Jika ada masa terbaik untuk membeli rumah di Malaysia, masanya adalah sekarang. Betullah kata pepatah, selepas hujan pasti ada pelangi. Wabak COVID-19 yang melanda seluruh dunia, dan di Malaysia secara khususnya, sejak Januari 2020 lepas mungkin menyebabkan ekonomi dunia meleset dan jutaan orang hilang pekerjaan. Tetapi susulan wabak COVID-19 inilah yang menyebabkan tindakan yang diambil oleh bank, pemaju dan kerajaan untuk merancakkan semula pasaran hartanah. Tindakan pihak bank Susulan kemelesetan ekonomi yang disebabkan oleh wabak COVID-19, Bank Negara Malaysia mengumumkan penurunan kadar polisi semalaman (Overnight Policy Rate, OPR) kepada 2.0% – paling rendah sejak tahun 2009. Jika anda tak tahu apa kaitan penurunan OPR dengan harga rumah, secara asasnya OPR rendah membuatkan faedah pinjaman bank anda menjadi rendah. Ini bermakna jika anda membeli rumah sekarang, kadar faedah pinjaman perumahan anda akan jadi lebih rendah berbanding waktu-waktu lain. Tindakan pihak pemaju Kemudian di pihak pemaju perumahan, ketika ini mereka sedang berlumba berlumba-lumba menawarkan subsidi, diskaun, rebat, dan hadiah kepada pembeli rumah. Sebagai contoh: Subsidi bayaran pinjaman perumahan bulanan pembeli Sime Darby, Seri Pajam dan IOI Properties menawarkan akan memberi subsidi pinjaman perumahan bulanan kepada pembeli selama 12-24 bulan. Ini bermakna selama 12-24 bulan, tiga pemaju ini berjanji akan bayar pinjaman perumahan bulanan (prinsipal dan faedah) pembeli. Pakej rebat Ada juga pemaju yang menawarkan rebat sehingga 20% dan RM50,000 kepada pembeli. Contohnya: LBS Bina Group (rebat antara 15-20%) Gamuda (pulangan wang semula sehingga RM11 000) Uda Holding (rebat 10%) IJM Land (rebat 10%) MCT Berhad (rebat antara 9-11%) IOI Properties (rebat bernilai RM50,000) Eco World Development Group (rebat 5%) Matrix Development Group (rebat antara 5-10%) Platinum Victory (rebat 17% dan pulangan wang semula bernilai RM16 000) Akisama Group (rebat bernilai RM5,000) Pakej perabot Pemaju-pemaju berikut pula memberi perabot kabinet dapur percuma kepada pembeli: Gamuda Land Uda Holding IOI Properties Eco World Development Group MCT Berhad MahSing Group UEM Sunrise Sunway Properties Plantinum Victory EXSIM Group Hadiah Pemaju juga banyak menawarkan hadiah-hadiah sampingan seperti berikut: Gamuda Land (TV pintar, telefon pintar, baucar melancong dan wang tunai RM20,000) Seri Pajam Property (bar emas seberat 5g) IJM Land (Samsung Galaxy S20 Ultra bernilai RM4,999) OIB Group (duit raya sehingga RM2,000) Tindakan pihak kerajaan Di pihak kerajaan pula, baru-baru ini Perdana Menteri Tan Sri Muhyiddin Yassin memperkenalkan semula Kempen Pemilikan Rumah (HOC) dalam Pelan Jana Semula Ekonomi Negara (PENJANA) pada 5 Jun lepas. Jika anda ingat, Kempen Pemilikan Rumah (HOC) merupakan inisiatif Kementerian Perumahan dan Kajian Tempatan (KPKT) yang pernah dilaksanakan pada 1 Januari hingga 31 Disember 2019. HOC dibuat untuk menggalakkan orang ramai membeli rumah dan mengurangkan jumlah lambakan rumah yang tak terjual dalam pasaran. Berdasarkan pencapaiannya pada tahun 2019, HOC berjaya membantu meningkatkan jualan rumah apabila sebanyak 19,784 unit dengan nilai RM14.65 bilion rumah terjual setakat 13 September 2019. Jumlah itu melepasi sasaran asal jualan RM3 bilion yang ditetapkan bagi kempen bermula dari Januari hingga Jun 2019. Di bawah HOC 2020 yang bermula 1 Jun 2020 ini, kerajaan menyediakan beberapa insentif cukai seperti berikut: Pengecualian duti setem akan diberikan ke atas suratcara pindah milik (MOT) dan perjanjian pinjaman bagi pembelian rumah kediaman yang bernilai antara RM300,000 hingga RM2.5 juta. Pengecualian duti setem ke atas suratcara pindah milik (MOT) adalah terhad kepada RM1 juta pertama nilai rumah kediaman tersebut. Tetapi pengecualian duti setem sepenuhnya ke atas perjanjian pinjaman tetap diberikan. Pengecualian ini akan berkuatkuasa bagi perjanjian jual beli yang ditandatangani mulai 1 Jun 2020 hingga 31 Mei 2021 tertakluk kepada syarat pemberian diskaun sekurang-kurangnya 10% oleh pihak pemaju. Insentif HOC 2020 ini sememangnya akan banyak menjimatkan duit pembeli rumah. Sebelum ini tanpa HOC, pembeli rumah terpaksa membayar: Duti setem perjanjian pinjaman sebanyak 0.5% Duti setem suratcara pindah milik (MOT) sebanyak 1% untuk RM 100,000 pertama, seterusnya 2% untuk RM100,001-500,000 dan 3% untuk RM500,001-1 juta. Sekilas pandang, pengecualian duti setem ini mungkin tak nampak banyak. Jadi untuk bagi mudah faham betapa besarnya nilai pengecualian duti setem di bawah HOC 2020 ini, kita tengok satu contoh. Katakanlah kita nak beli rumah RM500,000. Jumlah pinjaman perumahan kita pula adalah 90% daripada nilai rumah iaitu RM450,000. Tanpa HOC, kita perlu membayar: Down Payment (10% x RM500,000) RM50,000 Duti setem perjanjian pinjaman (0.5% x RM450,000) RM2,250 Duti setem suratcara pindah milik, MOT [(1% x RM100,000) + (2% x RM400,000)] RM9,000 Jumlah kos RM61,250 Manakala dengan HOC, kita perlu membayar: Down Payment (diskaun 10% daripada pemaju) RM0 Duti setem perjanjian pinjaman (dikecualikan) RM0 Duti setem suratcara pindah milik, MOT (dikecualikan) RM0 Jumlah kos RM0 Ini bermakna, jika anda membeli hartanah yang bernilai RM 500,000 tanpa HOC, anda perlu membayar sebanyak RM 511,250 termasuk duti setem. Namun, dengan adanya HOC, anda boleh mendapatkannya dengan hanya RM 450,000. Anda akan jimat sebanyak RM 61,250 – harga sama yang membolehkan anda membeli Proton Exora 1.6 Turbo edisi 2020 yang baru. Masa terbaik beli rumah adalah sekarang! Jika anda sudah lama menyewa, sedang mencari rumah pertama untuk dibeli dan mempunyai kemampuan kewangan, tiada masa lebih sesuai untuk anda beli rumah selain daripada sekarang kerana tiga sebab. Pertama, pihak bank sudah menawarkan OPR yang cukup rendah. Kedua, pihak pemaju perumahan sudah banyak menawarkan pelbagai insentif untuk anda membeli. Ketika inilah mereka menjadi sangat fleksibel – semata-mata untuk memastikan anda membeli rumah daripada mereka. Dalam erti kata lain, ketika inilah anda akan dilayan seperti ‘raja’ oleh pihak pemaju. Ketiga, pihak kerajaan sendiri memberi insentif terbesar kepada pembeli rumah dengan memperkenalkan semula HOC pada 1 Jun lepas. Kemudian ditambah lagi dengan hakikat harga rumah sudah stabil sekarang menurut laporan Malaysian Home Index Price (MHPI) pada tahun 2019, anda kini tiada lagi alasan untuk tidak membeli rumah.
