The United States Department of Justice on Wednesday announced charges against a 35-year-old Chinese national, Yunhe Wang, accused of operating a massive botnet allegedly linked to billions of dollars in fraud, child exploitation, and bomb threats, among other crimes.
Wang, identified by numerous pseudonyms—Tom Long and Jack Wan, among others—was arrested on May 24 and is accused of distributing malware through various pop-up VPN services, such as “ProxyGate” and “MaskVPN,” and by embedding viruses in internet files distributed via peer-to-peer networks known as torrents.
The malware is said to have compromised computers located in nearly every country in the world, turning them into proxies through which criminals were able to hide their identities while committing countless crimes. According to prosecutors in the US, this included the theft of billions of dollars slated for Covid-19 pandemic relief—funds allegedly stolen by foreign actors posing as unemployed US citizens.
According to an indictment, the infected computers allegedly provided Wang’s customers with a persistent backdoor, allowing them to disguise themselves as any one of the victims of Wang’s malware. This illicit proxy service, known as “911 S5,” launched as early as 2014, the US government says.
“The 911 S5 Botnet infected computers in nearly 200 countries and facilitated a whole host of computer-enabled crimes, including financial frauds, identity theft, and child exploitation,” says FBI director Christopher Wray, who described the illicit service as “likely the world’s largest botnet ever.”
The US Treasury Department has also sanctioned Wang and two other individuals allegedly tied to 911 S5.
Wang is said to have amassed access to nearly 614,000 IP addresses in the US and more than 18 million others worldwide—collectively forming the botnet. 911 S5’s customers were able to filter the IPs geographically to choose where they’d like to appear to be located, down to a specific US zip code, the DOJ claims.
The indictment states that of the 150 dedicated servers used to manage the botnet, as many as 76 were leased by US-based service providers, including the one hosting 911 S5’s client interface, which allowed criminals overseas to purchase goods using stolen credit cards, in many cases for the alleged purpose of circumventing US export laws.
More than half a million fraudulent claims lodged with pandemic relief programs in the United States are allegedly tied to 911 S5. According to the indictment, nearly $6 billion in losses have been linked to IP addresses captured by 911 S5. Many of the IP addresses have been reportedly tied to more insidious crimes, including bomb threats and the trafficking of child sexual abuse material, or CSAM.
“Proxy services like 911 S5 are pervasive threats that shield criminals behind the compromised IP addresses of residential computers worldwide,” says Damien Diggs, the US attorney for the Eastern District of Texas, where the charges against Wang were brought by a grand jury earlier this month.
Adds Nicole Argentieri, head of the Justice Department’s Criminal Division: “These criminals used the hijacked computers to conceal their identities and commit a host of crimes, from fraud to cyberstalking.”
At the time of writing, it is unclear whether these virtual impersonations resulted in any criminal investigations or charges against US-based victims whose IP addresses were hijacked as part of the 911 S5 botnet. WIRED is awaiting a response from the Department of Justice regarding this concern.
According to the Justice Department, law enforcement agencies in Singapore, Thailand, and Germany collaborated with US authorities to effect Wang’s arrest.
Wang faces charges of conspiracy, computer fraud, conspiracy to commit wire fraud, and conspiracy to money laundering, with a maximum penalty of 65 years in prison. The US is also seeking to seize a mountain of luxury cars and goods allegedly owned by Wang, including a 2022 Ferrari Spider valued at roughly half a million dollars as well as a Patek Philippe watch worth potentially several times that amount.

A complaint filed on Thursday asks a judge to permanently ban Voyager Labs from accessing Meta’s sites and comes after a Guardian investigation revealed the company had partnered with the Los Angeles police department (LAPD) in 2019 and claimed that it could use social media information to predict who may commit a future crime.
Public records obtained by the Brennan Center for Justice, a non-profit organization, and shared with the Guardian in 2021, showed that Voyager’s services enabled police to surveil and investigate people by reconstructing their digital lives and making assumptions about their activity, including their network of friends. In one internal record, Voyager suggested that it considered using an Instagram name displaying Arab pride or tweeting about Islam to be signs of potential extremism.

The affected users included employees of non-profits, universities, media organizations, healthcare facilities, the US armed forces and local, state and federal government agencies, along with full-time parents, retirees and union members, Meta said in its filing. It is unclear who Voyager’s clients were at that time and what entities may have received the data. But Voyager, which has offices in the US, the United Kingdom, Israel, Singapore and the United Arab Emirates, designed its software to hide its presence from Meta and sold and licensed for profit the data it obtained, the suit says.

The main problem with the book was how light it was on actual cases vs pages and pages of commentary of who was assigned when and where. Another major issue were the multiple misspellings (Viet Congo is a common one) and repeated paragraphs. It's not unreadable, but it had issues. But for the historical information, and a few insights into deserters, fraggings, and a few interesting cases, it's worth a read.

Fugitive Wirecard COO Jan Marsalek wasn’t just responsible for Germany’s largest financial fraud in history. He was also a decade-long Russian spy.
In the city of Lipetsk, 300 miles south of Moscow, stands a yellow chapel. Somewhat out of place next to a modern mirrored-window building, situated on the lip of a roundabout, the 200 year-old Church of Holy Transfiguration caters to the faithful of a large mining town that dates back to the era of Peter the Great. Inside, Father Konstantin Baiazov performs the customary rites and rituals for his flock. Dark and bearded, with a short, military-style buzz cut, the church’s archpriest’s routine is standard – services twice a day. Father Konstantin inherited the job — and the calling — from his own father, a revered Orthodox priest who, as local legend goes, had challenged the authority of the formidable KGB during Soviet times.
Konstantin, the father of three, used to travel abroad. He liked visiting Europe, and was particularly fond of Rome. However, he has not left Russia since September 2020. Since the fifth of that month, Father Baiazov’s official passport, numbered 763391844, has not belonged to a man of God. Rather, it belongs to someone who wears a different kind of white collar, looks a lot like him, and is the most wanted man in Europe.
For more than four years, Jan Marsalek, the former chief operating officer of the disgraced German financial services company Wirecard, has been living in Russia under this assumed identity, a year-long investigation by The Insider, Der Spiegel, ZDF, and Der Standard has uncovered. Wirecard, the German equivalent to PayPal was once a DAX-30 listed company, one of the wealthiest traded entities on the German stock exchange, with a valuation of $28 billion. Then came June 2020, when, in the midst of an audit, Wirecard could not locate €1.9 billion in assets it claimed were being held somewhere in the world – Russia, the United Arab Emirates or the Philippines. In fact, the money didn’t exist. Wirecard’s worth was predicated on commissions supposedly earned from three companies, Al Alam, Senjo and PayEasy, based in Dubai, Singapore and Manila, respectively. Wirecard money flowed into all three but the only documented flows in reverse existed in the German conglomerate’s imagination. Or, as the now imprisoned former CEO Markus Braun claims, it had been funneled away to a complex web of offshore accounts controlled by his then number two, Jan Marsalek.
Marsalek, the man responsible for overseeing the forging of company records, money-laundering, and extensive espionage and harassment campaigns against the journalists and speculators who exposed the enormity of Wirecard’s graft, fled in a sinuous route from Germany to Austria to Belarus to Moscow on June 19, 2020, at a moment when COVID-19 lockdowns made movement across borders more difficult than usual for ordinary citizens. But Marsalek is not only an internationally accused swindler. He is also an agent of the GRU, Russia’s military intelligence service, and he has been for the last decade. More recently, since his defection to Russia, he has also done jobs for the FSB.

Philippine mayor extradited on charges of being Chinese spy seeks re-election
A former Philippine mayor accused of spying for China is seeking re-election next year, The Independent reports.
Alice Guo, the former mayor of Bambang City, is currently being held in Pasig City Jail after she was extradited from Jakarta, Indonesia, in September.
Ms. Guo, also known as Chinese national Guo Hua Ping, was wanted by the Philippine Senate for refusing to appear before a congressional investigation into her alleged criminal links to Chinese crime syndicates and money laundering.
Ms. Guo, 34, who claims to be a natural-born citizen of the Philippines, has denied the charges, calling them “malicious.” Her lawyer Stephen David told reporters on Friday that she would formalise her candidacy for mayor on October 8, the last day to file nomination papers. He also said:
Definitely, she will be running for mayor. It would be better if she runs so we can find out if the people still love her, because right now there’s a lot of negative publicity, but many also sympathise.
He also added Ms. Guo was confident of her victory because “so many people are rooting for her.”
Runaway mayor
In August, Philippine authorities filed several money laundering charges against Ms Guo and her associates. She fled the country in July, travelling to Malaysia, Singapore and Indonesia on her Philippine passport, the Philippine Anti-Crime Agency said.
The former mayor and her two alleged brothers fled the Philippines by boat to Malaysia, Sheila Guo, an alleged accomplice arrested earlier in Indonesia, told a Senate hearing.
Ms. Guo was running for mayor of Bambang, an agricultural town north of the capital, as a Philippine citizen in 2022.
The Philippine Senate began investigating Ms. Guo in May, two months after authorities raided a gambling centre catering to offshore customers, mostly Chinese. The raid uncovered what the authorities described as online fraud at a premises built on land partly owned by Ms. Guo.
Ms. Guo refused to appear at a follow-up hearing in June, citing emotional trauma from a previous attendance at the hearing. As a result, the Senate charged her with contempt of court and ordered her arrest. In August, the Philippine Anti-Corruption Authority removed her as mayor, citing serious misconduct for her alleged links to illegal gambling operations in Bamban.

GRAINS-Soybeans ease on better-than-expected US crop condition SINGAPORE, Sept 10 (Reuters) - Chicago soybean futures slid on Tuesday, giving up some of the previous session's gains as a U.S. weekly report showed steady condition of the crop despite dry weather last week. Corn and wheat eased after closing higher in the last session. FUNDAMENTALS The most-active soybean contract on the Chicago Board of Trade (CBOT) Sv1 fell 0.3% to $10.15-1/2 a bushel, as of 0011 GMT, having gained 1.3% on Monday. Corn Cv1 fell 0.4% to $4.05-3/4 a bushel and wheat Wv1 gave up 0.4% to $5.66-1/2 a bushel. The U.S. Department of Agriculture (USDA) left condition ratings for the U.S. soybean crop unchanged after the CBOT closed on Monday, pegging 65% of the crop as good to excellent despite trade expectations for a decline. Dry weather has persisted in much of the U.S. crop belt, potentially stressing late-planted soybeans. On Monday, soybeans gained on demand for U.S. supplies and worries about a slow start to planting in Brazil, the world's top exporter. Brazil's soybean planting for the 2024/25 season has not yet started due to low soil moisture and dry and hot weather, consultancy AgRural said on Monday. Brazilian farmers in the country's key centre-south region had planted 15% of the expected area for the 2024/25 first corn crop as of last Thursday, up from 8% a week earlier but short of the previous season's 17%. Meanwhile, the USDA confirmed private sales of 132,000 metric tons of U.S. soybeans to China, the latest in a string of exports to the world's biggest soy buyer. The agency reported the U.S. corn harvest as 5% complete, ahead of the five-year average of 3%. The government expects to report its first soybean harvest progress figure in next week's report. China announced on Monday the start of a one-year anti-dumping investigation into imports of rapeseed from Canada, just weeks before Ottawa's 100% tariffs on Chinese-made electric vehicles and other products come into force. Russian wheat export prices were little changed last week amid weak demand as unfavourable weather conditions force analysts to lower their crop forecasts. Consultancy IKAR has cut its forecast for Russia's wheat crop to 82.2 million metric tons from 83.8 million tons and wheat exports to 44 million metric tons from 44.5 million tons citing "very adverse weather in Volga, Urals, and Siberia". Commodity funds were net buyers of CBOT soybean, soyoil, corn, wheat and soymeal futures contracts on Monday, traders said. Modus operandi unraveled: How over Rs 600 crore were siphoned out of country
The outward remittances were done illegally in the garb of third party payments against import of garments from Bangladesh.
Delhi Police's Special Cell registered an FIR in October 2021 regarding a syndicate that channeled money obtained through various criminal activities out of the country. This included Proceeds of Crime ( POC) obtained through illegal Chinese loan apps, illegal online gamings and also illegal bettings.
The wide network of this syndicate can be gauged from the fact that the case was first taken over by Delhi Police in October 2021. It was later transferred to the Enforcement Directorate ( ED) that is probing the matter and recently made an arrest on July 13.
From the documents that have been accessed by Republic Digital, it is mentioned categorically how accused persons, the fraudulent companies created by them on the pretext of forged documents were involved in opening of bank accounts both within and outside country and have taken out funds to the tune of Rs 338 crore.
To begin with, fake identities like Aadhaar, PAN cards and Voter ID cards were used for creating shell firms and opening multiple bank accounts.
In continuation to this, shell firms were also opened in Hong Kong, China, UAE, Singapore and Malaysia. The money that was deposited in Indian bank accounts was then successfully routed through RTGS/ NEFT.
The probe in this case by the agencies led them to get hold of Ashish Kumar Verma. It was found that Ashish along with the accomplices were able to create 18 shell firms and multiple accounts not only in private but also public banks.
Investigations have also revealed that Ashish is one among many in this huge syndicate that was successfully taking out hundreds of crores from the country.
As per law enforcement officials the other major characters involved in this crime of money laundering included Praveen Kumar based in Dubai who was involved in creating fake firms abroad, and Vipin Batra who used to be in touch with Ashish and gave him directions on how the modus operandi had to be implemented. Vipin Batra was recently arrested by the ED on July 13. He is being interrogated.
The mastermind of this syndicate is said to be Pawan Thakur, a Dubai-based bookie and an international Hawala operator. As per law enforcement officials, he is the mastermind in incorporating entities within India as well in foreign countries for remitting funds from India and receiving such funds in foreign bank accounts.
Thakur used to provide forged documents to Vipin Batra who in turn used to send these documents to Ashish Kumar Verma for executing outward remittances. Thakur used to incorporate entities in foreign countries on the backing of passports of several Indian individuals.
The modus operandi proved to be so successful that the syndicate acquired foreign exchange to the tune of Rs 271 crore and successfully sent this amount to the foreign bank account of shell companies abroad in the garb of purported imports of services giving false declarations in turn to banks.
In this, 90 percent of the amount was sent to Dubai while 10 percent was sent to Singapore.
It did not just end here. During the investigations, it was further found that Pawan Thakur was working on a similar modus operandi and in connivance with people that have been identified as Rohit Sharma, Jatin Chopra, Anmol Srivastava, Deepak Kaushal and others for illegal outward remittances.
The outward remittances were done illegally in the garb of third party payments against import of garments from Bangladesh.
From this, funds to the tune of Rs 338 crore were channeled out to Hong Kong and Singapore. Some of the fake firms that were created are Perfect Solutions, Omega Technologies, RP investment and consultancy, Flappose Trade PVT ltd, Uniwide innovations.
Fake directors of these firms were created. Bank accounts of office boys were created by giving them Rs 15,000. On their names, SIM cards used to be bought from where banking transactions used to be done.
With some arrests made in this case so far, investigations are still on to get hold of major masterminds in this Hawala racket that has resulted in more than Rs 608 crore being siphoned off the country.

The head of Telegram, Pavel Durov, has been charged by the French judiciary for allegedly allowing criminal activity on the messaging app but avoided jail with a €5m bail. The Russian-born multi-billionaire, who has French citizenship, was granted release on condition that he report to a police station twice a week and remain in France, Paris prosecutor Laure Beccuau said in a statement.
The charges against Durov include complicity in the spread of sexual images of children and a litany of other alleged violations on the messaging app. Durov, 39, was detained at Le Bourget airport, just outside Paris, on Saturday on suspicion of failing to act against illicit content on the service, including the exchange of child sexual imagery, drug trafficking and fraud. His surprise arrest has put a spotlight on the criminal liability of Telegram, the popular app with around 1 billion users, and has sparked debate over free speech and government censorship. Specialist French cybercrime and fraud detectives announced earlier this week that Durov’s arrest was part of a wide-ranging investigation into a failure to moderate alleged criminal activity on the messaging app. In a statement on Sunday, Telegram said it abided by European Union laws and that its moderation was “within industry standards and constantly improving”.
“Telegram’s CEO, Pavel Durov, has nothing to hide and travels frequently in Europe,” it said. “It is absurd to claim that a platform, or its owner, are responsible for abuse of that platform.” Durov, a self-styled libertarian often cast as “Russia’s Mark Zuckerberg”, lives in Dubai, where Telegram is based, and holds citizenship of France and the United Arab Emirates. He recently said he had tried to settle in Berlin, London, Singapore and San Francisco before choosing Dubai, which he has praised for its business environment and “neutrality”. Telegram has long been closely monitored by law enforcement agencies worldwide due to its alleged use by terrorist organisations, drug traffickers, arms dealers and far-right extremist groups for communication, recruitment, and coordination.
