Massive Operation Underway to Save 40 Trapped Individuals in Uttarakhand Tunnel, Supplying Food and Oxygen
A large-scale operation is underway to rescue 40 workers who have been trapped since yesterday morning in a tunnel in Uttarakhand, India. The incident occurred when a section of the under-construction tunnel on the Brahmakhal-Yamunotri National Highway in Uttarkashi district collapsed at approximately 5 am.
The rescue efforts involve multiple agencies, including the National Disaster Response Force (NDRF), State Disaster Relief Force (SDRF), and the police. According to Prashant Kumar, Circle Officer, Uttarkashi, all 40 workers are confirmed to be safe, and continuous communication is maintained with them. Oxygen is being supplied through a pipe, and essential provisions, including water and food, have been sent to the trapped individuals.

The rescue teams have made significant progress by removing 20 meters of debris to create an escape passage, but approximately 35 meters still need to be cleared. Heavy machinery, including excavators, is being utilized to expedite the debris removal process.
The tunnel, a part of the Char Dham Road Project connecting Silkyara to Dandalgaon in Uttarkashi, aims to reduce the travel distance from Uttarkashi to Yamunotri Dham by 26 kilometers. Disturbing images and videos depict the tunnel blocked by substantial piles of concrete, with twisted metal bars hanging down from the damaged roof.
The trapped workers come from various states, including Bihar, Jharkhand, Uttar Pradesh, West Bengal, Odisha, Uttarakhand, and Himachal Pradesh.
Chief Minister Pushkar Singh Dhami visited the site today to assess the ongoing rescue operation. He expressed hope for a swift and safe rescue, acknowledging the efforts of NDRF and SDRF. “We pray to God for the safe return of everybody. We hope they will be rescued soon,” Mr. Dhami stated, emphasizing the urgency and concern surrounding the situation.

Governor of Odisha Ganeshi Lal (born 1 March 1941) is an Indian politician and the current Governor of Odisha.
Early life-- Ganeshi Lal was born on March 1, 1941 in Sirsa, Haryana. He holds an English degree. He also holds a bachelor's degree in mathematics. He won first place in the FA, undergraduate and graduate classes, and won gold medals. After graduating, he joined the teaching profession and worked as a professor in various government colleges in Haryana from 1964 to 1991.
Political life-- During the Indian state of emergency in 1975-76, Ganeshi Lal protested and was imprisoned. He resigned in 1990 and was first elected to the Legislative Assembly in 1996. In this election, he defeated Lachhman Das of the Congress. In Banshilal's cabinet, he served as a cabinet minister. He served as Minister of Labor and Employment, Food Supply, and the Department of Labor. In the Haryana BJP, he served as secretary, chief minister, vice-president and chairman. In Jharkhand, he served as the BJP's national security guard for three years. He has authored a book entitled "Geeta" - 'The Unattached Attachment'. He was instrumental in forming the first BJP government in Haryana in 0214 and was considered a strong contender for the Chief Minister's post. Prior to his tenure as Governor of Odisha, he was the National Chairman of the Bharatiya Janata Party's Disciplinary Committee.

Researchers at IIT Kharagpur have developed a microneedle which is capable of administering large drug molecules in a painless way, a statement issued by the institute said on Saturday.
The Institute’s Department of Electronics and Electrical Communication Engineering has not only reduced the diameter size of the microneedles but also increased the strength so that they do not break while penetrating the skin, it said.
The microneedle can be used even in COVID-19 vaccination in future, besides for insulin delivery, the statement said.

The new power tariff announced by the DERC for 2020-21, without any hike in the existing rates, will “substantially increase” the financial “challenges” and “ability” to ensure round-the-clock electricity supply by the discoms in Delhi, a spokesperson of the TPDDL said on Saturday.
The Delhi Electricity Regulatory Commission (DERC) announced the new tariff on Friday, saying no hike was considered due to the COVID-19 pandemic.
“Considering the COVID-19 pandemic, the DERC has maintained the tariff at the existing level. However, for the discoms, this tariff order will substantially increase the financial challenges and hence, the ability to ensure 24×7 power supply,” the spokesperson of the Tata Power Delhi Distribution Limited (TPDDL) said.

Flood-like situation in 4 C’garh districts, thousands shifted
Heavy rains battered several parts of Chhattisgarh over the last two days, creating a flood-like situation in some areas of at least four districts and causing rivers, including the Mahanadi, to flow above the danger mark, officials said.
Nearly 12,000 houses in various districts of the state were partially or completely damaged due to the incessant rainfall and thousands of people were shifted to relief camps, they said.

In order to prevent COVID-19 patients from coming into contact with non-COVID patients and to increase the bed capacity in view of a potential growth in cases in the National Capital, the Delhi government has ordered all nursing homes in NCT of Delhi having bed strength of 10 to 49 beds to exclusively treat coronavirus cases, reports ANI. All such nursing homes (10 to 49 bedded) are required to make their COVID beds functional within three days failing which would initiate action against the defaulter nursing home, states the order.

358 new coronavirus patients were found in Pune district since previous evening, taking the number of cases to 11,560, a health official said on Saturday. The death toll in the district reached 484 with 13 patients succumbing to the infection during this period. "Of 358 cases, 282 were found in Pune Municipal Corporation limits, where 9,448 cases have been reported so far. 163 patients were also discharged from the hospitals upon recovery," said the official.

Nineteen of family test positive in Telangana's Sangareddy
Nineteen members of a family in Telangana's Sangareddy district have tested positive for coronavirus,health department officials told news agency PTI. They said a 55-year-old woman in Zaherabad was admitted to a private hospital in Hyderabad earlier this week with multiple health problems.  Her swabs were collected for coronavirus tests on June 9, but she died the same day.The woman was buried in the town on June 10 with 25 relatives attending the funeral.Meanwhile her samples tested positive on June 10, following which all the relatives were put in isolation at the government hospital here and their swabs were sent for COVID-19 tests.

Pharma giant AstraZeneca has struck a deal with Europe’s Inclusive Vaccines Alliance to supply up to 400 million doses of an experimental COVID-19 vaccine, reports AP. The alliance forged by Germany, France, Italy and the Netherlands to speed up production of a coronavirus vaccine is set to take delivery by the end of 2020 of a vaccine being tested by the University of Oxford. The agreement struck Saturday aims to make the vaccine available to other European countries that wish to take part. The cost is expected to be offset by funding from the governments.

With 193 fresh cases, Bihar's cases climb to 6,289
The total number of coronavirus cases in Bihar rose to 6,289 on Saturday with 193 new cases, while the death toll stood at 35, health department officials said. Since Friday night, Patna district reported 24 COVID-19 cases with the youngest among them being a three-year-old girl from the capital city. The district has so far reported two casualties, they said. The officials, however, pointed out that till date 198 people in the district have been cured of the disease and the number of active cases stood at 122. Patna and Bhagalpur districts comprised 10 per cent of the state's total caseload with 322 and 319 instances of the infection respectively.

Taking note of reports that some private hospitals in Punjab were charging exorbitant amount from COVID-19 patients, the state government will soon fix charges for treatment, Health Minister Balbir Singh Sidhu said on Saturday. The minister pointed out that most of the COVID-19 patients do not need any special treatment. They only need to be kept under observation, served food and medicines, he said. He warned private hospitals overcharging coronavirus patients of stringent action and said that the government reserves the right to withdraw the land provided to hospitals at highly concessional rates.

  The Himachal Pradesh government has revised its list of cities in the country having high prevalence of COVID-19 cases, Additional Chief Secretary (Health) RD Dhiman. The system of issuing e-pass has also been changed, making it mandatory for applicants to provide address proof, he added.  In his list revision order issued on Friday, Dhiman said entire Delhi along with Mumbai, Chennai, Ahmadabad, Thane, Pune, Hyderabad, Chengalpattu, Gurugram, Jaipur, Jodhpur, Kolkata/Howrah and Indore cities have high load of coronavirus infection cases.All persons arriving from these areas will be institutionally quarantined, Dhiman added.

Delhi govt seeks fee details from hospitals
  Amid a social media buzz over high cost of coronavirus treatment at a private facility, Delhi Health Minister Satyendar Jain on Saturday said the government has sought fee details from all hospitals and will decide on "what to do" after overall observation. The rate card of Max Hospital had gone viral on social media on Friday with many users noting that the charges were too high for a common man. The rate card showed that the facility was charging Rs 72,000 for an ICU with ventilator. On its part, Max Healthcare, which runs the facility, said the viral rate card did not carry "all the facts such as inclusions of routine tests, routine medicines, doctor and nurse charges".
  Asked about capping fees being charged by private hospitals for COVID-19 treatment on Saturday, Jain said, "All the hospitals have been asked to share the rates that they are charging for COVID treatments. We will decide on what to do after observing every hospital."

Maharashtra becomes the first state to restrict the costs of testing
Maharashtra Health Minister Rajesh Tope on Saturday said that the government has reduced the rates of the COVID-19 tests conducted by private laboratories from Rs 4,500 to Rs 2,200. Talking to PTI, Tope said the lowering of rates for the tests would provide a relief to the people. "Rs 2,200 will be charged for collecting the swabs through viral transport media (VTM) from hospitals, while it would cost Rs 2,800 for collection of swab from home. Earlier, the charges were Rs 4,500 and Rs 5,200 respectively," he said.

Health ministry recommends remdesivir for moderate cases, HCQ for early course of COVID-19
The Health Ministry on Saturday recommended the use of antiviral drug remdesivir in moderate stage of COVID-19 while backtracking from its earlier stance on hydroxychloroquine, saying the anti-malarial drug should be used in the early course of the disease and not on critically ill patients.
  It also okayed off-label application of tocilizumab, a drug that modifies the immune system or its functioning, and convalescent plasma for treating coronavirus-infected patients in moderate stage of the illness.
  In its revised 'Clinical Management Protocols for COVID-19' the ministry dropped the use of azithromycin in combination with hydroxychloroquine (HCQ) in severe cases and requiring ICU management. Hydroxychloroquine has demonstrated in-vitro activity against SARS-CoV2 and was shown to be clinically beneficial in several small single-centre studies though with significant limitations, it stated.

The Bombay High Court has refused to pass an order directing the government to conduct trials of possible COVID-19 drugs or treatment on inmates of jails or correctional homes who have contracted coronavirus. On whom medical trials should be conducted is a matter of government policy and the court would not interfere in that, said a division bench of Chief Justice Dipankar Datta and Justice SS Shinde on Friday.

Assam health minister Himanta Biswa Sarma said that 25 COVID-19 patients in Guwahati have no travel history and termed the situation in the city as a matter of concern, according to reports.  The minister said that 50,000 persons in Guwahati will be tested soon and based on the test results, the state government might consider implementing a lockdown in Guwahati, according to the Indian Express.

Uttar Pradesh reports 20 deaths, over 500 new cases
Uttar Pradesh reported 20 coronavirus deaths and 502 new cases pushing the state's COVID-19 tally to 13,118. The total number of those who have lost their lives due to the virus so far has now gone up to 385, Principal Secretary Health, Amit Mohan Prasad said. There are 4,858 active cases in the state and 7,875 have been discharged from hospitals after treatment, Prasad said, adding that the recovery rate in the state continues to be over 60 percent.

Delhi govt plans 10,000-bed makeshift COVID-19 hospital under sprawling tent
  The Delhi government is planning a 10,000-bed makeshift hospital for COVID-19 patients under a sprawling tent in south Delhi to prepare for a projected surge in cases in the city, reports PTI. The planned COVID-19 facility will come up at the south Delhi campus of spiritual organisation Radha Soami Satsang Beas. The lush green campus is located near the Delhi-Haryana border. The COVID-19 facility, which will be 1,700 feet long and 700 feet wide, will have 200 enclosures with 50 beds each, said Vikas Sethi, secretary of Radha Soami Satsang Beas, Bhati Mines. This makeshift hospital will be the largest such facility in the city so far. The work is expected to be completed by June end, he said.

  The Kerala government has exempted the movement of devotees to places of worship and back from Sunday lockdown, reports India Today. Students can also travel to join medical colleges, other medical institutions.

Recovery rate improves to 49.95%, says Union health ministry

Coronavirus Outbreak Updates: The total number of coronavirus cases in Bihar rose to 6,289 on Saturday with 193 new cases, while the death toll stood at 35, health department officials said.
Delhi Lt Governor Anil Baijal on Saturday empowered health, revenue and police officials to impose fine up to Rs 1,000 for violations of norms to contain COVID-19.
Gujarat on Saturday reported 517 new COVID-19 cases and 33 deaths, including 26 from Ahmedabad, taking the total case count to 23,079 and fatalities to 1,449, state health department said.
Maharashtra Health Minister Rajesh Tope on Saturday said that the government has reduced the rates of the COVID-19 tests conducted by private laboratories from Rs 4,500 to Rs 2,200. Talking to PTI, Tope said the lowering of rates for the tests would provide a relief to the people.
The Bombay High Court has refused to pass an order directing the government to conduct trials of possible COVID-19 drugs or treatment on inmates of jails or correctional homes who have contracted coronavirus.
Prime Minister Narendra Modi on Saturday held a detailed meeting with senior ministers and officials to review India’s response to the coronavirus pandemic.

Taking note of the "gravity" of the coronavirus situation in the National Capital, the Delhi High Court has directed the AAP government and the Centre to increase the number of beds and ventilators for COVID-19 patients.
Amid a massive spike in coronavirus cases in India, experts on Saturday came down hard on the ICMR for its findings to assert that there was no community transmission of COVID-19, saying it was not reflective of the current situation and the government was showing "obstinacy" in accepting the truth.
Emphasising that community transmission was on in many parts of the country, the experts asked the government to admit it so that people don’t get complacent.
At least 1,233 members of the Mumbai Police recover from the novel coronavirus as of Saturday, said Maharashtra Home Minister Anil Deshmukh. Of the, 334 cops have returned to duty.
"A total of 1233 policemen from the Mumbai Police Force have successfully defeated COVID-19. 334 of them have returned to duty. Congratulations to these corona warriors. I am proud of the Mumbai Police who risk their lives to perform their duties diligently," state home minister Anil Deshmukh tweeted.
Three deaths and 118 fresh cases of coronavirus were reported in Rajasthan on Saturday, taking the total number of fatalities and positive cases to 275 and 12,186, respectively, officials said.
Two deaths were reported from Jaipur and one from Bharatpur on Saturday, they said.
Under government's Vande Bharat Mission, 3,908 stranded Indians have returned home on Friday. Twenty-eight repatriation flights of Air India and Al express are scheduled for Saturday to evacuate Indian nationals.
India reached three lakh coronavirus cases in a matter of ten days since it had recorded two lakh cases. The toll climbed to 8,884 with 386 new fatalities as on Saturday.
India took 64 days to cross the one lakh-mark from 100 cases, then in another fortnight it reached the grim milestone of two lakh cases. It has now become the fourth worst-hit nation by the pandemic with a caseload of 3,08,993.
Maharashtra Health Minister Rajesh Tope on Saturday said that the government has reduced the rates of the COVID-19 tests conducted by private laboratories from Rs 4,500 to Rs 2,200.
Talking to PTI, Tope said the lowering of rates for the tests would provide a relief to the people.
"Rs 2,200 will be charged for collecting the swabs through viral transport media (VTM) from hospitals, while it would cost Rs 2,800 for collection of swab from home. Earlier, the charges were Rs 4,500 and Rs 5,200 respectively,” he said.
Delhi health minister Satyendar Jain on Saturday said that the Delhi government cannot violate the ICMR guidelines "that state certain conditions" prerequisite for conducting COVID-19 tests.
Jain's comments come a day after the Supreme Court slammed the Delhi government for drop in COVID-19 testing from 7,000 to 5,000 amid rising coronavirus cases in the National Capital.
"If you want the number of tests conducted for COVID-19 to increase, then ask ICMR to change its guidelines. We cannot flout ICMR guidelines that state certain conditions which are prerequisite for tests," said the Delhi health minister on Saturday.
According to Indian Council of Medical Research (ICMR), 55,07,182 COVID-19 samples have been tested as on Saturday till 9 am. While, in the past 24 hours, 1,43,737 samples were tested, ICMR said.
Registering a record-jump of 225 coronavirus cases in the past 24 hours, Odisha recorded a total of 3,723 COVID-19 cases on Saturday, said the state health department.
For the fourth consecutive day, the number of recoveries have exceeded the total number of active COVID-19 cases in India after 1,54,330 patients were cured of the infectious disease as on Saturday.
Of the 3,08,993 cases, there are 1,45,779 active cases, said the health ministry on Saturday.
Of the 386 new COVID-19 deaths reported by the health ministry at 8 am on Saturday, 129 were in Delhi, 127 in Maharashtra, 30 in Gujarat, 20 in Uttar Pradesh, 18 in Tamil Nadu, nine each in West Bengal, Telangana and Madhya Pradesh, seven each in Karnataka and Rajasthan, six each in Haryana and Uttarakhand, four in Punjab, two in Assam, one each in Kerala, Jammu and Kashmir and Odisha.

India registered a record-jump of 11,458 new coronavirus cases taking the overall count to more than three lakh on Saturday. The total number of COVID-19 positive cases climbed to 3,08,993.
Rahul Gandhi on Saturday tweeted four graphs illustrating the four phases of nationwide lockdown in India reflecting no decline in the number of COVID-19 cases. "Insanity is doing the same thing over and over again and expecting different results," said Rahul on Twitter.
The percentage of positive cases has seen a sharp increase despite a lockdown since mid-March. The first lockdown was imposed in India on 25 March.
The doubling time of coronavirus cases in India has improved to 17.4 days currently from 15.4 days a couple of weeks ago, the Union health ministry said on Friday, even as the country for the first time recorded over 10,000 new instances of the infection in a day.
At the time the lockdown was imposed on 25 March, the doubling rate of COVID-19 cases was 3.4 days, it said.
Prime Minister Narendra Modi will hold a meeting with the state chief ministers over video conference on 16 and 17 June to assess the COVID-19 situation after a surge in the number of cases was recorded across India.
The Prime Minister’s Office tweeted a schedule of his meetings with the chief ministers. On 17 June, Modi will speak to the chief ministers of the most-affected states. The prime minister’s last meeting with the chief ministers was on 12 May.
Maharashtra became the first state to report a total of over one lakh cases of the novel coronavirus, as India's tally of COVID-19 cases neared three lakh with the country recording over 10,000 cases in a day for the first time since the first infection was detected in India on 30 January.
According to the Union Ministry of Health and Family Welfare's 8 am update on Friday, India's cases have risen to 2,978,535 and the toll has mounted to 8,498, with 10,956 fresh infections and 396 fatalities being recorded recorded in the last 24 hours.
In India, more than 1.47 lakh COVID-19 patients have recovered so far, while there are nearly 1.42 lakh active cases at present, according to the health ministry.
Meanwhile, the government stressed on the need for stringent containment measures to check the pandemic with the last one lakh cases emerging in just ten days.
The Centre has asked states and UTs to pay special attention on emerging epicentres of cases and to focus on containment, testing and tracing, upgrading health infrastructure, clinical management and community engagement for effective management of COVID-19, the Union Health Ministry said.
The rising cases prompted the Prime Minister's Office to announce on Friday that a fresh round of consultation will be held between between Prime Minister Narendra Modi and chief ministers next week. Modi will hold the video-conferencing with chief ministers on 16 and 17 June.
This would be the prime minister's sixth round of consultation with the chief ministers, the last being on 11 May.
SC raps Delhi govt, three other states over 'sorry state of affairs'
The rising number of cases in the country have also brought to light the poor health infrastructure. The Supreme Court stated on Friday that the situation was "grim" at hospitals in Delhi, Maharashtra, Tamil Nadu, West Bengal and Gujarat, as it took note of reports about "horrific scenes" at the National Capital's COVID-19 dedicated LNJP hospital.
The court said the duty of the Delhi government does not end by informing citizens that it has arranged 5,814 beds in government hospitals and 9,535 beds in private hospitals. It said the situation in Delhi is "horrendous, horrific and pathetic".
Raising questions over poor patients' care, disposal of dead bodies and lesser number of COVID testing, the apex court said, "All these facts, which have been brought to the notice of the court by the media reports, clearly indicate a very sorry state of affairs of the patients of COVID-19 in the Government hospitals in the NCT of Delhi as well as in other states."
It directed chief secretaries of Delhi, Maharashtra, Tamil Nadu, West Bengal and Gujarat to take "remedial action" to ensure proper management of patients at hospitals.
Separately in an order on a PIL, the top court took serious note of non-payment of salary to doctors treating COVID-19 patients and said the country cannot afford to have "dissatisfied soldiers" in the war against the pandemic.
"In war, you do not make soldiers unhappy. Travel an extra mile and channel some extra money to address their grievances. Country cannot afford to have dissatisfied soldiers in this war which is being fought against Corona," the court said.
The Delhi High Court also directed the North Delhi Municipal Corporation to pay by 19 June the salary for March to resident doctors in its six hospitals.
Delhi Lt Governor Anil Baijal, in the meantime, constituted a high-level expert committee, which includes Indian Council of Medical Research Director-General Balram Bhargava, to suggest effective steps to deal with the outbreak in the city.
Cases from states
According to a PTI tally, figures announced by states and UTs, as of 10.15 pm, showed the overall national tally of confirmed cases having risen to 3,00,519 and the toll to 8,872.
Maharashtra, the worst-hit state, saw its own tally cross the 1-lakh mark after 3,493 new cases were reported to take its total to 1,01,141, while its death toll rose to 3,717.
The state also reported a large number of recoveries. As many as 126 cancer patients, who had tested COVID-19 positive, have also recovered in Mumbai itself.
Horrifying reports emerging from the National Capital, which is currently the second-worst affected state by the COVID-19 pandemic.
In Delhi, a record number of 2,137 new cases were detected to take its tally to 36,824, while its toll rose to 1,214, authorities said.
In Tamil Nadu, another badly hit state, the tally saw a record one-day jump of 1,982 cases to cross the 40,000-mark, while the toll reached 367.
Gujarat reported 495 new cases and 31 more fatalities, taking its case count to 22,562 and the toll to 1,416.
Uttar Pradesh reported 20 more COVID-19 deaths and 528 fresh cases, the biggest single-day spike so far for the state. This took the state's toll to 365 and the case count to 12,616. However, more than 7,600 people have recovered already, giving a recovery rate of over 60 percent.
West Bengal breached the 10,000-mark with its highest single-day spike of 476 cases, while nine more fatalities were reported to take the toll to 451.
New cases were also reported from Kerala, Karnataka, Andhra Pradesh, Puducherry, Goa, Chhatisgharh, Rajasthan, Haryana, Punjab, Chandigarh, Jammu & Kashmir, Ladakh, Himachal Pradesh, Uttarakhand, Odisha, Nagaland, Mizoram, Manipur, Sikkim, Tripura and Arunachal Pradesh, among other states and UTs.
India is currently the fourth worst-hit nation by the COVID-pandemic 19 after the US, Brazil and Russia. While the US has reported more than 20 lakh confirmed cases so far, the tally for Brazil is over 8 lakh and for Russia more than 5 lakh.
Globally, more than four lakh have lost their lives and over 75 lakh have tested positive for COVID-19 since its emergence in China last December. However, nearly 36 lakh have recovered too.

Important Measures taken, opportunities & revamp required in India amid COVID-19 & post lockdown
We face the greatest challenge at the start of the millennia right here right now. These are very challenging times & needs very strong & resonating decisions to ride the waves of pessimism & uncertainty to overcome collectively. The mood of the business & the Govt. is worry some; of course there is a reason to be so however there is no ESCAPADE from this crisis.

I have few suggestions which the Government may consider implementing in the short & long term basis to revive the business sentiments & minimize job losses any further across Industry
Confirmed Tax Breaks for a period of 6 Months or at least deferred Tax payments – Agriculture, Manufacturing & Services
Revise the interest on the late payment charges on direct & indirect tax deposits- burdened industry will have a respite
Government should revise the incentives or sops for promoting Exports rather than curbing during this pandemic as it opens up bigger opportunities for Indian manufacturers in the overseas market- Putting a carpet ban on the exports of Masks, Sanitizers, PPE or Coveralls etc. is a classic example of short sightedness of the Policy makers
Set up product wise special manufacturing zones across India and incentivize the investing company by granting approvals through single window within a defined time period and with a conditionality of engaging min 40-50% work force from the local area or vicinity- to minimize the migration of skilled and unskilled work force from one region of India to the other
Spending on R&D has to be boosted under the various industry verticals where even the private players has to mandatorily allocate budget and provision for R&D to boost research- This can enhance quality of products & services across the board
Set up specialized procurement and distribution hubs- through PPP mode and enhance the storage capacities across the board for different industry verticals & product categories
The Logistics division under the Min of commerce should be entrusted with the task of setting up a ONE STOP web based system for Logistics and REAL time Inventory management with provisioning and different interfaces for Stakeholders
Develop the coastal areas further with the state of the art warehouses and distribution points for coastal movement of goods & relax the coastal movement policies under the Indian Customs Act and Maritime Acts-This can considerably engage the local population in terms of job opportunities & reducing the transportation cost considerably
Create a Robust IT platform and further leverage the potential of Digital India programme by allowing more investments in innovation and digitization processes- Target should be to achieve 100% migration towards e-Governance
Thrusting more on Education, Services Sector, Agriculture, Healthcare, Pure Manufacturing not  just Assembly
IT networking for Agriculture based activities
Promote Technological Innovation in Agricultural production and cultivation methodology

‘Direct Marketing’ helps decongest Mandis and facilitates timely marketing of farm produce during lockdown
Government of India has been making concerted efforts to facilitate farmers in direct marketing and assure better returns.  At the same time the Department issued advisories to maintain social distancing in the mandis to prevent the spread of Corona Virus in the wake of COVID19 pandemic. The States have been requested to promote the concept of ‘Direct marketing’ to facilitate farmers/ group of farmers/FPOs/ Cooperatives in selling their produce to bulk buyers/big retailers/processors etc.
The Union Agriculture Minister Shri Narendra Singh Tomar sent a letter on 16th April, 2020 to the Chief Ministers of States reiterating the need for direct marketing through Cooperatives/ Farmer Producer Organisations (FPOs) etc and encouraged all the stakeholders and farmers to adopt this process. The Department also issued an advisory to the States to promote direct marketing without insisting for licensing procedures and facilitate the farmers in timely marketing of farm produce.
In order to decongest wholesale markets & to boost the supply chain, following two modules under National Agriculture Market (e-NAM) have been introduced:
FPO Module: FPOs can directly trade with e-NAM portal. They can upload produce details from collection centers with picture/quality parameter and avail the bidding facility without physically reaching to the mandis.
Warehouse Based Trading Module: Farmers can sell their produce from Warehousing Development and Regulatory Authority (WDRA) registered warehouses notified as deemed market, and do not physically bring the produce to the nearest mandis.
Various States have adopted Direct Marketing and taken several measures:
Karnataka exempted Cooperative Institutions and FPOs in the State for engaging in wholesale trade of agricultural produce outside the market yards;
Tamil Nadu exempted market fee on all notified agricultural produce;
Uttar Pradesh allowed trading in e-NAM platform from  farm  gate  and promoted  issuance of unified licence to processors  for direct purchase from farmers and  also allowed FPOs to undertake procurement operations of wheat;
Rajasthan allowed direct marketing by traders, processors  and  FPOs. In addition to that, Primary Agriculture Credit Societies (PACS)/Large Area Multi-purpose Cooperative Societies (LAMPS) in Rajasthan have been declared as deemed markets.
Apart from Individuals, firms, and processing units, Madhya Pradesh  has allowed to set up private purchase centres outside the market–yard to purchase directly from farmers with an application fee of Rs. 500/- only.
Himachal Pradesh, Uttarakhand and Gujarat have also allowed direct marketing without requirement of any licence.
Uttarakhand has declared Warehouse/Cold storage and Processing plants as sub-mandis.
Uttar Pradesh Government has recently relaxed the rules and norms for declaring warehouses/ cold storages as Market-yards.
Impact of Direct Marketing:
Rajasthan has issued more than 1,100 direct marketing licences to processors during lockdown period wherein farmers have already started selling directly to the processors.  Out of more than 550 PACS declared as market-yards in rural areas, 150 PACS have become functional for direct marketing and village traders are performing trade transactions successfully.
Due to market fee waiver in Tamil Nadu, it was observed that traders have preferred to buy the produce from farmers from their farm gate/ villages.
In Uttar Pradesh direct linkages have been established by FPOs with farmers and traders thereby supplying their produce to consumers in cities which saved wastages and directly benefitted the farmers. Further, the State has facilitated in establishing linkages with FPOs and Zomato Food Delivery App thereby ensuring smooth distribution of veggies to consumers.
As per the report received from the States, the Direct Marketing has facilitated the famers groups, FPOs, Cooperatives and all the stakeholders in effective and timely marketing of farm produce.

CSIR-IICT initiatives to reduce dependency for APIs and drug intermediates
Active pharmaceutical ingredients (APIs) and intermediates are the key components of any drug that produces the intended effects. India is largely depended especially on China for supply of APIs and drug intermediates. Now Indian Institute of Chemical Technology (IICT), Hyderabad, is collaborating with another Hyderabad-based integrated pharmaceutical company, LAXAI Life Sciences, to develop and manufacture APIs and drug intermediates. The initiative may help in reducing the dependency of the Indian pharmaceutical sector on Chinese imports of these ingredients.
IICT, a laboratory under the Council of Scientific and Industrial Research (CSIR), is working with LAXAI for synthesis of drugs being used in the fight against the Corona Virus.  The collaboration will primarily focus on Umifenovir, Remdesivir and a key intermediate of Hydroxy Chloroquine (HCQ).
India, one of the largest producers of anti-malarial drug HCQ, has seen a spurt in demand in the recent weeks. India has sent HCQ to over 50 countries over the last few days, including the United States. The collaboration will result in a cost-effective process with minimal dependency on China for key raw materials. In addition, Remdesivir, which has been previously administered to Ebola virus patients, is currently under clinical trials to evaluate efficacy and safety against COVID -19.
Realizing that drug security and undisrupted access to essential medicines are critical for public health, the Union Cabinet chaired by the Prime Minister, has approved a special package for promotion of bulk drug manufacturing in India and reduction of our dependence on China.
LAXAI Life Sciences Pvt. Ltd. was established in the year 2007, with a vision to accelerate the discovery chemistry campaign of global pharmaceutical companies. Today LAXAI has grown into an integrated pharmaceutical company with presence in API / formulation development as well as API manufacturing.
The collaboration will use the know-how for commercial manufacturing of the products. Daily Current Affairs Dated On 12-July-2019 GS-2 Iran Nuclear deal: Why in News? Iran on Monday began enriching its stockpile of uranium to 4.5% purity, breaching the terms of the 2015 nuclear deal that Washington abandoned last year. This comes days after Iran exceeded the 300-kg limit to its low-enriched uranium stockpile, breaching another cap set by the nuclear deal. Reasons:  These moves come as part of a series of aggressive actions by the U.S. and Iran.  It began last year when the U.S. unilaterally pulled out of the nuclear deal and reimposed sanctions that have hit the Iranian economy.  Iranian oil exports have fallen drastically and it has put its economy in a precarious situation.  Oil exports dropped from 2.5 million barrels per day (bpd) to about 300,000 bpd in the first three weeks of June after the U.S. withdrew the waivers it had granted to a few countries, including India, to import oil from Iran.  Iran has urged the remaining signatories of the deal to come up with an effective solution to help it circumvent U.S. sanctions.  It had earlier threatened to exceed 20% in enrichment of uranium if Europe had not made any progress by July 7.  Once 20% enrichment is reached, enriching it to weapon-grade levels of 90% is only a short step. Why did the deal fall apart?  Officially known as the Joint Comprehensive Plan of Action (JCPOA) it was signed by Iran, the five countries of the UNSC (the U.S., the U.K., France, China and Russia), Germany and the EU.  The Islamic Republic was suspected of developing nuclear weapons surreptitiously; a charge that it denied.  Under the deal, Iran agreed to limit its nuclear capabilities and, in return, international sanctions would be lifted. Daily Current Affairs Dated On 12-July-2019  As per the deal, Iran reduced the number of its centrifuges used for enriching uranium by two-thirds, restricted its uranium enrichment to 3.67%, and removed the core of its heavywater facility in Arak.  In May 2018, U.S. President Donald Trump pulled out of the deal stating it did not make an effort to curb Iran‟s “sponsoring of terrorism” abroad and its ballistic missiles programme. Did Europe try to save the deal?  Europe launched a new trade mechanism called Instrument in Support of Trade Exchanges (INSTEX) to continue trade with Iran in a non-dollar basis.  But INSTEX covers only humanitarian goods such as medicine, water, and food supplies, which are not affected by the sanctions anyway.  INSTEX does not help in trading oil, which is the lifeline of the Iranian economy.  Iran and other signatories met in Vienna on June 28 to work out a solution, but saw no breakthrough.  The European leaders declared INSTEX operational after the conference, but Iran opines that although it is a positive development, Europe can „do more‟.  Circumventing U.S. sanctions via an alternative trade mechanism is not very simple as it is the European companies and not the government that have to trade with Iran, in the face of U.S. antagonism. Poverty status in India: Context: India lifted 271 million people out of poverty between 2006 and 2016, recording the fastest reductions in the multidimensional poverty index values during the period with strong improvements in areas such as “assets, cooking fuel, sanitation and nutrition,” a report by the United Nations . Daily Current Affairs Dated On 12-July-2019 Salient observation of report:  The 2019 global Multidimensional Poverty Index (MPI) from the UN Development Programme (UNDP), the Oxford Poverty and Human Development Initiative (OPHI) was released on Thursday.  The report said that in the 101 countries studied — 31 low income, 68 middle income and 2 high income - 1.3 billion people are “multidimensionally poor”, which means that poverty is defined not simply by income, but by a number of indicators, including poor health, poor quality of work and the threat of violence.  The report identifies 10 countries, with a combined population of around 2 billion people, to illustrate the level of poverty reduction, and all of them have shown statistically significant progress towards achieving Sustainable Development Goal 1, namely ending poverty “in all its forms, everywhere”.  The 10 countries are Bangladesh, Cambodia, Democratic Republic of Congo, Ethiopia, Haiti, India, Nigeria, Pakistan, Peru and Vietnam.  The report said that within these 10 countries, data shows that 270 million people moved out of multidimensional poverty from one survey to the next. Global Scenario:  This progress was largely driven by South Asia. In India, there were 271 million fewer people in poverty in 2016 than in 2006, while in Bangladesh the number dropped by 19 million between 2004 and 2014,” it said.  The report noted that of the 10 selected countries for which changes over time were analysed, India and Cambodia reduced their MPI values the fastest — and they did not leave the poorest groups behind.  India‟s MPI value reduced from 0.283 in 2005-06 to 0.123 in 2015-16.  Noting the examples of pro-poor reduction, where the poorest regions improved the fastest, the report said that Jharkhand in India reduced the incidence of multidimensional poverty from 74.9% in 2005-06 to 46.5% in 2015-16.  Ethiopia, India and Peru significantly reduced deprivations in all 10 indicators, namely nutrition, sanitation, child mortality, drinking water, years of schooling, electricity, school attendance, housing, cooking fuel and assets. Status in India: Daily Current Affairs Dated On 12-July-2019  In 2005-2006, the population in India living in multidimensional poverty stood at about 640 million people (55.1%) and this reduced to 369 million people (27.9%) living in poverty in 2015-16.  India saw significant reductions in number of people who are multidimensionally poor and deprived in each of the 10 indicators over this time period.  India reduced deprivation in nutrition from 44.3% in 2005-06 to 21.2% in 2015-16, child mortality dropped from 4.5% to 2.2%, people deprived of cooking fuel reduced from 52.9% to 26.2%, deprivation in sanitation from 50.4% to 24.6%, those deprived of drinking water reduced from 16.6% to 6.2 %.  Further more people gained access to electricity as deprivation was reduced from 29.1% to 8.6%, housing from 44.9% to 23.6% and assets deprivation from 37.6% to 9.5%. Uneven poverty reduction:  The trends in these 10 countries also shine a light on where poverty reduction has been uneven, despite the good progress overall.  “In all 10 countries rural areas are poorer than urban areas.  In Cambodia, Haiti, India and Peru poverty reduction in rural areas outpaced that in urban areas — demonstrating pro-poor development — and in Bangladesh and Democratic Republic of the Congo poverty fell at the same speed in rural and urban areas, it added.  The report also showed that children suffer poverty more intensely than adults and are more likely to be deprived in all 10 of the MPI indicators, lacking essentials such as clean water, sanitation, adequate nutrition or primary education.  Child poverty fell markedly faster than adult poverty in Bangladesh, Cambodia, Haiti, India and Peru. Globally, of the 1.3 billion people who are multidimensionally poor, more than two-thirds of them—886 million— now live in middle-income countries. A further 440 million live in low-income countries. GS-3 Automated Facial Recognition System (AFRS): Daily Current Affairs Dated On 12-July-2019 What is it? The AFRS, being implemented by the National Crime Records Bureau (NCRB), is a component of Crime and Criminal Tracking Network and Systems (CCTNS), a national database of crimes and criminals. The data will only be accessible to law enforcement agencies. Concerns about Privacy:  The Automated Facial Recognition System (AFRS) would not violate privacy of citizens and is only being developed to help the law enforcement agencies to identify criminals, missing children and unidentified bodies in a scientific and speedy manner. Details:  The NCRB had last week invited bids for AFRS that would even “capture face images from CCTV feed and generate alerts if a blacklist match is found,” triggering privacy concern.  At present, there are 7.71 lakh cases of missing persons in the CCTNS database that includes 98,000 children.  “This software will be used only in respect of such persons who figure on the CCTNS data base -- accused persons, prisoners, missing persons and unidentified found persons including children, and unidentified dead persons -- and is not going to be used on any other data base  Just as fingerprint matching is used in investigation by the police by matching fingerprint found in crime scene with the fingerprint database, the AFRS will add another information layer to investigation by allowing matching photograph of suspect or missing person with the photo database of CCTNS. Helping against crime:  In case a person is suspected or arrested for crime during investigation, his photo can also be matched over the CCTNS data base for previous criminal records.  This will ensure that criminals and terrorists will no longer be able to hide behind fake identities. The Union Health Ministry is working towards using Artificial Intelligence (AI) in a safe and effective way in public health. Union Health Minister Harsh Vardhan said in Lok Sabha on July 12 that to address gaps in India‟s AI ecosystem and realise its economic impact, the central government has prioritised building AI technology capabilities. Potential in health sector:  The potential of AI in public health is being explored in our country. Japan‟s Hayabusa2 probe made a “perfect” touchdown on Thursday on a distant asteroid, collecting samples from beneath the surface in an unprecedented mission that could shed light on the origins of the solar system. “We have never gathered sub-surface material from a celestial body further away than the moon,” he added. Details of Mission:  The brief landing on Thursday is the second time Hayabusa2 has touched down on the desolate asteroid Ryugu, some 300 million kilometres from Earth.  Ryugu, which means “Dragon Palace” in Japanese, refers to a castle at the bottom of the ocean in an ancient Japanese tale.  The complex multi-year Hayabusa2 mission has also involved sending rovers and robots down to the surface. Daily Current Affairs Dated On 12-July-2019  Thursday‟s touchdown was intended to collect pristine materials from beneath the surface of the asteroid that could provide insights into what the solar system was like at its birth, some 4.6 billion years ago.  To get at those crucial materials, in April an “impactor” was fired from Hayabusa2 towards Ryugu in a risky process that created a crater on the asteroid‟s surface and stirred up material that had not previously been exposed to the atmosphere.  Hayabusa2‟s first touchdown was in February, when it landed briefly on Ryugu and fired a bullet into the surface to puff up dust for collection, before blasting back to its holding position.  The touchdown is the last major part of Hayabusa2‟s mission, and when the probe returns to Earth next year to drop off its samples, scientists hope to learn more about the history of the solar system and even the origin of life on Earth. Background:  Hayabusa2 is the successor to JAXA‟s first asteroid explorer, Hayabusa — Japanese for falcon — that returned with dust samples from a smaller, potato-shaped asteroid in 2010.  It was hailed as a scientific triumph despite various setbacks during its epic seven-year odyssey.  The Hayabusa2 mission was launched in December 2014, and has a price tag of around $270 million.

The first conference of five eastern States convened by the Union Water Resources Ministry aimed at resolving water disputes among these States held here today witnessed arguments and counter arguments between Odisha and Chhattisgarh over the Mahanadi issue. Food Supplies and Consumer Welfare Minister Surjya Narayan Patro representing Odisha raised the issues of Chhattisgarh finalizing tenders for construction of Mohmela Siripur barrage despite curbs imposed by the National Green Tribunal (NGT) and Centre’s delay in announcing the Terms of Reference (TOR) for Mahanadi tribunal. Similarly, Odisha also raised its objections to projects undertaken by neighbouring Jharkhand on rivers Sankha and Koel. It argued that these unilateral actions by the neighbouring State would lead to drying up of river Brahmani. “There are problems with regards to Mahanadi. Problems also exist on Brahmani and Indravati. Chhattisgarh government has constructed 7-8 barrages as a consequence of which water is not flowing down in Mahanadi. We had a discussion on these issues,” said Patro speaking to reporters. However, Chhattisgarh’s Water Resources Minister Brij Mohan Agarwal refuted Odisha’s allegations and argued that at no point his State has stopped the water flow. He also clarified that tenders for the Mohmela Siripur barrage were invited much before NGT’s orders. In order to put Odisha in the backfoot Agarwal alleged that his State-Chhattisgarh was not getting the amount of water from the Indravati project as agreed in the agreement between the two States. However, Odisha has refuted Chhattisgarh’s claims on this account. “With regard to problems with Odisha, the Supreme Court had ordered for formation of a tribunal which has been already constituted. I feel those problems will be decided by the tribunal,” stated Agarwal to reporters. Union Minister of State for Water Resources Arjun Ram Meghwal, who called the meeting of five eastern States-Chhattisgarh, Odisha, Bihar, Jharkhand and West Bengal, however, said that all the issues raised at the meeting would be resolved. “Whatever inputs we have got at today’s meeting we will certainly resolve those. Organic hotspots benefit local economies

New research published in the journal Renewable Agriculture and Food Systems has found that organic hot spots – counties with high levels of organic agricultural activity whose neighboring counties also have high organic activity–positively impact local economies. Using spatial statistics, researchers identified counties that were organic agriculture hotspots vs conventional agriculture hotspots – counties with high levels of agricultural activity whose neighboring counties also have high agricultural activity. They then analyzed spatial data in combination with economic data to determine if there were economic benefits associated with organic hotspots.  They found that compared to conventional agricultural hotspots, organic hotspots were associated with lower county-level poverty rates and higher median household income. “Our results may incentivize policymakers to specifically focus on organic development, rather than the more general development of agriculture, as a means to promote economic growth in rural areas, and may further point them in the direction of not only encouraging the presence of organic operations, but of fostering the development of clusters or hotspots of these operations,” the authors concluded.

The rate card of Max Hospital had gone viral on social media on Friday with many users noting that the charges were too high for a common man. The rate card showed that the facility was charging Rs 72,000 for an ICU with ventilator. On its part, Max Healthcare, which runs the facility, said the viral rate card did not carry "all the facts such as inclusions of routine tests, routine medicines, doctor and nurse charges".   Asked about capping fees being charged by private hospitals for COVID-19 treatment on Saturday, Jain said, "All the hospitals have been asked to share the rates that they are charging for COVID treatments. The planned COVID-19 facility will come up at the south Delhi campus of spiritual organisation Radha Soami Satsang Beas. The lush green campus is located near the Delhi-Haryana border. The COVID-19 facility, which will be 1,700 feet long and 700 feet wide, will have 200 enclosures with 50 beds each, said Vikas Sethi, secretary of Radha Soami Satsang Beas, Bhati Mines. This makeshift hospital will be the largest such facility in the city so far. Of the 386 new COVID-19 deaths reported by the health ministry at 8 am on Saturday, 129 were in Delhi, 127 in Maharashtra, 30 in Gujarat, 20 in Uttar Pradesh, 18 in Tamil Nadu, nine each in West Bengal, Telangana and Madhya Pradesh, seven each in Karnataka and Rajasthan, six each in Haryana and Uttarakhand, four in Punjab, two in Assam, one each in Kerala, Jammu and Kashmir and Odisha. India reported a surge in the COVID-19 fatalities, adding 386 deaths in the past 24 hours. This took the toll across the nation to 8,884 on Saturday. At present, India's COVID-19 mortality rate is at 2.9 percent. India registered a record-jump of 11,458 new coronavirus cases taking the overall count to more than three lakh on Saturday. The total number of COVID-19 positive cases climbed to 3,08,993. Rahul Gandhi on Saturday tweeted four graphs illustrating the four phases of nationwide lockdown in India reflecting no decline in the number of COVID-19 cases. "Insanity is doing the same thing over and over again and expecting different results," said Rahul on Twitter. The percentage of positive cases has seen a sharp increase despite a lockdown since mid-March. The first lockdown was imposed in India on 25 March. The doubling time of coronavirus cases in India has improved to 17.4 days currently from 15.4 days a couple of weeks ago, the Union health ministry said on Friday, even as the country for the first time recorded over 10,000 new instances of the infection in a day. At the time the lockdown was imposed on 25 March, the doubling rate of COVID-19 cases was 3.4 days, it said. Prime Minister Narendra Modi will hold a meeting with the state chief ministers over video conference on 16 and 17 June to assess the COVID-19 situation after a surge in the number of cases was recorded across India. The Prime Minister’s Office tweeted a schedule of his meetings with the chief ministers. On 17 June, Modi will speak to the chief ministers of the most-affected states. The prime minister’s last meeting with the chief ministers was on 12 May. Maharashtra became the first state to report a total of over one lakh cases of the novel coronavirus, as India's tally of COVID-19 cases neared three lakh with the country recording over 10,000 cases in a day for the first time since the first infection was detected in India on 30 January. According to the Union Ministry of Health and Family Welfare's 8 am update on Friday, India's cases have risen to 2,978,535 and the toll has mounted to 8,498, with 10,956 fresh infections and 396 fatalities being recorded recorded in the last 24 hours. In India, more than 1.47 lakh COVID-19 patients have recovered so far, while there are nearly 1.42 lakh active cases at present, according to the health ministry. Meanwhile, the government stressed on the need for stringent containment measures to check the pandemic with the last one lakh cases emerging in just ten days. The Centre has asked states and UTs to pay special attention on emerging epicentres of cases and to focus on containment, testing and tracing, upgrading health infrastructure, clinical management and community engagement for effective management of COVID-19, the Union Health Ministry said. The rising cases prompted the Prime Minister's Office to announce on Friday that a fresh round of consultation will be held between between Prime Minister Narendra Modi and chief ministers next week. Modi will hold the video-conferencing with chief ministers on 16 and 17 June. This would be the prime minister's sixth round of consultation with the chief ministers, the last being on 11 May. The Supreme Court stated on Friday that the situation was "grim" at hospitals in Delhi, Maharashtra, Tamil Nadu, West Bengal and Gujarat, as it took note of reports about "horrific scenes" at the National Capital's COVID-19 dedicated LNJP hospital. The court said the duty of the Delhi government does not end by informing citizens that it has arranged 5,814 beds in government hospitals and 9,535 beds in private hospitals. It said the situation in Delhi is "horrendous, horrific and pathetic". Raising questions over poor patients' care, disposal of dead bodies and lesser number of COVID testing, the apex court said, "All these facts, which have been brought to the notice of the court by the media reports, clearly indicate a very sorry state of affairs of the patients of COVID-19 in the Government hospitals in the NCT of Delhi as well as in other states." It directed chief secretaries of Delhi, Maharashtra, Tamil Nadu, West Bengal and Gujarat to take "remedial action" to ensure proper management of patients at hospitals. Separately in an order on a PIL, the top court took serious note of non-payment of salary to doctors treating COVID-19 patients and said the country cannot afford to have "dissatisfied soldiers" in the war against the pandemic. "In war, you do not make soldiers unhappy. Travel an extra mile and channel some extra money to address their grievances. Country cannot afford to have dissatisfied soldiers in this war which is being fought against Corona," the court said. The Delhi High Court also directed the North Delhi Municipal Corporation to pay by 19 June the salary for March to resident doctors in its six hospitals. Delhi Lt Governor Anil Baijal, in the meantime, constituted a high-level expert committee, which includes Indian Council of Medical Research Director-General Balram Bhargava, to suggest effective steps to deal with the outbreak in the city. Cases from states According to a PTI tally, figures announced by states and UTs, as of 10.15 pm, showed the overall national tally of confirmed cases having risen to 3,00,519 and the toll to 8,872. Maharashtra, the worst-hit state, saw its own tally cross the 1-lakh mark after 3,493 new cases were reported to take its total to 1,01,141, while its death toll rose to 3,717. The state also reported a large number of recoveries. As many as 126 cancer patients, who had tested COVID-19 positive, have also recovered in Mumbai itself. Horrifying reports emerging from the National Capital, which is currently the second-worst affected state by the COVID-19 pandemic. In Delhi, a record number of 2,137 new cases were detected to take its tally to 36,824, while its toll rose to 1,214, authorities said. In Tamil Nadu, another badly hit state, the tally saw a record one-day jump of 1,982 cases to cross the 40,000-mark, while the toll reached 367. Gujarat reported 495 new cases and 31 more fatalities, taking its case count to 22,562 and the toll to 1,416. Uttar Pradesh reported 20 more COVID-19 deaths and 528 fresh cases, the biggest single-day spike so far for the state. This took the state's toll to 365 and the case count to 12,616. However, more than 7,600 people have recovered already, giving a recovery rate of over 60 percent. West Bengal breached the 10,000-mark with its highest single-day spike of 476 cases, while nine more fatalities were reported to take the toll to 451. New cases were also reported from Kerala, Karnataka, Andhra Pradesh, Puducherry, Goa, Chhatisgharh, Rajasthan, Haryana, Punjab, Chandigarh, Jammu & Kashmir, Ladakh, Himachal Pradesh, Uttarakhand, Odisha, Nagaland, Mizoram, Manipur, Sikkim, Tripura and Arunachal Pradesh, among other states and UTs. India is currently the fourth worst-hit nation by the COVID-pandemic 19 after the US, Brazil and Russia. While the US has reported more than 20 lakh confirmed cases so far, the tally for Brazil is over 8 lakh and for Russia more than 5 lakh. Globally, more than four lakh have lost their lives and over 75 lakh have tested positive for COVID-19 since its emergence in China last December. However, nearly 36 lakh have recovered too. First they went after slaughterhouses. Then they turned to meat shops. Next they will invade our kitchens. That is not all. Yesterday beef was taboo. Today it is mutton. Tomorrow it will be fish and fowl, and eggs too. Let us be warned. The vigilantes are on the rampage and Uttar Pradesh is only their latest stomping ground.
 Within 24 hours of being sworn in as chief minister of India's most populous state, Yogi Adityanath ordered a state-wide crackdown on slaughterhouses. Officially, the drive is targeting "illegal" abattoirs and meat shops, but hundreds of legal slaughterhouses too have been sealed by the administration for violativegetarianng some rule or other. Since slaughterhouses have to comply with a complex maze of over two dozen rules, it is easy to find some minor infraction to justify a shut down.
 As for the plethora of unlicensed operations, ground reports from UP indicate that one key reason for these is that no new licences were issued for the last 15 years, thanks largely to the aggressive movement launched by Adityanath and his Hindu Yuva Vahini musclemen. Afraid to frontally take on the Hindutva brigades, and yet mindful that a significant section of the state's Muslim populace was directly dependent on the meat trade, the previous state governments allowed the businesses to continue without any official licence.
 In any case, abattoirs and meat shops are certainly not the only businesses that operate without a licence. Thousands of small and micro enterprises in India's teeming informal sector - from vegetable vendors to pan sellers, barber shops to roadside dhabas - thrive in a grey zone that is not strictly legal but far from being criminal.

But then the Adityanath government's drive has little to do with what is legal or illegal. It stems, on the surface, from a deep-seated hatred towards the Muslim minority and is aimed at crippling them both economically and culturally. In this, Adityanath is not alone. In state after Bharatiya Janata Party-ruled state, the drive against meat shops and abattoirs is gaining ground: authorities in Rajasthan, Uttarakhand, Chhattisgarh, Madhya Pradesh have also been instructed to 'lay down the law' and shut down enterprises that have been quietly doing business for years.
 And where the law is not on their side, 'persuasion' in the name of 'sentiment' is the new tactic. Last week, for instance, a vigilante outfit by the name of Shiv Sena (which Uddhav Thackeray has since disowned) went around shutting hundreds of meat and chicken shops in Gurgaon on the outskirts of the national capital since "Navratri" was on. The group issued notices warning the owners not to open their shops on Tuesdays and during the nine-day festival. A spokesman of the outfit told reporters, "A number of Hindus keep fast during Navratri and every Tuesday. It does not feel good to see meat being sold and served on this day..." Most of the shopkeepers - belonging largely to the minority community - complied with the 'request', he added.
 Hindu Yuva Vahini, Bajrang Dal, Shiv Sena, Bharatiya Gau Raksha Dal - these groups go by many names, their activities seemingly uncoordinated, their organizations apparently autonomous. That is just a façade. In truth, they have all been spawned and nurtured by the Rashtriya Swayamsevak Sangh's ideology that its practitioners proudly label "cultural nationalism".
 The goal of "cultural nationalism" is the creation of a Hindu rashtra whose primary enemies, on the face of it, are the beef-eating Muslims and Christians. But the real intent of cultural nationalism goes much deeper: it aims at creating a monolithic "Hindu" identity and abhors the bewildering diversity of cultural practices that make up the tapestry of Hinduism.
 Food is central to culture, to identity, to community and is not just something we put into our mouths for bodily sustenance. Whether consciously or subliminally, the Hindu Right is deeply aware of this subversive power of taste and tradition and that explains its obsession with the eating habits of people, its aggressive efforts to impose a 'Hindu' diet that goes well beyond the taboo against cow meat - which itself is far from universal even among practising Hindus in India.
 Although individuals in the BJP or even the RSS may be non-vegetarian, the dominant impulse of the sangh parivar is a virulent vegetarianism - signs of which have become much more evident in recent years. BJP-ruled states such as Madhya Pradesh have doggedly refused to supply eggs under the school mid-day meal scheme in spite of its proven nutritional value for growing children; vegetarian fare - particularly Gujarati snacks - has become de rigueur at official functions in Delhi; and bans on the selling of mutton, chicken, eggs and fish on Hindu festival days is becoming more frequent.
 While vegetarianism is a growing fad in the West too, in India it has a much longer and complex history - deeply entwined with the notions of 'purity' and 'pollution' that underlie the caste system. Ages before the famous French anthropologist, Claude Lévi-Strauss, produced his path-breaking work, The Raw and the Cooked, to explore culture in culinary terms and offered the raw-cooked-rotten food triad, ayurveda divided foods as tamasic (stale or rotten), rajasic (stimulating) and sattvic (pure and calming). Tamasic foods that include all meats were regarded the most inferior and fostered tamas (darkness, sloth, lethargy) while rajasic evoked excitement and passion. A sattvic diet - strictly vegetarian that eschews garlic, onion and spices too - was considered the best, and said to promote calmness and equanimity, the prescribed diet of sages and priests.
 Over the centuries, the subtler essence of this classification got vulgarized and food rigidities came to mirror social inequities. The upper castes, in particular the Brahmins, used their vegetarian diet to buttress claims of sattvic superiority over flesh-eating lower castes. Movements like the Arya Samaj also added to the cult of vegetarianism. With Nagpur Brahmins dominating the RSS leadership, the orthodox upper caste Hindu's visceral revulsion to meat - coupled with fear and loathing for the meat-eating Muslim - became embedded in the sangh's psyche; as did the myth of the spiritually elevated vegetarian Hindu. Never mind that serenity and equanimity are the last qualities that come to mind when we witness the vitriolic outpourings of the saffron-robed political " yogis" and "sadhvis" in our midst.
 What the RSS-inspired vigilantes deliberately overlook is that a vast majority of Hindus are non-vegetarian. According to the Baseline Survey of 2014 by the Census of India, 71.6 per cent of Indian males and 70.6 per cent of Indian females are non-vegetarian. In Andhra Pradesh, Telangana and Bengal, the figure crosses 98 per cent. Kerala, Tamil Nadu, Jharkhand and Odisha closely follow, with over 97 per cent non-vegetarians, while the figure is 93 per cent in Bihar. And, as is well known, Brahmins, too, are traditionally and determinedly non-vegetarian in states such as Kashmir, Bengal, Bihar, Assam, Odisha and along the western coast.
 Yet, there is a concerted effort to push vegetarianism as quintessentially Hindu - and imposing this stealthily through a combination of coercion and persuasion, fear and shaming. Non-vegetarians, rarely, if ever, force anyone to eat meat - respecting the tenets of dietary freedom that militant vegetarians increasingly refuse to reciprocate. Sadly, meat-eating Hindus have not come out in protest against "Navratri" fiats that are slowly becoming the norm. Nor have they shown any solidarity so far with the hapless butchers and cooks who dish out delicious kababs and biryanis that millions of Hindus consume with gusto. The saffron mobs, backed by State power, may be targeting the visible "Other" today. Tomorrow it will be the rest of us, our choice of cuisine, our way of life...
