I dont see Garmund Hightower in the new Targ family tree. Is this a new change from F&B? So Rhaena didnt marry him later?
The Targaryen family tree at the back of F&B ends where the book does - that is, with the end of the regency in 136 AC. This is why, for example, only the eldest two children of the future Viserys II are shown; the youngest, Naerys, was not born until 138 AC. Likewise, King Aegon III is not shown as having fathered any children, though of course we know that he would in fact father five; his eldest, the future Daeron I, was not born until 146 AC.
Garmund Hightower does get a very brief mention in F&B; Gyldayn notes that Garmund, the brother of Lord Lyonel Hightower, was “fostering at Highgarden as a companion to Lord Tyrell and cupbearer to his lady mother” during the Dance, and adds that, according to Munkun, Lord Lyonel agreed to the peace terms offered by Corlys Velaryon because he feared Garmund being killed as a hostage if he refused. To that end, GRRM has committed to Garmund’s existence, more than he did to, say, Raymont Baratheon’s, and consequently there is every to think that the marriage cited by Yandel in TWOIAF between him and Rhaena will still happen.
So yes, I think we will see Rhaena and Garmund wed in F&B Volume 2. Rhaena was left, maritally speaking at least, at the end of that book as a widow, Corwyn Corbray having died in 134 AC. By 136 AC she would have been only 20, still plenty young enough to be an attractive marriage prize to be used by the newly independent King Aegon III and his government. I tend to think that Rhaena was married to Garmund to shore up Hightower allegiance to the crown, given the family’s strident support of the green faction in the Dance, and I believe that’s still plausible coming out of F&B Volume 1. I think it would be especially interesting if Rhaena was arranged to marry Garmund after a scare of the Hightowers supporting a false pretender, like Alys Rivers’ supposed son by Prince Aemond or (perhaps more plausibly) one of the “feigned princes” who pretended to be Prince Daeron the Daring; the marriage arrangement would then remind me of Margaret Tudor’s marriage to King James IV of Scotland, arranged to stop the Scots King supporting the false pretender Perkin Warbeck (who claimed to the Richard, Duke of York, younger son of King Edward IV, in the reign of King Henry VII of England).

Chapter 273: Celebrations of Friendship
The grand ballroom at Cherbourg Palace was awash in light and color as noble men and women twirled to the music.
Stephen was exhausted, but continued to smile and make small talk with those who approached him – ultimately, he would need all of their support if the situation worsened.
“Your royal highness,” Queen Victoria said, approaching on her husband’s arm. “Forgive us for leaving you at the mercy of our other guests. It seems you have many admirers, even here in Corwyn.”
“I have enjoyed meeting them, your majesty,” Stephen said. “And, please, call me Stephen.”
“Only if you call me Victoria,” the queen replied, smiling.
“It would be my pleasure,” Stephen said, kissing her hand.
“If you two will excuse me, I see Lady Shirell, and mustn’t neglect her,” Victoria said. “I trust you have plenty to talk about.”
As she moved off, Stephen turned to Henry.
“Now it is my turn to observe how lucky you are, my friend,” he said. “Victoria is a treasure, I can see, if only for the happiness I can see she has brought you.”
“Thank you, Stephen,” Henry replied. “Would you like to join me for a breath of fresh air?”
“I would love to, my friend,” Stephen said, following his host. “It has been a long time since I have attended an event like this, and it’s a bit overwhelming, to be honest.”
From the terrace, the city of Varenna stretched out across the valley before them. They stood, admiring the sparkling view in silence for a moment, before Henry spoke.
“There were so many times I wanted to reach out to you after Elizabeth died, Stephen,” the king said. “I just didn’t know what to say.”
“There was nothing to say,” Stephen said, not taking his eyes off the horizon. “It felt like she took the best part of me with her, so I don’t think any words – however well-intentioned – would have helped.”
“I’ve told Victoria many times how amazing Elizabeth was,” Henry said. “I think the two of them would have been great friends.”
“I agree,” Stephen said, finally turning to his friend. “But what’s done is done, my friend. Elizabeth wouldn’t want me to look backward.”
“I’m glad to hear you say that,” Henry said. “But, if you don’t mind me asking, what changed? For the longest time, you just shut everyone and everything out.”
“Honestly?” Stephen said. “My mother’s death made me realize how much I had missed. With her. With my children. And I suddenly had a choice before me. Either I could hold on to the grief, or I could get on with it.”
“And you decided to get on with it,” Henry said, nodding. “Good for you. I’m just sorry I wasn’t there to help you. I should have tried harder.”
Stephen shrugged.
“Look, Will,” Stephen said, using King Henry’s given name – the man would always be William to him. “No matter how hard you would have tried, I would have pushed you away just as hard. I wasn’t ready then. I am now. And I expect to hear from you more often.”
Henry smiled.
“There you are!” Victoria said. “We have guests asking for both of you, and I find you hiding away out here. How typical!”
Henry nodded.
“We were just coming in, my dear.”

“Good evening, I’m Taylor Hayes and this is CNS News.
"Tonight, a special report on Princess Grace, her secret love child with traitor James Wellesley and the kidnapping that has shaken Corwyn to its very foundations.”
“Is the Wallis family cursed? That’s what people are asking at the downfall of yet another Corwynian princess. This time, it's Princess Grace, who, it has been revealed, gave birth to a baby ten years ago after a failed engagement to disgraced Westonian James Wellesley, who is now living in exile in San Rios."
"Being forced to give up her child – allegedly at the command of her elder brother, King Henry VII of Corwyn, was apparently too much for the emotionally fragile princess to bear, and the princess has reportedly been struggling with mental health issues ever since.”
“With more on this developing story, we go now to Phillipa Wren, our royal correspondent, live from St. Ignatius Psychological Hospital, just outside Varenna.”
“Thank you, Taylor. There has been much activity here at St. Ignatius, but all of the cars going in or out have been protected by a police cordon, so we haven’t been able to see their occupants. However, it is suspected that Princess Grace’s mother, Anne Wallis, the former Queen of Corwyn and now Duchess of Armisil, has been inside the hospital to discuss her daughter’s case with doctors here.”
“Many Corwynians are now speculating that Princess Grace’s emotional instability is likely the reason she has been kept out of the public eye for the past decade. Sources close to the family are saying her breakdown is no surprise, given that the princess lost her father at a young age, leaving her only with an emotionally distant mother who reportedly failed to properly discipline any of her children.”
“Princess Grace is the second of Anne’s daughters to fall victim to mental illness. Princess Caroline, her eldest daughter, was sent into seclusion at an unknown location ten years ago after her involvement in the attempted assassination of the late Princess of Weston was revealed – the same incident that resulted in the trial and exile of James Wellesley, the father of Grace’s baby.”
“Thank you, Phillipa. King Henry VII gave a rare interview two nights ago in which he lamented his sister’s illness and her involvement in the kidnapping of the child she gave up for adoption.”
“You simply cannot imagine how heartbreaking is has been to lose not just one sister, but both, to mental illness. I plan to use this experience as a lesson, however, and will be donating 50 million solaris toward behavioral health programs here in Corwyn, so that more Corwynians can obtain the critical mental health treatments they need.”
“The child Princess Grace abducted, who has not been identified, is reportedly home now with her adopted parents, leaving the people of Corwyn to wonder whether mental illness could represent a broader problem within Corwyn’s royal family. We can only hope the king, in whom rests so much responsibility for our nation and its people, remains strong and healthy.”

Chapter 239: The Limits of Kinship
“Your grace,” Dillman said as he entered the library. “The king and queen have arrived.”
“Please, show them in,” Anne said.
As Henry and Victoria entered, Anne curtsied.
“Mother,” Henry said, as Dillman left them alone. “Under the circumstances, there is no need for such formalities. Have you had any further news?”
“Not yet,” Anne said. “What were you able to find out.”
“I had my security team check with the air field in Cantalona,” Henry replied. “A chartered jet left there late this afternoon en route to San Leone.”
“In San Rios?” Anne asked. “Of course! I should have known she would go to James.”
“Personally, I’m surprised she didn’t do a better job of covering her tracks,” Henry said. “She had to have known we’d track her.”
“She’s not thinking clearly, son,” Anne said. “In fact, I fear that she’s completely lost touch with reality!”
“So the child could be in danger?” Victoria asked, taking a seat nearby.
“Oh, no,” Anne said. “Or, at least, I highly doubt it. Grace seems fixated on the child, so I can’t believe she would hurt her.”
Anne turned to the king.
“So what do we do next?” she asked.
“I’ve informed the authorities in San Rios,” Henry said. “They’ve agreed to conduct a search to determine Grace’s whereabouts. But I’m wondering whether James will actually try to help her or not. If he helps her escape, we may never find her. He’s much more clever than Grace.”
“From what I hear, James has settled into the life of a professor quite well,” Anne said. “I can’t see him jeopardizing that by assisting Grace in any way.”
“Well, let’s hope not,” Henry said. “Meanwhile, we need to do everything we can to make sure this stays out of the press. Where are the child’s parents?”
“They’re both upstairs resting,” Anne said. “I told them we could keep them better informed if they stayed here with me.”
“Good,” the king replied. “I’ll have a chat with them when they come downstairs. Maybe we can enlist their help in keeping this quiet.”
Anne sighed and turned away, worried.
“I hope so, son,” she said.

Chapter 231: Tea Interrupted
King Henry was a busy man, but he always managed to make time for afternoon tea with his his queen while the children were napping or with tutors. Today, they had escaped to the family dining room, away from the many ministers and other government officials seeking the King’s time.
While he had been preoccupied with his mother’s report that his sister, Grace, had at long last located her lost daughter, he knew his mother would deal with the situation with her usual efficiency. Besides, he was determined to make the most of these rare moments of peace with Victoria.
“I meant to tell you, darling,” Victoria said, smiling as she placed her cup on the table. “I accepted a new patronage.”
“Oh?” Henry asked. “What organization? Or, I suppose the bigger question is how large of a check I will have to write?”
Victoria laughed.
“You can afford it, I promise,” she said. “It’s for the Varenna Academy of Music. They were one of your mother’s causes, and since her abdication, their facilities have fallen into disrepair. It’s a wonderful organization, and they have trained hundreds of brilliant musicians.”
“How much?” he asked again, teasingly.
“Three million solaris,” she replied. “Over three years, of course.”
Henry smiled. Given the crown’s wealth these days, three million was a mere drop in the proverbial bucket.
“I believe we can manage that,” he said.
“Good,” Victoria replied. “Then it’s settled. Now, I wanted to talk about Charles’ birthday. He’ll be ten next month, and I thought we could ….”
DeWitt appeared at the door and cleared his throat, obviously seeking Henry’s attention.
“You have a phone call, sir,” DeWitt replied. “It’s the duchess. She says it is important.”
Henry stood quickly.
“I’m afraid I must take this, darling,” he said.
“Of course, dear,” Victoria said, uncertainly. “Is everything alright?”
“I’m sure,” he said. “It’s likely just mother complaining about the christening again. I do wish she’d stop being so obstinate. I’ll be back in a moment.”
Victoria relaxed. It had been such a pleasant day, and she always enjoyed these peaceful moments with her husband, rare as they were.
She jumps to her feet in alarm, however, as she hears her husband crying out from the hall.
“Grace did WHAT?” Henry’s voice rose. “Jesus, mother! What the hell is she thinking? This will RUIN us!”
Victoria sighed. Grace again! What could she have done now?

Chapter 268: Preparations
Queen Victoria swept into her husband’s office as he was finishing with his assistant.
“Make sure everything is prepared for the reception, and send an appropriate welcome gift to Prince Stephen’s suite,” King Henry said. “That’ll be all for now.”
As the young man left, Victoria smiled at the king. She hadn’t had much time to spend with him of late, so she relished these rare moments all the more.
“You’re excited to see Stephen, aren’t you?” she asked.
“Yes, I must admit I am,” Henry said, rising and walking around his desk.
“He’s always been a very good friend to me, and – to be honest – I didn’t think I’d ever see him again after Elizabeth’s death. It devastated him.”
“He loved her very much, didn’t he?” Victoria asked, taking a seat across from him.
“As much as I love you, my dear,” Henry said, smiling. “So that’s saying a great deal. But maybe he’s finally starting to recover. I guess either way, this trip was inevitable. The Torenthians are making it impossible to keep the peace, so it’s in our best interests to present a united front.”
“Do you really think there will be war?” Victoria asked, serious.
“I think it’s quite possible,” Henry replied. “As much as I hate the idea of getting involved in a conflict, we owe it to Stephen – and Weston – to stand by them against George’s offensive. Weston has done nothing to deserve his enmity, except for making George look like a fool now and again.”
“Well, that’s not even Stephen’s doing,” Victoria said. “George does a pretty good job of that himself!”
“Indeed,” Henry said. “I think you’ll like Stephen a great deal. He’s a very good fellow, and he’s been a tremendous ally to me and to Corwyn, despite the problem with Caroline.”
“It was good of him to overlook that,” the queen said.
“Well, that’s just the kind of man Stephen is, my love,” Henry said. “Hopefully, by the time he leaves Corwyn, we’ll have an agreement that will strengthen both of our nations. With Weston’s ties to the United States, plus a Corwynese treaty, George will have to think twice before considering open hostilities.”
“I hope so,” Victoria said. “There has been peace across Oceana for generations. I can’t imagine what war would do to all of us.”
“I agree,” Henry said, grimly. “I don’t know that any of our countries would emerge with their monarchies intact. So, in a way, I think all of our dynasties rely on us coming to a peaceful solution.”

Chapter 178: Presenting Victoria
“Lord and Lady Easton,” King Henry said, nodding to the Duke and Duchess as they backed up to return to their seats.
Henry looked to his right, where the chamberlain checked his book for the next in what promised to be a long line of names. He was growing weary after a long and tedious morning, but was skillful in concealing his distaste. After all, it was required by tradition to confirm new nobles in their titles as each generation passed.
“Victoria Prescott, Marchioness of Lansdowne,” the chamberlain’s voice echoed through the hall.
As the king turned back to the chamber, his heart seemed to stop. Before him stood a vision of beauty he had not expected, and it took him a moment to collect himself.
“Marchioness,” he said, as calmly as he could. “I’m so pleased to see you again. It has been many years.”
“Many, indeed, your majesty,” Victoria replied as she curtsied deeply. “I’m afraid the last time we met I was but an awkward young girl.”
“Well that phase has certainly ended,” Henry replied, smiling. “You look lovely. I am sorry about your father. He was always such an amusing guest here at the palace.”
Victoria smiled primly.
“Yes, he always was that,” she said. “I thank you for your kindness in sending flowers. They were quite beautiful.”
The king had no idea he had sent flowers, but was glad now that someone on his staff was paying attention.
“Of course, my dear,” the king replied. “Shall we begin?”
Victoria curtsied, bowing her head.
“Victoria Georgianna Prescott,” King Henry intoned formally. “As King of Corwyn, I do hereby confirm you as Marchioness of Lansdowne, as is your ancestral right under the law. Do you pledge to serve the crown in exercising your duties under this title for the rest of your natural life?”
“I so pledge,” Victoria replied.
“Then rise, Marchioness,” the king said, extending a hand.
Victoria lifted her eyes to King Henry’s, feeling an electricity pass between them.
“Thank you, your majesty,” Victoria said, taking her sovereign’s hand and kissing it gently.
“Please, my dear,” the king said. “I hope that you will sit by my side at dinner so that we may renew our friendship. As one of the senior nobles of Corwyn, it is important that we are well acquainted.”
“I would be honored, your majesty,” Victoria said, as they turned to the chamber of nobles.
“No,” the king said, quietly. “The honor is all mine.”

Chapter 272: A Sovereign’s Visit (Pt. 2)
“I’m Taylor Hayes, and this is CNS News. The reigning monarchs of Corwyn and Weston signed a formal agreement today that solidifies economic and military ties between the two nations.
The signature ceremony, which took place in the grand hall at Varenna’s Arenden Palace, was the culmination of several days of negotiations between His Royal Majesty King Henry VII of Corwyn and His Royal Highness Prince Stephen III of Weston.”
“The agreement, which includes a mutual defense treaty, comes as Torenthian Emperor George VII continues to take aggressive steps against Weston, including the expulsion of all Westonian diplomats from the capital city of Torenth.”
“While neither monarch made public remarks at the signature ceremony, both appeared quite pleased with the outcome of the negotiations, which formalizes long-standing friendly relations between Corwyn and Weston. King Henry and Prince Stephen, longtime friends and former schoolmates at Weston’s exclusive Bridgeton University, were seen chatting and laughing throughout the ceremony.”
“Public opinion so far shows that the agreement has broad – but not universal -- support among Corwyn’s people.”
“Weston has been a friend and ally to Corwyn for generations now, so it’s only natural that our two nations stand together against Torenth. Hopefully, the strength of the alliance will force the old emperor to think twice before he takes military action against either of our countries.”
“Throughout history, kings and princes have started wars, but leave it to the people of their countries to fight them. Once again, that seems to be the direction events are leading us. I just pray that the people of Corwyn realize the danger and refuse to fight and die in service to king and country. It’s time for these petty wars to become a thing of the past.”
“If old George wants a fight, we’ll give it to ‘em! He’s due for a lesson in how dangerous it is to make an enemy of Corwyn or any of its allies! If he tries to start something, we’ll push him right back into the sea, we will!”
“The agreement takes effect at midnight tonight, and Corwyn’s elite will be celebrating the new treaty with a grand royal ball at Cherbourg Palace this evening, hosted by King Henry and Queen Victoria. Prince Stephen is set to return to Weston tomorrow morning, his journey a success.”

Chapter 272: A Sovereign’s Visit (Pt. 1)
Stephen forced a smile as the photographers’ cameras flashed, leaving blue dots floating before his eyes.
A quick glance at the King of Corwyn told him that Henry enjoyed this part of the job even less than he did. But they both understood that remaining visible to their respective peoples was an important part of maintaining strong monarchies – especially in times like these.
Across Weston and Corwyn, the public currently supported the actions they were taking to stand united against the Emperor of Torenth; but Stephen understood how quickly that support could evaporate if war were to actually break out between the nations of Oceana. It was one thing for people to support the political choices of their leaders; it was another entirely if those choices demanded a sacrifice on their behalf.
King Henry stood.
"I'm afraid that is all the time we can spare today, but thank you all for coming," he said. "It is my hope that we have good news to report soon."
Nodding to Stephen, he turned and made his way toward the door.
Stephen followed as one of the king’s assistants began answering questions from the press.
The site of these negotiations had been carefully selected. Arenden Palace had been the seat of the Corwynian monarchy for more than a century before the completion of Cherbourg Palace in 1892, and its grand hall, in particular, had been designed to showcase the might of the dynasty. Given its symbolism, it seemed an appropriate setting for the negotiations, which would bind the two countries through their reigning families.
“Thank you for your patience,” King Henry said as Stephen moved to a seat. “I don’t particularly care for photo opps like this, but I understand – at least in this case – how valuable it can be in galvanizing public opinion.”
“I agree, my friend,” Stephen said. “I hope you know that I wouldn’t drag Corwyn into my disagreements with Torenth if it weren’t serious. I just don’t know how much longer I can hold George at bay. He obviously wants war.”
“Oh, I’m aware of what he wants,” Henry replied, taking a seat across from his friend. “I spoke with him a few weeks ago, hoping to find some common ground that might avoid an armed conflict between your two countries – but he was completely irrational. This is about his bruised ego and nothing more.”
Stephen sighed.
“I know,” he said. “I’ve apologized for any actions that he might have found offensive, but apparently that wasn’t enough. He wants a public acknowledgement of wrongdoing – and that, I’m simply not willing to give. After all, I don’t think I’ve done anything wrong!”
“I agree,” Henry said. “Which is why I agreed to these negotiations. An alliance between Corwyn and Weston should make George think twice before he takes any offensive action against you. I assume you still have strategic agreements with the Americans, as well?”
“I do, but I would only request assistance from them as a last resort,” Stephen said. “Even if this were to turn into an armed conflict, I would prefer to keep this disagreement between the nations of Oceana for as long as possible. Anything different could result in the European Union and other allies being drawn into the conflict with us, and that’s the last thing we need.”
Henry stood and walked to the fireplace, where he stood for a moment, then turned.
“Corwyn will stand with you, Stephen,” he said. “I just hope that our alliance is enough to persuade George not to take any further action against your country.”
“Or against yours,” Stephen added, grimly. “If you publicly stand with Weston, you’ll be a target too – I hope you know that.”
“I do, but we must do what is right, regardless,” Henry said. “Someone has to show Torenth that it doesn't own all of Oceana, despite what they think.”
Stephen nodded, and stood to face his friend.
“Somehow, I don’t think that will be a lesson George will be pleased to learn, my friend,” he said. “No, I don’t think it will please him at all.”

Chapter 271: Welcome to Corwyn
“Good evening. I’m Taylor Hayes, and this is a CNS Special Report on the arrival of Weston’s Prince Stephen III for security negotiations aimed at protecting Westonian and Corwynese interests against growing aggression from the Torenthian Empire.”
“Prince Stephen arrived this morning to great public enthusiasm on the royal tarmac at Varenna International Airport. The prince was greeted by our own King Henry and Queen Victoria, along with a full complement of Corwynese royal guardsmen.
“Corwyn’s royal couple were seen chatting warmly with the Westonian monarch – a close friend of King Henry’s for many years, having been schoolmates at Weston’s exclusive Bridgeton University. Here to talk more about Prince Stephen’s arrival is our royal correspondent, Phillipa Wren.”
“It is likely that King Henry has welcomed Prince Stephen’s arrival as a distraction from ongoing controversy surrounding his sister, Princess Grace, and recent arrest for kidnapping and confinement to a mental health facility for treatment. The strategy seems to be working, as all eyes have been on Prince Stephen’s arrival. King Henry spoke warmly of his friend and fellow royal while condemning the ongoing aggressions of Emperor George VII of Torenth.”
King Henry: “It is no secret that Prince Stephen has made an impression around the world as a ruler focused on bringing peace and prosperity to Weston and to all of Oceana. Unfortunately, the Emperor of Torenth has rebuffed any and all efforts toward building a peaceful resolution of current hostilities – hostilities that would never have begun had it not been for the strongarm tactics employed by the emperor and his government.”
“Strong words, indeed – and the first public statement King Henry has made regarding the growing disagreement between Weston and its northern neighbor. Many see the king’s statement as an indication that, if the situation deteriorates into armed conflict, Corwyn would be willing to intervene on Weston’s behalf. This belief is supported by Prince Stephen’s message to the Corwynian people.”
“Weston and Corwyn have always had strong ties as friends, as neighbors and as allies against the posturing of others in the region and around the world. I and the people of Weston rest well knowing that, should we need their assistance, the people of Corwyn will always come to our aid.”
“Prince Stephen’s visit will consist primarily of private meetings between the two monarchs to finalize the finer points of an agreement already negotiated by their governments. Those discussions are scheduled to begin this afternoon at Arenden Palace, and are expected to continue through tomorrow.”
“And despite the growing urgency of the Torenthian situation, no royal visit would feel complete without a royal ball, which will be hosted at Cherbourg Palace Friday evening prior to Prince Stephen’s return to Weston on Saturday morning.”

Chapter 199: A New Queen Rises
“You look beautiful, Vicky,” Thomas Prescott said, gazing happily at his niece as they waited beyond the church doors . “I never would have imagined, when I suggested that you woo the king, that you would actually succeed.”
“And better yet, fall in love,” Victoria’s Aunt Marcia said. “I’m sorry I didn’t have more faith in you, dear. Now to think that, in less than an hour, you’ll be the new Queen of Corwyn.”
“Oh my god,” Victoria said, suddenly feeling the weight of her union. “Queen. How can I be queen?”
“With all the grace and dignity you have always exuded, my dear,” her uncle replied. “I have no doubt that you will be a beloved queen to Corwyn and its people. Your father would no doubt be so, so proud.”
Victoria smiled.
“Thank you, uncle,” she said. “Well, I think I’m ready.”
Thomas nodded and the two footmen stood ready to open the doors as Victoria’s bridesmaids stepped into place before her.
Victoria caught her breath.
“Are you all right, dear?” Thomas asked her.
She nodded. “Yes,” she said, steadying herself. “I think I’m ready now.”
Thomas signaled to the footmen, who pulled the doors open, revealing St. Francis Abbey’s grand scale. As the largest church in Corwyn, St. Francis was the traditional wedding venue for members of the royal family. Today it was crowded with nearly 1,200 well-wishers.
As they started down the long aisle, heads turned to greet her. Victoria’s attention, however, was locked onto her soon-to-be husband, who smiled from the altar.
In royal regalia, he was as handsome as ever, and his eyes were filled with so much love that Victoria’s heart nearly burst inside her.
As they continued down the aisle to meet her destiny, Victoria promised herself that, from this day forward, she would do whatever she could to make him – and Corwyn – proud. For today, she would gain not only a husband, but a crown.

Chapter 185: Checkmate
“The prime minister has arrived,” DeWitt said. “Shall I show him in?”
“Yes,” King Henry said, nodding and rising from his desk.
Prime Minister Wendell Oliver entered the king’s study and bowed.
“Your majesty,” Oliver said. “Thank you for seeing me.”
“Come in, prime minister,” Henry said, motioning to the prime minister to have a seat. “So tell me, has parliament come to a decision?”
As they sat down, Oliver smiled weakly.
“Well, sir, you didn’t really leave us much choice, did you?” he replied. “We could either accept your terms or allow the country to slide into chaos. As patriots, we chose the former rather than the latter.”
“Oh come now, Oliver,” the king said. “You know as well as I do that most members of parliament make their decisions based as much on self-preservation as patriotism. This one was no different.”
“Perhaps, your majesty,” Oliver said. “But the fact remains, we didn’t have much leverage under the current circumstances. Parliament agrees to your terms and hopes to sign the new constitution as soon as it has completed committee review.”
“Good!” Henry exclaimed. “Very sensible of them.”
“Perhaps,” the prime minister replied. “But you should know, sir, you made a number of very powerful enemies today.”
“I knew that would be a risk, Oliver,” the king said. “But I’m afraid you left me no choice. Parliament continued to squeeze the royal purse strings and place walls around the crown – so much so that I could no longer effectively function as monarch.”
“If I had my way, there would be no monarch, sir,” Oliver said, frustrated. “But you've always known that, I think. However, I can admit when I have been outmaneuvered.”
“Well, at least there’s that,” Henry said. “I suppose you know what comes next, then?”
“I assume you will ask for my resignation as prime minister,” Oliver said, standing.
“Quite right,” the king replied, standing to face him. “I’ll expect a formal letter later today.”
Oliver sighed.
“Very well, then,” he replied. “You’ll certainly have it. I’m done. I don’t have the stomach to see our democracy upended by a real king in Corwyn.”
“I don’t plan on that being the case, Oliver,” Henry said. “I plan on ruling well – at least better than parliament, which has continued to create more problems than it has solved. With strong leadership, I believe Corwyn can make great progress.”
“I hope that is the case,” Oliver said, standing. “I truly do. If that is all?”
“Yes,” the kind replied, standing to face him. “Goodbye, Oliver.”
“Goodbye, your majesty,” the prime minister said before turning on his heel and leaving.

Chapter 184: Ripples (Part 2)
“Hear ye, hear ye,” the chamberlain called out, silencing the parliament hall. “Henry VII, by God’s grace King of Corwyn.”
“God save the king,” the members intoned as one as the king entered the chamber.
King Henry bypassed the massive golden throne, which dominated the front of the hall, and approached the speaker’s podium.
“Members of parliament,” the king began. “Late last night, I distributed copies of the document that has, of late, created so much controversy in Corwyn and beyond. While most of you had already had an opportunity to review the document, I wanted to make sure each of you were familiar with its contents before appearing before you today.”
“Based on a thorough review of that document by my staff – and, of course, by the commission of scientists, historians and constitutional scholars led by Dr. Henry Gryllis – it is the opinion of the crown that the document is, indeed, authentic as an intended companion piece to the Pelbrooke Charter, which established the rule of law and parliament in 1804.”
“As such, the crown has sufficient authority to call the validity of Corwyn’s existing constitution, which granted governmental powers to parliament and severely curtailed the powers of the nation’s sovereign, into question.”
A ripple ran through the hall, and it seemed as if the entire room was holding its breath to see what would come next.
Henry smiled.
“Yet let me assure you that, as sovereign, I have no intention of dissolving parliament or claiming absolute power over this country or her people,” the king said. “To do so would be less than honorable, given the teachings of history.”
Around the room, a collective sigh of relief rushed from the house members.
“However, given the situation, and the questionable validity of the current constitution, I would propose that the only way to solidify parliament’s powers and ensure a distinct division of power between the crown and its government is to draft and ratify a new constitution, built around the legalities outlined in the lost charter document.”
“I have taken the liberty of drafting such a document, and pledge to work with parliament to enact said constitution once it has been fully reviewed and approved by both parties.”
Another ripple of concern ran through the chamber as parliament’s members tried to ascertain the meaning of the king’s words.
“The document, as proposed, mirrors the current constitution,” the king continued. “However, you must certainly acknowledge that the crown, in recent years, has seen growing limitations to its power and prestige imposed by this august body. Given the hostile nature of those limitations, I would ask the members of this chamber to consider and approve several concessions for the sake of continued cooperation between your sovereign and his government.”
“Those concessions include the following: the ratification of the modified Cross-border Banking Agreement as negotiated with Prince Stephen III of Weston withoutdebate, the reinstatement of the sovereign’s position as Commander-in-Chief of Corwyn’s military forces, the establishment of a Royal Council of Ministers, named by the sovereign, to oversee governmental departments in the King’s name – replacing the parliamentary oversight currently in place, and the acceptance of a royal prerogative to speak publicly on matters of state, with the exception of matters pertaining to the electoral process.”
“Once these concessions are approved and codified by parliament, I will sign the new constitution for final ratification by this body and, through those representatives, the people of Corwyn.”
“Should parliament refuse the concessions I have proposed, I will have no choice but to immediately dissolve parliament, as is my right as sovereign based on the document in question, and request immediate elections to establish a new house that will more efficiently carry out the crown’s wishes. However, I truly hope to avoid any such unpleasantness, and the potential ramifications such action would have on the stability of our society, economy and government.”
“As King of Corwyn, I wish nothing more but to work side-by-side with my government for the betterment of my country. I have no other priority.”
“May god protect and save Corwyn, and give me the wisdom to continue ruling benevolently over its people,” Henry finished.
He then turned and exited the hall as parliament erupted into chaos.

“Good evening, I’m Taylor Hayes, back with ongoing coverage of the constitutional crisis in Corwyn on CNS.”
“Corwyn continues to reel as more and more details are released about the document released yesterday by Dr. Henry Gryllis, professor of Corwynian history at Stillford University in Varenna and an expert on the Pelbrooke Charter. Gryllis believes that the document he has discovered is an authentic companionpiece to the original charter – one which, if true, calls the validity of Corwyn’s existing constitution into question and could provide support for claims of absolute power by the nation’s ruling monarch, King Henry VII. Here with a more in-depth analysis is Royal Correspondent Phillipa Wren.”
“Thank you, Taylor. Cherbourg Palace has been ominously silent regarding Gryllis’ revelation, despite our repeated requests for comment. Whether this means King Henry is actually considering whether to press his claims to power over the Corwynian parliament or simply attempting to confirm the veracity of the document’s origins is unknown. Yet the uncertainty is causing ripples to spread throughout Corwyn’s halls of power and even among the general population.”
“Even Corwyn’s prime minister, Wendell Oliver, seemed unsettled by Gryllis’ claims, refusing to even address the issue as he was leaving his residence at Easton House this morning.”
“I don’t have anything to say about that document at this time, and I would ask that the press refrain from spreading unfounded rumors about its impact until the government can confirm its authenticity. To do so is irresponsible and does nothing but generate panic.”
“Members of parliament took a similar, conservative stance, but several were more outspoken – accusing his majesty of attempting to seize power from Corwyn’s legitimate government.”
“It’s obvious that King Henry wants to take advantage of this opportunity to gain absolute power over Corwyn and its people, and I, for one, refuse to let that happen. Absolute monarchies are no more – and for good reason. To even consider a return to such an archaic form of governance only demonstrates how far from reality our sovereign has strayed – and proves how critical it is that Corwyn act now to abolish the monarchy once and for all.”
“But while members of parliament have had consistently negative reactions to the current situation, how has the public responded? To answer that, let’s go to capital correspondent Michael Forbes in downtown Varenna.”
“Thank you, Taylor. So far, public reaction to Dr. Gryllis’ assessment of the newly discovered document has been mixed, with some criticizing the crown and others supporting it.”
“I find it fascinating that we’re even having this discussion, honestly. Whether the document is authentic or not is not relevant. The question is really whether Corwyn, as a nation, is willing to simply stand by as our freedoms and elected representatives are displaced by a form of government that no longer has any place in today’s world. If we do, then it’s on us, really.”
“I mean, how much worse could we do with a king in power? Parliament certainly hasn’t done anything for me, that’s for sure. The only people they care about are people like themselves -- not people like me. So I don’t know – maybe it’s time to see what our king can do?”
According to a CNS poll earlier today, more than 82 percent of Corwynians believe the current crisis has crystallized much-needed conversation about the monarchy and its role in government.”

Chapter 195: An Unexpected Homecoming (Part 1)
“I’m not sure why you are so upset,” Victoria said as she waited with King Henry in the reception hall. “Grace is your sister, after all. I would think you would be happy to have her here for the wedding.”
Henry sighed, shaking his head.
“You don’t know Grace,” he said. “She’ll find some way of complicating things, I promise you. It’s a gift of hers.”
Victoria laughed.
“Well, I would invite her to try,” she said. “You and I love each other, Henry. There’s nothing in the world that can touch that.”
Henry dropped his gaze sadly as Victoria gently touched his arm.
“You’re right, of course,” he said. “Still, I wish she would have waited just a few days longer before deciding to come back to the palace. But maybe we can use the wedding to find her a potential husband.”
Victoria laughed as the doors opened.
“Princess Grace of Corwyn,” DeWitt said, announcing her entry.
“Grace!” Henry called out, suddenly all smiles. “Welcome home!”
Grace curtsied to her brother.
“Your majesty,” she said.
“Oh please,” Henry replied. “No need for that. We’re family, after all.”
Grace smiled sweetly, kissing her brother on the cheek before turning to Victoria.
“And you must be Victoria!” she said. “I’m so happy to meet my future sister-in-law!”
“I’m pleased to meet you, as well,” Victoria said. “Henry has told me how much you love the country, but I’m glad you decided to make the journey here for our wedding!”
Grace looked confused for a moment, but covered quickly, glancing at her brother.
“Oh yes,” she said. “Well, it’s not something I would want to miss. Will … er, Henry is my only brother, after all.”
“Of course,” Victoria replied. “Well do come in and sit. I’ll have them bring us some tea so we can get to know each other properly.”
“Good, good,” Henry said. “I have a few loose ends to tie up with my new prime minister, so I’ll leave you to it. Grace? I’ll see you at dinner.”
“Of course, Henry,” Grace said, following Victoria. “I look forward to catching up, brother.”

Chapter 180: The King’s Ear (Pt. 1)
“I completely agree, milady,” King Henry said, smiling warmly as they left the dining room. “There is much to be done to help those less fortunate – not only here in Varenna, where the problem is more visible, but across all of Corwyn. It is my intention to announce a program addressing that very problem in the near future, but I am still working to solidify support and funding in parliament.”
“That’s wonderful news, your majesty,” Victoria replied. “It has been a cause close to my heart for some time, and, of course, I would like to offer my assistance if I can be of service in any way.”
“That is much appreciated, my dear,” the king said, stopping and turning to face her. “In fact, I am putting together a committee to help me administer the program, and your passion on the subject would be a welcome addition to ….”
“Your majesty,” a voice said. “I beg your pardon, but I come on a matter of some importance.”
Annoyed, the king turned to find a young man being held back by his security detail. Recognizing him as Dalton Brand, the Viscount Trelaine, Henry nodded to let him through.
“And what is so important?” he asked.
“I have been trying to schedule a meeting without success, but my business is quite urgent, and I cannot afford to wait any longer. May we speak privately?”
Given that Brand had left nearly half a dozen messages while he was in Weston, Henry felt something of an obligation to hear him out.
He turned to Victoria and smiled.
“Duty calls, milady,” he said, bowing. “I hope you will wait for me. I promise to be quick, and we can continue our conversation.”
“Of course, your majesty,” Victoria replied with a smile. “I am at your service.”
King Henry led Brand to his study, and turned angrily as the door closed behind them.
“I am not accustomed to being accosted by minor nobles who have been neither announced nor invited to attend me,” the king said. “You may feel your business is critical, but there are channels for such communications. You have violated those by coming here today.”
“I apologize, your majesty, and ask only for your patience,” Brand replied. “Once I explain my presence, I’m sure you will reconsider being angry with me. You may even thank me.”
“That remains to be seen,” King Henry said.
