So I know that quirk usage for jobs isn’t allowed especially if it does all the work for you but would small usages be allowed ? Like if a night guard had a quirk that made them glow in the dark, would they be allowed to use it in place of a flashlight? I suppose certain mutant type quirks would be fine like a janitor with multiple arms using them all to clean faster

So when it comes to the usage of Quirks, it is illegal. However, it's only about as illegal as jaywalking is illegal. It's something so common, is done by any competent adult, and is so half-heartedly enforced that it'd be impossible to really stop anyone. It is not allowed, and it's a law meant to ensure everyone's safety, but no cop is going to give you anything more than a stern talking to about it. Because most Quirks are more of a convenience and aren't really going to change the world or be an active threat by just them being used. For example, a night guard using his glow-in-the-dark Quirk to see better? I don't think anyone is going to care about that.
At least when it comes to more casual uses of the Quirk. It's only penalized when the usage of your Quirk is reckless or endangering others around you. Or rather, if you're using your Quirk to break the law in other ways. Villains aren't villains because they're using their Quirks, it's because they're using their Quirks for crimes. Like in Vigilantes. We see in the first chapter that a bike cop chastises Koichi over using his power to get around. It only becomes an issue when Koichi starts trying to fight crime with it or Pop Step uses it for her shows. Something neither of them have any experience in and is going to be potentially harmful, both to themselves and others.
And while it isn't directly stated in the series, I don't think people are allowed to use their Quirks for their jobs if that is the main usage of the Quirk. Part of the laws is to enforce a kind of normality on the world. Like the nightguard's Quirk isn't giving him any distinct advantage in his job, but what about other, more powerful Quirks. Because if Quirks were allowed to be used for jobs, it would destroy the economy. It would be so easy for people to monopolize certain jobs because they have one or multiple Quirk users that make every other person and business obsolete. Why hire dozens of people for construction when Cementoss can put up a whole neighborhood by himself? By restricting the usage of Quirks, it helps keep everything in line.

A day late because I was both stuck for ideas and unwell yesterday. This morning, my mum told me she dreamt that I had drawn a frog doing a high jump, so thanks to her dreamscape for this one! (it's a pumpkin toadlet because they have a habit of flipping over backwards when they jump because their tiny ear canals mess with their balance!)
