It's weird and apparently it's a thing. People who own Jeep Wranglers randomly give out rubber ducks to other Jeep Wranglers they see out and about. When I bought the Wrangler I didn't realize I was joining a club. Now while out driving oncoming Wrangler drivers now wave and acknowledge me in passing on the road. I have to say it's kinda fun.
