the Army would admit nearly 800 women into the Corps of Military Police in non-officer ranks over the next few years.
The announcement came a day after India’s first full-time woman Defence Minister Nirmala Sitharaman assumed office.
The Army, at present, has women only in the officer ranks, and that too just a few thousand of them.
In the light of increasing requirement for investigations into gender-specific crimes and allegations, it was felt necessary to introduce women in the Corps of Military Police.
He said the Army had established two artificial reproductive technique centres for the benefit of childless couples in the force.
The centres in Bhopal and Guwahati are in addition to the existing ones in Delhi, Pune and Mumbai.
The Army will set up two residential Army Public Schools, with a capacity of 2,000 children each.

7. Inflation likely to be at 3.2% in August
Consumer price index-based inflation is likely to record a rise to 3.2 % in August, driven by increases in food and oil prices, global brokerage Morgan Stanley report.
CPI inflation stood at 2.4 % in July.
At the same time, stronger food and oil prices are also expected to accelerate wholesale price index (WPI) index to 2.9 % in August from 1.9 % in July, the global brokerage report.
Further, the report estimates that the country’s current account deficit would widen to USD 11.2 billion (1.9 % of GDP) for April-June quarter 2017 from USD 3.5 billion (0.6 % of GDP) in the preceding quarter.
Going by Morgan Stanley estimates, the trade deficit is expected to narrow to about USD 10.3 billion in August from USD 11.5 billion in July, driven by seasonal factors.

Increase in India’s literacy rate
As per an NDTV report, India has reasons to rejoice as the literacy rate in India increased to 69.3 per cent in 2011 per educational statistics for 2015-16.

The UNESCO reports on literacy around the world states that young women still contribute the largest ratio of illiterate youth around the world with almost 59 per cent of illiterate youth being women.
With the gross enrolment ratio (GER) of girls almost equalling that of boys in secondary and senior secondary level of school, India certainly has improved the literacy rate for young women.
But there still is a requirement of enhancing India’s enrolment in higher education where there is a significant gap.
10. AP signs MoU for Hyperloop;
The Andhra Pradesh government joined hands with a US-based company to introduce the futuristic “Hyperloop” transportation system in the state capital region, Amrawati.
This will be the first Hyperloop project to be implemented in India.
The concept of Hyperloop mode of transportation is notably backed by business magnate and inventor Elon Musk.
But it has not been implemented for practical use anywhere in the world yet.
The AP Economic Development Board (AP-EDB) and the US- based Hyperloop Transportation Technologies (HTT) signed the memorandum of understanding (MoU). .
The project will be taken up in the public-private- partnership mode with the funding coming primarily from private investors.
Hyperloop is proposed to be introduced between the city centres of Vijayawada and Amaravati. It will supposedly cover the distance of over 35 km only in five minutes.
What is Hyperloop?
Hyperloop envisages a tube modular transport system that runs free of friction.

Mr. Goenka (60) succeeds Riyad Mathew, who is Senior Assistant Editor and a member of the Manorama management.

Exercise Yudh Abhyas 2017: India-US Joint Military Training to be Held From September 14 to 27.
The joint military training will be conducted at Joint Base Lewis McChord, Washington, USA from September 14 to 27 2017.
Exercise Yudh Abhyas is one of the largest joint running military training and defence corporation endeavors between India and USA.
This will be the 13th edition of the joint exercise hosted alternately between the two countries.
What is the use of this kind of training?
It will provide an opportunity to the armed forces of both countries to train in an integrated manner at Battalion level with joint planning.
What kind of training it is?
Multiple scenarios will be rehearsed during the joint exercise with a view to understand each-other s organisational structure and battle procedures which would result in a higher degree of jointmanship that would further facilitate interoperability between the armed forces of both countries to meet any unforeseen contingency across the globe.
The exercise will also be an ideal platform to learn from each-other s experiences of planning and execution of operations.
Both armies will jointly train, plan and execute a series of well-developed operations for neutralisation of threats of varied nature.
In the end a joint exercise will be undertaken by both countries in an operational setting under a UN mandate.
Experts from both sides will also hold expert academic and military discussions to share each other s experiences on varied topics for mutual benefit.

National Mission for Clean Ganga : The Challenges ahead
Before the advent of the National Mission for Clean Ganga (NMCG), Ganga, the most revered and national river of India, was facing the challenge to its existence due to discharge of increasing quantities of sewage, trade effluents and other pollutants on account of rapid urbanization and industrialization. The stretch of Ganga covers a length of 2525 kilometers across five states namely Uttarakhand, Uttar Pradesh, Bihar, Jharkhand and West Bengal. It has a catchment area of 8,61,404 square km covering over a quarter of country’s land area and sustaining 46% of the total population of the country. It touches 118 towns and 1657 Gram Panchayats across 66 districts of 5 states of India. The National Mission for Clean Ganga (NMCG), created in June, 2014, is being supported by State level Programme Management Groups (SPMGs) of Uttar Pradesh, Uttarakhand, Bihar, Jharkhand and west Bengal. The main activities undertaken under Namami Gange include sewage and effluent management including creation of new and rehabilitation of existing STPs, complete sanitation coverage of Gram Panchayats, development of model cremation/dhobi ghats, development of decision support system in GIS platform for efficient planning and monitoring and creation of an IT based monitoring centre with capabilities of real time alerts and prediction. For long term protection and rejuvenation, a provision has been made for 100% funding for the entire life time cost of the treatment of assets created including O&M cost for 10 years. Due importance has also been accorded to bio diversity, conservation, maintenance of flow in the river and afforestation along river side with medicinal and native plant species along with conservation of aquatic species. The expenditure incurred on Namami Gange in the first three years, (ie; 2014-2015 to 2016-17) is Rs 3673.00 crore. For the current year (2017-18), an amount of Rs 2300 crore has been allocated in the budget. It is however, observed that the pace of utilization of fund under this programme has not been satisfactory. The slow implementation of project is attributed to delay in tendering, retendering, non- availability of land, legal issues, natural calamities, delay in permission for road cutting, crossing, local festivals, higher fund requirement and pending approvals of state Cabinet etc. Regular monitoring meeting of NMCG with concerned state is expected to help in expediting the pace of the projects implementation and eliminating bottlenecks in making land available and clear the projects through tendering. The Order issued through the Gazette of India on 7thOctober, 2016 constituting River Ganga (Rejuvenation, Protection and management) Authorities under the Environment (Protection) Act, 1986 lays down a new institutional structure for policy and implementation in fast track manner and empowers NMCG to discharge its functions in independent and accountable manner. The said Authority has its jurisdiction spread over 5 states along the main stem of Ganga and 5 states and Union territory of Delhi along the major tributaries of the river Ganga. The key principles identified for the Authority are: 1) Maintaining the continuity of the flow without altering the natural season variations. 2) Restoring and maintaining the integral relationship between the surface flow and sub-surface water (ground water), 3) Restoration and maintenance of the property and quality of water in time bound manner. 4) Regenerating and maintaining the lost natural vegetation in catchment area, 5) Regeneration and conservation of the aquatic and riparian biodiversity in river Ganga basin, 6) To keep the bank of river Ganga and its floodplains as construction free zone to reduce pollution sources and maintain its natural ground water recharge functions 7) Making public participation as integral part of process of rejuvenation, protection and management of the river. River surface cleaning work has been undertaken in major cities on the bank of River Ganga in collaboration with Corporate bodies and Public Sector undertakings. Under Rural Sanitation programme, NMCG has provided Rs 263 Crore to Ministry of Drinking Water &Sanitation for construction of toilets. About 11 lakh toilets have been constructed so far. For renovation/modernization and construction of crematoria based on standard design, initially, 20-25 urban local bodies (ULBs) are being taken up with the target of developing 100 crematoria in a year’s time. River front/ ghat development work has been taken up in 7 towns of Kedarnath, Haridwar, Delhi, Allahabad, Kanpur, Varanasi & Patna in addition to repair and modernization of existing ghats. Under medium term plan Effluents Management activity, real Time Effluent Monitoring stations have been installed in 508 out of 764 grossly polluting industries of distillery, pulp and paper; tanneries; textile and sugar. Regarding Zero Liquid Discharge, action plan has been under implementation for distilleries since the last quarter of 2016. Vigilance squad of Central Pollution Control Board is closely monitoring for improved compliance. Biodiversity Conservation is being implemented in association with Wildlife Institute of India to cover Golden Mahaseer, Dolphins, Crocodiles, Turtles and Otters etc under conservation programme. 30,000 Hectares of land is targeted to be covered under afforestation programme. For water quality monitoring, in addition to 57 Manual monitoring stations, 113 Real-time monitoring stations are being set up with display boards at selected locations. Steps are being taken for public outreach. Resource materials such as posters, flyers, brochures, pamphlets, hoardings etc. have been circulated/displayed among stake holders. Awareness activities are taken up through Pad Yatras, cleanliness drives, painting competitions for children, shramdaan, talk-shows and dialogues etc. Namami Gange song has been released and played on digital media and during public events. In addition to that featured articles and advertorials through audio-visual media have also been introduced. Regular updates are shared on Social Media platforms like Facebook, Twitter and You tube etc. Mass awareness campaigns, photo exhibitions , setting up Pavilions/Stalls at national/ International events have also been organized. For involvement of public in monitoring of pollution entering into the river Ganga, Bhuvan-Ganga Web App and mobile app have been launched. In view of multi stakeholder nature of the Ganga rejuvenation challenge, 7 Ministries of Govt of India are working together on an action plan since June,2014. Besides, MoU has also been signed between NMCG and 11 Ministries of the Govt of India to ensure convergence of their activities in protection and rejuvenation of river Ganga. MoU has also been signed with National Remote Sensing Centre, a department under Indian Space Research Organization ISRO. For Pollution abatement and cleaning exercise in river Ganga, the policy making authorities at higher level have emphasized the need of close monitoring, focus on minimizing waste generation and disposal of waste in eco- friendly manner and publicizing the use of electric crematoria for enhancing its acceptability among the masses. Uploading the monitoring reports in public domain has been recommended. A number of decisions taken recently indicate that the pace of project implementation has picked up momentum for pollution abatement and making the flow of river incessant. State Ganga Committees and District Ganga Committees have been formed to ensure effective implementation and Participation of people in protection &rejuvenation of Ganga. - By:- Ankit Verma.

Daily Current Affairs Dated On 24-Sep-2019 GS-2 India-Mangolia relation Last week, India and the landlocked nation of Mongolia signed a Memorandum of Understanding (MoU) on cooperation and usage of outer space for civilian purposes. An MoU on disaster management was also signed during Mongolian President Khaltmaagiin Battulga's State Visit to India. About the agreement A joint statement released by the Ministry of External Affairs said that the agreement on space exploration would "...provide a framework for expansion of mutually beneficial cooperation particularly in the fields of remote sensing, satellite communication, and applications of space technology in areas including resource management, weather forecasting and disaster management and etc.". Mongolia and space An MoU similar to the one signed Thursday was signed in 2004 between the Department of Space, Government of India and the Ministry of Infrastructure, Government of Mongolia. That agreement provided a framework for the two countries in the areas of space science and technology. It included activities in the areas of satellites, sounding rockets, balloons and ground facilities for space research. "The agreement also covers studies related to satellite communications, satellite-based remote sensing and satellite meteorology, satellite ground stations and satellite mission management, training facilities and exchange of scientists. In April 2017, Mongolia launched its first satellite, the Mongol Sat-1, in partnership with telecom and broadcast provider Asia Broadcast Satellite, in order to "diversify its resource-dependent economy". Later that same year, it launched a 'CubeSat' miniature satellite called Mazaalai, named after the highly endangered Gobi bear of Mongolia. Mazaalai was launched as part of the SpaceX CRS-11 mission, carried on a Falcon 9 rocket that lifted off from the Kennedy Space Centre in Florida, United States. CubeSats are meant for space research, and Maazalai was launched along with CubeSats from Japan, Nigeria, Ghana, and Bangladesh. Daily Current Affairs Dated On 24-Sep-2019 The central aim of Mazaalai was to be able to conduct independent space research, develop accurate maps, and to be able to prevent natural disasters. GS-3 PM emission: Why in news? Last week, the Gujarat government launched what is being described as the world’s first market for trading in particulate matter emissions. While trading mechanisms for pollution control do exist in many parts of the world, none of them is for particulate matter emissions. For example, the CDM (carbon development mechanism) under the Kyoto Protocol allows trade in ‘carbon credits’; the European Union’s Emission Trading System is for greenhouse gas emission; and India has a scheme run by the Bureau of Energy Efficiency that enables trading in energy units. How will the Gujarat scheme work? Launched in Surat, the Emissions Trading Scheme (ETS) is a regulatory tool that is aimed at reducing the pollution load in an area and at the same time minimising the cost of compliance for the industry. ETS is a market in which the traded commodity is particulate matter emissions. The Gujarat Pollution Control Board (GPCB) sets a cap on the total emission load from all industries. Various industries can buy and sell the ability to emit particulate matter, by trading permits (in kilograms) under this cap. For this reason, ETS is also called a cap-and-trade market. How many industrial units are participating in ETS? Live trading began last Tuesday, with 88 industries taking part in the first round out of 155 that have joined ETS so far. Emission permits worth Rs 2.78 lakh were traded. These industries are from sectors including textiles, chemicals and sugar, and spread over an area of 50-30 sq km. Daily Current Affairs Dated On 24-Sep-2019 These industries use either coal or bagasse (residue after juice is extracted from sugarcane) as fuel, thus emitting a high amount of ash. Why was Surat chosen for the scheme? In the last five years, the quality of air in Surat has deteriorated. In 2013, when the project was conceptualised, the PM10 level at Air India Building in Surat was 86 micrograms per cubic metre. According to GPCB annual reports, pollution levels have increased between 120-220 per cent, with PM10 in 2018 reaching 189 µg/cu. m at Air India Building, 282 µg/cu. m at Sachin Industrial Estate and 261 µg/cu. m at Garden Silk Mills. Surat was chosen because its industrial associations agreed to run the pilot scheme, said officials associated with the project. Also, industries in Surat had already installed Continuous Emission Monitoring Systems, which makes it possible to estimate the mass of particulate matter being released. How does the trading take place? At the beginning of every one-month compliance period (during which one emission permit is valid), 80 per cent of the total cap of 280 tonnes for that period is distributed free to all participant units. These permits are allocated based on an industry’s emission sources (boilers, heaters, generators) as this determines the amount of particulate matter emitted. GPCB will offer the remaining 20 per cent of the permits during the first auction of the compliance period, at a floor price of Rs 5 per kilogram. Participating units may buy and sell permits among each other during the period. The price is not allowed to cross a ceiling of Rs 100 per kilogram or fall below Rs 5 per kg, both of which may be adjusted after a review. On Tuesday, GPCB put out 55,993 permits, of which 55,614 were traded. How are the auctions conducted? These take place on the ETS-PM trading platform hosted by the National Commodities and Derivatives Exchange e-Markets Limited (NeML). Daily Current Affairs Dated On 24-Sep-2019 All participants must register a trading account with NeML. Transactions are linked to the bank accounts of the users, who can view updates through these accounts. There are two types of auctions. In the Uniform Price Auction every Tuesday between 3 and 5 pm, the week’s permit price is discovered by participating members through bidding. Second, there is a continuous market between Wednesday and Monday (2 pm to 5 pm) where members will buy and sell permits whose prices were fixed on Tuesday. For a true-up period of 2-7 days before the completion of the compliance period, units may continue to buy and sell any remaining permits at the final auction price to meet their compliance obligations. How will ETS help reduce emissions? Industries in this area are emitting way above [the cap] at 362 tonnes per month. To bring them down to 280 will be a huge reduction. In the future this cap may be reduced below 280 tonnes. These permits are not a way to allow industries to keep polluting. Purchasing permits is only an interim measure for many of these units who find it financially difficult to install air pollution control measures. In other words it helps you buy some time and make investments later. So the idea of this scheme is also to make sure that some units realise that it is cheaper to install APCM and reduce emissions rather than buy permits at a higher cost that will vary due to the bidding process.. Will there be a punitive action for non-compliance? Based on permits held by units at the close of the compliance and true-up periods, units will be declared compliant or non-compliant. An environmental damage compensation at Rs 200/kg will be imposed for emissions in excess of a unit’s permit holdings at the end of the compliance period. This amount will be deducted from an environmental damage compensation deposit that each unit has to submit before the start of the scheme — Rs 2 lakh for small units, Rs 3 lakh for medium ones and Rs 10 lakh for large units. After any deduction, a unit will have to deposit extra money to meet that shortfall. Daily Current Affairs Dated On 24-Sep-2019 Amazon Web Services Context As India starts conversations on whether companies should keep more of their critical data within India, companies like Amazon Web Services (AWS) have started offering the option of choosing to keep the data within the boundaries of India. A number of private companies, public sector institutions and even state governments have started opting for this. But how does Amazon Web Sevices, the world’s leading vendor of public cloud services, manage its data centres spread across the world? To start with, it divides its services into its 22 regions around the world, one of which is Mumbai. Within each region, AWS has multiple availability zones, each basically a collection of one or more data centres. Overall, a region is a collection of three or more availability zones — Amazon does not share the number of data centres around Mumbai. Within the availability zone, AWS ensures that risks like floods are taken into consideration. So if one data centre faces any risk of flooding, the other should have lower risk of flooding. Each availability zone is connected with a very high speed ‘dark fibre’ connectivity. Can the customer choose where to keep data? The customer gets the choice to store data within India or choose to move it outside. This can be done from the AWS console itself by selecting the region. Customers for whom data sovereignty or data residency within India is important, like government customers, keep it in the Mumbai region.. Participatory Guarantee Scheme (PGS) Why in news? The head of India's food safety regulator has said that she expects the Union Agriculture Ministry's Participatory Guarantee Scheme (PGS) to incentivise more farmers to grow organic food. PGS is a process of certifying organic products, which ensures that their production takes place in accordance with laid-down quality standards. The certification is in the form of a documented logo or a statement. PGS is a "quality assurance initiative that is locally relevant, emphasize[s] the participation of stakeholders, including producers and consumers, and (which) operate[s] outside the framework of third-party certification". Four pillars of PGS The government's 2015 PGS manual underlines that the system in India is based on "participatory approach, a shared vision, transparency and trust". PARTICIPATION: Stakeholders such as producers, consumers, retailers, traders, NGOs, Gram Panchayats, and government organisations and agencies are collectively responsible for designing, operating, and decision-making. Direct communication among the stakeholders helps create an integrity- and trustbased approach with transparency in decision-making, easy access to databases and, where possible, visits to farms by consumers. SHARED VISION: Collective responsibility for implementation and decisionmaking is driven by a common shared vision. Each stakeholder organisation or PGS group can adopt its own vision conforming to the overall vision and standards of the PGS-India programme. TRANSPARENCY: At the grassroots level, transparency is maintained through the active participation of producers in the organic guarantee process, which can include information-sharing at meetings and workshops, peer reviews, and involvement in decisionmaking. TRUST: A fundamental premise of PGS is the idea that producers can be trusted, and that the organic guarantee system can be an expression and verification of this trust. The mechanisms for trustworthiness include a producer pledge made through a witnessed signing of a declaration, and written collective undertakings by the group to abide by the norms, principles and standards of PGS. Daily Current Affairs Dated On 24-Sep-2019 Advantages and limitations Among the advantages of PGS over third-party certification, identified by the government document, are: * Procedures are simple, documents are basic, and farmers understand the local language used. * Mutual recognition and support between regional PGS groups ensures better networking for processing and marketing. * Unlike the grower group certification system, PGS offers every farmer individual certificates, and the farmer is free to market his own produce independent of the group. However, the operational manual also identifies some limitations of PGS. * PGS certification is only for farmers or communities that can organise and perform as a group within a village or a cluster of continguous villages, and is applicable only to farm activities such as crop production, processing, and livestock rearing, and off-farm processing "by PGS farmers of their direct products". * Individual farmers or group of farmers smaller than five members are not covered under PGS. They either have to opt for third party certification or join the existing PGS local group. * PGS ensures traceability until the product is in the custody of the PGS group, which makes PGS ideal for local direct sales and direct trade between producers and consumers. Average global temperature between 2015-2019 is on track to be the hottest of any five-year period on record, a U.N. report by the world’s leading climate agencies said on September 22. “It is currently estimated to be 1.1 degrees Celsius above pre-industrial [1850-1900] times and 0.2 degrees Celsius warmer than 2011-2015,” said the report titled United in Science, a synthesis of key findings. Salient observation of report Other major takeaways from the report include that the extent of Arctic summer sea ice has declined at a rate of 12% per decade over the past 40 years, with the four lowest values between 2015 and 2019. Overall, the amount of ice lost from the Antarctic ice sheet increased by a factor of six each year between 1979 and 2017, while glacier loss for 2015-19 is also the highest for any five-year period on record. The report comes ahead of a major U.N. climate summit on September 23 that SecretaryGeneral Antonio Guterres has called to ask countries to raise their greenhouse gas reduction targets. On this metric, too, the world is failing. The report found that rather than falling, carbon dioxide grew 2% in 2018, reaching a record high of 37 billion tonnes. More importantly, there is also no sign yet of reaching what is known as “peak emissions”, the point at which levels will start to fall, though these are not growing at the same rate as the global economy.
