PEP COMICS (vol. 1) #18 (August, 1941). Cover by Irv Novick.
A few years before teenager Archie Andrews would take over the book - and the entire company - superheroes like the Shield, his sidekick Dusty, and the Hangman still ruled at MLJ Comics.
The cover is by a young Irv Novick, who would go on to have a long career in comics, most notably as the long-time penciller for The Flash and Batman at DC Comics in the 1970s.

I find it funny how Joker and Lex Luthor both took something away from their personality swapping story. The Joker used his brief sanity to build a new hideout underneath his cell at arkham; while Lex Luthor is disappointed because he came this close to cracking the secrets of the universe! I guess he was right about insanity being close to genius... (Joker #7):

The Joker successfully kidnapped a writer of a rip-off of Peanuts. But I really liked how this rip-off comic writer was the antithesis of everything I believe I know Charles Schulz stood for. This guy was jaded, cynical, and all too eager to draw Joker torturing his character. Which I found kind of funny, honestly. (Joker #3):
